With reference to earlier baseline data, which was collected during March to June 2014, present baseline data was collected during October to December 2017 to supplement the earlier data.
1.0 MICRO-METEOROLOGY
The study of micro-meteorological conditions in the study area during air quality study period is of utmost importance in order to understand the variations in ambient air quality status in study region. The prevailing micrometeorology at project site plays a crucial role in transport and dispersion of air pollutants released from the plant. The principal variables are horizontal transport and dispersion (average wind speed and directions), convective transport and vertical mixing (atmospheric stability) and also topography of the area as local influences. For determining the prevailing micro-meteorological conditions during the study period (October – December, 2017), an automatic continuous digital weather station with data logger was installed at project site. The location is chosen such that there is no obstruction to the flow of wind and sunlight. The hourly meteorological data of wind speed, wind direction, temperature and solar radiation were recorded at the project site. These frequencies were computed on hourly data basis and presented in wind rose diagram as well as 24 hourly basis and the corresponding results are used to and 00-24hrs corresponding to study period as shown in subsequent sections. The wind direction for the months of October – December, 2017 is shown in Figure 1.0. Predominant wind direction is NNW, NW & E. The average wind speed observed during the study period is 4.2 km/hr. The relative humidity ranges are observed 27.7-91.2%. The average annual rainfall is about Nil. The mean minimum and maximum temperature is 14.08 °C and 26.97°C respectively. The day time heat is oppressive and the temperature is as high as 38.3°C. The lowest temperature recorded is of the order of 3.01°C. The micro-meteorology observation of the site is provided in Table 1.0.

2.0 SOIL Field Study, Sampling and Analysis The physico-chemical properties, nutrient content and infiltration characteristics of soils within the study area have been analyzed at five different locations during the study to establish the soil characteristics. Keeping in view the vegetative cover, soil types and maximum deposition of pollutants emitted through stacks, which would accord an overall idea of the soil characteristics within the study area.
2.1 Selection of Sampling Locations Sampling locations for the soil were identified primarily based on the distribution of vegetation and the agricultural practices in the area. The sampling locations are predominantly representative of agricultural field in different directions. These locations were selected in order to have background scenario w.r.t. the soil quality in the area.

2.2 Methodology The soil sampling and analysis was conducted once in the study period, during October-December, 2017. The samples were collected homogenous representatives of each location. 8 locations were selected to monitor the soil quality in the study area. The soil characteristics are summarized in Table 2.1.

3.0 AMBIENT AIR QUALITY The sources of air pollution in the region are industrial emissions, vehicular traffic, dust arising from unpaved village roads and domestic fuel burning. The prime objective of the baseline air quality study was to establish the existing ambient air quality of the area. This will be useful for assessing the conformity to standards of the ambient air quality during the operation of the proposed power project. The monitoring locations for establishing the baseline status of ambient air quality has been identified on the basis of the following considerations:
1. Meteorological conditions 2. Topography of the study area 3. Category of the area like habitat, forest etc. 4. Representative of likely affected area
Further, due consideration were also given to the likely affected zones during construction and operation of the plant. The location of human habitation and other sensitive areas within the study area were also considered in selection of ambient air quality monitoring locations. Eight (8) numbers of monitoring stations were set up to assess the existing air quality of the area. The locations of the monitoring stations were based on the frequent wind directions in order to site the stations as close as feasible to the anticipated maximum pollutant deposition areas, moreover, duly considering human habitation and proximity to sensitive zones within the study area. Logistic considerations as ready accessibility, security, availability of reliable power supply etc. were examined while finalizing the monitoring locations. Ambient Air Quality Monitoring was conducted on three months (October, November & December, 2017).
The Ambient Air Quality Monitoring locations have been shown in Table-3.1. The relative direction and distance of these locations with respect to the plant site have been given in Table-3.1.

The minimum value of PM2.5 was recorded as 147 µg/m3 and maximum value of 171 µg/m3 from October to December, 2017 period. The minimum value of PM10 was recorded as 249 µg/m3 and maximum value of 307 µg/m3 from October to December, 2017 period. The minimum value of SO2 was recorded as 12.4 µg/m3 and maximum value of 16.8 µg/m3 from October to December, 2017 period. The minimum value of NO2 was recorded as 21 µg/m3 and maximum value of 24.6 µg/m3 from October to December, 2017 period. The minimum value of CO was recorded as 1.2 µg/m3 and maximum value of 1.4 µg/m3 from October to December, 2017 period. The minimum value of NH3 was recorded as 14 µg/m3 and maximum value of 15.7 µg/m3 from October to December, 2017 period. The minimum value of O3 was recorded as 25.7 µg/m3 and maximum value of 39.7 µg/m3 from October to December, 2017 period.

The high value of PM10 and PM2.5 were monitored during the survey period is because of crop stubble burning all around the surrounding villages of the refinery. The crop residue burning is added particulate matter to the environment which reflected in refinery AAQMS data as well as data collected by baseline data collection agency. All other values are found within limit. MHC, NMHC and Total HC were measured at Five (5) locations in the month of October, November & December, 2017. VOC motoring results are given in Table 3.3 (a), (b), (c).

The ambient air quality is measured by AAQMS stations installed inside the Refinery & the monitoring values have been given in Table-3.4. The value of PM10 and PM2.5 were exceeding the limit due to heavy agricultural waste burning in the surrounding villages.

4.0 WATER ENVIRONMENT 4.1 Surface Water Quality
Study area forms part of Indo-Gangetic plain and exhibits flat terrain with isolated sand dunes. There is no well defined drainage system and is drained by canals such as Bhakra Main, Bathinda Branch, Kotla Branch and Adohar Branch. All the canals are run towards East. The entire canal system belongs to Bathinda Branch canal. The canals in the study area include Bhakra Canal, Malkana Water course, Talwandi Distributary, Bangi Distributary.

Analysis of the samples is carried out as per standard prescribed methods at the laboratory and summary is given in Table 4.2.

The samples were taken to analyze the surface water quality of the canal within the study area. It has been observed that all the parameters were well within the desirable limits of drinking water standards IS:10500.
4.2 Ground Water Quality
Ground water has been found as the most important source for catering the domestic needs of water consumption of local population throughout the study area. Therefore, any kind of deterioration owing to the industrial or the urban activities in the quality of ground water will pose serious threat to health and attention needs to be paid towards maintaining the quality of water using all possible tools such as regular monitoring with spontaneous remedial suggestions, if required. With this view, 7 monitoring stations (tube wells) in the

The groundwater quality was compared with IS:10500 drinking water standards prescribed by WHO. Following observations have been made.
Total hardness was found to be higher than the permissible limits of IS:10500 standards in Phullo Khari, Raman Mandi and Hassu village,
Alkalinity is found to be on higher side in Hassu and Tarkhanwala village, Magnesium contents are found to exceed the permissible limits of IS:10500 drinking
water standards in Raman Mandi village, In most of the villages fluoride content are found to be on higher side namely

5.0 NOISE ENVIRONMENT
A total of Five (5) locations within an area of 10 km radius around the project site have been selected for measurement of ambient noise levels in the month of October to December, 2017. These locations and noise levels are given in Table 5 (a), (b) & (c).
5.1 Ambient Noise Monitoring In the present study, a sound level meter has measured sound pressure levels. Since loudness of sound is important for its effects on people, the dependence of loudness on frequency must be taken into account in environmental noise assessment. This has been achieved by using A-weighting filters in the noise measuring instrument which gives a direct reading of approximate loudness. Moreover, A-weighted equivalent continuous sound pressure level (Leq) values have been computed from the values of A-weighted sound pressure level (SPL) measured with the help of a noise meter. At each location, readings were taken at uniform interval over a twenty-four hours period, divided into day and night shifts. For a particular location daytime Leq has been computed from the SPL values measured between 6.00 A.M to 10.00 P.M and night time Leq from the SPL values measured between 10.00 P.M to 6.00 A.M, such that comparison could be made with the National Ambient Noise Standards.
5.2 Noise Levels in the Study Area On comparing with the noise limits specified by The Noise Pollution (Regulation &Control) Rules, 2000, the noise levels within the plant boundary are found to be well within the limits. Whereas the noise level in nearby villages is found to be within the limits during day time and in night time noise levels.

PART-II & 111 DESCRIPTIVE REPORT ON STATU OF COMPLIANCE TO CONDITIONS OF ENVIRONMENTAL CLEARANCE AND ENVIRONMENTAL MANA EMENT

The review of' conditions stipulated in two , i sued 011 16.7.2007 & 22.6.15, has heen undertaken during the visit and discussions held with Shri Satish Kalra, DUM (Env & Safety). Further, scrutiny of documents, as submitted by PP, & based on site visit followings are observed:
1. All the condition stipulated by this Ministry vide its letter no. J-J 101 1/24/98-1A.1I (1) dated 6.1 1.1998 and J-1101l/275/2007-IA II dated 16.7.2007 & amended dated 7.7.2010 have been complied as reported in last inspection report which has been submitted to the Ministry.
2. Five CAAQMS monitoring stations have already been installed in consultation with PPCS in the existing refinery. Online stack monitoring instruments/analysers have been installed in existing stacks. Analytical data, as submitted, do not show anomaly.
3. eTE, issued by PPCB for expansion project, was expired on 6.9.2016 which has been extended up to 6.9.2017.
4. eTa was found valid up to 31.3.2018. PPCB has issued notices for non- compliance of provisions under Air Act, HWMH Rules, & E-waste Management Rules on 2.5.3013, 28.1.20 f4, 30.7. 20 J4, 21.10.14, 9.12.14, 3.6.2015 & 20.5 2015 respectively. Since PP has submitted replies to different notices and no response of PPCB was submitted to the Ministry, it is understood that issues pertaining to high sulphur emissions, foul smell, generation, storage & disposal of oily waste have been resolved. However, HW storage area was visited (Photo 1) & noticed that area & submission of reports needs improvement.
5. Two piezometers were noticed around HW storage pit during visit (Photo 2). Analysis data of ground water show parameters within limits.
. 6. It was noted from the water balance, as submitted, that 1178 KLPD fresh water was being used in the complex & 345 KLPD effluents was being generated. But quantitative details on utilization of treated effluent for different purpose were not submitted. Nor, proper metering system was observed.
7. It was also observed during the visit that two ponds have been constructed - a) storm water pond having capacity of 172981 m3 water which is used for storing rain water (Photo 3) and for fire fighting & irrigation & b) ecological pond having capacity of210000 m3 of storing ETP treated water.
8. The following modification details were submitted for 11.25 MMTPA expansion:

• Refer Annexure 1 for Fuel & Lime quantity for CFBC operation.
• The S02/S03 emission resulting from firing of Coke/Coal is captured by Limestone injected into furnace along with coal! petcoke.
• Pumps: 1 New pump, 8 Existing pump internal(impeller) modifications
• Heat Exchanger: 5 new Exchangers, 4 additional exchangers in parallel of existing, 1 Exchanger modification (Tube bundle replacement), 2 additional Air Coolers
• Column: Tray modification! replacement in 5 columns, Packing replacement in 1 column, Nozzle modification in CDU (Reboiler 0/1) and VDU column (feed. inlet)

9. It was submitted that around 4800 workers are residing in labour camps that have been provided all necessary infrastructure & facilities including medical facilities.
10. It was observed that safety audit was conducted by M/s Chola Mandalam 28.09.2016 to 01.10.20] 6 and 43 recommendations were recorded. Of these, 37 recommendations have been implemented and remaining 6 are yet to be implemented.

12. Green belt has been developed over more than 300 acres by planting about 2.39 lakhs saplings as' claimed by PP which found satisfactory at certain places (photo 4).
13. PP has submitted that 12 storage tanks for VGO feed (1), BBU feed (1), slop tank (1), BBU product (7), LCNINHT LN tank (1) & diesel (1) are to be installed.
'14. It was observed during the visit that VB - 5 & 6 (new CFBC boiler) was constructed. Works on coal handling plant & associated facilities, wagon tippler etc., were found in progress (photos 5 -6).
