(AP) A few years back, large-scale wind projects dominated the renewable energy discussion in Vermont as vocal opponents decried the destruction of pris- tine mountaintops and the details of construction plans grabbed headlines. But the commotion has died down, and now the conver- sation is focused on solar power. All of Vermont’s new elec- trical capacity last year came from solar, doubling the state’s total in that category, according to the solar energy Industries Association. Wind projects take longer to develop than solar, and they can face stiff opposition from the public. And experts say the federal tax credits that are keeping the solar industry on track have been uncertain for wind developers for some time. “Wind is not dead. It’s just taking a little hibernation here as federal policy gets the tax credits right,” said davi d Blittersdorf, the president of All earth renewables and the developer of the four-turbine Georgia Mountain wind proj- ect just north of Burlington. “If there is a project that is well-sited, it’s economically competitive and beneficial, then I think there are still oppor- tunities to move forward,” said darren springer, the deputy commissioner of the Vermont department of Public service, which does energy planning for the state. Iberdrola renewables is moving forward with a 15-tur- bine project on two ridgelines mostly in the Green Mountain National Forest in searsburg and readsboro, enough to power about 14,000 homes. While the company doesn’t have a date yet when it will begin construction, the major hurdles have been cleared, said Iberdrola spokesman Paul Copleman. But the commotion has died down, and now the conver-sation is focused on solar power. All of Vermont’s new elec-trical capacity last year came from solar, doubling the state’stotal in that category, according to the solar energyIndustries Association.

Wind projects take longer to develop than solar, and theycan face stiff opposition from the public. And experts say thefederal tax credits that are keeping the solar industry on trackhave been uncertain for wind developers for some time.

Vermont to Use ‘Slide-In’ Bridgesas Replacements on I-91 Project

WHITE RIVER JUNCTION, Vt. (AP)The Vermont Transportation Agency isusing what it calls a “slide-in constructiontechnique’’ to minimize disruption for trav-elers when it replaces two Interstate 91bridges in White River Junction.

The highway will remain open duringconstruction except for two weekends,probably in late August.

On those two weekends, the road will beclosed in one direction and traffic detouredwhile an existing bridge is rapidly demol-ished and a new bridge is slid into place.

Deputy Transportation Secretary ChrisCole said the two bridges are near the inter-change with Interstate 89 so it is essential tominimize the time the bridges are closed.

“Deploying this innovative constructiontechnique is another example of our com-mitment to maintaining mobility while

being good stewards of our interstate high-way system,’’ Cole said.

The two new bridges will be built ontemporary supports next to the bridges theyare replacing this spring and summer. Thefoundations for the new bridges will bebuilt under the existing bridges. The newbridges will be slid into place when they aredone.

The new bridges are slated to be installedin August.

The slide will take place over two con-secutive summer weekends, one bridge oneach weekend. The tentative schedule forinstalling the new bridges is the last twoweekends in August. The alternative datesare in mid-September.

The rainy weather didn’t hinder Petrowsky Auctioneers’s recent sale. Itsindoor, heated facility allows bidders to stay dry and warm while equip-ment is driven across the ramp. When the weather is nice, the doors canbe opened.

The heavy equipment lot featured an extensive inventory of wheel loaders, dozers, excava-tors, rollers, backhoes and more.

Windham and Grafton, which could beup to 30 turbines, although the finalengineering and environmental studiesthat will determine the exact numberhave not yet been done, Coplemansaid.

“The two projects that we have indevelopment speak to our interest inthe state,” he said. “The fundamentalsfor developing wind in Vermont arestill strong.”

Vermont has four industrial-scalewind projects in operation: the 21-tur-bine, 63-megawatt Lowell Mountainwind farm and a 10-megawatt GeorgiaMountain project, both launched in late2012; the 40-megawatt, 16-turbineproject in Sheffield launched in fall2011; and a smaller 6-megawatt windproject, in Searsburg, which has beenonline since 1997.

Gov. Peter Shumlin has committedthe state to get 90 percent of its energyfrom renewable resources by 2050. Toreach that goal Vermont will need more

wind, solar and other sources of elec-tricity, including finding ways to bemore efficient, Blittersdorf said.

Blittersdorf said he felt the future forwind would be for more, smaller proj-ects. He says he’s working on moreprojects, but he’s not ready to talk aboutthem yet.

“It’s going to be all over the place,”he said.

Despite the current solar-energypush, Green Mountain Power,Vermont’s largest utility, owns 69megawatts of wind capacity comparedto 2.2 megawatts of solar. GMPspokeswoman Dorothy Schnure saidthe utility considers both to be impor-tant and cost-effective.

“Right now the attention is on thesolar because those are the projects thatare actively under development,”Schnure said.

Wind has its detractors. AnnetteSmith, of Danby, the executive directorof the nonprofit Vermonters for a CleanEnvironment and an opponent ofindustrial wind development, said wind

developers are still eager to build inVermont despite what she said is clear-cut opposition from most of the com-munities where the projects are pro-posed.

She said wind projects divide com-munities, and once built they are hardto live near. Opponents regularly decrywhat they see as the destruction ofmountaintops and a threat to rivers,streams and wildlife.

Despite a lull in wind projects, Smithsaid she also believes there will bemore.

“It’s not like nothing is happening,it’s just that they are all happily gettingtheir policies in place ... They have allthe mountain-sites scoped out,” Smithsaid. “They know where they want togo, they have sliced and diced every bitof terrain in Vermont and know what’sclose to the power lines.”
