The Jersey bar- rier at old Exit 2 eastbound “Wickenden Street/India Point” cracked more with every pounding. Underneath the last rem- nants of the old Providence East-West highway system is prime commercial land that the city of Providence and the state desperately need to pay their part (about 20 percent) of the $610 million IWAYproject that is virtual- ly complete. With the end of the old highway comes the beginning of new economic prosperity for a struggling, nearly bankrupt state that is in desperate need of tax revenue from new sources. “If we are going to succeed in the 21st century economy, we must have a world-class, efficient, reliable transporta- tion system. Investing in our state’s infrastructure is a powerful economic tool,” said Carcieri at the ceremo- ny. “This project will open up approximately 20 acres of prime commercial real estate that will become a center for the growing medical and life sciences industry in Rhode Island. “The investments we have made in our transporta- tion system, including Route 403 in Quonset, the InterLink at TF Green Airport, and the IWAYare investments in our economic development and our ability to improve the flow of business and create jobs,” he added. IWAY or the Highway During this project, RIDOT will be demolishing more than 3,500 ft. (1,067 m) of old I-195. Other contracts demolished an additional 1,500 ft. (457.2 m) of the old highway. change.”The demolition of old I-195 will open up about 35 acres

of land, which will be used to build new streets throughoutProvidence. This includes about 20 acres of new parcels thatwill be used for private development and new parks alongthe waterfront. It also will allow for the construction of a newbicycle/pedestrian bridge on the existing highway piers,which connects both sides of the river at newly proposedparks.

“There has been a lot of work performed on the IWAY. Itstarted in 1999 and has resulted in major improvements forthe transportation system on (Routes) 195 and 95,” saidRIDOT Head of Construction Frank Carrao. “Since the proj-ect has come into play, it will benefit the city of Providencefor several reasons.

“First, it will open up property within the city proper fordevelopment, which will ultimately end up on the tax rolls,”said Carrao. “Secondly, the roadway and embankmentscrosses, almost bisects, the city, creating new throughways.

Barriers will open up. This will reconnect the city streets andopen up the waterfront along the Providence River. Thisproperty will be open space and parks.”

Carrao said that as time goes on, and the property getsredesigned and remarketed, the state would need to sellparcels to offset the cost of the IWAY project.

“The city gains parcels of lands that are not generating anymoney and puts them on the tax rolls,” said Carrao. “It’s verytough to say in dollars, because the market readjusts, so Ican’t really estimate values [at present].”

Providence is the general contrac-tor in removing the debris. Carraocould not estimate how much con-crete and steel would come downfrom the 3,500 ft. of the old high-way being crushed, but added thatsome 250,000 cu. yds. (191,139 cum) of material — dirt and fill — inaddition to the concrete and steel,would be taken away over the nextsix months.

“Rhode Island ResourceRecovery at the State Landfill willbe taking out a significant amountfor cover and fill they need. Thecity of Providence needs materialfor caps and fill, also, and theyhave asked for a portion of theearth material to do the caps,” saidCarrao. “East Providence has aneed as well. The two cities will beusing between 30,000 to 50,000cubic yards.”

Carrao said the clean up wouldfinish by next summer.

“As they take down the struc-ture, they will bring down thegrade. They will go right through itas they demolish the remainingstructure, grade the area,” he

PROVIDENCE, R.I. (AP) Rhode Island faces a trans-portation funding shortfall of more than $4.5 billion over thenext 10 years, according to a report recently released by anational nonprofit organization.

The Washington-based group, TRIP, said that fewer than athird of the state’s roads will be in good condition by 2020and that 24 percent of state-maintained roads are in mediocreor poor condition. In addition, nearly half of the state’sbridges are either structurally deficient or functionally obso-lete, according to the report.

TRIP spokeswoman Carolyn Bonifas said the report isone of about 30 statewide reports being released this year bythe organization.

“We want them to understand the conditions of the roadsis costing them money every day,” Bonifas said.

Beyond helping drivers understand the state of roads andbridges, the report also is aimed at spurring calls for neededstate and federal funding for transportation projects.

“That would go a long way toward allowing the state tomake the needed repairs. As it stands, there’s dozens of need-ed projects,” she said. “They can’t move forward because thestate doesn’t have sufficient funding.”

The demolition of the remainderof 195 is a $6.8 million project,said Carrao.

The Last Piece“This is the last piece of the old

highway,” said Carrao. Previously,demolition crews had taken a smallsegment from 195 to WickendenStreet. This project goes fromWickenden Street on the East sideof the city to Interstate 95. “This isthe last of the major deconstructionand construction of IWAY work.”

“The last contract will be thereconnection of the city streets,repaving, re-curbing and market-ing them,” he said. “It will becomea new transportation network forthe city of Providence. We reallyhave improved the traffic patternsof the city for road users. We havemade improvements to the trans-portation system and significantly

cut down on commuter time fordriving hours. State Police havesaid we have also significantlyreduced commuter crashes bysome 66 percent. That is impres-sive,” he concluded.

An Entirely New LookRhode Island Economic

Development Corporation(RIEDC) expects to be the leadagency in marketing and disposingof the land on behalf of the state,according to Melissa Chambers,media liaison of RIEDC.

“When the IWAY is fully openand the obsolete portion of I-195comes down, Providence will have

an entirely new look,” said RIDOTDirector Michael Lewis. “Newstreets will be built and old onesreconnected, giving Downcityopportunities for growth andexpansion that haven’t been avail-able in decades.”

RIEDC released a report lastyear that makes recommendations

for the redevelopment of theparcels of land that transformProvidence and its riverfront.These parcels comprise 35 acres ofnew land in what is known as TheJewelry District, Old Harbor, FoxPoint and College Hill — the homeof Brown University and theRhode Island School of Design —on either side of the ProvidenceRiver, north of the Fox PointHurricane Barrier.

The report focuses on threemain objectives for reuse of theland: an increased tax base, eco-nomic development to attractindustries and jobs to the area, andurban revitalization.

“With the relocation of Interstate95, the tear in the fabric of down-town will be repaired, and a newvibrant neighborhood can grow inthe city,” said Thomas E. Diller,director of the department of plan-ning and development for the city.

BERLIN, Conn. (AP) In the worst reces-sion in memory, Helen Duguay discoveredthat climbing utility poles is a better careerchoice than selling real estate.

A former real estate agent out of worksince May, the mother of five is learning toscale poles and operate a crane, a backhoeand other equipment used at electric and gascompany construction sites.

“We all have to be flexible in what we cando,” Duguay said. “I’ve never done thisbefore.”

A 12-week training program organizedby the Connecticut Business & IndustryAssociation has drawn Duguay and 11 otherprospective utility line workers. Partly fund-ed by federal stimulus money, the programis a good match for the unemployed work-ers looking for a job and for utilities seekingto replenish a labor force about to be hit hardby retirements.

Union officials said the average age of thenation’s utility workers is about 50.

“You’re looking at a potential mass exo-dus over the next couple of years,” said JohnFernandes, president of Local 457 of theInternational Brotherhood of ElectricalWorkers, which represents ConnecticutLight & Power employees.

The Center for Energy WorkforceDevelopment, a consortium of electric, nat-ural gas and nuclear utilities and their asso-ciations, said in a 2009 report that 42 per-cent of the industry’s line workers would beretired or gone through attrition by 2015.

The survey found most employees retireafter age 58, with 25 years of service.Because many utility jobs are physicallydemanding, it said, some employees choosejobs elsewhere in a utility or begin secondcareers well before the traditional retirementage of 65.

Collaborative efforts have been set up in28 states among utilities, schools, unions,state workforce development agencies andothers to find ways to develop the industry’slabor force. For example, Gulf Power, aPensacola, Fla.-based utility, has a partner-ship with a local high school that offerscourses introducing students to utility work.Gulf Power finds mentors and pays the costof an exam that would otherwise cost thestudent a few hundred dollars, spokes-woman Sandy Sims said.

She said 20 percent of the utility’s 1,365employees are eligible to retire.

The Connecticut training program teach-es students about gas and electric utilities,alternative energy and upgraded electricity

systems known as the “smart grid.” Theprogram also prepares trainees for an indus-try employment test and commercial dri-ver’s license.

Duguay, of Wolcott, said she learned of itfrom the Job Corps and seized on it becauseshe knows there’s a need for utility lineworkers, who are paid about $56,000 annu-ally, according to the U.S. Bureau of LaborStatistics.

At a recent session at a Connecticut Light& Power training yard in Berlin, Duguaywas in the cab of a crane, learning to lift andmove a 1,500-lb. block as if it were a paper-weight. She’s set her sights on a careerbeyond line work, but at her recent training,she learned to navigate a forklift in reversewhile trying to leave traffic conesuntouched.

“I’ve cleaned my own gutters,” she said.“I don’t mind heights. I don’t mind physicalwork.”

Two workforce training agencies inHartford and Waterbury screened Duguayand the other candidates, using federal assis-tance requirements for minimum incomeand other factors. Capital WorkforcePartners in Hartford selected the first six of10 candidates and its counterpart inWaterbury also selected six trainees, saidYolanda Rivera, program manager atWorkforce.

The Connecticut Light & Power trainingprogram costs were split among stimulusfunding and CL&P and Yankee Gas, sub-sidiaries of Northeast Utilities. The costs,about $76,000, included safety equipment,online lessons and test preparation, saidJudith Resnick, executive director of theConnecticut Business & IndustryAssociation’s education foundation.

In Connecticut, federal stimulus fundingof up to $14.5 million — part of $5 billionnationwide — has paid for training inadvanced manufacturing, warehouse man-agement, interviewing skills training andother courses and programs.

Students who do not pass the trainingexam will be able to retake it, said MitchGross, a spokesman of Connecticut Light &Power. And if funding is available, he saidother training sessions are possible.Students who do not find work at a gas orelectric utility can market their training forconstruction work or as truck drivers.

Duguay said she wants to pursue a careeras an electrical designer, which involvesplanning the electrical use of a building,rather than being a line worker. Right now,however, she needs the training to findentry-level work.

“I need to be here to get there,” she said.
