GUIDELINES TO BE FOLLOWED WHILE ISSUING TECHNICAL SANCTION TO SCHOOL ZONE IMPROVEMENT WORKS & INSTALLATION OF CRASH BARRIERS UTlLlSlNG THE FUNDS OF KERAIA ROAD SAFETY AUTHORITY I. General The T.S. and expenditure amount shall strictly be limited to the A.S. amount. Location School zone improvement works & installation of crash barriers shall be as per the proposals submitted from Divisions and approved by KRSA. The rate analysis shall be thoroughly checked to satisfy the Circular No. CE/Admn/PLA/1014/05 dated 03.10.2013 of CE (A&D) MORTH specification along with MORTH rate analysis may be followed for all items related to road works. Delhi Aanalysis of Rates need be considered only for items for which MORTH rate analysis is not available. DSR-2013 may be followed for Materials and Labour. MORTH rate as approved by NH wing of PWD may be considered for hire charges of Machinery Market rate shall be used only in cases where there is no rate available in DSR 2013 or in MoRTH data. In such cases the market rates used shall be substantiated for reasonability and supported by quotes from manufacturers/suppliers. A display board indicating that the works are done using the funds of Kerala Road Safety Authority shall be displayed Immediately after the completion of work, the utilization certificate for the amount for which Administrative sanction had been given shall be submitted to Road Safety Cell including all details such as number of school zones improved, name of the same, amount, the items for each school zone, location and length of crash barriers etc. Road Safety Cell may be contacted directly for any clarification regarding these guidelines School Zone Improvement Works The following are the items provided in the proposal & approval by KRSA of typical school zone improvement. 10. The amount approved by KRSA for each locations with the above items is FOUR Lakhs Only. GUIDELINES TO BE FOLLOWED WHILE ISSUING TECHNICAL SANCTION TO SCHOOL ZONE IMPROVEMENT WORKS & INSTALLATION OF CRASH BARRIERS UTlLlSlNG THE

School Zone Improvement Works The following are the items provided in the proposal & approval by KRSA of typical school zone improvement.

11. Typical Drawings for the School Zone treatment are already published in the website. However, these are attached herewith for convenience

/ \ 12. The supporting poles for sign boards shall be made with GI pipelhollow rectangular

sections instead of MS angles as per IRC 67-2012 & MoRTH specification 2013 13. For the installation 'of rumble stripslhump, CE's circular GL/CE/R&B/RSW/2013 \

dated 13.01.2014 may be followed. 14. ltem 8.20 of MoRTH rate analysis shall be followed for Hand Rails 15. Due diligence shall be exercised to approve items & quantities taking into

consideration of existing items at those locations. However, repairlmaintenance of such existing items can be included

16. If balance amount is available after the improvement of schools in the approved list, it can be utilized for other school zones in the prioritized list submitted by divisions under intimation t o this office.

---n. Ill. Metal Beam Crash Barriers --

17. Only Single "W" beam crash barrier need be installed in general cases. 'THRIE' metal beam should be used only in exceptional cases and the reason shall be clearly explained in the estimate report. ltem 8.23 A (or B as the case may be) o f MoRTH data shall be used for arriving the rate for crash barriers.

18. Use of Double Beam shall be limited to high level bridge approaches. 19. Crash Barriers shall be installed only at location with embankment/filling height

more than 3m. 20. Length of Crash barriers shall not be less than 30m at any location
