Modal verb, a kind of auxiliary verb, is often used to express permission, obligation, ability…etc
Ex: We should to get up early every morning.

Some full verbs are used to express the obligation : to have to, to have got to, to be allowed

Have to is used to form the question and the past and future
Should expresses what is right or a good idea.. It expresses advice, or a mild obligation
NOTE: mustn’t expresses a strong obligation not to do something
