NEW INITIATIVES AT HPPSC, SHIMLA- AT A GLANCE Having taken over as Chairman, Himachal Pradesh Public Service Commission on 04th July 2013, the following initiatives have been attempted for improving the functioning of the Commission which will go a long way in taking this prestigious constitutional body to new heights in future and our commitment to make this institution the best one in the country is everlasting: 1. NEW INITIATIVES AT HPPSC, SHIMLA- AT A GLANCE

Having taken over as Chairman, Himachal Pradesh Public Service

Commission on 04th July 2013, the following initiatives have been attempted for

improving the functioning of the Commission which will go a long way in taking this

prestigious constitutional body to new heights in future and our commitment to make

this institution the best one in the country is everlasting:

1. Updating of online application system for competitive Examinations,

which will pave the way for online Examinations in future.

The 17th National Conference of Chairpersons of State Public Service

Commissions (PSCs) dwelt upon several issues like Introduction of online

examination system / Computer Based Recruitment Tests-CBRT),

constitutional protection to the Chairpersons and Members, uniformity in

pay scales and perks, orientation Computer courses for officials and staff

of PSCs etc.

A consensus was evolved over the introduction of CBRT or Online

Test to recruit various State service candidates in phased manner as there

was no escape from this IT related reforms to come upto the expectations

of the new generations in all States in the country.

Giving the information about the decisions taken by the

Conference, Sh. K.S. Tomar, Chairman, HP Public Service Commission

who was host of the event, said that 3 days Conference concluded today

which took important decisions after holding in-depth discussions.

Sh. Tomar disclosed that issue of online examination dominated

the deliberations and every Chairperson of PSC and Chairman of UPSC,

Sh. Deepak Gupta agreed to introduce new system after creating suitable

infrastructures which will protect the secrecy and sanctity of various

written competition examinations.

UPSC had introduce CBRT/Online test as a Pilot Project in 2011

and conducted 22 online tests in nine cities.

Sh. Tomar expressed his firm conviction and opinion at the

Conference that there was no escape from coming the aspirations and

expectations of new generation and Opt for online examination in future.

UPSC Chairman informed the Chairpersons “with the technological

advancements, in the field of Hardware, Networking, internet speed etc.,

the possibility of conducting CBRT in normal examinations would also be

explored”.

Regarding the various interim orders being passed by high courts/

Administrative tribunals in infavour of the candidates who fail to qualify

for interviews, Maharashtra PSC circulated a paper to Chairpersons.

UPSC suggested to PSCs Chairpersons that 5th volume of

compilation of important Court Judgments being prepared by Karnatake

PSC may be uploaded on websites of UPSC and PSCs with a facility to

search subject and court wise topics which enable users to easily access

data to such verdicts and precedents in their Courts.

The Conference emphasiz the dire need of imparting computer

training and orientation to officers and employees of PSCs and Madhya

Pradesh PSC will organize brain storming workshop to seek views of

Chairpersons about the content and design of such courses.

Views were also solicited about services problems faced by many

PSCs vis-à-vis equivalence of marks awarded by various lesser known

universities and institutes which give unreasonable high perentages/

grades to candidates.

The Chairpersons felt that problem could be tackled with the help

of State Governments/ Union Govt. so that reputed universities system of

awarding grades or percentage do not become casuality.

The 17th National Conference of State PSCs decided to give an

opportunity to newly created State of Talengana to organize next

Conference in Hyderabad in Jan/Feb., 2016.

Sh. K.S. Tomar, Chairman Himachal Pradesh Public Service

Commission expressed his gratitude to Chairpersons of State

Commissions of India and Chairman Union Public Service Commission,

Prof. D.P. Agarwal for giving an opportunity to Himachal to organise 17th

National Conference of heads of State Commissions and UPSC.

Sh. Tomar said that it would be for the first time in the history of

Himachal when it would organise National Conference in April/May or

Sept./October, 2015 at Shimla.

Sh. Tomar said that the decision was taken during 16th National

Conference of Chairpersons and UPSC Chairman which was recently held

at Chandigarh.

Chief Minister Sh. Virbhadra Singh has expressed his satisfaction

over the decision of 16th National Conference regarding its next meeting to

be held at Shimla and promised every possible financial help and logistics

to make it a success.

“Several issues were discussed during the Conference to improve the

transparency in examination system and enhanced utilisation of the

Technology”, Sh. Tomar said.

Himachal Pradesh Public Service Commission, Chairman said that

four issues, suggested by him, were taken up by the Chairpersons’

Conference which included dire need of coming to the expectations of

common people about credibility of selection process and Viva Voce.

Chairman informed the conference that Himachal Government had

agreed to introduce mental aptitude test in schools, colleges and

universities, which would help the candidates specially hailing from rural

areas to compete with urban based aspirants who are having better

coaching facilities and higher standard of education.

He said the Himachal has become first State in the country, which

will implement this innovative idea and Chief Minister had included it in

his budget speech.

Sh. Tomar disclosed in the Conference that Himachal Pradesh

Public Service Commission had introduced several reforms like online

applications, E-Payment, Bar-Coding system to maintain secrecy, Toll

Free service to guide candidates, etc.

Sh. Tomar emphasised the need of uniform pay scales and

allowances of Chairmen and Members in the country.

Regarding online examination system, Sh. Tomar felt that we should

keep aspirations of future generation in view and gradually take steps to

introduce this system otherwise it would be too late to repair the damage.

2. Hosting of 17th National Conference of Chairpersons of State Public

Service Commissions at Shimla on 18th April, 2015 & 19th April,

2015.

Chief Minister to inaugurate 17th National Conference of

Chairpersons of PSCs on April 18

Chief Minister, Sh Virbhadra Singh will inaugurate the 17th

National Conference of Chairpersons of State Public Service Commission

at 10 AM on April 18 at Peterhoff.

Chief Minister will reach the venue at 9.50 AM and lit the lamp at

10 AM.

More than two dozens Chairpersons including UPSC Chairman,

Sh. Deepak Gupta will attend the Conference of Constitutional bodies

which was being held in Shimla for the first time in the history of hilly

State.

Giving this information, Sh. K.S. Tomar, Chairman HP Public

Service Commission, said that all arrangements including security,

boarding, lodging and transport had been made by the Commission.

He said, “several important issues like legal protection to PSCs

chairpersons and Members, introduction of IT related reforms,

preservation of credibility of these institutions etc. will be discussed

during business sessions which would be confidential”.

Chairman said that fruitful discussions to be held amongst the

Chairpersons would go a long way in learning from each others

experiences.

“Folk cultural troups from four districts including Kinnaur,

Sirmour, Mandi and Kangra will perform in the evening on Saturday

which would be followed by the dinner being hosted by the Chief

Minister”, Sh. Tomar added.

A visit to Indian Institute of Advanced Studies has been planned

to apprise the Chairpersons of its activities, Chairman said.

Sh. Tomar felt that current Conference would expose Himachal at

National level which would be an achievement of the HP Public Service

Commission.

3. Privilege of having been elected Chairman, Standing Committee of

National Conference of State Public Service Commissions.

Honour to the people of Himachal. Tomar is new Chairman of

Standing Committee of Chairpersons of State Public Service Commissions.

After creating history of successfully organizing 17th National

Conference of Chairpersons of State PSCs in Shimla, Himachal has been

honoured following unanimous election of Sh. K.S. Tomar, Chairman HP

Public Service Commission as new Chairman of the highest body of

Chairpersons of PSCs for two years.

The prestigious post fell vacant after the retirement of Chairman of

Bihar PSC Sh. K.C. Saha this year.

UPSC Chairman, Sh. Deepak Gupta and all Chairpersons of PSCs

said that Sh. Tomar had been entrusted an important task of taking up

with Prime Minister and other relevant channels the issue of enhancement

of retirement age of Chairpersons and Members of PSCs from 62 to 65

years, financial autonomy of PSCs, Constitutional protection like Supreme

Court and High Court Judges, to check political interference by State

Governments in the functioning of PSCs etc.

Expressing his satisfaction over the new responsibility conferred by

UPSC Chairman and Chairpersons of PSCs, Sh. Tomar Said “It is a rare

honour to the people of Himachal Pradesh and I will discharge my duty

with commitment and dedication.”

“I will coordinate with other members of Standing Committee and

Chairpersons and seek their opinion to effectively take up the issues with

Prime Minister and State Governments,” Chairman Sh. Tomar added.

Sh. Tomar Thanked the National Conference participants for

reposing faith in him.

He said that Standing Committee is a highest advisory and

recommendatory body of Chairpersons of PSCs hence he would leave no

stone unturned to ensure the delivery on the issues referred to him

besides preserving its dignity and sanctity.

4. Chairing of Standing Committee meeting of National Conference of

State Public Service Commissions in Sikkim at Gangtok on 26th June,

2015.

Standing Committee of Chairpersons of State Public Service

Commissions of India (PSCs) has decided to constitute a Sub Committee

and a special group of Members to prepare an Action Plan which would be

adopted to resolve the long standing issues of the PSCs.

Two days Standing Committee meeting was recently held at Gangtok

(Sikkim) which was inaugurated by Chief Minister Sh. Pawan Chamling.

The business sessions were chaired by Sh. K.S. Tomar, Chairman

Standing Committee and attended by Chairpersons of Andhra Pradesh,

Sh. Sri A. Sivanarayana, Telangana Sh. Prof. Ghanta Chakrapani, West

Bengal Sh. Md. Sahidul Islam, Madhya Pradesh Sh. Ashok. Kumar

Pandey, Haryana Sh. M.S. Bhadana, Goa Sh. Kurapati Dwarakanath Row,

Member Assam PSC, Dr. Basanta Kumar Doley.

Ex-Chairman Karnataka PSC, Dr. B.S. Krishna Prashad and

Gujarat Chairman, Sh. Hasmukh S Joshi were special invitees.

In his address, Chief Minister had stressed the need of integrity,

efficiency and honesty of the functionaries of the PSCs. He felt that other

Commissions should follow Sikkim PSC which gives 30 percent

reservations to women and 12 percent seats to BPL families in all State

Services.

Chairman Standing Committee said that credibility and prestige of

PSCs depended upon the conduct of Chairpersons and Members of the

State Public Service Commissions. He said “I am averse to any kind of

interference by the government dispensions in the PSCs which will

enhance the public perception about these Constitutional bodies.”

Regarding the outcome of the business sessions, Sh. Tomar said

that Members of the Standing Committee dwelt upon the decades old

issues of State PSCs and formulated an Action Plan to take them to logical

end in future.

Sh. Tomar said that the Standing Committee Members decided to

constitute Three Member Committee comprising of Chairman, HP Public

Service Commission, Sh. K.S. Tomar, Chairman, Goa PSC, Sh. Kurapati

Dwarakanath Row and Chairman, Telangana PSC, Sh. Prof. Ghanta

Chakrapani which will prepare a report about UPSC Chairman Sh. Deepak

Gupta’s suggestion to involve Defence Institute of Pschological Research

(DIPR) to meet the training needs of State PSCs.

Another special group will collect Data about Salaries, Perks and

protocol of all PSCs to make a draft about uniformity which will form a

part of Memorandum to be presented to President of India and Prime

Minister.

The Standing Committee authorised Sh. Tomar to meet the Chief

Ministers of those states which have not been given desired pay scales,

perks and protocol to Chairpersons and Members. Sh. Tomar will request

and apprise the Chief Ministers of the Constitutional obligation to have

parity of salaries, perks and protocol with other State PSCs in the country.

The Constitutional protection of State PSCs Chairmen and Members

dominated the discussion as it was mandatory to ensure impartial,

fearless and transparent working of the State PSCs.

The Members decided to prepare a detailed note and add it to the

Memorandum. There was a strong demand to have Constitutional

protection for Chairmen and Members of PSCs on the analogy of High

Court and Supreme Court Judges.

Due to lack of financial autonomy, PSCs faced a lot of problems

hence a dire need of pressing for financial autonomy was felt by the

members of the Standing Committee. The issue will be taken up the

highest level besides requesting Chief Ministers to accord financial

autonomy to these institutions to ensure the impartiality and prestige.

A sub group will visit Kerala PSC to study the online examination

system and other IT reforms introduced by the Commission.

The issue pertaining to enhancement in age of Chairpersons and

Members of State PSCs had been already taken up by Chairman of

Himachal PSC with Prime Minister, Sh. Narendra Modi who responded

and informed that the matter had been approved by Cabinet during

previous government. Now the Standing Committee will prepare a separate

communication and present it to President of India and Prime Minister to

consider the plea on the pattern of UPSC Chairman and Members who are

having 65 years as age of retirement.

5. Toll Free Helpline

To help thousands of candidates appearing for the Competitive

Examination in the state, Chairman Himachal Pradesh Public Service

Commission, K.S.Tomar launched ‘A Toll Free Helpline’ (1800-180-8004)

in the premises of the commission on Saturday. On this occasion, Mr

Tomar said Assistance Centre will function from 10 AM to 5 PM excluding

government holidays and calls of the enthusiastic candidates will be

answered by the experienced and professional executives.

He said “it will prove a boon to those aspirants from nook and

corner of the state who face problem in filling up the Online Application

forms. So far, the candidates were having no methodology and helpdesk to

seek clarifications about their queries related to online forms.”

“we have to go a long way to take the current system of the

examination to the next level which will have hundred percent utilisation

of new technology,” said Mr Tomar.

“To apprise myself of the latest technology, I had recently visited the

Rajasthan Public service commission at Ajmer which has taken major

initiatives like IT enhancement, systemization and pattern change to

reduce the paper work during the written examinations to zero level,” he

said.

Regarding another innovative measure announced after assuming

the charge on July 4, 2013, Chairman said that commission has written to

the state government about the dire need of introducing coaching in

Aptitude test in schools, colleges and universities to prepare the students

for the different type of competitive examinations.

He said that commission has requested the government to direct the

education and technical education departments to start coaching in

Aptitude Test on the analogy of the NSS and NCC which will benefit the

young aspirants.

He said ”unfortunately, schools and colleges do not develop the

orientation skill amongst the students in Himachal Pradesh which deprive

them of the skill to compete in various examinations.”

Mr Tomar emphasized that the aspirants from the rural areas are

worst hit as they do not get the opportunities like their counterparts in

urban areas which can be attributed to lack of financial status, better

educational opportunities, coaching facilities etc.

Honourable members of the commission, Dr D.C. Katoch and Mr

J.P.Singh and officials Mr Sandeep Bhatnagar, secretary and employees of

the commission were present on the occasion.

6. Introduction of Bar Coding based fictitious Roll Nos. for evaluation of

answer Sheets.

While continuing the process to introduce innovative measures,

Himachal Pradesh Public Service Commission (HPPSC) today signed a

Memorandum Of Understanding(MOU) with Punjab National bank(PNB) to

launch Online Payment Gateway which will help thousands of applicants

to pay the examination fee without any hassle .

MOU was signed by Secretary HPPSC with Mr Mohan Chauhan

(having additional charge) with PNB circle head, Mr V.K.Goyal in the

presence of Mr K.S.Tomar, Chairman, Prof. J.C.Sharma, Member, Director

IT, Mr P.Mandal and officials of the Commission.

Dwelling upon the details of the Online Payment system, Mr Tomar

said “candidates will be able to make payment through credit/debit cards

from VISA and MASTER CARDS of any bank thereby saving their time,

money, postage, travelling , other cost etc.”

“New process will enhance the transparency as well as efficiency and

candidates will get Mail/SMS after every transaction,” Chairman said.

He said that PNB will charge a nominal fee of Rs 13.48 for each

transaction to provide this facility to the candidates.

Regarding another fruitful step, Chairman said that HPPSC had

recently executed BAR CODED Optical Mark Raeder, (OMR) outer sheet for

conventional examinations like HAS, HJS, SAS, ACFs etc. which will help

in maintaining a complete secrecy.

He said new innovative step would discontinue the existing

system of writing the fictitious roll numbers on the answer sheets.

It would also contribute in getting rid of drudgery work and time

consuming process which was in force till now, he added.

HPPSC had implemented the OMR answer sheet in Subordinate

Accounts Service (SAS) examination in October, 2013.

Mr Goyal PNB circle head said that candidates could use their

debit/credit cards of any bank from Lok Mitra, Cyber cafes or from any

convenient place in the state.

7. Time bound declaration of results of various competitive examinations

being conducted by Commission.

To ensure quick disposal of all the requisitions received from the various

Deptts of state Govt. in a time bound manner so that they do not have to face

difficulties for disposing of their official work for want of requisite manpower.

Also this too helps to maintain the public faith in respect of delivery of services.

8. Adoption of new pattern of Himachal Pradesh State Administrative

Examination on the analogy of Union Public Service Commission and

re-designing of syllabi for various papers of this examination.

Himachal Pradesh Public Service Commission took bold decision to

abolish one optional subject ( 300 Marks) in HAS and Allied Services main

examinations and substitute it by two papers of 150 marks each of general

knowledge to give equal playing field to all candidates.

The decision will be implemented from 2017.

The Commission’s meeting held today was presided over by Sh. K.S.

Tomar which considered the preliminary report submitted by three

Member Committee headed by Prof. J.C. Sharma.

The Commission’s meeting was attended by Hon’ble Members Prof.

J.C. Sharma, Sh. Pardeep Chauhan, Sh. R.S. Negi and Sh. B.C. Badalia,

Secretary, HP Public Service Commission.

Chairman had declared last year that he intended to switch over

current HAS Pattern of Main written examinations of optional subjects to

IAS Pattern of UPSC which has abolished one optional subject.

Chairman Sh. K.S. Tomar said, “UPSC is now having one optional

subject which will be applicable to HAS and Allied Services main written

examinations w.e.f. 2016 batch.”

“Now instead of two optional subjects in HAS, candidates will be

required to opt for one optional subject of 300 marks, ” said Sh. Tomar.

Chairman made it clear that existing system of two optional subjects

of 300 marks each tilted the balance in favour of those candidates who

opted for the papers as they are having very high scoring potential thereby

creating imbalance.

“Now equal level playing field will be created for all candidates and

none will be at the disadvantageous position due to high secoring optional

subjects.

Henceforth, the Commission will add two new GK Papers of 150

marks each (GK Paper -II and GK Paper- III) and syllabus will be

formulated by an expert Committee and Members will be drawn from

Universities, and different fields. However, General Studies Paper – One

will be retained by adding new topics besides updating the entire syllabus.

The composition of Committee is being worked out.

The New Papers will cover wide ranging topics like General Studies

Paper-Two (Indian Constitution & Polity, Governance and International

relations, Freedom Struggle, Economy, Statistics and Security issues.

General Studies Paper-Three (Science & Technology, Environment,

Disaster Management, Problem Solving and Decision making and

Interpersonal skills including communication skills and handling the

situation.

The current Papers of English (Qualifying) and Hindi (Qualifying) will

also remain unchanged. Similarly, Essay paper will be part of main written

examinations.

Chairman said the Expert Committee had studied the written

examinations pattern of UPSC, Punjab, Uttrakhand, Karnataka etc. prior

to submitting the report to him.

He disclosed that Commission would send the new proposal of

getting rid off one optional subject and introduction of two new GK Papers

to the Government which will be approved by the Cabinet.

Chairman felt that New Pattern will also help those candidates who

compete for IAS exam as retention of one optional subject will prove

beneficial to them for Civil Services examinations.

9. Providing liberty to candidates to communicate either in English or

Hindi languages while appearing in interviews for various posts.

Himachal Pradesh Public Service Commission today declared the

final results of HPAS and Allied Services for 34 posts of various categories.

The interviews were concluded on Saturday.

Mr. Pankaj Sharma topped the list of successful candidates of HPAS

and Mr Chet Singh stood second whereas third position was bagged by Mr

Surender Kumar in the HPAS.

43379 (forty three thousand three hundred seventy nine)

applications were received for the admission to the aforesaid examinations

and out of which 39,026 (thirty nine thousand twenty six) candidates were

admitted provisionally for preliminary written test.

20706 (twenty thousand seven hundred six) candidates had

appeared in HPAS preliminary examinations-2013 held on 16-06-2014

and 603 (Six hundred three) candidates qualified for the Main Written

examinations, out of 603 candidates, 516 (five hundred sixteen)

candidates had appeared in HPAS Main Written examinations held w.e.f.

11th October to November 3, 2014.

Finally, 101 (One hundred one) candidates qualified for viva-voce

which had been held w.e.f. 27th January 2015 to 07 February, 2015.

Sh. K.S. Tomar, Chairman, HP Public Service Commission (HPPSC)

expressed satisfaction over timely declaration of the HPAS results. He said

that a lot of enthusiasm was witnessed amongst the aspirants.

Sh Tomar said “I have introduced a new innovation system in the

history of commission which pertained to giving the option to each

candidate for giving interview either in Hindi or English which helped the

aspirants specially from rural areas who faced a lot of problem in

communicating in English.”

Sh.Tomar said “I told the experts of the interview board that our

purpose is to pick up the best Talent and lack of communication skill was

acting as an impediment to those candidates from Villages who did not

have the privilege of getting themselves enrolled in the Public Schools”.

Chairman said that more than 80 percent gave their preference to

Hindi and better communication skill has created an equal playing field to

the candidates belonging to urban as well as rural areas in the state.

Sh. Tomar said, “On 24th Aug. 2013, Himachal Pradesh Public

Service Commission had started Toll Free Centre to enable the

Government to Citizen (G2C) interface for the quick delivery of information

and public amassing the information through Help Centre. Toll Free

Number 1800-180-8004 is being answered by a team of Help Centre

Executives on every working day and the calls are attended by the highly

experienced and skilled professionals.”

He said, “Till date 19270 Calls on Toll Free Number and 13667 Calls

on some other Telephone bearing No. 0177-2629738. (Only incoming

facility) have been received. In all 30219 calls were received by the Toll

Free centre executives.”

Sh. Tomar said, “31,363 applications were received during 2012, out

of which 4197 (13.39%) applications were rejected for want of Examination

fee etc and in HPAS-2013 Examination, 43,379 applications were received,

out of which 4352 (10.03%) applications rejected. The percentage of

rejection came down sharply by 3.36% because of induction of Toll Free

Centre.”

10 A project in the pipe line for setting up of a model and Modern

Library at the cost of Rs. 2.80 Crores in the premises of HPPSC

complex for the benefit of candidates appearing in various

competitive examinations especially the weaker section of the

society.

Himachal Pradesh attained statehood on 25th January, 1971. Prior

to this date, the function of Public Service Commission in respect of the

civil services and posts in connection with the affairs of the Union

Territory of Himachal Pradesh were being discharged by the Union Public

Service Commission under Article 315 of the Constitution of India.

The Himachal Pradesh Public Service Commission (Members)

Regulations, 1971 were notified by the Governor of Himachal Pradesh on

8th April, 1971 by virtue of the power vesting in him under Article 318

of the Constitution of India. These Regulations, prescribed that the

Himachal Pradesh Public Service Commission would consist of a

Chairman and two Members to be appointed by the Governor. The

Himachal Pradesh Public Service Commission (Members)

Regulations,1971 were amended vide notification dated 17-01-1985 and

at present the strength of Members was increased from two to three and

that time the recruitment of all services of Himachal Pradesh except Class-

IV was made by the Commission. During the year of 1998 the recruitment

work of all Class-III posts was given to the Subordinate Staff Selection,

Board Hamirpur, H.P. but at present the recruitment work of 08 major

posts like School Cadre Lecturers, Allied Services etc. was again assigned

by the Government to the H.P. Public Service Commission and a large

number of applications for these posts are tremendously increased. But

the space of the building is the same since 1988 and the Officers / staff of

the Commission and candidates are facing problems for their seating

arrangements in the premises of the Commission.

The Himachal Pradesh Public Service Commission, being an

independent and impartial Constitutional Authority, set up under Article

315 of the Constitution of India have to discharge the duties and

functions, assigned to them under Article 320 of the Constitution. Further,

by virtue of the provisions made in the relevant Acts, the Commission is

required to advise the State Government on all matters relating to framing

of Recruitment and Promotion Rules, principles to be followed in making

appointments, promotion and transfer from one service to another and in

respect of disciplinary matters affecting Civil Servants. At present direct

recruitment of Class-I, Class-II and 08 Class-III posts of different

Departments is made by the Commission.

It is submitted here that at present there is a shortage of office

accommodation in the existing building in the H.P. Public Service

Commission, Nigam Shimla-2. The case for administrative approval and

expenditure sanction for the extension of existing building was sent to the

Government for according necessary sanction with the proposal of

proposed outlay of Rs. 2,87,70,000/- (Rupees Two crores eighty seven

lakhs and seventy thousands). The provision of token budget has been

made by the H.P. Government for Rs. 50.00 Lacs.

This extension / construction for “Modern and Model” Hi tech

Library has been necessitated keeping in view the interest of have-nots for

appearing in the various competitive examinations and interviews as also

the general public interest at large in the proposed premises as at present

there is no such facility is being provided to the candidates and general

public. The motive to establish facilitation is to encourage the have-nots

specially belonging to rural background candidates who cannot afford to

opt for coaching. The establishment of Hi Tech library will help the

aspirants to prepare themselves for competitive examinations conducted

by the UPSC and other State PSCs. The books / Notes of eminent authors

relevant to competition will be provided in a digital/ physical manner and

guidelines for online mock examination conducted by the recruiting

agencies will also be made available to aspirants. Hi-tech library will be

under the surveillance of CCTV cameras and also fully equipped with

modern office hardware like KIOSK, Computers and Video Conferencing

Lab etc. Secondly, during the conduct of interviews, by the HPPSC, the

said library will be used as waiting room, so that the candidates could

glance the contents of subjects concerned in a peaceful environment. The

candidates will be updated about his turn through digital manner by

displaying on LCD. Staff deployed in the waiting room will collect the

Mobiles of the interviewing Candidates.

This Modern and Model concept has already been discussed with the

Hon’ble Chairman UPSC and same will be replicated in other state PSCs.

The set up of Modern and Model Library will have national impact to

establish such Libraries in other State PSCs in the country. The Hon’ble

Chairman of Himachal Pradesh Public Service Commission has

highlighted through make special presentation of this project during the

17th National Conference of Chairpersons of UPSC and PSCs held w.e.f.

17th to 19th April, 2015 at Shimla.

There is a provision for the establishment of a facilitation centre for

the candidates, strengthening and furnishing of strong room and

interview rooms in the existing building is made in the estimates of

extension / construction of the new building. The extension of the existing

building has been proposed by making a provision for the office of the

Chairman / Secretary besides covered parking space for official vehicles of

Commission and other vehicles of the Government.

At present there is no sufficient space to facilitate the candidates

coming for the various interviews and examinations. Therefore, the

provision of central heating for the examination halls, interview room and

other rooms in the existing building has been made for providing 63KVA

DG Set for the better services in the winter season as at present there is

no such facility is available in the Commission.

The above construction work will be carried out by the H.P. Housing

Department Shimla for which necessary no objection certificate has

already been obtained. There is no green cover in the form of trees

existing at the site on which the extension work has been proposed

(photos may be shown to bench). Since, the renovation and extension of

the existing building as mentioned above is urgently required keeping in

view the interest of candidates and above said circumstances therefore

the Commission urges the Hon’ble Bench to grant permission to start the

project.

11. Launching of On-line Gateway facility for remittances of Examination

fee.

How Does ONLINE PAYMENT GATEWAY WORK?

access the home page of the “ONLINE APPLICATION FILING SYSTEM”.

2 Before filling up the form candidates are advised to read carefully the

Notification/Advertisement for the post(s)/Exam(s) and also ensure

that he/she is eligible in terms of the conditions/provisions

mentioned in the Advertisement/Notification.

3 Candidates are required to follow the STEPS determined for filing

Online Applications.

STEP – II

For Basic Registration process, you have to click on “Click to

Apply” option. It will fetch out Candidate`s Basic Registration page

in which the candidates have to fill fundamental information,

particulars and details asked for. All Fields are mandatory and

essential to be filled in by the candidate. Every field has clear

written instructions for filling up the particular column which

should be carefully read and strictly followed by the candidates

while filling up the form. Here the system asks for Candidate`s

Personal Information including “Father`s / Mother`s name”,

“State”, “Centre”, “Address”, “Contact No”, “Qualification details”,

and other relevant information. The candidate is required to upload

the images of recent Photograph and Signature Specimen. Images

to be uploaded should be only in *.jpg format of size not

exceeding 40 KB each. The photo of candidate should be without

cap or goggles. Spectacles are allowed.

After entering the Candidate`s Basic Registration Form there is

provision to “Edit Application Form” before clicking

the “Continue” button of application form. After submission,

request for change/correction in any particulars in the Application

Form shall not be entertained under any circumstances. The H.P.

Public Service Commission will not be responsible for any

consequences arising out of furnishing of incorrect and incomplete

details in the application or omission to provide the required

PAYMENT OPTIONS:

Candidate can pay Fee either through “E-Challan” or through “E-

Payment through E-Challan :

After successful submission of Application Form “E-Challan” will

be generated of Punjab National Bank that you have to deposit

Examination/Test Fee in any branch of the PNB, from where the

candidate will get Candidate`s Challan Copy with “Branch

Code/Name, Transaction Number, and Date of deposit”. The

Candidates must ensure before leaving the cash counter of bank,

that the “Branch Code/Name, Transaction Number, and Date of

deposit” is clearly written on the counterfoil of candidate`s copy.

Password earlier created by the candidates. Click on “FEE

DETAILS” and enter the details of “Branch Code/Name,

Transaction Number and Date of deposit” & then Click on “Update

Fee Details”. After this, candidate can take print of the Application

Form for future reference.

STEP – III-B

Payment through E-Payment Gateway:

After successful submission of Application Form.“E-Payment”link

will be activated. By clicking on E-Payment link web page will be

redirected to the next page, where Candidate is required to go

through the “Terms & Conditions to apply online” thoroughly.

For such payment Punjab National Bank will charge`13.48 p as

“service charge” in addition to the fees.

After clicking on the check box “I Agree to the Term and conditions

of Payment” candidate can click on the “Pay Now” button to

proceed further for online payment of Application Fee.

Candidate can pay requisite amount of application fee

through Debit or Credit card. Payment Gateway accepts Debit and

Credit cards from VISA and MasterCard of any bank. After filling

up the Debit or Credit card details correctly, candidate is required

to click on the “Pay” button to complete the payment process. After

completing the payment process, candidate can take print of

the Application Form for future reference.

12. Upgradation of status, pay scale of Chairman PSC at par with Chief

Secretary to the Govt. of H.P. and of Members of PSC at par with

Principal Secretary to the Govt. of H.P.

State Govt. for granting the status of Principal Secretary to the

Members of the H.P. Public Service Commission vide H.P. Government

Notification No. Per (AP-B) A (3)- 11/ 2013 dated 15-07-2015 issued by the

Chief Secretary to the Govt. of H.P. The Members of the H.P. Public

Service Commission shall receive pay and allowances as admissible to

Principal Secretary to the Govt. of H.P. This will be effective w.e.f. 15-07-

2015. Now, the Members of the Commission shall be entitled to the Pay

Scale of Rs 67,000- 79000/-.

The status of Hon’ble Chairman PSC had although , already been

granted by the Govt. during August 2013 equivalent to the Chief

Secretary to the Govt. of H.P. This has increased the dignity of the

Commission as well as of the state Govt.

The Hon’ble Chairman Sh. K. S. Tomar to take up all these issues

with the Govt. which were pending for the past several years and he has

also become the Chairman of Standing Committee of all PSCs in India

which has brought laurels to the Commission as well as to the H.P.

which is also a pride for the State . He is likely to take up several other

burning issues on the National Level concerning the matter of PSCs of

the country. This will boost the moral of Himachal State as well.

13. A comprehensive proposal involving all routine tasks to be covered

and implemented through e-Governance project formulated by

Commission

HPPSC has already sent a proposal for its approval to Govt of India,

Ministry of Communication and Information Technology for funding of Rs

4.09 Cr under “Good Governance and Best Practices” scheme.

14. Uploading of previous question papers pertaining to various

examinations on the website of commission.

Facilitating the aspirant candidates to assess the pattern of various

competitive examinations being conducted by the commission for

preparing them.


Recommended
