438 INITIAL BUSINESS INTRODUCTIONS AND OPENING REMARKS D.Caldwell welcomed a l l p a r t i c i p a n t s , who introduced themselves and t h e i r a f f i l i a t i o n s . D.Heinrichs welcomed the ODP Council and noted t h a t J.Briden and K.Kobayashi would serve f o r Council members John Bowman and T.Nemoto, r e s p e c t i v e l y . He a l s o i n t r o d u c e d new ODP A s s o c i a t e Program O f f i c e r , John Ladd (from Lamont-Doherty), who w i l l serve w i t h NSF f o r two ye a r s . ADOPTION OF THE AGENDA Di s c u s s i o n o f f u t u r e meeting schedule (Agenda Item E6) was moved forward t o the j o i n t ODP Council/EXCOM s e s s i o n . A p r e s e n t a t i o n by J . Vote: 16 f o r , 0 a g a i n s t , 0 a b s t a i n D.Caldwell remarked t h a t the subcommittee f o r review o f the EXCOM meeting agendas (Baker, H e l s l e y , Keen and Pi s i as) had developed the agenda to address long-range planning f i r s t , then present s t a t u s o f ODP, f o l l o w e d by s p e c i f i c a c t i o n items.

439 LONG-TERM SCIENTIFIC OBJECTIVES FOR ODP SCIENTIFIC INPUT TO JOIDES N.Pi s i as, Planning Committee Chairman, gave an overview o f JOIDES long-range s c i e n t i f i c o b j e c t i v e s , developed i n par t during d i s c u s s i o n s o f COSOD II at the A p r i l 1988 PCOM meeting. X.Le Pichon attended the PCOM meeting and presented the COSOD I I S t e e r i n g Committee's views, i n c l u d i n g these major p o i n t s : * To achieve a l l COSOD I I o b j e c t i v e s , as w e l l as those planned f o r the next

f o u r years o f ODP, s i g n i f i c a n t engineering e f f o r t s are necessary. * A planning s t r a t e g y t h a t i s experiment-oriented r a t h e r than p r o p o s a l -

o r i e n t e d i s recommended. * ODP must broaden i t s scope and a t t r a c t other s c i e n t i f i c c o n s t i t u e n c i e s , such

as g l o b a l s e i s m i c network r e s e a r c h e r s . IMPLICATIONS OF COSOD I I PCOM has d i s c u s s e d these recommendations and noted p o t e n t i a l c o n f l i c t s w i t h c u r r e n t planning s t r a t e g y . I f RFPs and s p e c i f i e d experiments d r i v e the program, t h i s narrows the broad base o f ideas a v a i l a b l e t o the program through d r i l l i n g p r o posals. Moreover, PCOM a f f i r m e d a p r o p o s a l - d r i v e n program at i t s August, 1987

meeting. P i s i a s s a i d t h a t the c h a l l e n g e f o r JOIDES i s how t o i n c o r p o r a t e COSOD II i n t o a science plan f o r ODP. P i s i a s then reviewed the s p e c i f i c recommendations o f the f i v e COSOD I I Working Groups (Appendix A) and noted some o f PCOM's responses t o them, i n c l u d i n g the f o l l o w i n g : * WG I (Global Environmental Changes) emphasized important Neogene paleo-

c l i m a t e problems, but Mesozoic c l i m a t e dynamics should a l s o be addressed. * Deep s t r a t i g r a p h i c t e s t s and mass budget problems, a COSOD I p r i o r i t y , were

not d i s c u s s e d i n the COSOD I I r e p o r t . * WG I I (Mantle-Crust I n t e r a c t i o n ) p r i o r i t i e s r e q u i r e deep c r u s t a l penetra­

t i o n s (6km by the year 2000), and the t e c h n o l o g i c a l commitment t o achieve them may d e t r a c t from other o b j e c t i v e s . Other ways t o get deep s e c t i o n s (such as the u p l i f t e d s e c t i o n d r i l l e d on Leg 118) and composite c r u s t a l s e c t i o n s could be e x p l o i t e d .

* The g l o b a l arrays proposed by several working groups must be d e f i n e d more c l e a r l y : how many holes are necessary to achieve adequate coverage w i t h i n a r e a l i s t i c timeframe?

* Problems addressed by WGs II and I I I ( f l u i d c i r c u l a t i o n and t e c t o n i c processes) are not now adequately represented i n the JOIDES panel s t r u c t u r e .

* WG IV ( S t r e s s and Deformation i n the Lithosphere) advocates g l o b a l s t r e s s mapping. S p e c i f i c d r i l l i n g s t r a t e g i e s are needed, e s p e c i a l l y c o n s i d e r i n g t h a t the f i r s t 100m of d r i l l e d s e c t i o n may not y i e l d u s e f u l s t r e s s measurements.

* PCOM and JOIDES view t h a t WG V p r i o r i t i e s ( E v o l u t i o n and E x t i n c t i o n ) can be merged w i t h WG I o b j e c t i v e s . A c o n s i d e r a b l e data base e x i s t s through previous d r i l l i n g . The o b j e c t i v e s of WG V, however, have the p o t e n t i a l to a t t r a c t a new community t o ocean d r i l l i n g .

The estimated time needed t o achieve f i r s t p r i o r i t y COSOD I I o b j e c t i v e s would approach 16.6 o p e r a t i o n a l y e a r s ; a t o t a l o f about 30 years would be needed to in c l u d e s e c o n d - p r i o r i t y d r i l l i n g o b j e c t i v e s . The engi n e e r i n g requirements and necessary budget i n c r e a s e s to accomplish them were reviewed (Appendix B). P i s i a s summarized PCOM's planning concerns o f COSOD I I : a p r o p o s a l - o r i e n t e d program i s s t i l l f a vored, coupled w i t h the need t o balance community i n t e r e s t s . D i s c u s s i o n ; H.Duerbaum s a i d t h a t the purpose o f COSOD II was t o review and i n f l u e n c e long-range d r i l l i n g p l a n s . The present engineering budget f o r the remaining 4-5 years of ODP i s impacted by these recommendations. I f no engineering budget increases are forthcoming, then ODP has the o p t i o n t o : 1) focus on remaining COSOD I o b j e c t i v e s , such as r i d g e - c r e s t d r i l l i n g , or 2) exclude some COSOD I I o b j e c t i v e s u n t i l 1993, c o n c e n t r a t i n g on those p r i o r i t i e s which are a c h i e v a b l e . Other members noted t h a t requirements f o r mantle-crust i n t e r a c t i o n o b j e c t i v e s w i l l

o b v i o u s l y impact planning and budgets, whereas the o b j e c t i v e s o f WGs I and V are achievable w i t h i n the present f i n a n c e s o f ODP. P i s i a s s a i d t h a t the top p r i o r i t i e s o f COSOD I I r e f l e c t the s t r u c t u r e o f the WGs and t o p i c s l i k e r i d g e - c r e s t d r i l l i n g , a COSOD I p r i o r i t y , are s p l i t among WGs. He added t h a t the major e f f o r t f o r the next f o u r years o f ODP i s t o develop technology f o r a c h i e v i n g r i d g e - c r e s t d r i l l i n g . He s a i d t h a t , i n order t o address a l l o f the f i r s t - p r i o r i t y COSOD I I science proposed beyond 1993, a 50% in c r e a s e i n funds would be r e q u i r e d . LONG-RANGE PLANNING DOCUMENT D.Heinrichs s a i d t h a t the long-term planning document r e q u i r e d by NSF i s not r e s t r i c t e d t o post-1993 d r i l l i n g . A c l e a r management concern i s how t o get i n t o p o s i t i o n before 1993 t o address these g o a l s . H e i n r i c h s reviewed the NSF o u t l i n e f o r the long-range document (Appendix C). He s a i d t h a t the c u r r e n t MOUs wi t h the par t n e r c o u n t r i e s extend through 1993, w i t h COSOD I as the b a s i c s c i e n c e planning document f o r them. By e a r l y 1989, NSF w i l l present a long-range planning document at the ODP Council meeting which w i l l be used to ne g o t i a t e f u t u r e MOUs. The plan must a l s o s t a t e the e a r l i e s t s i g n i f i c a n t budgetary impact t o the 1993 timeframe; i f a major change i n l e v e l s o f support i s recommended, the p a r t n e r c o u n t r i e s must have sev e r a l years i n advance to plan support f o r the program. H e i n r i c h s summarized tha t the long-range plan must i n c l u d e an implementation p l a n , program p r i o r i t i e s and options f o r ODP sc i e n c e . P i s i a s reviewed the p r e l i m i n a r y o u t l i n e f o r the long-range p l a n , developed at the A p r i l PCOM meeting (Appendix D). He presented the t i m e - t a b l e f o r producing the plan (Appendix E). P i s i a s noted t h a t the thematic panel white papers w i l l be a major input t o development o f t h i s document. Appendix F provides an o u t l i n e o f these white papers. D i s c u s s i o n : D.Caldwell asked EXCOM and ODP Council t o provide guidance t o PCOM f o r developing the long-range p l a n , i n c l u d i n g " l e v e l o f e f f o r t " i n f o r m a t i o n . P i s i a s s a i d t h a t PCOM co n s i d e r s a 10-20% in c r e a s e i n l e v e l o f e f f o r t necessary, w i t h 50% the i d e a l . W.Merrell p o i n t e d out the importance t o move beyond ye a r - t o - y e a r planning i n order t o get ranges o f needed resources t o ODP funding agencies. He reminded EXCOM t h a t the op t i o n on the JOIDES R e s o l u t i o n extends f i v e years past the cur r e n t ODP program i n case long-range plans r e l y on t h a t resource. EXCOM d i s c u s s e d p r e s e n t a t i o n o f funding l e v e l s i n the long-range document. H e i n r i c h s s a i d t h a t PCOM should o u t l i n e funding o p t i o n s , l o o k i n g at COSOD II recommendations as the " f u l l " program, and present l e s s expensive a l t e r n a t i v e s as w e l l . Several EXCOM members f e l t t h a t "steady s t a t e " funding w i l l make i t hard t o j u s t i f y ODP scie n c e as "new and e x c i t i n g . " Keen suggested t h a t BCOM work c l o s e l y w i t h PCOM i n developing long-range funding o p t i o n s .

P i s i a s s a i d t h a t the 50% in c r e a s e e n v i s i o n e d i n the COSOD I I r e p o r t would a l l o w development of a l t e r n a t e p l atforms ( e . g . r i s e r d r i l l i n g ) . PCOM has a l s o d i s c u s s e d the op t i o n of supply boats on longer o n - s i t e d r i l l i n g o p e r a t i o n s . A p h i l o s o p h i c a l question f a c i n g PCOM i s whether t o plan long-term s c i e n c e independent o f the c u r r e n t f a c i l i t y . D.Caldwell asked EXCOM t o frame i t s advice t o PCOM on the long-range planning document to present at the EXCOM business s e c t i o n . JOIDES ADVISORY STRUCTURE N . P i s i a s reported on the recommendations o f the JOIDES Subcommittee to review the adv i s o r y panel s t r u c t u r e . Subcommittee members were: T.Francis (PCOM), R.Heath (EXCOM), M.Langseth (PCOM), A.T a i r a (PCOM) and M.Leinen (who reviewed the re p o r t o n l y ) . He reviewed the recommendations as presented t o PCOM by M.Langseth at the A p r i l PCOM meeting. A copy of the subcommittee's re p o r t appeared i n the meeting agenda book. The group recommended t h a t a new s t r u c t u r e should be: 1) responsive t o COSOD I,..N; 2) accomplish thematic o b j e c t i v e s ; 3) o f f e r f a i r treatment o f pr o p o s a l s ; 4) accomplish long-range planning (10 y e a r s ) ; and 5) provide the best t e c h n i c a l advice f o r PCOM. The proposed s t r u c t u r e i n c l u d e s f o u r thematic panels. SOHP's c u r r e n t mandate i s too l a r g e and the subcommittee recommends t h a t the panel be d i v i d e d i n t o a dia g e n e s i s and sediment processes panel and a paleoenvironment and b i o l o g i c a l e v o l u t i o n panel. An a d d i t i o n a l t e c h n i c a l panel f o r shipboard measurements i s recommended, along w i t h b e t t e r l i a i s o n between s i t e survey and s a f e t y panels. A l s o recommended are d e t a i l e d p l a n n i n g groups (DPGs), ad hoc f i n i t e - l i f e t i m e panels appointed by PCOM. These groups would develop short-term schedules and would supercede the c u r r e n t r e g i o n a l panels. The recent East P a c i f i c Rise Working Group was recognized as a p o s s i b l e model o f how these d e t a i l e d planning groups would f u n c t i o n . P i s i a s presented a schematic o f how the panel s t r u c t u r e would look w i t h the proposed changes (Appendix G), n o t i n g t h a t PCOM has s t r o n g l y favored a h i e r a r c h i c a l s t r u c t u r e , w i t h the DPGs r e p o r t i n g through the thematic panels to PCOM. The thematic panels would d e f i n e s c i e n t i f i c o b j e c t i v e s , and evalu a t e p r o p s a l s which address them. The DPGs would formulate d r i l l i n g plans and r e f e r them back t o the thematic panels. P i s i a s s a i d t h a t the s h o r t - l i v e d DPGs would g i v e the program f l e x i b i l i t y i n plan n i n g . PCOM i s asking f o r EXCOM approval to continue working along these g u i d e l i n e s f o r a new planning s t r u c t u r e . PCOM members are reviewing the mandates o f the c u r r e n t thematic panels and w i l l name Chairmen o f the new and propsed panels at the August PCOM meeting. The new mandates w i l l be presented at the September EXCOM meeting. D i s c u s s i o n : J.Baker asked how the proposed s t r u c t u r e would r e f l e c t COSOD I I o b j e c t i v e s . P i s i a s pointed out t h a t the LITHP white paper covers many h i g h - p r i o r i t y COSOD I I

programs. TECP i s working on i n c o r p o r a t i n g g l o b a l s t r e s s mapping i n t o i t s recommendations, but a l l thematic panels are l o o k i n g at COSOD I I f o r long-range planning d i r e c t i o n s . P i s i a s suggested t h a t i n the t r a n s i t i o n p e r i o d , CEPAC would f u n c t i o n l i k e a d e t a i l e d planning group, w i t h some aspects o f the program, l i k e East P a c i f i c Rise d r i l l i n g , covered by s p e c i a l , even "one-shot" planning groups w i t h s p e c i f i c thematic and r e g i o n a l e x p e r t i s e . R.Moberly s a i d t h a t he and EXCOM r e p r e s e n t a t i v e , C.Helsley, had d i s c u s s e d the proposed panel changes c a r e f u l l y . His views on disbanding r e g i o n a l panels were: 1. Thematic p r i o r i t i e s (Neogene paleoceanography, r i d g e - c r e s t d r i l l i n g , e.g)

are i n w i d e l y s c a t t e r e d areas, and r e g i o n a l panels are able t o decide i f other worthwhile p r o j e c t s can be l o g i s t i c a l l y accommodated "on the way."

2. P o l i t i c a l d e c i s i o n s are i n v o l v e d i n d r i l l i n g , and r e g i o n a l panels o f " g e n e r a l i s t s " c ould b e t t e r evaluate p r o p o s a l s ; and

3. I f experiments and themes d r i v e ODP, then r e g i o n a l panels are not as u s e f u l . But i f ODP remains p r o p o s a l - d r i v e n , r e g i o n a l panels may be the best t o evaluat e them.

He urged t h a t PCOM recognize the importance of r e g i o n a l e x p e r t i s e i n r e s t r u c t u r i n g the panels. He noted much i n d u s t r y and r e g i o n a l i n t e r e s t i n Canada f o r d r i l l i n g the Cascadia margin r e g i o n . P i s i a s noted t h a t there has been strong thematic i n t e r e s t f o r d r i l l i n g t h i s region and t h a t i t i s supported by an e x c e l l e n t p r o p o s a l . J . S t e l s a i d t h a t the ESF Consortium membership r e l i e s on o i l i n d u s t r y c o n t r i b u t i o n as w e l l . He pointed out t h a t he represents the 12 ECOD member c o u n t r i e s . Assurance o f t h e i r p a r t i c i p a t i o n would improve i f i t c o u l d be demonstrated t h a t the JOIDES R e s o l u t i o n w i l l be moving out of the P a c i f i c and i n t o European or A t l a n t i c waters. A recent ECOD workshop i n H e l s i n k i pointed to much i n t e r e s t i n A t l a n t i c d r i l l i n g . D.Heinrichs summed up input from EXCOM on the long-range document. PCOM and the thematic panels w i l l be asked to o u t l i n e the highest s c i e n t i f i c p r i o r i t i e s through 1993 and the e x i s t i n g MOUs. He noted t h a t i f plans beyond 1993 were known, t h i s p e r i o d might be addressed d i f f e r e n t l y . He s t r e s s e d t h a t the plan should c l e a r l y i n d i c a t e t h a t s c i e n c e d r i v e s the program recommendations. W.Merrell suggested t h a t EXCOM endorse the proposed s t r u c t u r e at the next day's business s e s s i o n . He thought t h a t PCOM had responded w i t h a s e n s i b l e s t r u c t u r e . NSF requested a four - y e a r Program Plan f o r the upcoming N a t i o n a l Science Board review. In FY90, $21.5M o f program funding w i l l come from NSF and $16.5M w i l l come from the i n t e r n a t i o n a l p a r t n e r s . A 10% increase i n c o n t r i b u t i o n s from the i n t e r n a t i o n a l p a r t n e r s i s assumed t h a t year. The NSF w i l l convene an e x t e r n a l panel, composed o f n a t i o n a l and i n t e r n a t i o n a l s e n i o r s c i e n t i s t s , i n e a r l y June. They w i l l review the four - y e a r program plan and w i l l gave p r i m a r i l y a programmatic, not budgetary review. The panel recommendations, together w i t h JOIDES ad v i c e , w i l l be presented t o the Natio n a l Science Board f o r four-year ODP program approval. W i l l i a m Hay (U.Colorado) w i l l c h a i r the review panel. RESOURCE NEEDS J.Briden gave the r e p o r t o f the Budget Committee, s u b s t i t u t i n g f o r BCOM Chairman, C. H e l s l e y . Briden e x p l a i n e d t h a t BCOM looked at p o t e n t i a l budget c o n f l i c t s and h i g h l i g h t e d i s s u e s through FY92. A w r i t t e n r e p o r t from BCOM appears on pp.107-114 i n the meeting agenda book. At i t s March, 1988, meeting, BCOM de f i n e d i t s s t a r t i n g p o i n t s f o r developing budget recommendations, such as the 4% S p e c i a l Operating Expenses. The FY89 budget was increased only 1.3% from the FY88 budget, and in c r e a s e s i n the Schlumberger and SEDCO dayrates eroded the 4% A major f r u s t r a t i o n f o r BCOM was l a c k o f budget f i g u r e s from previous years at t h i s meeting. BCOM adjusted v a r i o u s TAMU budget l i n e items t o achieve the given $36M t a r g e t f o r FY89 (see Table 1 o f BCOM r e p o r t ) . Briden noted some u n c e r t a i n t y i n the TAMU d r i l l i n g o p e r a t ions f i g u r e ($1.919M). Another item a f f e c t i n g the t o t a l was the need f o r e x t r a Part A and B ODP volumes i n FY89 t o get back on p u b l i c a t i o n schedule. Briden noted BCOM's disappointment t h a t TAMU d i d not make a formal

They a l s o recommended phasing out the S t a n f o r d subcontract upon s u c c e s s f u l d e l i v e r y o f the packer. The estimated $360K l e f t u n a l l o c a t e d by BCOM was r e f e r r e d t o PCOM f o r t h e i r recommendations. A f t e r f i n a l budget c a l c u l a t i o n s , $335K was a v a i l a b l e from SOE. PCOM recommended t h a t $290K be used f o r r e n t a l o f the diamond c o r i n g system f o r Leg 124E and $45K f o r Formation Microscanner processing equipment. Briden reviewed BCOM's recommendations through FY92 (Appendix I ) . BCOM found the NSF t a r g e t f i g u r e s f o r the outyears unreasonable t o maintain a steady s t a t e program under assumed i n f l a t i o n estimates f o r those y e a r s . Briden then summarized i s s u e s f o r EXCOM c o n s i d e r a t i o n f o r the FY89 budget, i n c l u d i n g :

1) Is the 4% S p e c i a l Operating Expenses s t i l l accepted as a general p r i n c i p l e ;

2) Is e r o s i o n o f the 4% SOE i n e v i t a b l e f o r FY89; and 3) Is BCOM's d e f i n i t i o n o f the 4% f i g u r e (4% o f the standard o p e r a t i n g

expenses o f TAMU and LOGO) acceptable; and 4) Are the recommended savings and proposals f o r a l l o c a t i o n of "uncommitted

SOE" acceptable? Issues f o r FY90 and beyond f o r c o n s i d e r a t i o n by EXCOM were: the p r i o r i t y o f mai n t a i n i n g the 4% SOE i n f u t u r e budgets, i d e n t i f y i n g the kinds o f items t o i n c l u d e i n SOE, and the i m p l i c a t i o n s o f the d i f f e r e n c e i n NSF p r o j e c t i o n s ($39M f o r FY91, $40M f o r FY92) vs. those o f BCOM ($40M f o r FY91, $42M f o r FY92). BCOM has asked whether l i m i t a t i o n s t o the continued program are i n e v i t a b l e and whether in c r e a s e s i n ODP s u b s c r i p t i o n s are acceptable. NEAR-TERM SCIENTIFIC OBJECTIVES N . P i s i a s reviewed the FY89 s c i e n t i f i c o b j e c t i v e s planned f o r Legs 121 through 129 (see map as Appendix J ) . He noted t h a t PCOM provided a four - y e a r s c i e n c e plan f o r the document, adding t h a t f o r the next Plan a broader e f f o r t f o r the w r i t i n g o f the s e c t i o n on s c i e n t i f i c achievements i s needed from PCOM. The BCOM recommendations through FY92 were adopted, although i n f l a t i o n assumptions w i l l have t o be reviewed each year. S l i g h t changes i n BCOM's f i g u r e s were made t o account f o r TAMU s a l a r y readjustments (Appendix M). 441 PRESENT STATUS OF ODP OPERATIONS: PROBLEMS AND TECHNICAL PROGRESS Report from the Science Operator P.Rabinowitz provided an update on operations at TAMU from Leg 117 t o the cu r r e n t Leg 121. Rabinowitz s t r e s s e d t h a t "new technology" i n c l u d e s the ongoing t e c h n i c a l advances f o r ODP t h a t make e x c i t i n g d r i l l i n g p o s s i b l e , such as: * The s t a b i l i t y o f the d r i l l s h i p i n h i g h - l a t i t u d e , harsh environments (Legs

119 and 120) * The a b i l i t y , w i t h dynamic p o s i t i o n i n g , to d r i l l margins and shallow water

s i t e s (Legs 112 and 117) * Recent advances i n d r i l l i n g hard rock (Leg 118) and the importance o f TV

surveys f o r r e - e n t r y c a p a b i l i t y . * The e x c e l l e n t heave compensation on the s h i p which allows good recovery o f

At the A p r i l PCOM meeting, a p o l i c y c a l l i n g f o r l o g g i n g o f holes at 750m depth before f u r t h e r c o r i n g was passed t o ensure l o g s from at l e a s t the upper p o r t i o n o f the ho l e . Anderson s a i d t h a t the l o c k a b l e f l a p p e r valve developed by Dave Huey at TAMU w i l l make t h i s step-wise l o g g i n g p o s s i b l e . Anderson presented a graph o f time spent l o g g i n g versus time recommended by PCOM (Appendix Q). He noted t h a t no core b a r r e l s stuck d u r i n g Legs 117 - 119, so lo g g i n g was accomplished i n l e s s time than planned. Although Schlumberger performance has been good (80-90% success r a t e ) even under adverse l o g g i n g c o n d i t i o n s , the s p e c i a l t y l o g success r a t e has been a problem. Tools such as the BHTV have not been r e l i a b l e , p a r t l y due t o underfunding and l a c k o f spares onboard the s h i p . Anderson noted t h a t heavy use of these t o o l s i s planned f o r the Western P a c i f i c program (Appendix R t i m e l i n e ) . Anderson s a i d the l o g g i n g program i n the Western P a c i f i c and the a c q u i s i t i o n o f the formation microscanner w i l l i n c r e a s e processing loads i n the f u t u r e . The lo g g i n g schools are important t o educate s c i e n t i s t s on uses and pro c e s s i n g of ODP l o g s . P i s i a s presented a document d e t a i l i n g the s c i e n c e achievements vs. g o a l s from Leg 114 t o 120 which was compiled by M.Wiedicke at t h e JOIDES O f f i c e (Appendix T). P i s i a s noted t h a t PCOM has i n c l u d e d contingency time i n s c h e d u l i n g l e g s so t h a t important o b j e c t i v e s are met w i t h i n the time a v a i l a b l e . In general t h i s p o l i c y seems to have assured t h a t the prime o b j e c t i v e s of each l e g have been met. He noted the importance of good camera surveys f o r f u t u r e hard-rock d r i l l i n g as some time was l o s t on Leg 118 t o f i n d an a l t e r n a t e s i t e t o the median r i d g e s i t e . 443 LESSER DEVELOPED COUNTRY PARTICIPATION IN ODP H.Duerbaum presented the r e p o r t of the EXCOM Subcommittee f o r Lesser Developed Country (LDC) p a r t i c i p a t i o n i n ODP (Baker, Duerbaum and S t e l ) . The subcommittee has d i s c u s s e d t h i s i s s u e w i t h UNESCO and concluded t h a t no funds would be immediately a v a i l a b l e o u t s i d e of ODP. They recommended s e t t i n g a s i d e $50K per year f o r the program. For FY89, these funds were t o be reprogrammed from the JOI, Inc budget. These funds would support shipboard and p o s t - c r u i s e p a r t i c i p a t i o n o f two LDC s c i e n t i s t s per year (at about $23K/yr each). The d e t a i l s o f the f e l l o w s h i p are d e s c r i b e d i n Appendix U. Duerbaum noted t h a t much informal support of LDC s c i e n t i s t s has a l r e a d y been done, i n c l u d i n g p r o j e c t s connected w i t h ODP. He s a i d t h a t t h i s support should be documented, and the Subcommittee recommends producing a s m a l l , low-cost brochure (about $4K) to t h i s end. P.Rabinowitz reviewed some of ODP/TAMU's e f f o r t s t o i n c l u d e c o a s t a l n a t i o n s c i e n t i s t s . Leg 117 had two Omani s c i e n t i s t s onboard as p a r t of c l e a r a n c e n e g o t i a t i o n . A S r i Lankan s c i e n t i s t p a r t i c i p a t e d on Leg 116 and ODP/TAMU has paid f o r him t o attend p o s t - c r u i s e meetings. Duerbaum asked EXCOM to support the ODP f e l l o w s h i p program f o r developing c o u n t r i e s . An a c t i o n item on t h i s was placed before the approval i n the FY89 Program P l a n .

444 MEMBER COUNTRY REPORTS FEDERAL REPUBLIC OF GERMANY D.Maronde and H.Duerbaum presented r e p o r t s f o r FRG. Maronde reviewed the general s c i e n c e funding s i t u a t i o n i n FRG, which has been impacted by d e c l i n i n g u n i v e r s i t y e n r o l l m e n t s . The f i n a n c e m i n i s t r i e s have been asked t o maintain the s c i e n c e support budget and s h i f t funds from education i n t o research a c t i v i t i e s . A FRG Tax Reform, planned f o r 1990, and support f o r space program research w i l l impact budget p l a n n i n g . I n f l a t i o n r a t e s f o r FY88 as f o r e c a s t at Deutsche Forschungs-gemeinschaft (DFG) are at about the FY87 l e v e l s ( 3 % ) . THe DFG Science Plan (No. V I I I ) , c o v e r i n g the next f o u r y e a r s , was p u b l i s h e d i n September, 1987. An annual i n c r e a s e o f more than 5% i s requested. Maronde c o n g r a t u l a t e d ODP on producing a f o u r - y e a r p l a n , remarking on the q u a l i t y o f the science and the s i t e surveys f o r the coming y e a r s . In ODP-related a c t i v i t i e s , an annual s c i e n t i f i c meeting was held i n K i e l on 2-4 March 1988. About 110 s c i e n t i s t s attended, i n c l u d i n g many from Scandinavia. Workshops i n c l u d e d on h i g h - l a t i t u d e d r i l l i n g , sediments and ocean h i s t o r y and r i f t i n g processes. The next annual meeting i s scheduled i n Tubingen, 8-10 March 1989.

Maronde reported on the s u c c e s s f u l l o g g i n g schools held i n c o n j u n c t i o n w i t h the meeting o f the German G e o l o g i c a l S o c i e t y meeting i n October, 1987. BGR and DFG a l s o hosted a Western P a c i f i c Panel meeting i n Hannover i n A p r i l , 1988. Plans f o r the GEOMAR i n s t i t u t e i n K i e l , w i t h J.Thiede as scie n c e c e n t r e d i r e c t o r are p r o g r e s s i n g . Branches i n marine environmental geology, marine geophysics, paleoceanography, and pet r o l o g y o f the ocean c r u s t are planned. A ge o t e c h n i c a l company (GEOTEC) w i l l be a f f i l i a t e d w i t h the p r o j e c t . A d d i t i o n a l funding f o r p r o j e c t s a t GEOMAR are expected from the M i n i s t r y o f Research and Technology. ODP cooperation w i t h other major i n t e r n a t i o n a l research programs i s w e l l underway i n FRG. Maronde dis c u s s e d d e t a i l s of the KTB (deep c o n t i n e n t a l d r i l l i n g ) program i n Germany and mutual i n t e r e s t i n technology and engineering developments, d r i l l i n g and l o g g i n g . The p i l o t borehole f o r the p r o j e c t has been d r i l l e d t o 2.1 km, w i t h u l t i m a t e depth o f 4-5 km a n t i c i p a t e d i n e a r l y 1989. The s c i e n t i f i c c o o r d i n a t o r f o r KTB, R o l f Emmermann, s a i l e d w i t h Leg 118. C l a u s t h a l ' s cooperation w i t h N a v i - d r i l l development continues. H.Duerbaum added t h a t the German ODP community i s l o o k i n g forward t o upcoming p a r t i c i p a t i o n on Legs 122 (von Rad as Co-chief) and 124 (K.Hinz as C o - c h i e f ) . Sonne c r u i s e s , i n cooperation w i t h CCOP c o u n t r i e s and A u s t r a l i a , have c o n t r i b u t e d much s i t e survey data f o r these c r u i s e s . A replacement (new or conversion) f o r the Sonne i s planned sometime a f t e r 1990. A Sonne c r u i s e o f f the Argentinean coast w i l l be par t o f the c o n t r i b u t i o n t o s t u d i e s o f A t l a n t i c c o n t i n e n t a l margins. A July-August 1988 c r u i s e t o northernmost Greenland i s scheduled. The government i s pushing f o r work i n A r c t i c regions and the FRG hopes t o c o n t r i b u t e proposals f o r A t l a n t i c work as w e l l . UNITED KINGDOM J.Briden r e p o r t e d f o r the United Kingdom, where ODP funding i n at a st e a d y - s t a t e l e v e l at present. Proposals f o r shore-based work are s t i l l being r e c e i v e d . The Leg 112 consortium, a m u l t i - d i s c i p l i n a r y group o f about 18 s c i e n t i s t s , i s on schedule w i t h i t s p o s t - c r u i s e a c t i v i t i e s . Briden e x p l a i n e d t h a t , l i k e the ESF Consortium, the ODP s t r u c t u r e i n the U.K. i s composed o f sc i e n c e and management committees. The scie n c e committee met i n February, 1988 t o review the COSOD II r e p o r t . The i n i t i a l r e a c t i o n was p o s i t i v e , although tempered by the r e a l i z a t i o n t h a t funding at 50% above the l e v e l o f the present program would be d i f f i c u l t . The group concluded t h a t a s i n g l e v e s s e l should be the focus f o r ODP, not j u s t f o r l o g i s t i c s convenience, but t o be the bi n d i n g element f o r ODP.

A t l a n t i c ; and 4) e v o l u t i o n o f p a s s i v e m a r g i n s .

JAPAN K.Kobayashi r e p o r t e d on b e h a l f o f Prof.T.Nemoto and t h e Japanese ODP s c i e n t i f i c community, who have e x p r e s s e d t h e i r a p p r e c i a t i o n o f t h e r e c e n t s c i e n t i f i c a chievements o f t h e JOIDES R e s o l u t i o n . Much i n t e r e s t has been seen i n t h e r e s u l t s o f Leg 117 Neogene p a l e o c l i m a t e s t u d i e s , on which N . N i i t s u m a s e r v e d as C o - c h i e f . Japan i s l o o k i n g f o r w a r d t o upcoming d r i l l i n g i n t h e NW P a c i f i c , and welcomes t h e appointment o f Japanese c o - c h i e f s t o s e v e r a l c r u i s e s . Three d o m e s t i c c o n f e r e n c e s were h e l d i n Tokyo t h i s s p r i n g f o r p l a n n i n g and d i s c u s s i o n o f t h e s c i e n t i f i c s i g n i f i c a n c e o f d r i l l i n g i n t h e Japan Sea, Nankai Trough and I z u - B o n i n - M a r i a n a r e g i o n s . A one-day s c i e n t i f i c symposium was h e l d i n Naha, Okinawa, ( i n c o n j u n c t i o n w i t h t h e Japanese G e o l o g i c a l S o c i e t y annual meeting) f o r a r e v i e w o f r e c e n t ODP d r i l l i n g r e s u l t s . About 100 s c i e n t i s t s a t t e n d e d . A r e s e a r c h c r u i s e by R/V Tansei-Maru i s s c h e d u l e d i n t h e NE Sea o f Japan f o r a d d i t i o n a l s i t e s u r v e y s . Kobayashi w i l l s e r v e as c h i e f s c i e n t i s t f o r t h e c r u i s e , s e t f o r 7-13 June o f t h i s y e a r . R e s u l t s from t h i s c r u i s e w i l l be used f o r d e t a i l e d s i t e s e l e c t i o n and f i n a l s i t e r e v i e w by PPSP. A one-week c r u i s e by t h e Tansei-Maru i n November w i l l t e s t a c o u s t i c d e v i c e s . A group o f Japanese g e o p h y s i c i s t s a r e eager t o do l o n g - t e r m downhole o b s e r v a t i o n s o f t e m p e r a t u r e v a r i a t i o n s e a r t h q u a k e s and m a g n e t o t e l l u r i c p r o p e r t i e s i n ODP h o l e s d r i l l e d i n t h e Japan Sea B a s i n s and landward t o e o f t h e Nankai Trough (Legs 128 and 129). Kobayashi showed a s c h e m a t i c o f t h e downhole seismometer t h a t w i l l be used. One y e a r o f e a r t h q u a k e m o n i t o r i n g i n t h e Sea o f Japan i s p l a n n e d , then t h e i n s t r u m e n t package w i l l be r e p l a c e d . For p r e l i m i n a r y work on t h e downhole t e m p e r a t u r e probes f o r N a n k a i , Japan worked w i t h t h e French s u b m e r s i b l e and found ocean f l o o r seepage o f c o l d w a t e r . Ocean-bottom s u r f a c e t e m p e r a t u r e probes w i l l be i n s t a l l e d t o m o n i t o r t h i s a r e a . These i n s t r u m e n t s a r e b e i n g d e v e l o p e d i n c o n s u l t a t i o n w i t h TAMU e n g i n e e r s . The Japanese g e o s c i e n c e community e x p e c t t h a t t h e s e p r o j e c t s w i l l be an i m p o r t a n t s t e p f o r t h e new phase o f ODP. 1989 w i l l be t h e b u s i e s t y e t f o r Japanese p a r t i c i p a t i o n i n ODP, Kobayashi s a i d . The Subconimittee proposes that each partner country try to identify additional potential participants in a fellowship program for scientists from developing countries — these applications to be collected by JOI to be added to the existing applicant pool. 4. PCOM selects from this group of applicants a short l i s t of 4 or 5 qualified scientists. This w i l l be reduced to two by matching of interests and available laboratory space, etc. One fellowship could be in the U.S., one non-U.S. Support would be provided at a total level of $50K from the FY '89 JOI budget. A larger number of fellowships could be supported i f partners wish to provide support from appropriate national programs. 5. Participation can be through joining shipboard s c i e n t i f i c party, working in an ODP laboratory, or on a site survey/ or some combination thereof. The fellowship should last about nine months, inclusive of shipboard participation. 6. At the same time, JOI w i l l undertake a survey of existing support by ODP partners for scientists from developing countries. 7. JOI w i l l also prepare a low-cost brochure describing the fellowship program and i t s objectives. This could be used in s o l i c i t i n g funds from other sources. 8. This i s to be an on-going program, which could be expanded i f additional funding becomes available.
