• Compiled data and completed Quarterly Progress Report to the DOE; • Compiled data and completed Quarterly Financial Report to the DOE; • Participated in the monthly TAG conference call and reviewed minutes; • Participated in bimonthly conference call with HLRW committee; • Due to COVID, we did not facilitate the WIPP Working Group monthly meeting; • Reviewed shipment summaries against Level VI database for consistency; • Reviewed notes from the NGA FFTF conference call; • Brief Secretaries on surplus plutonium disposition at the WIPP; • Worked with partner agencies to adjust to COVID; • Purchased two vehicles for the WIPP program using approved carryover funds; • Assisted other agencies in procuring carryover project items; • Assisted staff in procuring tables/chairs for WIPPTREX and placed in DHSEM WIPP HAZMAT

Department of Public Safety Commercial Vehicle Enforcement & State Police Special Operations
Project Status Report
Unless otherwise noted, activit ies in this section were performed by: Lieutenant Alfredo Aguirre, Quality Review and Assurance of WIPP Shipment Inspections; Jessica Gibson, Grant Management Supervisor En-route inspections (both radiological & mechanical, CVSA Level VI) have been conducted for all WIPP shipments entering the State of New Mexico during the quarter. There were ten Point of Origin inspections reported as conducted during the period of April through June in Los Alamos National Laboratories.
Idaho National Engineering and Environmental Laboratory (INEEL) – 28 Savannah River Site (SRS) – 0 Oak Ridge National Laboratory (ORNL) – 0 Los Alamos National Laboratories (LANL) – 18 Argonne National Laboratories (ANL) - 0
NMSP-CVE reviewed the number and level of inspections performed on WIPP shipments to determine the percentage of Level VI inspections for the quarter. During the April through June quarter 100% of the shipments were inspected and no violations were reported. A breakdown of monthly activity as follows:

• Administrative costs for the reconciliation, billing, and management of the WIPP grant;
• All 7 WIPP shipments which entered the state this month were inspected by Level VI certified personnel with no violations;
• Travel to Santa Fe on April 14th and 18th for issuance/receipt of Ludlums for Raton POE and Carlsbad.

• Prepared and submitted quarterly report and training records (Jan thru March) to EMNRD WIPP Coordinator;
• Contacted Qal-Tek to find out the recalibration status of the Ludlum 14-C Instruments. These instruments were sent in Mid-Feb 2020;
• Exchanged expired Ludlum 14-C’s with recalibrated instruments with the Espanola and Santa Fe Presbyterian Hospitals. Also exchanged instruments with the Christus Saint Vincent Regional Medical Center;
• Decontamination Showers ordered using carryover funds, deliveries of the showers began to all WIPP Transportation Route Hospitals;
• Participated in COVID-19 Response Activities working at the SEOC in the ESF-Eight position coordinating response activities as the Lead Emergency Operations Center Representative for NMDOH.

• Provided “white-paper” manuscript for RCB’s financial services administrator’s WIPP budget implementation for new fiscal year;
• Evaluated dosimetry reports from sub-accounts San Jon, Raton, and Santa Fe participants.

• Provided comments on HOLTEC’s application related to the transportation impacts for rail shipments of spent fuel within the State of New Mexico;
• Provided comments on LANL’s pit production application also related to the transportation impacts for the shipments through the State of New Mexico;
• Final dosimetry reports for the quarter January-March were reviewed for findings and compliance with regulatory standards and ALARA principles;
• Inventoried all licensed plutonium check sources to ensure safe storage during Covid-19 down-time.

• Attended and participated in an orientational meeting with the Guadalupe County (Santa Rosa) and volunteer emergency response community to showcase the State’s WIPP transportation program and the opportunities available to Guadalupe County to participate in the program that will assist in the enhancement of their perspective emergency capabilities;
• Provided justification to RCB’s financial services administrator and the State’s General Services Department to make procurement modifications from Landauer to Aquila for the dosimetry badges;
• Approved all billing expenditures for the two professional services agreements for the Landauer and Qal-TEC service providers;
• Briefed RCB members on the activities of the WIPP transportation program and on the new dosimetry provider, Aquila.
