1.0 OBJECTIVE

To verify the operability of the sub-systems associated with the Emergency Diesel Generators.

2.0 PRECAUTIONS AND LIMITATIONS

2.1 Technicians performing this test are required to com- g plete Secti6ns 3.0 on page PT-Dl-3 and 4.1.A on Page PT-Dl-4.

3.0 PROCEDURE

3.1 Obtain permission from the Watch Foreman to commence test. WF shall initial data sheet indicating his. per-; mission is granted.

3.2 Check that engine governor oil level is about hal.f way up the gauge glass. Add oil if necessary. Record on . data sheet.

3.3 Check lube oil level in the engine and confirm that the[ pre lube primary pump is running. Record on data sheet.

3.4 Check jacket water and lube oil system heaters to con- :t firm that they are operating. Record on data sheet.

3.5 Ensure that there is at least 115 gallons in each. fuei oil day tank. Record on data sheet.

3.6 Ensure the jacket water expansion tanks are approximately* half full. Record on data sheet.

3.7 Confirm service water is flowing to each engine. . A total flow of at least 110 gpm must be present. Record on data sheet.

3.8 Ensure that there is at least 150 psig air pressure to both right and left starters. Record on data sheet.*

3.9 Confirm generator space heaters are energized. Record on data sheet.

3.10 Confirm that the overspeed trip is in the reset positio"n and baring gear is disengaged. Record on data sheet.:,:.,.

PT-M21

Emerqencv Diesel Generators Functional Test

1.0 OBJECTIVE

To demonstrate the operability of the Emergency Diesel.

Generators.

2.0 PRECAUTIONS AND LIMITATIONS

2.1 This test may be performed regardless of plant operating status.

2.2 Prior to testing diesel generator 21, the loss of outside power must be simulated on Bus 5A.

2.3 Prior to testing diesel generator 23, the loss of outside power must be simulated on Bus 6A.

2.4 Prior to testing the diesel generators, both motor driven ABFP's shall be available OR one motor driven ABFP and the steam driven ABFP. At leasttwo component cooling pumps and two service water pumps must be in service.

2.5 The diesel generators are lined up for normal oper- : ation and should be connected to the "System" for. load requirements.

2.6 Do not exceed the nameplate load rating on the diesel generators, 1750 KW.

2.7 Normal source of outside power is available.

2.8 Simulating loss of outside power on either Bus 5A or Bus 6A will cause'the remaining diTesel generators to start and remain at idle speed.

2.9 Diesel generators 21 & 23 shall not be tested simul--** taneously. Each diesel may be'tested separately. D.G. 21 may be tested with D.G. 22. D.G. 23 may be tested with D.G. 22.

2.10 Technicians performing this test are required to complete Sections 3.0 on Page PT-M21-15 and 4.I.A on Page PT-M21-16.

2.11 An attempt should be made to "run" each diesel generator for two (2) hours. However, as long as the machine is operated for the time duration necessary to achieve temperature stability and remains within this range for one-half (1/2) hour, the test will be considered satisfactory. Temperature stability is defined in the Operability Criteria.

3.0 PROCEDURE

3.1 Obtain permission from the Watch Supervisor (WS) to ) commence test procedure. WS to initial Data Sheet indicating his permission is granted.

3.2 Perform System Operating Procedure, SOP-27.3.1, Diesel Generator Manual Operation, up to and including step 4.2.M for Diesel Generators Nos. 21, 22 and 23.

3.3 Record the values required, in Section 2.0 of the Data Sheet.

3.4 Verify that at least two component cooling pumps. and two service water pumps are in service. Also verify that two auxiliary boiler feed pumps are available for operation. Record verification on the data sheet.

3.5 Load the diesel generator(s) to approximately 500 KW. Attempt to maintain this load for the test -duration.

3.6 To simulate loss of outside power on Bus 5A (Diesel Generator 21), simultaneously depress 27-51X2 and 27-52X2, BFD type pushbutton relay, located in the rear of Safeguards Sequence Relay Cabinet 1, in the Central Control Room. After completing the "run" on diesel generator 21, reset 27-51X2 and 27-52X2 by depressing the Blackout Reset pushbutton on Panel SC in the CCR. Record above actions on the

,data sheet.

3.7 To simulate the loss of outside power on Bus 6A (Diesel Generator 23), simultaneously depress 27.-61X2.:' and 27-62X2, BFD type pushbutton relay, located in the rear of Safeguards Sequence Relay Cabinet 2, in the Central Control Room. After completing the "run" on' diesel generator 23 reset 27-61X2 and 27-62X2 by de-v pressing the Blackout Reset pushbutton on Panel .SC in the CCR. Record above actions on the data sheet.

3.8 Perform steps 4.3.A through 4.3.M of SOP-27.3.l for Diesel Generators Nos. 21, 22 and 23.

3.9 Obtain from the Chemistry Dept. the latest Jacket Cooling Water Chromate concentrations and pH values. Record on the data sheet.

2.1 Technicians performing this test are required to complete

Sections 3.0 on Page PT-Wl-4 and 4.1.A on Page PT-W-S.

0 PROCEDURE

NOTE: For ALL maintenance action, refer to the applicable section of the Diesel Generator Instruction Manual TPI-899. Test only one diesel generator at a time.

3.1 Obtain permission from the Watch Foreman to commence the procedure. WF to initial data sheet indicating his permission is granted.

3.2 Check oil level in air starting motor lubricator and fill to. oil line if required. Record on data sheet.

3.3 Check jacket water, lube oil, and fuel oil system on engine for leaks. Record results on data sheet.

3.4 Open blowdown valve at each starting air receiver in order to, drain the condensate. Record, in Section 3.0 of the data • sheets, if more than 1/2 pint of condensate is emitted. : Bleed the system down low enough to cause the compressor to cut-in,". (approximately 275 psig) and cycle off at approximately 300 psig. Confirm that starting air pressure is available at each engine. Record on data sheet.

3.5 Open the blowdown valve at the louver air receiver in order to drain the condensate. Record, in Section 3.0 on the data sheets, if more than 1/2 pint of condensate is emitted.

3.6 Open drain valves at each fuel oil day tank and drain off. any:*• condensate that has collected. Record on data sheet.

3.7 Crack open crankcase sample valve and check for evidence of . water contamination. Record on data sheet.

3.8 Check Air Compressor crankcase oil level and refill if necessary. Record on data sheet.

3. 12 Record the level in the Unit #1 Gas Turbine Feed tanks, If the total level is greater than 22,000 gals., omit step 3.13.

3. 13 Record the level in the tank at Buchanan. The total of 3.12 and 3.13 must be at least 22,000 gals.

Diesel Generator Mechanical Overspeed Trip Test .

OBJECTIVE

To demonstrate the' operability of the overspeed trip of the Diesel Generators.

PRECAUTIONS AND LIMITATIONS

2.1 Station an operator at the manual trip lever to trip the diesel if speed reaches 1040 rpm.

2.2 Technicians performing this test are required to complete Section 3.0 on page PT-Q6-3 and 4.1.A on " page PT-Q6-4.

PROCEDURE

3.1 Obtain permission from the Watch Foreman to commence,: the procedure. WF to initial data sheet indicating his permission is granted.

3.2 Take the diesel generator off the line, and place the control switch in OFF.

3.3 Set up a strobe to monitor shaft speed.

3.4 Start the diesel generator.

3.5 Station a man at strobe whose sole responsibility will be to monitor shaft speed.

3.6 Increase diesel generator speed by slowly pulling down on the governor output rod. Keep hands well clear of other moving pieces.

3.7 TRIP THE DIESEL GENERATOR MANUALLY IF SPEED REACHES 1040 RPM.

3.8 The diesel generator should trip on overspeed betweei : 990 and 1035. Adjust in accordance with MI-11059A of TPI-899 if necessary.

3.9 Reset overspeed trip.

3.10 Line up the diesel generator for normal automatic-opration and notify the WF. Record on data sheet.

3.11 Repeat Steps 3.3. through 3.10 for the remaining diesel generator (s).

3.2 Perform all steps of PT-M21 after loading the diesel to its nameplate rating of 1750 KW.

3.3 Shutdown the diesels as per DP-II, except:

A. Do Not increase frequency (Hertz) to 61 using the governor raise-lower switch.

B. Do Not furn the voltage regulator "Unit-Parallel'switch to the "Parallel" position.

C. Do Not adjust the frequency (Hertz) to 60 witW the governor raise-lower switch.

D. Do Not adjust the voltage to 480 volts with the automatic voltage control rheostat.

E. Do Not turn on the synchronizing switch below. the 480 volt normal breaker and match the diesel generator frequency (Hertz) and voltage to that of the 480 volt bus to be synchronized to.

Diesel Generator

1.0 OBJECTIVE

1.1 To verify the operability of the three diesel generators.

2.0 PRECAUTIONS AND LIMITATIONS

2.1 This test may be performed regardless of the plant operating status.

2.2 For ALL maintenance action refer to the applicable section of the Diesel Generator Instruction Manual TPI-899.

2.3 Any discrepancies found by Technicians while performing this test, shall be identified in Section 3.0 of the data sheet. Technicians shall complete paragraph 4.1.A on page 3PT-1,7I-6.

3.0 PROCEDURE

3.1 Obtain permission from the Watch Foreman. (WF) to commence the procedure. WF to initial data sheet indicating his permission is granted.

3.2 Check oil level in air starting motor lubricator and fill to oil line if required.

3.3 Check jacket water, lube oil, and fuel oil system on engine for leaks.

3.4 Open blowdown valve at each startinI air receiver in order to drain the condensate. Record, in Section 3.0 of the data sheets, if more than 1/2 pint of condensate is emitted. Bleed the system down low enough to cause the compressor to cut-in (approximately 275 psig) and cycle off at approximately 300 psig. Confirm that starting air pressure is available at each engine.

3.5 Open the blowdown valve at the Louvre air receiver in order to drain the condensate. Record, in Section 3.0 of the data sheets, if more than 1/2 pint of condensate is emitted.

3.6 Open drain valves at each fuel oil day tank and drain off any condensate that has collected.

3.7 Crack open crankcase sample valve and check for evidence of water contamination.

3.8 Check Air Compressor crankcase oil level and refill if necessary.

3.9 Check level in drip tank sight glass. If sight glass is full, notify the W.F. inwrediately. If level is within sight glass or below, condition is satisfactory.

3.10 Record the level in the fuel oil storage tanks.

3.11 Record the total level in the reserve tanks.

*Note: Total level in reserve tanks is the sum of the Unit No. 1 Gas Turbine Storage Tanks level and the Storage Tanks level located at the Buchanan Gas turbine Sub Station in gallons.

Diesel Generator Functional Test

1.0 OBJECTIVE

1.1 To demonstrate the operability of Emergency Diesel Generators, Nos. 31, 32 and 33.

2.0 PRECAUTIONS AND LIMITATIONS

2.1 This test may be performed regardless of plant operating status.

2.2 Prior to testing diesels redundant safeguards equipment on the buses not being tested must be operable.

2.3 The diesel generators are lined up for normal opera- 3 tion and should be connected to the "1Con Edison System~" for load requirements.

2.4 Do not exceed the nameplate load rating on the diesel generators, 1750 KW.

2.5 Normal source of outside power is available.

2.6 Perform test for 1 diesel at a time when the reactor is above cold shutdown.

2.7 Technicians performing this test are required to complete Sections 3.0 on Page 3PT-M22-16 and 4.1.A on Page 3PT-M22-17.

2.8 An attempt should be made to "run" each diesel generator for two (2) hours. However, as long as the machine is operated for the time duration necessary to achieve temperature stability and remains within the range for one-half (1/2) hour, the test will be considered satisfactory. Temperature stability is defined in the Operability Criteria.

3.0 PROCEDURE

3.1 Obtain permission from the Watch Foreman (XT) to commence testing. WF to initial data sheet indicating his permission is granted.I

3.2.a Prior to placing the diesel on the bus, vary its frequency about 1 cps and voltage from 450 - 480 V. This will assure proper governor operation.

3.2.b Perform detailed procedure SOP-EL-l, Diesel Generator Manual Operation, up to and including step 4.2.M for diesel generator No. 33.

3.2.c Verify that at least two component coolant pumps, two service water pumps on essential and non-essential header are operable and two ABFP's are also operable.

3.2.d Load the diesel generator to approximately 500 K. Attempt to maintain this load for the test duration.

Note: If any significant abnormalities occur, trip the diesel.

3.2.e Record all values required on the data sheet.

3.2.f Perform steps 4.3 through 4.3.Q of SOP-EL-I diesel generator No. 33.

3.2.g Obtain from the chemist the latest pH and Chromate value. Record on data sheet.

3.3 Diesel Generator No. 32

3.7 TRIP THE DIESEL GENERATCOR MANUALLY IF SPEED REUACHES 1040 RPM.

3.8 Record the speed at which the generator trips on the data sheet. The diesel generator should trip on overspeed between 990 and 1035. Adjust in accordance with MI-11039A of TPI-899 if necessary.

3.9 Reset overspeed trip. Line up diesel generator for normal automatic operation in accordance with SOP-EL-I and notify the WF.

3.10 Repeat steps 3.3 through 3.9.

4.0 EQUIPMENT OPERABILITY TEST ACCEPTANCE CRITERIA

This test shall be considered satisfactory if all of the requirements of 4.1 are met. The definitions of Equipment Operability Criteria and Overall Acceptance Criteria are listed below.

3.0 Diesel Engine

3.1 Remove all fuel injection pump covers and thoroughly lubricate control shaft bearings, linkage and racks. Inspect and lubricate external linkage.

3.2 Check engine overspeed device trip speed and adjust if necessary. Note: Coordinate with Test Engr. personnel.

3.3 Check crankshaft deflection and thrust.

3.4 Make complete crankcase inspection.

3.5 Clean and service impingement type air filters.

3.6 Clean top deck and remove valve covers. Inspect mechanism, check and adjust valve clearance (0.035" or 0.86 mm).

4.0 Fuel Oil System

4.1 Check condition of fuel pump drive coupling.

4.2 Have watch personnel drain condensate from fuel tanks.

5.0 Lube Oil and Cooling Water Systems

3.1 In the lube oil system, examine sump, filter and strainer tanks. Clean if required. Note: Coordinate with I&C personnel for the following steps:

5.2 Check operation of low oil pressure protective device.

5.3 Check operation of immersion heaters. Control contacts for lube oil ang jacket water immersi~n heaters should shut at 117 +3 Fand open at 123 +3 F.

Maintenance Acceptance Criteria

1. All clearances and tolerances within limits.

2. Area left in clean condition.

3. All items on checklist are found to be satisfactory.

Procedure

1.0 Limitations complied with as per prerequisites.

3.0 Diesel Engine

3.1 Check and adjust fuel pump timing.

3.2 Check and adjust uniformity of rack settings. (24.1/4 t 1/4

3.3 Check tightness of engine holddown bolts.

3.4 Check cylinder compression and firing pressures.

Record on CHECKLIST.

4.0 Fuel Oil System

4.1 Renew secondary filter elements.

4.2 Renew primary filter elements.

5.0 Lube Oil System

Note: It is recommended that during this inspection,

chemical personnel secure a lube oil sample for

analysis. Further service of this oil should

be based on the lab report, but in no case should

the service life of the oil exceed 700 hourS.

Record engine running hours meter.

6.0 Compressed Air System

6.1 Inspect air starting motor lubricator and drive.

6.2 Clean and lubricate starter motor bendix drive.

6.3 Inspect compressor. Note conditions found.

7.0 Heat Exchangers

7.1 Check zinc anode plugs in the lube oil and jacket water heat exchangers. Clean and replace as necessary.

8.0 Pre-Operational Check

8.1 Check all engine piping and instrument piping for loose connections and leaks.

8.2 Visually inspect generator bearings, brushes, etc. for any abnormal conditions.
