" On October 31, 2012, the Department sent you a letter indicating a fee was required to process your request. We received your partial payment of $112.50 on December 4, 2012. We received your final payment of $87.00 on December 31, 2012. I am pleased to inform you that your request for access to these records has been granted in part. In particular, as per our telephone conversation of December 4, 2012, access is granted to the following records: A summary report of contributions made to all health care foundations for January I, 2009 to October 24, 2012. We have also included all correspondence between the Department and the various health care foundations in the province, broken down by region, concerning donations. Access to some of the information contained within the records has been severed as it is non- responsive to your request or in accordance with the following exceptions to disclosure, as specified in the Access to Information and Protection a./Privacy Act (the Act): I. Section 24(1)(b) of the Act whereby the head of a public body may refuse to disclose to an applicant information which could reasonably be expected to disclose financial, commercial, scientific or technical information that belongs to a public body or to the government of the province and that has, or is reasonably likely to have, monetary value; P.O.     2. Section 30(1) of the Act whereby the head of a public body shall refuse to disclose personal information to an applicant where the disclosure would be an unreasonable invasion of a third party's personal privacy;

    3. Section 30(4)(c) of the Act whereby a disclosure of personal information is presumed to be an unreasonable invasion of a third party's personal privacy where the personal information relates to employment or educational history;

    4. Section 30(4)(h) of the Act whereby a disclosure of personal information is presumed to be an unreasonable invasion of a third party's personal privacy where the personal information indicates the third party's racial or ethnic origin or religious or political beliefs or associations.

    The following is a list of the health care foundations in the province of Newfoundland and Labrador that have requested funding:

    Page 57 of the responsive information refers to an enclosure of a formalized proposal from the Health Care Foundation. However, the Department does not have the proposal or any record of having received it. Also, page 101 of the enclosed information has been fully redacted and removed from the package as it is considered non-responsive.

    The following information is included in the responsive documents but is not reflected in the sununary report of contributions made:

    Page 13 - a contribution of $2000 to the Discovery Health Foundation. This was made directly to Eastern Health.

    Page 150- October 24, 2012 letter for one time funding to the Central Northeast Health Foundation.

    Page 153 -October 24, 2012 letter for one time funding to the South and Central Health Foundation.

    As required by subsection 7(2) of the Act, we have severed information that is excepted from disclosure and have provided you with as much information as possible.

    In accordance with your request for a copy of the records, the appropriate copies have been enclosed.

    Section 43 of the Act provides that you may ask the Information and Privacy Commissioner to review this partial refusal of access or you may appeal the refusal to the Supreme Court Trial Division. A request to the Information and Privacy Commissioner shall be made in writing within 60 days of the date of this letter or within a longer period that may be allowed by the Commissioner.

    I write in support of correspondence from the Trinity Conception Placentia Health Care Foundation (copy attached) wherein they request matching funds towards their 2008 Annual Telethon which was held last fall.

    Last year I participated in the PlacentiaTelethon and we raised over $7,000.00 on a Sunday afternoon. The ptoceeds provide-d valuable equipment to supplement our health care agenda.

    Dear Minister Wiseman,

    On behalf of the Trinity Conception Placentia Health Foundation and all residents of the region serviced by our foundation, we thank you for your financial support in fiscal 2007. Your support of the foundation has been outstanding and is certainly reflected in the support we received from all residents of our catchment area and our hundreds of volunteers.

    As you may be aware, our foundation has just completed another successful telethon raising $279,289.00 for equipment and health care in our region. Support came in the form of pennies from our school children,to corporate donations representative of all walks of life and all areas of our region.

    Once again, I thank Minister Kennedy and Minister Hedderson whom on behalf of government and their districts were special hosts for a one hour segment each of the telethon. Regrets also came from Minister John son as well', who could not attend due to illness.

    As in previous years, the Provincial Government has rnade significant contributors to our telethon and therefore helping to provide the necessary and vital equipment, thus enhancing the quality of life of all residents, their families and friends in the Trinity, Conception and Placentia Bays. In light of your past support, I am therefore, once again requesting your assistance in receiving matching funds toward our[2008 Annual Telethon/ it is our understanding that the Government again supports this initiative as with the Western He'alth Telethon.     Health care is a priority to each and every individual, there is no doubt that we all know someone who has utilized and is currently accessing health care equipment as provided by the foundation to benefit their lives. By working together as Government, Foundations, residents and volunteers, we can and will continue to provide quality health care for all those in need; those being our family, friends and neighbors.

    I was pleased to have recently had the passionately and s'mcere!y on the health care Newfoundland and Labrador. As President and

    Foundation. it is important that I follow the direction that the Department of Health and Community Services takes in relation to the provision of adult health care in this province.

    lt is amazing that since Premier Williams formed the initial conservative government in 2003 (which so happens to coincide with my time at the Health Care foundation), I have witnessed a dramatic shift in philosophy related to the imporcance of treatment, research and prevemion for the people of the province. I am delighced with the government's continual contribution to capital equipment over the last number of years. When I started, the first capital equipment list provided to me for Eastern Health had in excess of $90 million in immediate or prio1ity needs. Today. in discussions with Eastern Health, related to areas of support for which the Foundation will be engaged in the coming year. l realize that many of those needs have been met, and indeed, we are reaching a point where we will be surpassing immediate need. and identifying new, innovative and advanced technologies. \r is evidenc r:hat this government, under the leadership o{ Mr. Williams, is truly dedicated to the health and welfare of the people of Newfoundland and Labrador. Congratulations and thank you'

    With this as a premise, I want to reaffirm to you the mandate of the Health Care Foundat-ion, in raising funds in support of adult acute care for the five adult hospitals of St. John's. These hospitals provide specialized and tertiary care for the entire population of Newfoundland and Labrador. Our Give (ram the Heart capital campaign for cardiac care is at the $8 million mark, of a $1 0 million goal. Over the last three years, we have provided for a variety ~f equipment in a number of program areas, such as ENT. Orthopedics, Orthotics and Prosthetics, Surgery, Women's Health, Diagnostics, and Cardiac Care. This year, we are putting some particular emphasis on a program that we are trade marking, known as Comfort in Care.

    Comfort in Core was che brainchild of a practicing nurse under the employ of Eastern Health. She had an idea chac if we could provide for some basic comfort items not normally allocated under a traditional hospital budget, we could make life easier for patients and their families whi\e in our care. The Comfort in Care program would allow Eastern Health to be able w enhance the psychological and physical well-being of patients and their families, while also providing the care giving staff che additional tools desired, while addressing the needs of their patients and their families. For example, since 2007. we have had scaff applicacions for Comfort in Care grams from practically

    .every clinical discipline unit and program in our five adult hospitals. We have funded items such as: sleeper chairs for the emergency department; DVDs, TVs and TV carts for the coronary care unit; digital hymnals for the pastoral care program: funded a pilot project with exercise equipment for the pulmonary rehab

    program; recreational and diversion items for the mental health program: adjustable work tables for the physiotherapy program; furnished a family room for the long term care unit in the Dr .. Waiter

    Tempeman Health Cencre: electronic equipment for the volunteer resource program: pocket talkers for che speech/language pachology program: voice activated telephones for surgery: furnishings to develop a garden for the geriatric psychiatry program; non-invasive blood pressure machines for the orthopedic program: furnishings for a number of quiet rooms at each of our hospitals; workshop funding for the pulmonary rehab program: Wii-Fit systems and TV's, along with others games and accessories for the

    adult rehab physiotherapy and the Waterford hospital: a variety of sleeper chairs and personal care items for patients and

    families.

    You would appreciate that from a fundraising perspective, Comfort. in Care has not been a part of our official mandate until recently. We have created a designated account for this program and are working with prospective donors in establishing an endowment to fund the various projeccs and requests, We would like to request support for this project, in the amount of $150,000, from the Depanment of Health and Community Services. The commenC..1ry we receive from this program has been overwhelming positive. The impact on patients and their families has been tremendous. For example, family members who scay with a loved one overnight, in many cases, now have che comfort of sleeping in a chair that adjusc to a lounger, which makes their stay in a difficulc circumscance more bearable. and the result is that they have a more positive experience with our health care system, I have enclosed a series of quotes from patients and s-taff of Eastern Health speaking the accolades of the Comfort in Care program.

    Minister Kennedy, as per our discussion regarding our Health Care Foundation Gala this year, I would like to formally invite you to attend the October 23, 20 I 0 Elegonzo event at the Delta St. John's Hotel. I understand that this night also coincides with the Premiers' Dinner at the Convention Centre. As discussed, we would be honoured if you would take five minutes to.join us at the commencement of our evening to bring greetings on behalf of the Government of Newfoundland and Labrador, and to then kick-off our fundraising evening with a $50,000 contribution to our Gastrointestinal (GI) initiative. This will set the stage for a fantastic evening for our patrons and supporters, and assist the Health Care Foundation in raising the $300,000 required to purchase an electronic Image Capture System for the Gl Clinical Program a first for the province.

    The combined support requested of $200.000, will allow the Foundation an opportunity to leverage your generosity with other potential prospects, supporters and friends. This wlll also allow the Foundation to raise the revenue necessary to assist Eastern Health in the provision of adult acute care in Newfoundland and Labrador.

    The Dr. H. Bliss Murphy Cancer Care Foundation has identified an exciting opportunity for the provinces largest cancer patient population -prostate cancer patients. This year, an estimated 510 men will be diagnosed with prostate cancer in this province.

    Through a generous gift of$135,000 from the Fry Family Foundation to the Dr. H. Bliss Murphy Cancer Care Foundation, we have purchased a High Dose Rate Remote (HDR) Afterloading System needed to help launch a Prostate Cancer Brachytherapy Treatment Program in Newfom\dland and Labrador.

    With prostate brachytherapy, thin catheters are first placed in the tumor. The catheters are then connected to the afterloader or permanent radioactive seeds are inserted into the prostate. Brachytherapy can be used for a wide range of prostate stages, PSA values, and tumor grades.

    The Cancer Care Program of Eastern Health has secured the necessary Operating Room time in the Health Sciences to insert the catheters necessary to perform prostate brachytherapy.

    There are two remaining critical pieces to be purchased in order to officially launch the Prostate Cancer Brachytherapy Treatment Program.

    I. VariSeed is a dynamic dose planning system required to plan a prostate cancer patients' treatment. This program will allow higher dose delivery to the tumour and will enable the team to treat challenging cases. Cost: $72,000

    2. An OR Bed is required for the HDR treatment space at. the Dr. H. Bliss Murphy Cancer Centre to help with proper patient positioning. Cost $40,000.

    Through our partnership with Motorcycle Ride for Dad, the Dr. H. Bliss Murphy Cancer Care Foundation has provided over $150,000 in funding fot prostate cancer research at Memorial University's Faculty of Medicine and participated in their highly successful awareness campaign.

    The launch of the Prostate Cancer Brachytherapy Treatment Program would be the complement to investments made in research, education and awareness in Newfoundland and Labrador.

    We invite the Department of Health and Community Services to partner with the Dr. H. Bliss Murphy Cancer Care Foundation with a gift to provide this leading edge technology for the benefit of prostate cancer patients in Newfoundland and Labrador.

    The Health Care- FOundlition was formed in 2002 and supports the five adult hospitals -in St.- John's: the General HoSpital (Health Sciences Center), St. Clare'S Mercy Hospital,_ Waterford Hospital, Dr. Leonard A. Miller centre, and Dr. Walter Templeman Health Centre. These hospitals fall under_the authority of Eastern Health, which provides health care services to more than 290,000 residents of Eastern Newfoundland and specialized health care 'for all residents of our pmvince. They are a_lsO the teaching centers f()r health c_are professionals and medical students, in partnership with- Memorial University of NeWfoundland and the Centre for Nursing Studies.

    Tony, as you are aware, the Health Care Foundation is in the concluding -phase of its. Give from the'HE!art capital campaign. We_ are delighted with the support provided thus far from the Department of Health and Community Services, Minister Kennedy and the Goverrlment _ of Newfoundland and Labrador. We have been very successful in l.everaging the initial $4.5 million commitment from the Government of Newfoundland and Labrador_ and the corporate community arid have raised in excess of $4.5 million in donor funds.

    The Health Care FoundatiOn's Annual Charity Go!t"Tournament will be held on June 23. 2011, and proceeds from_ this year's tournament are in support of our Give f;om the Heart r.apital campaign. Eastern Health has identified respiratory needs equipment --valued at -$214,500 for which funding will be sought through the Department of Health and Community

    SerVices. At our Charity Golf Tournament the Health Care Fouhdation would like to challenge oui- supporters to generate half of these funds with the Department of Health and Community Services providing a
