    EDITOR’S SPACE The saga of India Canada nuclear collaboration – Some recollections M R Iyer1 and R C Pant2 The nuclear collaboration between India and Canada had been the most successful collaborative ventures embarked by India which led the country to develop mastery over the entire nuclear fuel cycle at Trombay. That was extremely fruitful in the past and the recent agreement reached by India has rekindled hopes that Indo-Canada nuclear collaboration will be soon re-established to lead to new avenues. On this occasion it is natural that the news evokes some nostalgic memories of that era of collaboration. The advent of Nuclear Technology in India was a great event for a nation that had just woken from the slumber of centuries. It was important as it happened within a decade of Independence when the population was just coming to terms with pangs of nascent birth. Technologies from west were gradually entering the country over previous century, but those were mainly to increase market for service industry and were not likely to generate grassroots scientific revolution. The nuclear science and technology field presented a different picture. Dr. Bhabha was ahead of times and fortunately had full backing of Pandit Nehru, then prime minister with his progressive scientific outlook and had his explicit support. From the scratch he boldly started setting up of Asia’s first nuclear reactor. He used the relationships he had cultivated during his scientific career in Britain to create scientific infrastructure. The

    research reactor APSARA was commissioned on August 4, 1956 which was of complete indigenous design, only the fuel came from Harwell UK on long term lease. Dr. Bhabha enabled this in view of his personal friendship with Sir John Cockcroft enabled this. We must remember that at that time even China did not have plans to make a reactor. Old timers still remember an entry by Chou En- Lai in the visitors’ book in APSARA during his visit in 1960 looking forward to India helping China to design a reactor! Maybe, the seeds of Chinese nuclear ambitions were sown at that time in his mind! In those days APSARA was located in very remote corner of Bombay and probably the staff walked from last BEST bus stop opposite to the then newly commissioned Burma Shell refinery through the Tata Thermal Power Station. From APSARA, next step to CIR (Canada India reactor, as CIRUS was known in the initial days) was huge. It was bringing Heavy Water Reactor Technology to India. Many of the initial crops of Indian scientists and engineers got training at the Chalk River laboratories. This included late Dr.P.K.Iyengar who worked with Prof. Brockhouse at Chalk River in 1956-58 using NRX reactor to develop neutron spectrometers which was part of the work for which Dr. Brockhouse was awarded the Nobel prize in 1994. The advance type of neutron spectrometers set up by Dr. Iyengar at CIR was one of the earliest research utilization of the reactor. Under Colombo Plan, India and Canada had one of the most successful nuclear co-operations in the past. Dr Bhabha's leadership and his close personal relationship

    with Dr Lewis of Canada were instrumental in the successful India Canada collaboration program to build one of the most advanced research reactor concepts of NRX at the time and were duplicated in India. In those days of cold war and secrecy this appears very strange, but Eisenhower's Atoms for peace initiative for which Dr Bhabha was called upon to preside over the first Geneva Conference in 1955 perhaps also enabled this to happen.

    Canada’s involvement in atomic energy started during Second World War when it was decided to shift British atomic energy research across Atlantic. At that time Canada was a British Dominion. At the helm of affairs was Sir Cockroft with several Cambridge colleagues including Dr. Lewis assisting him. Canada built natural Uranium fuelled and Heavy water moderated research facility (NRX) with the aim of producing Plutonium badly needed by USA for its weapon program in the earlier days. It was all over on August 6, 1945 with destruction of Hiroshima. When war came to an end and with the setting up of uranium enrichment plants there was no immediate need for this plutonium, produced in Heavy Water reactors. Canada had large uranium resources for electrical power generation, but still pursued this route of technology and soon found a willing partner in India. Dr Lewis was the chief of Atomic Energy of Canada Limited (AECL) at that time. He and Dr Bhabha were friends from their Cambridge days and shared interest in Physics, Music and Art. Lewis as a devout member of Anglican Church, firmly believed that he had a contribution to make to mankind. This led to collaboration between India and Canada. As per his assessment, India perhaps was a backward country to absorb an advanced technology but proved otherwise. NRX of Canada was duplicated as Canada India Reactor (CIR) behind Trombay hills. It was a bird watching place for the famous Salim Ali and earlier a hunting ground for the British rulers’ adjacent to the

    Bombay Presidency Golf Club which is fortunately surviving today. For Canada India Reactor all critical components were shipped from Canada. Only change necessitated due to site conditions was secondary sea water coolant. The erection and commissioning gave considerable difficulties but helped Indian Engineers, Chemists and Metallurgists to face the challenges and graduate in nuclear technology. It is significant to note that fuel fabrication technology was also developed in India in parallel and significantly Indian fabricated fuel was also used as initial feed. CIR was the workhorse for a long time and was renamed as CIRUS after Dr Bhabha's death.

It was not just a show piece but a place to lean and move on higher things. All big names in DAE for about next 20-25 years had their beginning in CIR. Visiting the place was eye opener about higher limits of science and technology for one and all, especially young engineers and scientists in early ‘60s. It is heartening that Indo-Canada collaboration is finding its feet again. However it goes to the credit of the Indian engineers and scientists who had to single handedly solve the fuel failure problem using innovative methods after the Canadians left after construction. Another spin off from the setting up of CIR was the fuel reprocessing technology which was developed in Trombay and the

    first Trombay plutonium plant went on stream in 1965 for reprocessing CIR fuel. So we can see that the Canadian collaboration paved the way for the complete fuel cycle technology being developed in India. Thus the India Canada collaboration, though was for setting up the CIR reactor, it acted as a trigger for India embarking on the whole gamut of nuclear fuel cycle activities. AEET now BARC was the cradle of development of the entire nuclear fuel cycle viz.uranium extraction, uranium refining, fuel fabrication, reactor operation, fuel reprocessing, waste management and front line neutron research. It also created foundation for regulatory activities in India when Dr. Bhabha called upon a team headed by late Dr.Ganguly to prepare the safety analysis report for CIR in 1960, and one of the authors nostalgically remembers the 24 x 7 work on the document to meet the target using calculators and slide rules. On the power reactor front the Indian workhorse is the CANDU (Canadian Deuterium Uranium) type natural uranium heavy water reactor which was successfully replicated. RAPS-1 was the result of the Indo Canadian collaboration. Canada walked back abruptly on its cooperation in the aftermath of the 1974 Pokharan test. We were aghast at the behavior of a sovereign nation. India had not broken any agreement. The contract on peaceful use of nuclear energy was in built and both Canada and India had signed on it. It was silent on making of Atom Bomb and both the signatories Dr. Bhabha and Dr.Lewis were no more, to comment about the spirit behind the agreement. In retrospect, India is one country that has stood test of time for its sagacious behaviour, be it about asking Coca Cola to wind up in 1977 (after 25 years) or Human Rights. However on the beneficial aspects this boycott led India to develop its own PHWR technology. After 1974, India on its own developed the CANDU reactor to such a successful extent that it was often known as INDU (Indian heavy water reactor) and today successfully operates 18 of these reactors. This also led to a very successful Heavy water production program which was also a glorious chapter in the Indian nuclear program. India has further developed its PHWR technology to set up 600 MW heavy water reactors recently, but has been handicapped by the lack of uranium resources in the country along with the denial regimes for import of uranium fuel. So it is logical and natural that the Canadian co-operation would be restarted and the two countries would further develop 750 MW PHWR reactors with possible fuel feed from the imported Canadian uranium. However in today’s standards this is not the state of the art reactor concept and is not as fuel efficient as the PWRs. Still from environmental safety

    point of view, Heavy Water Reactors are most friendly and safe Nevertheless the restart of the co-operation is a welcome step and most promising of all the nuclear deals. Thus the India Canadian collaboration was extremely fruitful in the past and it is our fervent wish that Indo-Canada nuclear collaboration will be soon re-established and produce more fruitful ventures. 1. At the outset, two minute silence was observed in the memory of 20 AERWA members including MC member Shri M. M. V. Murthy who left for heavenly abode during the year. Shri R. C. Pant, President AERWA felicitated Chief Guest and then welcomed all members present. Dr Manchanda introduced the Chief Guest of the function Dr R. Chidambaram, Ex-Chairman AEC and Principal Scientific Adviser to the Govt. of India and invited him to deliver his key note address.

    Dr Chidambaram gave a very informative and motivating talk useful to pensioners. He appreciated the work done by AERWA and suggested the members to widen their social activities in the new challenging areas such as; a) to spread literacy and ensure that no children is left illiterate in 5 km radius of Anushakti Nagar, b) to spread awareness in Anushakti Nagar about Swachh Bharat Abhiyan and c) to empower the women in different walks of life .He said that India of Dr Bhabha’s dreams has to be economically developed/ scientifically advanced country based on knowledge driven economy. In this connection he suggested that GDP as development criteria can be primarily based on per capita electricity consumption, life expectancy and adult literacy. Nuclear energy along with the renewable energy sources has a vital role in the energy security of the country. He mentioned about the significant role India played in IAEA programmes and many international cooperations including the Large Hadron

Agenda 3: The Treasurer, Dr Veena Sagar presented audited AERWA a/c for the year 2014-15 (circulated to members). Members enquired about income-tax liabilities if any on AERWA. It was agreed that the Auditor need to be consulted on this issue. There was also a query from Shri K Subba Rao as to why separate schedule is maintained for News Letter. Dr Garg

    explained that it is a Corpus fund which is committed exclusively for NL activities. RESOLVED that from income and expenditure account, an amount of Rs.3,16,500=00(Rupees three lakh sixteen thousand five hundred only) be transferred to AERWA’s News Letter Fund to meet the additional expenses incurred for News Letter by crediting the interest earned to News Letter Fund Account. Chartered Accountants be appointed as AERWA’s external auditors for auditing AERWA’s accounts for the year 2015-16 with remuneration of Rs.1000/- plus applicable taxes. Agenda 7: The details of Income & Expenditure of DOP&PW portal account was circulated and presented by the Treasurer, Dr Veena Sagar and were then approved.     about the proposed new social activity of AERWA viz. collection of old spectacle frames from members and others for donation to the needy persons (through a charitable institution to be identified later) and requested members residing in different locations to offer themselves as volunteers.

    (ii) Shri B D Bhasin briefed on the status of CAT Delhi case for arrears wef 1.1.2006 to all pensioners.

    (iii) Shri Arya mentioned about his work in Nirmala Niketan on education and skill development of poor children. ( He has undergone a course on social work at Nirmala Niketan and he was involved in teaching Municipal School children)

    (iv) Shri L C Prasad suggested helping filling up forms for the illiterate persons at post offices, banks etc

    (v) Shri Ram Sarup suggested to strengthen the mentoring work undertaken by AERWA

    (vi) Shri Sunderrajan suggested to start an Alert System to convey the expiry of any member so that interested member can attend the cremation or visit the kins of deceased.

    (vii) Shri Gururaj expressed the need for personal interactions on important and urgent issues of different litigant groups of the Association.

    (viii) Secretary, Dr Misra requested the members to donate for the PMNRF for Earth Quake victims in Nepal and in India. An Appeal for this will be published in the July-Aug.2015 issue of the News Letter. In reply to Shri Sanat Kumar request enquiring status of CHSS Reform committee report, he informed the final report is ready and is lying with Secretary, DAE.

    The meeting ended with vote of thanks to the chair person and all members who attended the meeting and cooperated in transacting the business on the Agenda.

    ************* Government Order/ News (Related Excerpts) 1. Income Tax Return Forms ITR 1, 2 and 4S Simplified for Convenience of the Tax Payers (Ministry of Finance, Govt of India; dt 31/5/15) Forms ITR 1, 2 and 4S for Assessment Year 2015-16 are simplified in the following manner for the convenience of the taxpayers:- 1) Individuals having exempt income without any ceiling (other than agricultural income exceeding Rs. 5,000) can now file Form ITR 1 (Sahaj). Similar simplification is also proposed for individuals/HUF in respect of Form ITR 4S (Sugam). 2) At present individuals/HUFs having income from more than one house property and capital gains are required to file Form ITR-2. It is, however, noticed that majority of individuals/HUFs who file Form ITR-2 do not have capital gains. With a view to provide for a simplified form for these individuals/HUFs, a new Form ITR 2A is proposed which can be filed by an individual or HUF who does not have capital gains, income from business/profession or foreign asset/foreign income. 3) In lieu of foreign travel details, it is now proposed that only Passport Number, if available, would be required to be given in Forms ITR-2 and ITR-2A. Details of foreign trips or expenditure thereon are not required to be furnished. 4) As regards bank account details in all these forms, only the IFS code, account number of all the current/savings account which are held at any time during the previous year will be required to be filled-up. The balance in accounts will not be required to be furnished. Details of dormant accounts which are not operational during the last three years are not required to be furnished.

    5) An individual who is not an Indian citizen and is in India on a business, employment or student visa (expatriate), would not mandatorily be required to report the foreign assets acquired by him during the previous years in which he was non-resident if no income is derived from such assets during the relevant previous year. 6) As a measure of simplification, it has been endeavoured to ensure that in Form ITR 2 and the new Form ITR 2A, the main form will not contain more than 3 pages, and other information will be captured in the Schedules which will be required to be filled only if applicable. As the software for these forms is under preparation, they are likely to be available for e-filing by 3rd week of June 2015. Accordingly, the time limit for filing these returns is also proposed to be extended up to 31st August, 2015 (31.08.2015). A separate notification will be issued in this regard.

    *********** Important Court Cases A. Status of S-21 case (SO-E Group) (M. Venugopalan/ MP Sankaran/ P Gururaj) 1. The S-21 case which had come up for hearing in the mumbai CAT has been further postponed to 10/07/15. 2. A meeting of S-21 retirees was held on 18/4/15, in the ARWA Hall, Anushakti Nagar with 34 S-21 members. Shri M.Venugopalan explained how the recent verdict of the Principal Bench of CAT, Delhi dismissing similar cases might turn out to be a negative point for us. However, there is enough scope to appeal against these judgments. He pointed out that even if the case reaches the final stage on 27/4/15 continuance of the litigation at the level of High Court would be imminent. 3. Shri Venkatesh Murthy indicated that an amount of Rs 171972 was available as on 31/03/15 out of the money already collected at Rs.2000/- per member. If a contribution of Rs 3000/- per member is additionally collected, a total of Rs.405000/- from the 135 members would form the kitty. This pooled together, the funds position would surge to about Rs 5.77 lakhs which would ensure adequate financial back up for pursuing the case even beyond CAT. Collection of additional amount of Rs 3,000/- from each member was unanimously agreed. It was also decided that the new membership fee would be Rs 5,000/- which could be paid in two installments, i.e. Rs 2000/- and Rs 3000/- if so desired. The cheque drawn in favour of Atomic Energy Retirees Welfare Association with name and contact number and also indicating “for S-21 case” on the backside could be sent to Shri N.R. It was also decided that if change of the Advocate at the level of High Court becomes essential, the same could be considered depending upon the performance of the present incumbent during the final hearing at CAT and other relevant factors. 4. Shri Sankaran requested all the members to intimate their email id (care of email id if personal id not available) along with name, latest address and contact Tele/Mob number to Mr. Venugopalan through his email id [email protected] (Mob. 98696525478), so that the process of communication would be expeditious and simplified. Shri Venugopalan who is already handling the work of drafting the case documents, etc. has to struggle hard and any volunteers to associate with him would be most welcome. 5. Shri M P Sankaran has informed that initially 17 individual members of AERWA had signed the original petition for this S -21 case as filed in Mumbai CAT. However, other S-21 persons who have not signed the petition are also applicants in the case because of their membership in AERWA and their contribution for the case. They will also be benefited if we win the case. This point was got clarified from the Advocate at the stage of filing of the case and also recently. Perhaps, there is a possibility that non-members of AERWA may not get the benefit and they may have to seek judicial remedy separately B. Status of S-29, S-29+ and < 33yrs cases (BM Misra) 1. Nine contempt cases including one by 660 members S-29 group and 7 MAs including one from 820 applicants from all grades requesting for implementation of arrears w.e.f1.1.2006, came for hearing on 27.5.2015 at PRCAT, Delhi. The court, in view of the HSC orders dt 17.3.2015 in 3 SLP cases giving Govt. 4 months’ time for giving arrears wef 1.1.2006 and in the interim not to press for any contempt case, postponed the hearing to 19.8. 2015.

    2. The case for minimum 50% pension for pensioners having < 33 yrs but more than 20 yrs of service was allowed by CAT, Delhi on April 21, 2015 giving Govt. 3 months’ time to implement. In a similar case by a pensioner at HSC, the Hon’ble court has rejected pro-rata reduction of pension for pre-2006 pensioner and agreed for minimum 50% pension for pre-2006 pensioner having less than33 yrs but more than 20 yrs of service.

    3. The OAs 3789/2013 at CAT Delhi requesting reinstating pension on special pay of Rs 2000 wef 1.1.1996 and pension on special pay of Rs 4000 wef 1.1.2006 onwards for pre-2006 H+ pensioners and OA/1003/2014 for post 2010 H+ pensioners retired from July 2010 onwards were allowed on 30.10.2014

    and 16.12.2014 respectively. Meanwhile, an MA filed by DAE requesting 3 months more time for implementation came for hearing on May 25, 2015 at CAT Delhi and the next date of hearing was fixed for July 9, 2015.

    4. An appeal was sent to Chairman, AEC and Secretary DAE for implementation of both orders. As no response was forthcoming, an RTI was filed with the DAE. Subsequently DAE officials called AERWA officials for a meeting and informed that the Department is considering implementation of the orders and are in correspondence with DOP&PW. DAE has now sent the financial implication in implementation of both the orders as asked by DOP&PW.

    5. In a recent judgment Patna High Court has allowed the Writ Petition by a pre-2006 S-30 pensioner Shri M M P Sinha setting aside the CAT Patna judgment ordering a pension of Rs 38,500 which is the maximum pension by a post 2006 S-29 pensioners (67,000+ 10,000/2) on the ground that a HAG pensioner cannot get less pension than a Junior grade pensioner.

    ****************** Meet our Senior AERWA Members Shri M. George John (b. 01/02/34) encompasses two worlds at the same time. He was an active participant in the first part of Indian Nuclear Fuel Cycle by working in research reactors at Trombay. Though a science graduate, Shri John initially joined AEET during 1957 in the administration but soon joined scientific cadre in 1958. He was assigned APSARA operation in round the clock duties. Later when third research reactor ZERLINA was commissioned, he was moved to Zerlina operation. Thus after spending good part of younger days in reactor operation, he was assigned important work during construction of high power research reactor R-5 (later named DHRUVA). In Dhruva construction group where he was involved in the important installation of pile block heavy components of the pile block. He retired in 1994 when all the research reactors in BARC were operating satisfactorily.

    During his days in BARC and after retirement he was very thickly involved with sports activities that began in 1948. He was a college athletic champion and hockey team member. Later after moving to Madras University, he became

    a university athlete and tennis champion. . He continued these activities in AEET (Later BARC) as also in Mumbai. He was state race walking champion and

    record holder from 1964-66. As a qualified official of AAFI, he officiated in state, national and international meets. He took up badminton and restarted his tennis and was champion in both in Chembur Gymkhana, BARC and Inter ministry meets. He was BARC badminton doubles champion for a record number of 9 years, winner of DAE tennis doubles tournament and represented department in many tournaments. He is best remembered for his love of walking and was given the "Golden shoe award" of the German walking federation for about 15 years and was also given the outstanding veteran sports man of the year award by the Bombay Keraleeya Samaj. Many would remember He has organized and conducted exciting events Bombay-Poona walk, Bombay-Poona relay run with 6 BARC officers including himself. His varied interest in sports led him to organize Maharashtra Taekwondo association where he conducted a number of state, national, state Olympic meets and national games. He was and now also involved with various sports activities at Chembur Gymkhana. He has conducted a number of athletics, badminton and tennis tournaments including the Chembur-Ghatkopar Olympics. At an advanced age of 80+ years, he can be seen every day at the Chembur Gymkhana enjoying his swimming, Gym work outs and tennis sessions.

    Not the least he also writes on various subjects in popular magazines and is a qualified violinist of the Trinity College of Music, London, and is currently a student of the "Music Gurukul". Tata Memorial Centre In accordance with the directions of Govt. of India Dr. Rajendra A. Badwe, Director, Tata Memorial Centre signed a MOU with National Cancer Center (NCC), Mongolia for gifting a Tele-therapy unit Bhabhatron-II, on 17th May, 2015. Speaking about the Bhabhatron-II machine developed by the Bhabha Atomic Research Centre Prime Minister Narendra Modi said ”It is state-of-art nuclear medicine cancer therapy machine, developed and manufactured in India," . While addressing the Mongolian Parliament, Prime Minister Modi said the Bhabhatron equipment "can help treat cancer in Mongolia. This will be the first demonstration of our cooperation in the civil nuclear sector". 3. India successfully test fires nuclear-capable Agni III ballistic missile (Press Trust of India, April 16, 2015 6:29 pm) India on Thursday (April 16, 2015) successfully test fired its nuclear-capable Agni-III ballistic missile with a strike range of more than 3,000 km from Wheeler Island off Odisha coast. The indigenously developed surface-to-surface missile was test fired from a mobile launcher at launch complex-4 of the Integrated Test Range (ITR) at Wheeler Island by army at about 0955 hrs, defence sources said. “The trial, carried out by the Strategic Forces Command (SFC of the Indian Army), was fully successful,” ITR Director M V K V Prasad told PTI. Logistic support for the test was provided by the Defense Research and Development Organization (DRDO). “It was the third user trial in the Agni-III series carried out to establish the ‘repeatability’ of the missile’s performance,” a DRDO official said. For data analyses, the entire trajectory of today’s trial was monitored through various telemetry stations, electro-optic systems and sophisticated radars located along the coast and by naval ships anchored near the impact point, the sources said. The Agni-III missile is powered by a two-stage solid propellant system. With a length of 17 meters, the missile’s diameter is 2 meters and launch weight is around 50 tonnes. It can carry a warhead of 1.5 tonne which is protected by carbon composite heat shield. The sleek missile, already inducted into the armed forces, is equipped with hybrid navigation, guidance and control systems along with advanced on board computer. The electronic systems connected with the

    missile are hardened for higher vibration, thermal and acoustic effects, a DRDO scientist said. Though the first developmental trial of Agni-III carried out on July 9, 2006 could not provide desired result, subsequent tests on April 12, 2007, May 7, 2008, February 7, 2010 as well as the first user trial on September 21, 2012 and next on December 23, 2013 from the same base were all successful.

    Those who Left us behind:

    1. Shri M. M. Venkatesh Murthy (P-474) passed away on 15/5/2015 following a cardiac arrest. He had retired from Plasma Phy Div, BARC on 31/5/2001 and was a member of the AERWA for a long time and in the Managing Committee for several years. A pleasing personality, he was

    noted for his affable nature and urbane behavior. He was very enthusiastic and energetic and had a leading role in handling S.21 case and his commitment in this regard was quite significant. His sudden exit from our midst has created a vacuum which is difficult to fill. He is survived by his wife Smt. Ratna Murthy and one son and daughter and a grandchild. Our heartfelt condolence to his family.

    2.Shri S G Naik (P-241) passed away on 18-5-2015 at Thane. He was working in Isotope Division of BARC. He is survived by his wife Ashadevi, one son Rahul and daughter Anjana.

    3. Shri C.K.Sivaramakrishnan (P-271) passed away on 12/6/2015. He made outstanding contributions in setting up hot cells at RLG for carrying out radiochemical processing of highly radioactive materials. He is survived by his wife Smt Janaki, son, Anand and daughter Soumya

    Shri Guhagarkar M B (P-719) from Spectroscopy Div expired on 7-6-2015. He is survived by his wife Son and Daughter.
