I have the pleasure to present the first newsletter of the Cross Border Cooperation Programme Lithuania-
Poland-Russia 2007-2013.
Our Programme is the biggest among all Cross Border Cooperation programmes implemented within the
European Neighbourhood and Partnership Instrument together with the Russian Federation. Both the coope-
ration with the Kaliningrad Region of the Russian Federation as well as promotion of social and economic
development of the Kaliningrad Region and border regions of Lithuania and Poland are of high importance
for Poland.
The Cross Border Cooperation Programme Lithuania-Poland-Russia 2007-2013 builds on the experience gained during the imple-
mentation of the Neighbourhood Programme Lithuania-Poland-Kaliningrad Region of the Russian Federation INTERREG IIIA/Tacis
CBC 2004-2006. 158 projects implemented in the previous programming period represent an excellent basis for further cooperation.
Many of them may be treated as best practices and serve as an inspiration for the future initiatives.
There are still a lot of common challenges in the Programme area which can be solved only when tackled jointly. Within the first call
for proposals the Joint Technical Secretariat received almost 190 applications. This reflects a huge existing potential for development
of direct linkages between Polish, Russian and Lithuanian institutions. Success of the selected projects depends on the ability to build
an effective cross border partnership and to implement common actions on both sides of the border.
The idea of the Programme is to support joint projects implemented on the basis of the Lead Partner principle. New criteria introduced
in the Programme document should make project assessment more effective.
All Programme countries decided to contribute substantial financial resources to the joint Programme budget. Lithuania allocated 17
million EUR and Poland almost 60 million EUR from their shares of the European Regional Development Fund. Russia contributes
with more than 40 million EUR from its national budget. Together with the EU commitments from external assistance funds the sum
amounts to 176 million EUR.
As the representatives of all three countries agreed that special actions in the fields of transport and environment protection are
needed, so called “large scale projects” (with budgets up to 10 million EUR) are to be implemented within the Programme. Such
initiatives have been already identified and I am convinced that their implementation will contribute to improvement of accessibility of
the Programme area and better environment protection.
We should not forget about the microprojects which facilitate everyday contacts between local communities. This cooperation consti-
tutes an excellent basis for further joint activities between the partners from both sides of the border.
I would like to encourage all potential applicants to submit their projects and actively participate in the Programme. I am convinced
that in a few years time we will all be proud of the outcomes of our cooperation.

The programming process started in November 2006 and ended in June 2008 when the finalised Operational Program-
me was submitted to the European Commission for approval on 30 June 2008. The elaboration of the document was
steered by the Joint Task Force (JTF) composed of the representatives of the central and regional governments of
each participating country. During the elaboration period the following meetings of the Joint Task Force were organized:
20 November 2006, 26 February 2007 and 23-24 August 2007 (all in Warsaw), 12-13 December in Druskininkai, 12
March 2008 in Warsaw. In addition to that public hearings were held in Kaliningrad in order to shape Kaliningrad input
to the Programme. Public hearings were held in Lithuania and Poland in order to acquaint potential beneficiaries with
a Programme.
The main goal of the Programme is to support cross-border development processes. The Programme goal will be perfor-
med through non-commercial projects within the scope of the following Priorities and Measures:

Horizontal priority related to the development of cooperation among local communities
Programme duration: from programme approval by the EC (i.e. 17 December 2008) to 31 December 2016.
All projects must be contracted not later than by 31 December 2013.
All activities within the scope of the projects must end by 31 December 2014.
The financial closure of all contracts, ex-post programme evaluation, submission of final report to the EC and final
payment from the EC must take place not later than on 31 December 2016.
The total budget of the Programme amounts to EUR 176 m (EUR 132.1 m from EU funds).

The Programme area includes the following NUTS III units:
In Lithuania: • Klaipėda, Marijampolė and Tauragė counties and as adjacent: Alytus, Kaunas, Telšiai and
Šiauliai counties.
In Russian Federation:• Kaliningrad Oblast (region).
In Poland:• Gdańsk-Gdynia-Sopot, Gdański, Elbląski, Olsztyński, Ełcki, Białostocko
-Suwalski sub-regions and as adjacent Słupski, Bydgoski, Toruńsko-Włocławski, Łomżyń-
ski, Ciechanowsko-Płocki, Ostrołęcko-Siedlecki. Those sub regions (NUTSIII) belong to
five Polish provinces (NUTSII): Pomorskie, Podlaskie, Warmińsko-Mazurskie, Kujawsko
-Pomorskie and Mazowieckie Voivodships (regions).

Potentialapplicants/beneficiariesoftheprogramme: local and regional authorities, central institutions
responsible on behalf of regional and local institutions for the implementation of public tasks at the regional/local level,
non-governmental and non-profit organizations, educational, cultural, research and scientific organizations, eurore-
gions.
Funding: up to 90% of total eligible costs of a project. Beneficiaries shall have the possibility to receive an advance
payment for project implementation.
Types of implemented projects: Integrated projects in which each partner performs part of the project actions
in the limits of his respective territory; Symmetric projects in which similar actions are performed on both sides of the
border; Simple projects implemented mainly on one side of the border but with cross-border impact also in partner
states or state.
Principal qualifying criteria of projects:the project must include cross-border cooperation across the EU border i.e. must be jointly submitted by •
Project partners from Poland and/or Lithuania and Russia;
the project must be implemented in the programmes support area whereas the investment activities •
(infrastructure) may be implemented solely on the main area of support;
the total value of financed activities in adjacent regions may not exceed 20% of the total budget of the •
programme;
integrated projects will be prioritised.•

In order to implement the Programme the three participating countries (Lithuania, Poland, Russia) have established
a number of bodies forming its management structure. The following joint structures were set up: Joint Monitoring
Committee (JMC), Joint Managing Authority (JMA), Joint Technical Sekretariat (JTS), Branch Offices of the Joint Techni-
cal Secretariat.
JMC
The JMC is formed of representatives of the national and regional authorities from all three countries. The structure is
responsible for the overall quality and efficiency of the implementation of the Programme. It takes all the most important
decisions concerning the Programme, in particular it:
approves the Joint Managing Authority’s work programme, •
appoints the members of the evaluation committees, •
decides on the volume and allocation of the Programme’s resources for technical assistance and human •
resources,
decides on the selection criteria for the projects and takes the final decision on projects and on the amounts •
granted to them,
evaluates and monitors progress towards the objectives of the Programme.•
JMA
The Head of the JMA is the Minister for Regional Development of the Republic of Poland. The JMA is an executive body,
having the overall responsibility for managing and implementing the Programme, including technical assistance, in line
with the principle of sound financial management, the principles of economy, efficiency and effectiveness. Four mutual-
ly independent units function within the JMA: operational unit, financial unit, paying unit and internal audit unit. They
cooperate one with another in executing their specific tasks. The Authorizing Officer is the Undersecretary of State at the
Ministry of Regional Development, or authorised director or deputy director of the Territorial Cooperation Department.
National Authority in Lithuania: Ministry of the Interior and National Authority in Russia: Ministry of Regional Development,
Ministry of Foreign Affairs collaborate with the JMA during the Programme preparation and implementation period.

JTS
JTS is the joint operational body assisting the Joint Managing Authority and the Joint Monitoring Committee in carrying
out their duties. The JTS was established in 2010 and is located in the Center of European Projects - budgetary unit of
the Ministry of Regional Development of Poland. The JTS employs Lithuanian, Polish and Russian language speaking
staff. The number and qualification of staff employed in the JTS shall correspond to the duties defined above. The main
tasks of the JTS are:
implementation of the information and communication plan, •
organisation and the secretariat of the meetings of the Joint Monitoring Committee, including drawing-up the minutes •
of the meetings,
preparation of the application pack under the supervision of the JMA and according to PRAG templates, •
preparation of the contracts to be signed by the JMA, •
carrying out on the spot checks of projects upon decision of and in support of the JMA, •
receiving and carrying out the verification of the requests for payments, submitted by the beneficiaries, •
launching calls for proposals and calls for tenders after consultation with the JMA and the approval by the JMC, •
receipt of project applications and their registration, •
participation in the project evaluation process, organization and secretariat functions of the evaluation committees, •
supervision of the tender procedures (check of the documentation prepared in relation to tender procedure), •
assisting the JMA in drafting of the annual operational and financial reports, •
other tasks supporting JMA in its day-to-day implementation of the Programme. •
BranchOffices
For the purpose of better informing potential beneficiaries in participating countries of the activities planned within the
Programme, the JMA plans to establish 3 Branch Offices. The Branch Offices will be located in Vilnius (Lithuania),
Olsztyn (Poland), Kaliningrad (Russia).

On June 15, 2010 the Ministry of Regional Development of Poland, acting as the Joint Managing Authority launched the
1st call for proposals for the Lithuania-Poland-Russia ENPI CBC Programme 2007-2013. The call has been opened to
following priorities:

The deadline for the submission of applications has expired on September 15, 2010. Totally 189 applications have been
submitted.

The overall amount within this call for proposals is 61 000 000 EUR. Selected project may be awarded with grants which
amount from 100 000 EUR up to 4 000 000 EUR. No grant may exceed 90% of the total eligible costs of the project.
This is an open Call for Proposals, where all documents are submitted at one stage. First, applications shall be subject
to an administrative check and the verification of eligibility. The verification of eligibility will be undertaken on the basis
of the supporting documents requested by the Contracting Authority and the signed „Declaration by the Applicant” sent
together with the application. The next step consists of a qualitative evaluation of proposals which have passed the
administrative check and the verification of eligibility. JTS shall inform all applicants in writing whether the given applica-
tion was approved for funding. In addition, a list of signed grant contracts and the amounts granted shall be published
on the Programme website www.lt-pl-ru.eu.

Trainings - within the 1st call for proposals the JTS organized training for potential applicants. Trainings have been
conducted in all the regions of the Programme area from 8th July to 6th August 2010. Trainings were organized in
Marijampolė, Tauragė, Klaipėda (Lithuania), Olsztyn, Elbląg, Gdańsk, Suwałki and Białystok (Poland), Kaliningrad and
Gusiev (Russia).
One day trainings turned out to be very popular among potential applicants. In total 617 persons attended trainings, 112
in Lithuania, 314 in Poland, and 191 in Russia.
Participants listened to the presentations on general information on Programme and ENPI, application pack, guidelines
for applicants and asked their questions.

Annual Conference of the CBC ENPI Programme Lithu-
ania-Poland-Russia 2007-2013 was held on October 12,
2010 in Sopot (Poland) in Haffner Hotel premises.
The aim of the conference was to inform potential appli-
cants and general public about the current stage of the
Programme implementation: the first call for proposals
and planned Programme activities.
The conference was held in English with translation into
Lithuanian, Polish and Russian languages.
In the conference participated around 200 people from
Lithuania, Poland, Russia.
Participants were welcomed by Mr. Adam Leik - Vice-Mar-
shal of Pomorskie Voivodeship. The Conference was
moderated by Mr. Marcin Łata - Deputy Director of Territo-
rial Cooperation Department of Polish Ministry of Regional
Development.
The speakers in the Conference were: Mr. Gediminas
Česonis - Head of the Regional Development Division of
the Regional Policy Departament of the Ministry of Interior
of the Republic of Lithuania; Mr. Simas Einikis - Chief
specialist in Regional development division of Ministry of
Interior of the Republic of Lithuania; Ms Alla Ivanova - Deputy Head of Directorate for International Affairs of Government
of Kaliningrad Region; Mr. Radomir Matczak - Deputy Director of Regional and Spatial Department of Marshal Office of
Pomorskie Region; Ms Dominika Mickiewicz - Head of the ENPI CBC Unit of the Territorial Cooperation Department of
Ministry of Regional Development of Poland; Ms Małgorzata Samusjew - Programme Manager in Association of Polish
Communes “Euroregion Baltic” and Mr. Leszek Żukowski - Head of JTS of CBC ENPI Programme Lithuania-Poland-
Russia 2001-2013.
Representatives of national and regional authorities from Lithuania, Poland and Russia presented their experience in
previous cross-border cooperation programmes and expectations from the new Programme.

During the conference potential beneficiaries had an opportunity to hear about current stage of the Programme imple-
mentation directly from Programme authorities, and to ask questions and discuss most interesting issues. For partici-
pants the conference was also a place of meeting potential project partners, exchanging experience and discussing
Programme issues. New partnership contacts could be bound for the future cooperation.
The conference turned out to be very popular among the media. The journalists from press, TV and radio were present.
TVP Gdańsk presented interesting rapport in its day news, about Programme and the Annual Conference. Mr. Radomir
Matczak and Ms Alla Ivanova had given interviews.

Pomorskie Voivodeship
The Pomorskie Voivodeship lies along the Baltic Sea, at the
mouth of the Vistula River. The capital of the region - Gdańsk
- is a city with a thousand-year-long history, a mixture of
events, dates, historic figures, climatic events, the cradle of
Solidarity. Together with the picturesque Sopot and econo-
mically dynamic Gdynia, Gdańsk forms a unique conurba-
tion called the Tri-City. An essential element of the cultural
identity of the Pomorze region is the indigenous population
of Kaszubi, who remain faithful to their daily traditions and
customs, as well as their southern neighbours, the Kocie-
wiacy. The Pomorskie Voivodeship, however, is not simply
the Three Cities and Kashubia. It is also the beautiful city
of Słupsk - the capital of Central Pomorze - and the fertile
Żuławy region - a land of windmills, arcaded houses, bascu-
le bridges, river ports and Mennonite culture. There is also
no lack of imposing medieval Teutonic castles - in Malbork,
Gniew, Bytów, Kwidzyn, Lębork, Sztum and Człuchów.
Within the voivodeship there are two national parks, nine
landscape parks and dozens of nature reserves. The most
valuable of the protected sites in the region is the Słowiń-
ski National Park, one of the UNESCO World Biosphere
Reserves, where you can see the moving sand-duness. There are also two sandbars: Mierzeja Helska and Mierzeja
Wiślana. Both are full of sunny beaches, cafes, ports and harbours, as well as modern conference centres. Apart from
the numerous monuments from the past there is also a very wealthy present: the colourful St Dominic’s Fair, the World
Championships in Amber - trawling, Strawberry Harvesting, numerous regattas, festivals, concerts, and exhibitions.

SopotSopot - called “the summer capital of Poland”
– is a small resort of 38 000 inhabitants on the
Bay of Gdańsk, between Gdańsk and Gdynia,
at the centre of the almost one-million Tri-City
conurbation and the Pomerania province.
Thanks to the forest, the streams trickling
downhill, its unique microclimate conditions
and spa water resources, Sopot has become
a tourist destination known across the whole
Europe.
Clean, sandy beaches stretch along the
4,5 km of Sopot shoreline, into which the
Europe’s longest wooden pier cuts in, reaching 511,5 m into the sea – a place for stroll and cultural events, at the same time
a marina and a mooring for cruise ships. Built in the 1820s – initially as a wooden jetty – it is the most recognized sight
of the town, drawing in tourist crowds like a magnet.
Sopot belongs among to the most charming Polish towns and its residents believe it is an ideal place to live. The town’s
atmosphere is equally enchanting at any time of the day or night and at any time of the year.
