Check-offs administered by the commissions will gener- ate about $5 million annually for research, market development and promotion of wheat and barley. These crops rep- resent about one-third of Saskatchewan’s total annual crop acres. Voter packages are being mailed to regis- tered wheat and barley producers. Mail-in bal- lots must be received by the returning officer at Levy Central in Saskatoon by December sixth. The new boards are expected to take office during the commissions’ annual general meetings in January 2014. The province is credit-ing a diverse and grow-ing economy for balanced books in 2013-14, with surpluses projected for both the General Revenue Fund (GRF) and Summa-ry Financial Statements. “Balanced budgets are a key part of our govern-ment’s Plan for Growth,” Finance Minister Ken Krawetz comments. “Managing spending is an essential part of our commitment to fi s-cal responsibility. We’re confi dent the Saskatch-ewan economy is well positioned to continue to withstand some expected volatility in the natural resource sector over the remainder of this fi scal year.” The Mid-Year Report,

released today, projects the province will fi nish the year with a $22.8 mil-lion pre-transfer surplus in the GRF and $677.7 million in the Growth and Financial Security Fund. The Summary Fi-nancial Statements are projected to show a sur-plus of $467.0 million at year end, up $317.2 mil-lion from budget. Economic growth is now forecast to increase to 3.6 per cent in 2013, mainly due to record crop production. Saskatch-ewan continues to expe-rience record population growth, has the lowest unemployment rate in the nation and leads the country in employment growth and growth in av-erage weekly earnings.

Volatility in potash revenue was offset by increased oil revenue, re-sulting in a GRF revenue decrease of $33.9 million from budget. Expenses are forecast to be $8.1 million higher than budget. Disaster assistance spending as well as increased support for the Saskatchewan As-sured Income for Disabil-ity program and other disability initiatives are the main areas of higher spending than projected at budget. Beyond those needed increases, the Mid-Year Report shows that most other minis-tries and agencies are holding the line or re-ducing costs, identifying $75.6 million in expense reductions.

“In other words, in-creased spending is al-most entirely for those affected by fl ooding and for persons with dis-abilities,” Krawetz adds. “Maintaining a balanced budget in 2013-14 and beyond remains a prior-ity but our government will always be there for people in need.”

These new timelines mean that successful em-ployers will be notifi ed sooner and have more time to recruit students. “Canada Summer Jobs (CSJ) is an initia-tive that helps students gain the skills and ex-perience they need to be successful, now and in the future, while earning money for the upcoming school year,” says Breit-kreuz. “It also helps employers create much needed summer job op-portunities for students, while strengthening local economies and communi-ties across Canada.” Those eligible to apply for wage subsidies under CSJ funding include not-for-profi t and public-sec-tor employers and small private-sector employ-ers. Private-sector em-ployers must have 50 or

fewer full-time employ-ees across Canada to be eligible. Full-time em-ployees are those work-ing 30 hours or more per week with the employer. Eligible students must be: • between 15 and 30 years of age at the start of employment; • have been registered as full-time students in the previous academic year and intend to re-turn to school on a full-time basis in the next academic year; • be a Canadian citi-zen, permanent resident, or person to whom refu-gee protection has been conferred under the Im-migration and Refugee Protection Act; and, • be legally entitled to work in Canada in ac-cordance with relevant provincial/territorial leg-islation and regulations. Ed, my neighbor next door, is determined that I should get a Ford pickup truck. He claims that since I’m preach-ing at the far ends of the province this win-ter, I need a truck or a dog sled. According to Ed, Neudorf , Springside, and Kamsack are all remote destinations in the win-ter. Mind you, Ed says that no one should leave Melville in the winter. He adds, “Get stuck and snowed in at home – don’t travel out of town for the aggra-vation you can get right here.” I learned quickly that Ed cannot see any harm in trash talk. He wants me to buy a Ford, but he knows I’m a GM fan. As soon as he saw my GM van when we moved next door to him, he told me right then that the only way to improve the appear-ance of a Chevy, is to park it between two Fords. He also had to inform me that GM stands for Glued Metal. I could have given back the trash talk that Ford stands for ‘Found On Road Dead,’ but I restrained myself. I did say to Ed that friends don’t let friends drive a Ford. This of course he totally ignored. Owning a pickup truck is the

ultimate experience of life according to Ed, even if, a person isn’t smart enough to drive a Ford. Ed is sure that a dog is considered man’s best friend only because not every man drives a pickup. If everyone drove pickup trucks, the dog would no lon-ger be man’s best friend. Ruby, Ed’s wife, says she isn’t jealous of Ed’s affection for his truck or his dog, in fact, she often likes them best herself. She claims they can be a lot less trouble than Ed. Trash talk can become common place between rivals in sports, but there is a danger it can cross over the line to mockery and ridicule. This happens most when someone is

at a distinct disadvan-tage. People are quick to scoff at, criticize, mock and condemn those that appear as powerless prisoners. When Jesus was arrest-ed, put on trial, and crucified everyone seemed get in on ridi-culing him, and scoff-ing at him. His enemies scoffed at Jesus on the cross, “He saved others let him save himself if he is the Christ of God the Chosen One!” Even one of the two crimi-nals, being crucified on a cross near Jesus, railed at Jesus saying, “Are you, not the Christ? Save yourself and us!” It is wise to hold our tongues when ‘trash talk’ is being leveled at another. The truth may seem to be obvious, but

we tend to see only one side of a person or situ-ation. Yes, Jesus did save others, but he could not come down off the cross to save himself. He was on the cross as a divine sacri-fice for the sins of man-kind. Jesus prayed on the cross, “Father, for-give them, for they know not what they do.” Thankfully, some rec-ognized Jesus as being innocent. One of the criminals crucified with Jesus said, “This man has done nothing wrong. Jesus, remem-ber me when you come into your Kingdom.” Jesus replied to him, “Today you will be with me in Paradise.”
