CHINA'S SHIP BAN LIMITED TO VALE'S COLOSSAL IRON ORE CARRIERS China’s ban on large ships is now limited to Vale’s colossal iron ore vessels, according to shipping officials. The maritime community has been relieved of confusion regarding whether the new governmental regulations could cover other smaller ships.

The arrival of Vale’s new massive iron ore carriers last year, raises fears that the ships will help Vale to monopolize the iron ore trade between Brazil and China. The vessels are the world’s largest dry bulk

ships weighing in at 380,000 tons.

In an effort to protect the domestic shipping industry, Beijing announced rules to bar dry bulk vessels and oil tankers that surpassed approved port capacities. The China Shipowners’ Association has provided more details on these rules for clarification purposes.

Currently, no Chinese port can receive ships more than 300,000 tons, meaning that numerous vessels already trading with the country could be banned by the regulations. However, the industry group states the rules only apply to dry bulk ships more than 350,000 tons. All of the vessels that size are currently used to transport iron ore for Vale, the world’s largest exporter of the product.

Also prohibited from entering China are oil tankers weighing more than 450,000 deadweight tons; no tankers of that size are currently in operation. Ironically, China is the world’s top iron ore consumer and the second highest oil user.

China stands firm in the new regulations, also stating that no negotiations will be considered. Later in the future, revisions or amendments may be made, but no time soon. Traders believe the ban will gradually be lifted to allow Vale to deliver iron ore more cheaply and to give Chinese steelmakers the ability to negotiate lower prices, according to Reuters.

China’s shipping industry has recently been heavily impacted by the economic downturn and plummeting freight rates. This week, shipping rates hit their lowest level in over 25 years. The China Shipowners’ Association steadfastly opposed the arrival of Vale’s new massive iron ore carriers last year, fearing that the ships will help Vale to monopolize the iron ore trade between Brazil and China. The vessels are the world’s largest dry bulk ships weighing in at 380,000 tons.

On the other hand, Vale announced that its plan to build a 35 giant ore carrier fleet has not changed, despite China’s ban on the vessels. Six of these are already in service.

China Overtakes Korea as World’s Largest Shipbuilders - Jan 22, 2012

China surpassed South Korea to become the world’s largest shipbuilder in 2010 in terms of shipbuilding capacity and new orders, according to recently released statistics from China’s Ministry of Industry and Information.

The statistics show that from January to December 2010, China’s shipyards finished building 65.6 million deadweight tons, an increase of 54.6 percent year on year. They received new orders exceeding 75 million deadweight tons, nearly triple the amount of a year earlier. The great development of the shipbuilding industry in recent years can be mostly attributed to the increasing capacity requirements due to economic growth, said an expert from the economic research centre of China’s shipbuilding industry. China’s shipbuilding enterprises are mainly distributed among Jiangsu, Shanghai, Zhejing, Shandong and Guangdong, with Jiangsu ranking first.

Kuwait to Purchase Nine Oil Tankers - Jan 18, 2012

As part of efforts to enlarge and modernize its tanker fleet, Kuwait plans to sign a number of contracts with giant international builders of oil tankers in the coming thirty days for building nine new tankers. In press statements on sideline of Kuwait National Petroleum Company's celebrations of the Environment Day, Chairman and Managing Director of the state-run Kuwait Oil Tankers’ Company, KOTC, Nabil Bouresly said that KOTC will sign on January 30 contracts with South Korea's Daewoo Shipbuilding and Marine Engineering company (DSME) for building five oil tankers.

Bouresly added that KOTC will also sign mid-February contracts with Hyundai Company for building four tankers of petroleum products.

The nine tankers will be eco-friendly and equipped with state-of-the-art technology, he pointed out, adding that the construction and delivery of the tankers will be completed by end of 2014. "By this move, KOTC realizes its strategic goal set in coordination with the Kuwait Petroleum Corporation to enhance KOTC fleet to include 33 tankers," Bouresly said. He underlined that the environment protection is on top of KOTC priorities.

Maersk produces New Corporate Film - January 12, 2012

Copenhagen Film Company has produced a new corporate film for The A.P. Moller - Maersk Group: We are Maersk. Three film crews have been travelling around the globe, filming the world of Maersk.

“When we launch the new Maersk Corporate Movie in 2012, we will present a whole new way of corporate film making, exploring the corporate DNA of Maersk; we will be communicating in a very visual way, departing from the classical A-Z story and the screen version of an annual report. Our photographers have used filmic methods and effects not usually connected with corporate film making, visually surprising the audience”, says René Strandbygaard, partner in Copenhagen Film Company. The scale of the production corresponds to the size of a larger feature film, and three film crews have been travelling around the globe, filming the magnificent world of Maersk. Besides the corporate movie the footage will be used in a series of unique business units films and four theme films. Maersk Corporate Movie will premiere on February 6, 2012 in Copenhagen.

Sinopec to Supply Fuel to Chinese Vessel in Panama - Jan 4, 2012

China Petroleum & Chemical Corp.’s fuel-oil unit signed a term-supply agreement to provide bunker fuel to a Chinese ship at port in Panama.

The contract is the unit’s first overseas term-supply deal, parent China Petrochemical Corporation said in a statement on its website.

China Petroleum, known as Sinopec, supplied 6,300 metric tons of bunker, or shipping fuel. The vessel is owned by China National Fisheries Corp. and docked in Panama on October 27, 2011. Sinopec used BP Plc’s distribution network.

Sinopec agreed in August 2011 to work with BP’s sales network to supply bunker fuel around the world. Under the agreement, BP will open its global bunkering network to Sinopec clients, while Sinopec’s China network will be opened to BP customers, Zhou Yiqing, a vice general manager in the bunker department of Sinopec’s fuel-oil unit said.

The company shipped 3,000 tons of fuel in December to the vessel ‘Yangtze Splendor’ in the United Arab Emirates port of Fujairah. BP provided the fuel using its distribution network.

IMO SECRETARY-GENERAL SAYS THAT IMO IS RIGHT BODY FOR SAFETY DEBATE AFTER COSTA CONCORDIA IMO Secretary-General Koji Sekimizu, speaking at the opening of the Sub-Committee on Bulk Liquids and Gases (BLG) today (30 January 2012), stated that IMO is the right international body to deal with safety of passenger ships and, in particular, a safety review after the Costa Concordia accident.

He has included an additional item on “Passenger Ship Safety” on the agenda of the IMO’s Maritime Safety Committee, which meets for its 90th session from 16-25 May this year. This will provide an opportunity for IMO Members in the Maritime Safety Committee (MSC) to consider any issues arising. He appreciated any initiatives of Member Governments and the industry to improve safety and encouraged them to put forward their contributions to MSC 90.

These moves come against the background of a raft of safety measures already under review at the UN agency, including work going on in several sub-committees to further improve safety measures for ships, including passenger ships.

Given that the safe operation of passenger ships is of major interest to the international community as a whole, Mr Sekimizu has also urged all IMO Member States to ensure that their current national safety regulations and procedures are being implemented fully and effectively, including those aiming at ensuring safe operations on board. In the spirit of IMO’s continuing proactive approach to passenger ships’ safety, Mr Sekimizu opened a channel of communication with passenger ship operators – through the Cruise Lines International Association (CLIA) – immediately following the Costa Concordia accident. CLIA has responded positively to Mr Sekimizu’s request to hold meetings with him to discuss the safety of passenger ships in general and, in particular, any findings and recommendations from its own, internal, review of current practices and safety procedures in the operation of passenger ships. Mr Sekimizu reiterated that he had urged the Italian Administration to carry out its investigation into the casualty and to report its findings to the IMO as soon as possible. Mr Sekimizu expressed his gratitude that the Italian authorities had agreed to his request for the IMO to be represented as an observer on the body overseeing the casualty investigation in order to monitor progress closely and remain abreast of emerging issues, as they arise. He pledged that the Organization would consider seriously the lessons to be learned and take action as appropriate in the light of those findings.

VENEZUELANS ORDER THREE DAMEN TUGS Damen Shipyards will shortly deliver three tugboats to INEA (Instituto Nacional de los Espacios Acuaticos, the Venezuelan Aquatic Authority).

All of them are built using the Damen Technical Cooperation concept. This cost-efficient concept enables customers to locally build the Damen vessel of their choice, according to their requirements.

This repeat-order follows a previous order for two Damen Stan Tugs purchased by INEA in 2009. The tugs will be used in the Venezuelan ports of Puerto Cabello and La Guaira, and are meant to give assistance to the ships entering and leaving the harbor.

Damen Technical Cooperation

The vessels, respectively a Stan Tug 2208 and a 2608 as well as an ASD Tug 2810, represent a varying range of bollard pull and speed, but all of them are built within the unique and proven DTC (Damen Technical Cooperation) concept. This cost-efficient concept enables customers to locally build the Damen vessel of their choice, according to their personal requirements. Advantages are clear: local economy profits and costs of transportation are cut down, which substantially reduces the environmental impact. “We have built over 200 of these tugs in about 30 years”, reports sales director Americas Sander van Oord enthusiastically. “There is a huge accumulation of knowhow in their design, gained over time with the feedback of our customers. This may very well be the secret of their continuous success”.

DAMEX The use of standardized components guarantees that the vessels live up to the same high Damen quality standards worldwide. From the Netherlands based headquarters in Gorinchem, containers holding a prefabricated shipbuilding kit can be sent to shipyards around the globe. In this particular case both the Stan Tugs were built in Cuba, at the Damex shipyard, ideally located in the natural bay of Santiago de Cuba. Damex is a license holder and an after-sales service location for Damen Shipyards. A building capacity for up to 100 m steel and aluminium vessels, repair facilities and special services for yachts make Damex one of the biggest employers in Santiago de Cuba.

The ASD Tug 2810 was built at Damen Shipyards Galati (Romania) and is currently underway to Venezuela. Its specific measures could not be met with at the Damex wharf. However, as Sander van Oord points out, Damex will shortly accommodate this type of ships too. A new slipway is under construction. In addition, the DTC concept is being carried out in Ecuador, Brazil, Mexico, the United States and Canada.

DAMOS

With each of the Tugs, INEA also acquired the unique DAMOS vessel maintenance management system. DAMOS identifies and categorizes all on-board systems. All requirements for an efficient maintenance planning cycle are drawn from this database. With the presence of a service hub in nearby Curaçao and vital spare-parts, such as axle and propeller, included with the shipbuilding kit, INEA obtains the full package for satisfactory and efficient utilization.

LARGE LNG-FUELLED CONTAINER SHIP GRANTED APPROVAL IN PRINCIPLE Kawasaki Heavy Industries has completed the development of a large, 9 000 TEU container ship fuelled by LNG and obtained Approval in Principle from DNV. The ship is designed with a new type of LNG tank that provides more space for container cargo.

Particulars of the new 9,000 TEU LNG-fuelled container vessel are Length overall 308 metres and a Breadth 48.4 metres

The LNG is stored in prismatic low pressure insulated tanks (Type B) and this is the first time that such tanks have been proposed for a large container ship. They are different from cylindrical pressure tanks (Type C) as they utilize the available space much better due to their prismatic, rectangular shape. KHI has also adopted a unique technology, the Kawasaki Panel System, for heat insulation in order to reduce the rate of evaporation of LNG.

B-type tanks produce evaporating LNG continuously which must be used for propulsion or auxiliaries. Reefer containers will consume the boil off in port eliminating any emission of LNG to air, as well as eliminating the need for cold ironing.

KHI obtained DNV Approval in Principle for both the gas supply system of the vessel and the LNG fuel tanks. Next, KHI plans to perform a safety assessment of the vessel with DNV.

The LNG fuel tank and diesel oil tanks are located under the forward superstructure minimising the loss of cargo space. The design criteria for ships using LNG as fuel are currently being studied by IMO (BLG). The location of LNG tanks under the accommodation has been a subject for discussion in the industry. DNV plays an active role in these discussions.

“It is important to understand the environmental imperatives that shipowners face, but it is also important to recognise that, in reality, the uptake of new technologies is a balance between risk and business need. Together, DNV and KHI have struck just the right balance with this vessel,” says Tor Svensen, COO at DNV.

There are high expectations for LNG as an alternative, next-generation clean fuel to reduce reliance on heavy fuel oil which is currently used for large container ships. LNG was chosen as the fuel for the vessel because it reduces carbon dioxide (CO2) emissions which contribute to global warming as well as dramatically reducing nitrogen oxides (NOx) and sulphur oxides (SOx) which are major health hazards.

DNV is also promoting LNG as it is proving to be an economically favourable emissions reduction solution for shipowners. Decoupled from oil prices due to sources such as shale gas, it is expected to remain competitive for the lifetime of new vessels entering the market. 25 ships in Norway are already floating evidence of LNG’s safety and technical feasibility, and DNV has had rules in place for over 10 years.

The location of LNG tanks under the accommodation has been a subject for discussion.

The new container ship design features

(1) A twin island design maximising cargo space available for loading containers. (2) A two stroke dual-fuel main engine which is electronically controlled with a high combustion efficiency coupled with a hull form optimised for safety and fuel efficiency. (3) The engine may be equipped with an exhaust gas recirculation system (EGR) which satisfies IMO Tier-3 requirements for voyages in North American and European Emission Control Areas (ECAs).

KHI will apply the technology and design principles used to other container ships as part of the company’s goal to be world leaders in the development and construction of innovative eco-friendly vessels. With KHI technologies acquired through the past development and construction of LNG carriers, KHI also plans to move into the field of LNG bunkering vessels to further extend the scope of their environmental offerings.

DNV has demonstrated the feasibility of a range of large LNG fuelled ships through concept studies such as the container ship Quantum 9000, Triality, a VLCC size oil tanker, and two different sized bulk carriers. “DNV is proud to be working with forward-thinking companies such as KHI to help make clean shipping a reality,” says Tor Svensen.

CEPEP MARINE GETS READY TO CLEAN

Community-based Environmental Protection and Enhancement Programme (CEPEP) workers will soon be seen in sea craft, called weedos, cleaning coastlines around T&T. Workers yesterday gave a demonstration on the north western coastline behind La Soufriere Maritime in Chaguaramas after the launch of CEPEP Marine. CEPEP chairman Adesh Deonarine said the two weedos (used in the Everglades in Florida) were imported, but pirogues and other flat bottomed would also be used by the workers. In his address at the launch of the new programme, Mr. Deonarine said CEPEP Marine was created to clean and maintain marine spaces, wetlands and waterways.
