ACCURATE AND UP TO DATE ACCOUNTS

Reverend and dear Fathers, Brothers and Sisters, prayerful

greetings to you in the Holy Name of our Lord Jesus Christ.

1. Accurate and Up to Date Accounts

The parish priests and the heads of the educationalinstitutions, by virtue of their office, are administratorsof the finances and properties within their jurisdiction.

The parishes and educational institutions are juridicalpersons and as such there should be a finance committeein them (Can. 537 and Can. 1280) to assist the administratorin the administration of the temporal goods.

The provisions of the canon law, diocesan statutesand civil law are to be strictly followed in the administrationof finances and properties.

Message Message

The administrators are expected to have maximum honesty,sincerity, credibility, transparency, accountability andresponsibility in financial matters.

Accountability is not possible unless accounts are keptaccurate and up to date.

Maintaining accurate accounts on a daily basis is a seriousduty and responsibililty of the administrators of the juridicalpersons.

For the financial year 2015-2016, accurate and completeaccounts are to be sent to the Procurator’s office on or beforethe 15th of April 2016.

Can. 1284 stipulates that all the administrators of thejuridical persons (parish priests, parochial administrators, headsof educational institutions, estate managers, etc) are to performtheir duties with the diligence of a good house holder.The Canon is given here for our quick reference:

Can. 1284 §1. All administrators are bound to fulfill theirfunction with the diligence of a good householder.

§2. Consequently they must:

1º exercise vigilance so that the goods entrusted to their careare in no way lost or damaged, taking out insurance policiesfor this purpose insofar as necessary;

2º take care that the ownership of ecclesiastical goods isprotected by civilly valid methods;

3º observe the prescripts of both canon and civil law or thoseimposed by a founder, a donor, or legitimate authority, andespecially be on guard so that no damage comes to the Churchfrom the non-observance of civil laws;

4º collect the return of goods and the income accurately andon time, protect what is collected, and use them according tothe intention of the founder or legitimate norms;

5º pay at the stated time the interest due on a loan or mortgageand take care that the capital debt itself is repaid in a timelymanner;

6º with the consent of the ordinary, invest the money which isleft over after expenses and can be usefully set aside for thepurposes of the juridic person;

7º keep well organized books of receipts and expenditures;

8º draw up a report of the administration at the end of eachyear;

9º organize correctly and protect in a suitable and properarchive the documents and records on which the propertyrights of the Church or the institute are based, and depositauthentic copies of them in the archive of the curia when itcan be done conveniently.

§3. It is strongly recommended that administrators preparebudgets of incomes and expenditures each year; it is left toparticular law, however, to require them and to determine moreprecisely the ways in which they are to be presented.

2. New Bishop from MEP

Very Rev. Fr. Georges Colomb, MEP, Superior General ofMEP, has been appointed the new Bishop of the Diocese ofRochelle and Saintes, France. We offer Msgr. Colomb heartyfelicitations and wish him success in his Episcopal ministry.

3. Golden Jubilarian

Rev. Fr. M. Lourdusamy is completing 50 years of hispriesthood on 7th April 2016. We offer him our hearty felicitationsand wish him AD MULTOS ANNOS!

4. Martyred for Christ

Sr. M. Anselm, MC from Bihar, India, Sr. M. Marguerite, MCfrom Rwanda, Sr. M. Judith, MC from Kenya and Sr. M.Reginette, MC from Rwanda had been shot dead on 4th March2016 in Yemen. These our beloved M.C. sisters were killedbecause they were Christians, they were consecrated persons,they were the disciples and witness of Christ. We offer our heartfeltcondolences to Very Rev. Mother Prema, MC, the SuperiorGeneral and to all the M.C. Sisters. Some more Christians werealso killed. We pray for the repose of their souls.

5. Transfers and Appointments

All the Rev. Fathers who are completing 7 years of theirministries/services and those Rev. Fathers, who would like tohave a change, are kindly requested to write to me, indicatingfive to seven options. Their options will be respected as faras possible, but there is no guarantee.

6. Confirmations

Parish priests are greatly exhorted to see to it that confirmationsare regularly celebrated in their parishes and that children areduly prepared for this sacrament.

FROM THE DESK OF VICARS

March – April – May we are happy and blessed by Easter Season

with Feasts, First Communion, Confirmations, Professions,

Ordinations, Jubilee, Holiday, Visits, Marriages, Celebrations after

celebrations crowded for us and others. May the Risen Lord be our

guide and model to encounter the flock with house blessings etc. Let

us be careful in our travels and value the preciousness of time and

grace. May the peace of the Lord Risen over our parishes, diocese

and the society.

May we be grateful for the appointments, transfers and charge of

ministry as envisioned by the Lord, the Archbishop, the Superiors

and the Consultors which is taking place with all our limitations and

imperfections through which the marvels of the Lord is revealed to

us. May we not so much go by our likes and desires rather than the

will of God and the well-being of the people. Let us be aware and

awake not to be immersed in the temporary, losing sight of the

permanent, the Risen Lord.

Junior Clergy

God will arrange for the young clergy for placement in the

Archdiocese in His own times. What matters is the person as a

priest than the service that we are longing for. We could be creative

and relevant even without an assignment. Let us exercise the call of

God from wherever we are.

The Junior Clergy have not yet submitted their findings on “Life-

Style Today” to Fr. A. Melchizedech, you are ready as soon as we

get all the assignments, we will have the sharing session in the month

of June.

The six Deacons and the three Brothers to be ordained as Deacons

are preparing themselves through retreat and other commitments.

Let us all pray for them and be with them to get them into the

presbyterium of our Archdiocese.

Change and New Blood

With the fruits of Easter celebrations, a change for the better and

new energy due to transfers are available. May our Archdiocese

become vibrant in faith and witness. Let the parish councils come

together to dialouge and plan for the growth of the ecclesial

communities in the vicariates, parishes and sub-stations. Let us be

always open to the spirit of the Risen Lord. Let us help our lay-

leaders to be trained periodically by the Pastoral Centre and other

Centres outside our diocese. May the devotion to our Blessed Mother

in May bring all of us together under the protection of our Blessed

Virgin Mary. May the student world find our concern concretely to

assist them with funds, to choose the right direction towards studies

etc.

I. Civil Laws Concerning Women

The principle of gender equality is enshrined in the Indian

Constitution in its Preamble, Fundamental Rights, Fundamental

Duties and Directive Principles. The Constitution not only grants

equality to women, but also empowers the State to adopt measures

of positive discrimination in favour of women. To uphold the

Constitutional mandate, the State has enacted various legislative

measures intended to ensure equal rights, to counter social

discrimination and various forms of violence and atrocities. Although

women may be victims of any the crimes such as ‘Murder’,

‘Robbery’, ‘Cheating’ etc, the crimes which are directed specifically

against women, are characterized as ‘Crime against Women’.

3. Women’s Rights are Human Rights (International Women’s Day,

March 8th)

“A world where women are marginalized is a sterile world,

because women don’t just bear life but transmit to us the ability to

see otherwise, they see things differently. They transmit to us the

ability to understand the world with different eyes, to understand

things with hearts that are more creative, more patient, more tender.”

– Pope Francis

II.Divine Mercy forgives us through the Sacrament of

Reconciliation:

God who is Rich in Mercy (Eph.2/4) invites everyone to do

the sacrament of reconciliation: The sacrament of reconciliation is

the ordinary way of obtaining forgiveness and the remission of sins

committed after Baptism. The Fathers of the Church therefore called

it “a second plank after shipwreck.” It has 5 different names:-

Sacrament of Conversion, Sacrament of Confession, Sacrament of

Penance, Sacrament of Healing and Sacrament of Reconciliation.

The reconciliation is effected through a perfect contrition. Perfect

contrition is that when one is sorry for the sins out of genuine love

for God the Father who is rich in mercy. Let this year of Mercy

become for all of us a privileged moment to celebrate and experience

the Divine Mercy in and through the Sacrament of Reconciliation.

III. Ethics deals with the study and philosophy of human conduct,

with emphasis on right and wrong. It’s a matter of doing the right

thing at every available opportunity… Follow admiral ethical

principles: 1. Be trustful, 2. Opened minded, 3 Meet obligations, 4.

Clean transparent documentation and policies, also be respectful.

Ethics are not only important in business but in all aspects of life too

because it is all essential part of the foundation on which a civilized

society is built. It is wise to insert morals into your organizations

MISSION STATEMENT. It creates a sense of trust between you and

your clients. Remember business is always embedded in a moral

universe. Everything applies in Family and Life.

SC / ST COMMISSION REPORT

On 10th March there was a

silent rally in New Delhi for the

inclusion of Dalit Christians into

Scheduled caste. There were merely

3000 people participated from all over

the country. The Chairman Bishop for

Sc/St Commission of CBCI Most Rev.

Dr. Neethinathan presided over the

rally as well as the meeting. More than

ten bishops including one Cardinal

attended the rally and meeting. Various Dalit Christian movements,

priests, religious (priests and nuns), NGOs, youth organizations and

volunteers took part.

Rev. Fr. Devasagayaraj , national secretary for CBCI SC/

ST/BC Commission and NCDC leaders very well organised the event.

From our Archdiocese 10 priests and 30 laypeople took part. Our

beloved Archbishop Most. Rev. Dr. Antony Anandarayar generously

helped the people financially to attend this great event. I

wholeheartedly thank our beloved Archbishop for His

encouragement and guidance. I also thank all the priests and people

who attended the rally and cooperated well.

Doctor's Message

Walking

1. Walking 30 minutes a day cuts the rate of people becoming

diabetic by more than half and it cuts the risk of people over 60

becoming diabetic by almost 70 percent.

2. Walking cuts the risk of stroke by more than 25 percent.

3. Walking reduces hypertension. The body has over 100,000 miles

of blood vessels. Those blood vessels are more supple and healthier

when we walk.

4. Walking cuts the risk of cancer as well as diabetes and stroke.

5. Women who walk have a 20 percent lower likelihood ofgetting breast cancer and a 31 percent lower risk of getting coloncancer.6. Women with breast cancer who walk regularly can reducetheir recurrence rate and their mortality rate by over 50 percent.
