Newsletter Dear Members
This week’s newsletter bids, grants and Funds comes to you in conjunction with SLIC Training. This
week’s Bids Grants and Funds News has some 41 pages and goes out to 3,804 organisations and
people who are in the Industry.
The News from Academy of Learning we are sorry to inform you that Linda Mockford passed away
recently after a long battle with cancer. This news has been so sad for all who knew her and we here
at Academy are all missing her very much. Over the last 17 years she has been a ray of inspiration,
passionate about supporting Leaders and Managers to be the best they can be, sharing best
practices and spending her precious time nurturing Apprentices to achieve qualifications that would
set them up for the future.

The new manager of this group is Jackie Northedge on behalf of Academy of Learning.
I knew Linda many years ago and indeed she was a great person with a fantastic smile.
The SFA tell us today Wednesday 1st of March, providers that applied for AEB funding through the
recently closed procurement exercise will be informed of the outcome in May 2017. Successful
providers will be awarded a contract for one year with the potential to extend in the
future. Independent training providers who chose not to submit a bid, or failed to secure funds
through procurement, will be offered a run-down contract for the 2017 to 2018 year only. This will
be set at either the value of the European Union procurement threshold (£589,148) or the value of
their 2016 to 2017 AEB allocation – whichever is the lower.
Also Following the publication of the Apprenticeship funding and performance management rules
2017 to 2018, we have been made aware of some emerging delivery models that are contrary to
the policy intent.
For example, some providers are offering incentives for employers by paying or re-funding them for
certain aspects. These include:
inflating training costs to refund the employer’s co-investment
funding ineligible costs to employers as subcontractors
claiming higher prices to fund non-English apprentices free of charge to the employer
Providers must not make payments of this kind to employers. We will continue to review these
practices and will shortly be strengthening the funding rules to prevent this.

As of last Wed March 1, anyone caught using their handheld mobile phone while driving will be in
line for a £200 penalty and six points on their licence. So here are some items you may also not
know! Can I press buttons on my phone to answer a call or change music?
No, while it is okay to use your phone as a sat nav (as long as it is secured in a holder correctly, and
out of the 45-degree angle of the driver’s view) - you can not press buttons on it while you are
driving.
What about sat navs, or using my phone as a sat nav?
You can use your phone as a sat nav, but you cannot touch it or reprogramme it while driving.
Using a sat nav while driving can be a factored in a careless or dangerous driving charge if it distracts
you. The law still applies if you are stopped at lights or queuing in traffic. You are also not allowed to
use your phone if you are parked up but your engine is running.
There is one exception - drivers are allowed to pick up their phone while driving ONLY to call 999 in
an emergency, if it is unsafe or impractical to stop.
If you are parked up, safely, and your engine is off, you are free to use your mobile while sat in the
driver’s seat.
Ok New £ Pound Coins Brand new £1 coins will replace the current 'round pound' on March 28 -
but you only have until mid-October to use up any existing coins you have stashed away.
The Outstanding Teaching Learning and Assessment (OTLA) Technical Skills programme is a
national programme to enhance teaching, learning and assessment.
Association of Colleges (AoC), in partnership with AoC London and emfec, has been commissioned by
ETF to distribute and manage a development fund of up to £1,000,000 which is available to post-16
training providers across the sector. Funding is available for 20 Joint Practice Development Projects,
led by education and training providers across the country. Apply by 10 March 2017.
The programme builds on the Foundation’s previous work on OTLA regional projects, Professional
Exchanges, Teach Too and more. OTLA focuses on supporting the development of technical skills,
teaching practice and stronger employer-provider partnerships, with the aim of working towards
outstanding provision for all students on technical routes. This phase of work is designed to support
the development of the technical teaching workforce across the sector, to prepare practitioners and
providers for the implementation of the Post-16 Skills Plan and to have a positive impact on technical
skills teaching across the country.
The Restorative Justice Council has launched a new research report 'Restorative Justice and Black,
Asian and Minority Ethnic children in the youth justice system'. One of the aims of the project was
to develop an evidence-based set of recommendations for the effective use of restorative justice
with black, Asian and minority ethnic children who have offended, with a view to increasing the

number who access restorative justice and improving the experiences of those who do. The report
sets out a number of recommendations for change, including the need for practitioner training.

One of the largest apprenticeship providers in England has called in the administrators after the
Skills Funding Agency terminated their contract, FE Week has learned.
First4Skills, which holds an annual £15m apprenticeship allocation and is 60 percent owned by City
of Liverpool College, this afternoon told around 200 ‘shocked’ staff to pack their belongings and
leave.
It is understood as many as 6,500 apprentices will be affected, typically in the retail sector, some
with the 14 subcontractors that share £4.7m in contracts.
Matthew Kopanski, an employee in the administration team at First4Skills, described how “we
were emailed today, and a minute later called into an office with the director and the
administrator and told we have no job, no notice period and no redundancy pay from the

NAS and SFA tell us Promoting apprenticeship vacancies
We check all vacancies that are submitted through the recruit an apprentice system to make sure
they meet quality standards. There is a comprehensive guide to support providers on submitting
vacancies and we advise all providers to use the information in this document when speaking to
employers and supporting them to write a good job description.
Please note the e-shot service offered by NAS is a promotional tool only, to help increase the number
of applications, but the interest generated is solely dependent on candidates which the National
Apprenticeship Service has no influence over.
Vacancies that offer the apprenticeship national minimum wage often struggle to attract applicants.
Apprenticeship vacancies compete in a market where businesses pay higher rates of pay at, or above,
the national minimum wage for under 18s. Vacancies that have a higher rate of pay in the short-term
often look more attractive to jobseekers.
Submitting e-shot requests to the National Apprenticeship Service
When receiving requests for e-shots to promote vacancies there are several things we consider.
How long has the vacancy been advertised for? (We usually suggest a vacancy should be advertised
for a minimum of two weeks for applications.) Vacancies must be advertised for a minimum of two
weeks before an e-shot will be considered.

Has the closing date been reviewed?
Is the vacancy on recruit an apprentice appealing to the applicant?
Are all the fields within the vacancy completed so that the candidate is fully aware of the
expectations of the role?
Has the vacancy requirements been checked with the employer and are they happy with the
content?
Is there enough information about the vacancy?
If the vacancy is in a rural location, are there details and advice regarding transportation
arrangements? Does the salary reflect higher rural costs?
Does the short description of the vacancy / job role encourage a candidate to click on the vacancy to
find out more? Is there an appealing / attractive job title?
Is there a competitive salary? Is the wage advertised at the apprentice national minimum wage?
Does the wage reflect the occupation salaries? Would the employer be willing to increase the salary
of the apprenticeship to attract more candidates?
What are the progression opportunities?
What have you done as a provider to promote the vacancy to potential candidates? Have you
contacted previously unsuccessful candidates?
Have you reviewed and managed all applications for this vacancy?
Has the employer undertaken any promotion?
If a vacancy already has multiple applications (for example more than 15 per position) then we will
clarify the reason why an e-shot has been requested when the vacancy has already received a good
number of applicants.
Have all current applicants been managed in recruit an apprentice?
If your vacancy meets all of the criteria above then please email any e-shot requests
[email protected] including the vacancy reference number stating what action you
have taken as a provider/employer to promote the vacancy, and the reason why an e-shot is
requested.
Once a request has been received, an initial acknowledgement email will be sent within 48 hours. An
adviser will then be in touch to clarify any points / confirm that an e-shot will be arranged.
E-shots will be undertaken within 7 working days of your request being accepted however this is
subject to business priorities. Please be aware that the National Apprenticeship Service cannot
guarantee that all e-shots will be undertaken. All e-shots will be considered on a case by case basis,
and subject to resource availability. For example, if volumes of vacancies submitted for approval are
high, e-shots will not be prioritised.
Please consider the above time frames when requesting e-shots, minimum notice requests may be
turned down subject to resource.
E-shots are usually sent to candidates who have opted in to receive notifications, within a 10 to 15

and have good prospects, advertised above the apprenticeship minimum wage.
Only a limited number of vacancies can be promoted through social media, therefore all vacancies
are considered on a case by case basis.
If vacancies are selected for promotion on social media they will be scheduled into a planner to be
posted within 72 hours. No confirmation of selection or posting for promotion will be issued to the

Older Persons Promoting Wellbeing
Kent County Council.
The Kent County Council has been holding a number of market engagement events as we work with
you to co-produce a new Older Person's Promoting Wellbeing Offer. We will be holding a further
event on Thursday 16th March.
In the morning of the 16th March we will talk about outcomes, evaluation and WEMWBS as a

It is our intention that the new Older Person’s Core Offer includes a diverse range of support,
therefore in the afternoon of the 16th March we will be showcasing some of the different types of
support that we wish to see as part of the new wellbeing offer including:

Access to the countryside and green spaces
Adult Education, and
Heritage provision.
This session will include presentations from various different departments within KCC who will
discuss how the services they provide or commission will be helpful in supporting providers to
achieve good outcomes when promoting peoples wellbeing.
This event be held at Harrietsham Village Hall, Church Road, Harrietsham, ME17 1AP, and will be
from 09:30 to 16:00.

Re-Opening of the Multi-Provider Light Touch Regime Framework Agreement for the Provision of
Training for the Early Years
Norfolk County Council
Norfolk County Council ("the Council") wishes enter into a contract for the provision of a multi
provider Light Touch Regime Framework for the provision of training for the early years and childcare
workforce in Norfolk as detailed in this Invitation to Tender and in this Contract Notice.
The Light Touch Regime Framework is being let under Regulations 74 to 77 of the Public Contract
Regulations 2015 (Light Touch Regime), under which the Council has flexibility as to the process or
procedure to be used when purchasing certain services, of which training is one. In this instance, the
Council is establishing a framework agreement with multiple suppliers that will set out the terms and
conditions for making specific purchases (call -offs). The Light Touch Regime Framework Agreement
differs from those let under the non-Light Touch Regime in that the Council, exercising its flexibility,
may periodically open the framework for new applicants.

The Ministry of Defence (MOD) has launched a new funding round under its Armed Forces
Community Covenant Small Grant Scheme.
The aim of the National Covenant Fund is to support the armed forces community. Funding of up to
£20,000 is available to support the integration of armed force personnel within their community and
the coordination and delivery of support services. Registered charities, community interest
companies, local authorities, schools, and armed forces units with a UIN can apply as long as they
have experience and a track record of working with the Armed Forces Community, and a real
understanding of the issues facing the Armed Forces Community. Applicants should consult their
local Covenant Partnership before applying.

Training and Funding for Breakfast Clubs (UK)
Kellogg's, Forever Manchester and Northumbria University have joined together to provide free
online training to help run successful breakfast clubs.
The training includes information on the benefits of breakfast clubs, healthy eating and child
nutrition, effective planning and handy hints on funding and marketing. Breakfast Clubs can apply for
this training up until 31st May 2017. Breakfast clubs who have successfully completed the training
will be eligible to be assessed for further support from Kellogg's, in the form of a sustainability grant
to the value of £1,000.
To be eligible your breakfast club must be already set up in a school or community organisation in
England, Wales, Scotland or Northern Ireland. Priority will be given to schools that have 35% and
above of children eligible for free school meals and community based breakfast clubs that can
evidence how their children are disadvantaged.

Holiday Grants for Children (UK)
From the 1st March 2017 schools, youth groups, not for profit organisations and charities will be able
to apply for a grant from the Henry Smith Charity' Holiday Grants programme.
The programme provides access to recreational trips or holidays for groups of children less than 13
years of age who experience disadvantage or who have disabilities. Applications can be made for
grants towards a single trip, which could be a day trip or a longer residential of up to seven days in
length. This could be to a countryside or city location but must be outside of the children's
immediate locality.

The Summer Play Scheme Programme 2017 Opens for Applications (UK)
The Hilden Charitable Funds Summer Play Scheme is now open for applications.
The Fund supports community groups and voluntary agencies with an income of less than £150,000
that run summer play schemes for children between the ages of 5 and 18 in disadvantaged
communities. Supported schemes should be locally based, last between two and six weeks and have
strong volunteer support. Some priority will be given to projects which show that they are inclusive
of children from refugee families and have BME involvement.

The Swimathon Foundation Community Grants Scheme offers funding of between £300 and £2,500
to innovative and sustainable projects which will help more people participate in and enjoy

participating in Swimathon. Some of examples of groups that Swimathon Foundation Community

The Institute of Mathematics has announced that individuals working in Schools, Colleges of Further

2018 Erasmus Call for Higher Education Applications (UK)
The European Commission has announced that Higher Education Institutions (HEI) in the UK can
apply to obtain the Erasmus Charter for Higher Education (ECHE).
Obtaining the ECHE will allow universities and other Higher Education organisations to participate in
Erasmus+. Erasmus+ is the European Union programme for education, training, youth and sport. It
runs for seven years, from 2014 to 2020, with organisations invited to apply for funding each year to
undertake creative and worthwhile activities across Europe.
All types of HEI can apply for the ECHE, regardless of academic disciplines and the levels of higher
education on offer (up to and including doctorates). This includes post-secondary level vocational
education institutions and those offering courses at foundation/HND level or above.

Funding to Tackle Violence Against Women and Girls (Scotland)
The Equally Safe (Violence Against Women and Girls) Fund is now accepting applications.

Teachers and Youth Leaders can apply for funding through the Scottish Youth Hostelling Association
(SYHA) new Youth Active grant scheme.
The fund aims to help young people from disadvantaged backgrounds take part in a school or youth
group residential trip to build confidence, resilience, social and employability skills. Teachers and
Youth Leaders can apply for up to 40 per cent support for each eligible young person who would not
otherwise have this opportunity due to deprivation or other disadvantage.

Funding for Projects that Raise the Attainment of Disadvantaged School Students (England)
The Shine Trust which funds projects that help disadvantaged young people to realise their academic
potential, has re-opened the Let Teachers SHINE competition.
The competition aims to find the country's best teachers and some new and practical ways to raise
attainment among disadvantaged students in literacy, numeracy and/or science. Funding of up to
£15,000 is available for 10 winning ideas. The competition is open to any teacher working with
students aged up to 18. Successful ideas might involve superb after-school programmes or innovative
use of technology; etc.
Previous competition winners have included:
A teacher who uses Tibetan debating techniques (which involve actions as well as words) to help
improve communication skills among primary students.
A teacher in Wimbledon, who wants to boost interest in science, technology, engineering and maths
by challenging girls to research, create and market a new cosmetic product.

Nesta Launches Savers Support Fund (England)
Nesta, the Foundation for Innovation has launched a new £1 million Savers Support Fund to improve
money management skills and reduce debt for individuals and families in England.

Grants of up to £50,000 Available to Transforming Care and Health through Technology (England)
The Local Government Association (LGA) in partnership with NHS Digital, is delivering a new
programme to support innovation in transforming care and health services through technology.
The LGA and NHS Digital are inviting councils to bid for funding of up to £50,000 for projects that use
technology to improve adult social care and health outcomes and deliver financial savings.
Approximately fifteen councils will be supported through this programme. Applications should relate

Education Endowment Foundation Launches New Funding Round (England)
The Education Endowment Foundation, which seeks to improve the educational attainment of
disadvantaged pupils, has launched a new funding round to improve educational outcomes for 3-18
year olds.
The Foundation is particularly interested in:
Maths outcomes Key Stage 2/3
Projects that aim to develop a set of attitudes, skills and behaviours that are thought to
underpin success in school and work, such as self-control, social skills, motivation, and
resilience
And science programmes across both primary and secondary schools, particularly those
looking to improve whole class teaching through CPD.
The Foundation can only fund projects that will work for the benefit of pupils and settings in England.
The Foundation do not fund projects in one or very small numbers of schools/settings. Their smallest
projects have been in 3-4 schools, but are typically in more than 50, and often over 80, institutions.
To be eligible the applicant must be a not-for-profit organisation, such as a school, charity, social
enterprise, local authority or university; etc. The Foundation does not have a set minimum or
maximum size of grant. Past EEF grants have ranged from £90,000 to £1.5million.

Ann Maguire Arts Education Fund Re-Opens for Applications (Leeds)
Leeds Community Foundation has announced that the next round of the Ann Maguire Arts Education
fund is now open and will be accepting applications until noon on the 22nd March 2017.
The fund was set up to honour the memory of local school teacher, Ann Maguire, and to develop the
aspirations of young people. It provides bursaries of up to £500 to individuals living in Leeds who are

Funding to Enable Disadvantaged Young People Reach their Potential (UK)
Registered charities (including Schools that are registered as charities for young people with
disabilities) that work with disadvantaged children under the age of 25 can apply for funding of up to
£10,000 through the Ironmongers Company's grants programme. In particular, the company wants to
support projects that provide opportunities for disadvantaged children and young people to fulfil
their potential and educational activities that develop learning, motivation and skills. Projects could,

Address behavioural problems or promote citizenship
Parenting or life skills.
Preference will be given to projects piloting new approaches where the outcomes will be

Trees for Schools (UK)
The Tree Council, the lead tree campaigning charity working to promote the importance of trees
within the changing environment, has announced that its Trees for Schools grant making programme
is now open for applications.
Funds are available for schools within the UK who are able to show that children under the age of 16
will be actively engaged in tree planting projects during National Tree Week 2017 (26th November to
4th December 2016, or as soon as possible afterwards). Schools must be local authority run or
registered as a 'not for profit' organisation (including a community interest company, a charity
organisation or a social enterprise).
The Tree Council can fund projects between £100 and £700 and successful applicants will receive up
to 75% towards their planting four fruit trees. For example, if your project totals £700, The Tree
Council would offer up to £525. The remaining 25% will need to be secured by your school or
organisation.

Comic Relief Launches Tech vs Abuse Funding Programme (UK)
Organisations and partnerships who are working to develop technology solutions that will make a
difference to people affected by domestic abuse and enable service providers to extend their reach,

initiative.

Woman to Woman Fund Due to Re-open for Applications in May 2017 (UK)
Rosa the UK Fund for women and girls will launch the second funding round of the "Women to
Women" Fund in May 2017.
Local women's organisations across the UK will be able to apply for grants of up to £25,000 to
support a wide range of charitable work that benefits women. This can range from:
Building confidence and leadership skills
Tackling harassment and violence
Training in financial literacy and increasing engagement in decision-making; etc.
Rosa plans to support at least 100 local grassroots women's organisations across the UK and the
grants are available for groups with an income of under £100,000 per year. Rosa especially wants to
support groups that work with disadvantaged communities or in disadvantaged areas. Grants can pay
for core work, as well as mobilising volunteers, leadership development, communications and
advocacy.
Grants will be awarded over 3 rounds until March 2018. Round 3 of the Woman to Woman fund is
due to open in in September 2017.

The Carbon Trust Green Business Fund (England, Scotland and Wales)
The Carbon Trust has launched a new energy efficiency support service for small and medium-sized
companies in England, Scotland and Wales. Support is provided through energy assessments,

maximum of £10,000, towards the purchase of energy saving equipment. A series of workshops are
planned to help small businesses work out how best to identify the energy saving opportunities

Biffa Award Main Grants Programme (England, Wales and Northern Ireland)
Biffa Awards are part of the Landfills Communities Fund and currently provide funding for projects of
between £10,000 and £75,000 under four different themes:
Rebuilding Biodiversity
Community Buildings
Cultural Facilities
Recreation.
The Biffa Award Board meets three times a year, at each meeting the Board considers applications
from two different themes.
The next meeting will be held in June and will consider applications under its Recreation and
Community Buildings funding themes. Funding under these themes is available to not-for-profit
organisations with projects within 5 miles of a significant Biffa operation or within 10 miles of an
active Biffa landfill site. The recreation theme provides funding to projects that transform open
spaces for the benefit of the community, providing them with more opportunities to become
involved in recreational activity.

Community Business Fund Due to Re-Open for Applications in Spring 2017 (England)
Power to Change, which supports community businesses, has announced that its Community
Business Fund will re-open for applications in early summer 2017.
Power to Change will be awarding grants between £50,000- £300,000 to support and develop
Community Businesses in England. Funding is available to:
Community Businesses that are based in their community
Are locally controlled
Trade for the benefit of the local community
Address challenges within their community.
To be eligible for funding applicants need to be incorporated (rather than as a collection of
individuals) and funding will be available for both capital and revenue costs.
Previous projects supported include:
Bristol Ferry Boats who were awarded £247,875. Bristol Ferry Boats are a Community Benefit
Company with 900 shareholders. As well as running commercial trips for commuters and parties boat
trips are used to support the curriculum for local schools and share Bristol's history. The funding will
help purchase a new environmentally friendly boat and support a series of trainee/staff pilots from
the community and discounted fares for older and vulnerable residents.

Sport England Announces Launch of its New Community Asset Fund (England)
Sport England announced that from 30th January 2017, sports clubs, local authorities, schools and
community organisations would be able to apply for funding from its Community Asset Fund.
This is a new £15 million per year capital fund dedicated to enhancing the spaces in the local
community that give people the opportunity to be active. This can include traditional sports facilities
as well as outdoor spaces like canal towpaths, woodlands and open spaces; etc that can be used as
part of an active lifestyle. Grants will be available for all types of projects and organisations can
request awards ranging from £1,000 to £150,000.
Statutory bodies and education establishments will specifically need to:
Provide a minimum of pound-for-pound partnership funding
Demonstrate the strategic need for their project proportionate to the scale of investment
requested
Limit requests to a maximum of £150,000 within any 12-month period.

Social Investment Scotland Announces Community Shares Loan Fund (Scotland)
Organisations raising funds through a community share offer can apply for loans of up to £1 million
(per projects).
The loan fund is provided by Social Investment Scotland (SIS), in collaboration with Community
Shares Scotland. The aim of the loans is to enable organisations to progress their projects in the
event that the share offer does not raise sufficient funds. This will provide confidence to potential
investors in the share offer that the project will go ahead.
There will be two charges associated with the loan fund. Initially, 0.5% of the loan amount offered in
order to underwrite the share offer, subject to a minimum of £1,000, followed by 0.5% of the
amount of SIS loan drawdown (a successful share offer may result in zero drawdown). Further to this,
SIS will provide ongoing business support and advice to the organisation through a dedicated named
Investment Manager for the duration of the loan.
