Brazil Imposes Extra Antidumping Duties on Neighboring Countries

The Brazilian Foreign Trade Chamber (CAMEX) imposed antidumping duties on synthetic fiber blankets imported from Paraguay and Uruguay. According to the Ministry of Development, Industry and Trade, this is the first time that Brazil appeals to mechanisms that affect third countries restrictions that were originally created against unfair trade practices by Chinese exporters. In 2010, Brazil imposed restricted aimed at decreasing the inflow of synthetic fiber blankets from China. In February 2011, Brazilian manufacturers claimed that the same textiles were being introduced from Paraguay and Uruguay, thus giving a disadvantage to local producers in the region. Further investigations made by the Trade Defense Department confirmed the unfair trade practices conducted by both neighboring countries. Thus, CAMEX approved the restrictions on blankets imported from Paraguay and Uruguay including the synthetic fibre used for its manufacture.
The Council for Trade in Goods has approved the request by the European Union to temporarily remove European Union duties on certain products from Pakistan to help the country recover from massive floods in 2010. This request was initially made by the EU on 30 November 2010. The European Union presented a revised request for a waiver on trade preferences for 75 products from Pakistan, which included 20 products on which tariff rate quotas would be applied. This revision was made after consultations with members that have expressed concerns about the European Union request. The European Union emphasized that this decision taken in the light of exceptional circumstances would not be a precedent in the WTO. These measures would be in effect from 1 January 2012 to 31 December 2013. Pakistan is thankful and has expressed gratitude to members who are supporting the country's economy in time of need.

Fourth Round of Negotiations on a Free Trade Agreement between China and Switzerland

The fourth round of negotiations on the China-Switzerland Free Trade Agreement took place from 14 to 16 February 2012 in Beijing, China. During the fourth round, in depth discussions were conducted in the areas like trade in goods, trade in services, rules of origin, customs procedures and trade facilitation and so on. Additionally, both sides discussed possible ways of deepening and extending bilateral economic and technical cooperation activities under the framework of the Free Trade Agreement. Overall, good progress was made during this round and follow-up work was agreed in all areas for further discussions in the next round. The negotiations were officially launched by Federal Councilor Johann Schneider- Amman, Head of the Federal Department of Economic Affairs, and Mr. Chen DeMing, Minister of Commerce of the P.R.C., in Davos on 28 January 2011. The first round of negotiations was held on 7 and 8 April 2011 in Bern, the second round from 5 to 7 July 2011 in Xi'an, China, and the third round from 8 to 11 November 2011 in Montreux. The next round of negotiations is expected to take place in spring 2012.
The Minister of International Trade and Minister for the Asia-Pacific Gateway on February 10, 2012, concluded a second round of negotiations to modernize the Canada-Costa Rica Free Trade Agreement. This Free Trade Agreement will enhance access for businesses in many sectors and will promote the free trade, diversify the export markets and help Canadian businesses expand and succeed in priority markets around the world. The actual agreement came into picture in 2002, but it was not covering the cross border trade in services. The expansion in agreement will create greater opportunities for Canadian business in various sectors such as construction, manufacturing, financial services and telecommunications.

EU commission has decided to launch negotiations on a deep and comprehensive free trade area with Armenia. The moves are aimed at helping Armenia boost economic growth and investment with this Eastern European Partner .The talks will cover issues related to creation of a transparent and modern trade environment. EU Commissioner Karel De Gucht feels that this negotiation will not only give Armenia a more favorable access to the European Single Market, but will also diversify and strengthen Armenia's export capacity. The future Deep and Comprehensive Free Trade Area will be part of a Association Agreement which EU has been negotiating with Armenia since July, 2010.
The EU commission is providing a complete timeline and other details in order to answer the concerns raised by the Members of the European Parliament (MEPs) over the transparency of ACTA negotiations. The officials of European Commission were present along with the representatives of EU Member States during the negotiations. The European Commission shared few documents with the European Parliament and addressed numerous written and oral questions received from them. A fact sheet has been released by the commission which aims at clarifying the way the European Parliament, civil society and the stakeholders have been informed and involved in the negotiation process. The negotiations of the Anti-Counterfeiting Trade Agreement (ACTA) started in June 2008 and were finalized in November 2010.
