SAFE HARBOR TRESTLE BRIDGE UPDATE In the last newsletter we informed Township residents of the plan to rehabilitate the Safe Harbor Trestle Bridge - a $7.6 million project. We are happy to report that the COVID-19 pandemic did not push back the start of construction for the bridge. In fact, the bridge is currently out for bids and the projects may be awarded in July 2020. The plan is for construction to begin shortly after that with a comple- tion and open date towards the end of 2021. This project is a massive under- taking for the Township and we thank you for the individual and business contributions that have allowed this dream to become possible. Also, the Little Conestoga Creek and the West Branch of the Little Conestoga Creek along with numerous streams ow through the Township. As part of the Municipal Separate Storm Sewer System townships are responsible to reduce the amount of pollution entering the waters of the Commonwealth. Over the course of ve years, which began in 2018, the township must reduce the amount of pollutant loads. The reductions required include 80,061 pounds of sediment, 52 pounds of phosphorus, and 175 pounds of nitrogen per year. To reach these goals the Public Works Department will create, and rene existing storm water features called BMP s. In 2019, the department converted an unmaintained detention basin along Williamsburg Road into a bio-retention basin. The conversion of the basin required the township to expand the former basin to be able to hold more storm water. An orice plate was placed over the discharge pipe to slow the rate of the storm water. The bottom of the basin was excavated to remove the existing soil. The soil was replaced with a mixture of leaf compost, sand, and seeded with a special mixture of grass to help lter sediment. This mixture will allow more water to be absorbed into the ground water which greatly reduces the amount of runoff. In 2020, the township has planned to convert another detention basin in the same neighborhood behind Monticello Lane. T hank You! During this difficult time of the COVID-19 pandemic, the Manor Township Board of Supervisors would like to extend a big thank you to the community and residents of Manor Township. We know many of you serve in capacities that put you in close proximity to the virus and you deserve our gratitude. This includes healthcare workers, reghters, nurses, EMT’s and law enforcement to name only a few. Your service contributed to helping make Manor Township a safe place to live. Beyond that, the staff and admin- istration would like to express our appreciation to the many individuals, families and businesses for their generous contributions of lunches, food, snacks, owers, masks, personal protective equipment and other signs of appreciation to our staff and specifically the police department. We sincerely appreciate your kindness shown during this time. Many municipalities are handling this pandemic in different ways but here at Manor we have tried our best to balance the needs of the public with safety. Some of the things we did are as follows: All ofces stayed open and ofce hours stayed the same so that we were able to serve the daily needs of the public while also implementing some safer practices. Our parks remained opened but signs strongly discouraged people from using playground equipment. Bathrooms remained closed during the peak of new cases. Our police worked closely with other Lancaster County departments to limit contact with drivers when possible.

ZONING CORNERGrass & Weeds Ordinance

Manor Township has a Grass & Weeds Ordinance that requires every person owning or occupying any property in the Township upon which grass or weeds in excess of six inches (6”) in height, MUST cut grass or weeds on or before the 1st of each month from May to October of each year. Exceptions include trees, shrubs, fl ower beds, gardens, vegetables, seasonal and ornamental grasses,wetlands, woodland areas within fi fteen feet (15’) of a stream or pond and land cultivated in crop production.

If you own property in the Township, make sure the grass and weeds on your property are mowed on a regular basis. If you have any questions, contact the Township offi ce at 717-397-4769.

Zoning/Building PermitsPermits are required before beginning all construction within the Township.

Zoning Permits are issued to ensure compliance with the Zoning Ordinance and Building Permits are issued to ensure compliance with he Uniform Construction Code (Pennsylvania State Construction Code). Also, please check if you have any deed restrictions and also check with your Home-Owners Association before applying for a permit, if applicable.

The cost of a zoning or building permit is determined according to the totalvalue of the construction or improvement. Permit applications are available at the Township offi ce or website at: www.manortwp.org. Typically, permit turnaround time is two weeks or less, so plan accordingly.

Items Not Permitted in the Right-of-WayHomeowners often have limited space to store materials on their property.

Although it may be a convenient spot to deliver items, storing or staging materials on the public street is NOT permitted. Even if it’s just for a couple of hours or for a day or two, the Township does not permit dumpsters, piles of mulch, stones, soil, or other materials to be placed on the street or in the right-of-way.

FREE PPE/COVIDSUPPLY KITS

Free PPE/COVID Supply Kits are now available to order for any businesses in our community with 100 or fewer employees. The link toorder is -- https://recoverylancaster.com/ppe/, and we hope you will share this through any means that you have to get the word out to the business community.

The kits are being funded through the CARES Act fundingthat the County received, which

was directed to this effort bythe County Commissioners. The Economic Development Company of Lancaster County and the LancasterChamber have worked with a varietyof partners to bring this together.The online ordering process is prettyeasy, and companies can receivereusable and disposable face masks, a touchless thermometer, handsanitizer, and disinfectant wipes - all of which is free to the company (including delivery). Quantities of each item are dependent upon the company’s industry and number of employees.

(Perfect for a Kids Activity)

Ingredients: Icing:1 cup sugar 1 cup 10X Sugar1 egg 1/2 teaspoon vanilla2-1/2 cup fl our 1 teaspoon at a time of milk1/4 teaspoon salt (Do not make it too thin)3/4 teaspoon baking powder1/2 teaspoon baking soda1/2 teaspoon vanilla1/8 cup milkDirections:1. Preheat oven to 400° degrees. Spray cookie sheets with nonstick spray.2. Cream together butter and sugar. Add vanilla and egg and beat till fl uffy. 3. Sift fl our in separate bowl. Add salt, baking soda and baking powder to our and sift again. Add this alternately with milk to butter mixture.4. Chill overnight. Roll out to 1/4” thickness and cut into shapes. Place on

greased cookie sheet. Bake for 7-1/2 mins. Transfer to wire rack to cool.5. Cool completely and frost if desired. Yields about 3 dozen cookies.

NATIONAL NIGHT OUTWill Be Held On

Tuesday, October 6, 2020

Each year, on the fi rst Tuesday of the month in August, National Night Out is celebratednationally. National Night Out is an annualcommunity-building campaign that promotes police-community partnerships and neigh-borhood camaraderie to make our neigh-borhoods safer, more caring places to live. National Night Out enhances the relationship between neighbors and law enforcement while bringing back a true sense of community. Furthermore, it provides a great opportunity to bring police and neighbors together under positive circumstances.

Manor Township in cooperation with the Millersville Borough and University Police, and East and West Hempfi eld Township Policewill host their National Night Out at Leisure Lanes, 3440 Columbia Avenue, Lancaster, on October 6, 2020 from 6:00 p.m. - 8:00 p.m. Participants from Blue Rock Fire Rescue, West Hempfi eld Township Police, East Hempfi eld Township Police, Millersville Borough Police, Millersville University Police, Manor TownshipPolice, Amtrak Police, Lancaster County Park Rangers, Lancaster County Coroner’s Offi ce,HOPE Animal Assisted Crisis Response,Morgan’s Towing, Cabbage Hill Towing, Patriot-St.Denis Towing, 96.1 WSOX Radio Station,and other local agencies will be there with information and free handouts for the public.

The night will feature food donations from the following sponsors: Kunzler’s, Turkey Hill, John Herr’s Market, Herr’s, Rita’s Ice, Scoop’s, and The Salvation Army. The public is invited and there is no fee. Bicycle Safety and Bicycle Helmets

There has been an increase in the number of bicycle riders with the current pandemic. Accordingto the National Highway TrafficSafety Administration, there were857 bicyclists killed in trafficcrashes in the United States in2018. Some of these accidents could have been avoided byfollowing the rules of the road.Bicycles (known as pedalcycles

in the Pennsylvania Vehicle Code) are required to follow the same rules of the road as vehicles. This includes stopping at stop signs, riding on the right side of the roadway, and if riding at nighttime having refl ectors and lights, to name a few.

There is a law requiring the use of helmets by children who are under 12 years old. The vehicle code section 3510 (a) states that a person under 12 years of age shall not operate a pedalcycle or ride asa passenger on a pedalcycle unless the person is wearing a pedalcycle helmet meeting the standards of the American National Standards Institute, the American Society for Testing and Materials, the Snell Memorial Foundation’s Standards for Protective Headgear for Use in Bicycling or any other nationally recognized standard for pedalcycle helmet approval. Even though is it a law for children under 12, it is highly recommended to wear a helmet at any age.

CARDBOARD COLLECTIONThe Township has established a drop-off collection

for Residential Corrugated Cardboard at the ManorTownship Administration Building located at 950 West FairwayDrive, Lancaster 17603. The site is for residential cardboard only. Businesses are encouraged to either use licensed haulers or take their cardboard directly to recycling vendors. Our program is not able to handle the volume of card-board generated by commercial users. For help in fi nding local vendors or making arrangements for your commercial cardboard, please feel free to contact our office at 717-397-4769. When dropping off cardboard, please follow these guidelines:

Corrugated cardboard ONLY, no cerealor shirt boxes or boxes of that type please.Boxes should be free of all food or othercontaminants. Please NO pizza or ice
