DUNSTAN ANNOUNCES ESTABLISHMENT OF
MADISON COUNTY ENERGY ADVISORY BOARD
EDWARDSVILLE, June 21, 2016—Citing the importance of the energy-related businesses in Madison
County, Chairman Alan J. Dunstan announced the establishment of the Madison County Energy Advisory Board.
“It is important that Madison County develops and carries out a strategy that will benefit our residents,
protect existing jobs in the energy sector, and assist the businesses in the energy sector,” Dunstan stated at the
Advisory Board’s first meeting.
The chairman said the county’s role will be to protect the businesses and assist them in their respective
dealing with local governments and navigating the myriad of laws and regulations which affect companies in the
energy sector. “In addition to the federal government, the companies which refine or generate energy deal with
numerous state agencies and literally hundreds of local taxing districts. If Madison County can make it easier for
those companies, our partners in the energy industry we will be in position to protect existing jobs and,
hopefully, create new ones.”
The members of the Advisory Board include Melissa Erker of Phillips 66 (Wood River Refinery), Jim Potje
of Ameren Illinois, Andrew Jones of Southwestern Illinois Electric Co-Op, Brad Ross of Abengoa Bioenergy, Matt
Schrimpf of the HWRT Oil, Co., Don Vichitvongsa of Sun Coke Energy, Kevin Conner of Linde, Inc., Dan Cook of the
Highland Electric System and Courtney Breckenridge of the National Corn to Ethanol Research Center.
In addition to the chairman, Frank Miles, administrator of Madison County Community & Economic
Development, will represent Madison County on the Advisory Board.
Dunstan said Madison County must continue to capitalize on its business-friendly environment, research
and educational institutions and location to attract businesses and create jobs. “The county has been successful
in planning and taking advantage of its location and becoming one of the premier logistical and inter-modal
distribution centers in the country. Now, it is important the county utilizes that same, strategic approach to the
energy sector.”
A number of important issues were addressed at the first meeting of the Advisory Board, including
permits and working with Illinois Environmental Protection Agency, the issue of taxing districts, preservation of
enterprise zones, interaction with local officials and sales tax issues with respect to equipment.

Code of Ethics Requirement! REALTORS® are required to complete ethics training of not less than 2 hours, 30 minutes of
instructional time within four-year cycles. The training must meet specific learning objectives
and criteria established by the National Association of REALTORS®.
The current four-year cycle will end December 31, 2016
Training may be completed through local REALTOR® associations or through another method,
such as home study, correspondence, classroom courses, or online courses.

FAA Releases Small UAS Rule

On June 21, 2016, the FAA released the Small UAS Rule, which now permits widespread commercial use of unmanned air-craft systems (UAS). The rule addresses permitted activities for commercial operations of UAS that are 55 lbs or less, inclusive of payload. The rule will go into effect in August 2016.
The rule defines permissible operations for UAS in this size category. The rule also defines the education and testing requirement for UAS operators. A new certificate class and testing re-gime unique to UAS operators will result in more predictability in the market for UAS services and service providers, making it easier for real estate professionals to access this service.
The operational limitations defined in the rule do not differ much from what the FAA proposed in February 2015. Flights are limited to daylight operations within the operator's line of sight, at a maximum speed of 100 MPH and 400' above ground level (AGL). The FAA has indicated its willingness to work with innovators who want to experiment with new applications of UAS that

The City of Vandalia has begun discussions of implementing an Occupancy Permit for sales
and leases. GGAR President Elect and Heart and Home Broker Sandy Stempinski was made
aware of the ordinance and contacted Local Government Affairs Director Kyle Anderson. An-
derson is currently in the process of scheduling a meeting with the City to discuss the ordi-
nance to ensure the transfer and lease of property is an easy process to ensure a strong local
housing market
