Bagi saudara kita dari kaum Cina Gong Hi Fa Chai. Sekali lagi kita berjaya melaksanakan Konferen dan Exhibition tahunan yang mendapat sambutan yang sangat baik. Di harap pada tahun ini kita akan mendapat sambutan yang jauh lebih baik dari ahli yang lebih ramai. Bagi ahli kita yang masih lagi belum menyelesaikan tahunan yang lalu harap jangan lupa menyelesaikan kewajipan anda disamping membayar yuran tahun semasa supaya kita terus dapat menjadi ahli keluarga industry kuari ini. Tahniah kepada saudara saudara kita yang telah Berjaya melengkapkan dan lulus semua kursus yang telah melayakkan mereka menerima Quarry Manager Certificate. Saya percaya dengan kejayaan ini akan memberI mereka keazaman yang lebih untuk Berjaya dalam kerjaya mereka. Sehingga kini hanya IQM dalam keluarga IQ antarabangsa yang memperkenalkan kursus seperti ini untuk ahlinya. Ini merupakan satu keperluan yang kita berjaya laksanakan kerana sehingga kini masih belum ada Institusi di Malaysia yang dapat menganjurkan kursus yang serupa. Seperti biasa IQM akan terus menganjurkan kursus dan aktibiti lain seperti “technical Talk” sebagai salah satu proses Pembelajaran Berterusan atau pun pembelajaran keakhir hayat seperti yang dikehendaki oleh kerajaan masa ini. Ini merupakan satu keperluan supaya kita tidak ketinggalan dan menunjukkan kita berupaya menyambut cabaran masa hadapan. Insiden seperti batu berterbangan dari kuari yang disiarkan di akhbar tempatan menunujukkan kita perlu bersedia meningkatkan ilmu keperingkat yang lebih tinggi supaya kejadian seperti ini dapat dielakkan dimasa hadapan. Kita tahu tekanan yang lebih dari segi pengenalan peraturan baharu dan juga tekanan dari orang awam yang mahukan keselamatan akan terus di kenakan terutama kepada kuari yang berdekatan dengan kawasan perumahan, perindustrian dan dimana sahaja manusia berada. Peraturan kerja akan diperketatkan, mungkin “Code of Practice”, SOP (Stand- ard Operating Procedure) dan syarat operasi yang lebih ketat akan diperkenalkan. IQM akan In sya Allah akan berusaha membantu dengan memperkenalkan kursus baharu yang sesuai dengan cabaran terkini. Hanya dengan ilmu baharulah kita dapat meningkatkan taraf kita kepada tingkatan yang lebih baik. Penyebaran ilmu hanya boleh berlaku jika ada orang yang berilmu dan juga berpengalaman dan sanggup menurunkan ilmu yang ada padanya kepada generasi muda yang akan mewarisi orang “senior” seperti kita. Kita tidak boleh sentiasa mengharapkan “pakar” luar sahaja.Saya percaya kita mempunyai ramai orang yang boleh melatih anak anak muda kita dengan menyumbang contoh nya artikel, kertas kerja dan juga memberi “technical talk” atau idea bernas semasa Konferen, workshop atau perjumpaan yang dianjurkan oleh IQM. Kadang kadang aktibiti ini akan melibatkan kos yang agak tinggi dan akan memerlukan penaja. Oleh sebab itu IQM juga mengalu ngalukan pihak Kuari atau pun individu atau pun persatuan yang berminat tampil kehadapan menaja aktibiti seperti ini untuk manafaat bersama. Setakat ini hanya pembekal peralatan kuari sahaja yang menaja aktibiti “technical talk” yang lebih kepada memperkenalkan alat atau peralatan baru kepada industry kuari. Saya harap pada masa hadapan ada Kuari dapat menaja aktibiti ini mengenai subjek semasa seperti isu alam sekitar umpama kejadian batu berterbangan, keselamatan dan keselamatan, perundangan dan isu yang berkaitan dengan kuari dan orang awam. IQM juga boleh menjemputan Jabatan jabatan kerajaan untuk memberi pandangan atau kehendak mereka dari industry kuari. Courses / Activities for 2014

IQ United Kingdom has recommended that every member of IQ should endeavour to accumulate at least 30 CPD hrs every year to ensure all members are up to date in knowledge or expertise in the industry. This 30 hrs can be accumulated through some of the following activities:

1. Attending seminars, conferences or workshop 2. Attending technical talks3. Technical visits to quarries, factories etc related to quarrying activities4. Studying or reading related literatures5. Representing IQ in meetings6. Giving talks or lectures on related subjects

The hours should be recorded as a document proving that the member earned the CPD hrs.For more information the member should go to the IQ UK website.

The writer recently had the opportunity to attend an Advanced Safety Audit and Inspection Course (Free of Charge as a CPD Auditor) organised by a local Training Provider but run by a foreign experienced Trainer. The three day Course cost US 2000 dollars. One of the first and primary issue the Auditor would ask in the Auditing program is the budget for training of the related employees. The availability of enough fund for training is a proof of commitment of the employer not only to the safety of his plant, equipment and also to the safety of his employees. In the context of the quarry industry where the statistic in many countries has proven that it is one of the more dangerous industries, the selection of courses for the employee to attend is also an important criteria to consider. How often are they required to attend refresher course and how many days per year he is allotted for training and retraining is really a very important issue especially in the current modern world where technology changes very fast. What is current today may be obsolete in a few months time. What we learned a few years ago may no longer be sufficient to tackle issues created by the new technologies supposed to improve our lives. made our lives better but also require us to learn new subjects as well. Unfortunately for many it requires us to continuously learn and learn until the day when we go to sleep for good. The old idea where once we pass an examination , the Certificate is valid for life is no longer applicable. It is the trend nowadays where a Certificate that we earned today is only valid for a few years and renewal is necessary and only on condition of attending a Professional Development Course and sometime passing an examination. This is particularly true with competency certificate where the handling of dangerous materials is part of the job. Continuous practicing and drill is a requirement to ensure alertness in job.

Risk assessment is also a continuous process a worker must do whether in advance that is in report before a job is carried out or in his head when the job is being performed. It is quite normal in an accident enquiry for the committee to ask for such evaluation before a decision to allow for a job to proceed. It seems that the era of only a brave man can do a difficult and dangerous job is no longer applicable now. An intelligent, knowledgeable and competence worker is now the choice and the brave one is only one of the required trait and it is the expensive one with high insurance cover.

There are many other subjects that need to be considered in Safety Auditing such as the availability of Code of Practice, Safe or Standard Operating Procedures, chosen standards to follow, Safety equipments etc.

Audit should be performed regularly whether internally or by an an independent external auditor to ensure alertness within the company and to ensure the company is ahead.

For a quarry that operates near houses or any structure of important blast recording and monitoring is no longer an option but a must do. Blast monitoring alone as required by the authority is no longer sufficient to satisfy the authority. To the knowledge of the writer, the authority so far has not asked for blasting record. The Authority normally set the limit for Airblast and Ground Vibration which means blast monitoring must be performed.The limit as set by the Authority such as for example according to the German Standard DIN 4150 is not actually a limit that will cause damage to a common structure such as houses, factory, offices etc but is more a limit that will minimise disturbance to the people and in turn will minimise complain and also fear from the public, it is impossible to eliminate complain altogether because of differences in the ability of human being to detect vibration. Some people can detect vibration at well below 2.0 mm/sec.

Blast monitoring alone will not tell the performer why at a particular reading is high or low. The distance from the blasting site, the total amount of explosives and also the maximum instantaneous charge (MIC) or charge per delay are also a very important parameters that must be taken into account. The blast design parameter such as burden, spacing, depth, timing, direction of blast are also very important parameters to consider not forgetting, the geology of the area.

As such the blasting parameters must therefore be properly recorded. The distance from the blasting site can be estimated

from the mining/quarrying scheme plan or by using GPS. Properly prepared blasting plan and blast monitoring record will become handy when there are complains of alleged damage to building from the public or in worse case an accident such as even flyrock. The properly prepared records will make it easier for the quarry operator or the Authority to do investigation.

Proper recording will also enable the operator to estimate the value of vibration and airblast in advance and make it easier for the blasting engineer to plan for compliance instead of checking for compliance as is normally done now by many quarry operators. There are very few quarry operators that record blasting event in a proper manner and thus one of our speakers during last year’s conference had to rely on readings from those few quarries for his thesis paper. May be the Authority should come up with an acceptable format reporting that can be used to a Court standard where experts argue against each other typical in a damage claim. ACTUALLY the sample of such report can easily be obtained from the website or papers from training workshop mainly from USA and be modified and used in our local application.

Considering that many of the quarries are operating near residential areas especially in Selangor, Penang and also Johor there is an urgent need for the quarry

operators to upgrade the expertise of their Blasting engineer and also their Shotfirers in blasting, blast recording and also blast monitoring to protect themselves when neighbours complaints of alleged damaged from blasting work. Properly prepared blast recording and monitoring also wil make it easy for lawyers to defence his client in lawsuit by complainants.

For research and development purposes, proper records can help our current and future scientists in their research work to improve our blasting practices unlike now when the results we obtained from blasting work become useless for our future blasters and engineers.

The aims of well recorded blast record and blast monitoring records are to make them usable at least to the following people:

1. The blaster himself2. The Quarry engineer and management3. The Authority/Investigator/Consultants4. The Researcher5. The lawyer

There are so many people who may one day want to see those records. It is not cheap to do a proper blasting and blast monitoring record. So, why not do a proper one ?
