Public Comment No. 7-NFPA 302-2013 [ Section No. 3.3.45 ]

Return to previous definition and add extract reference.3.3.45* Ventilation. The changing of air within a compartment by natural or powered mechanical means [69] .

Statement of Problem and Substantiation for Public Comment

As a representative of the GOT Committee, I can report that the GOT committee is against the change made by the proposal. The GOT Committee's work has been to create general and consistent definitions of the same term throughout the NFPA system of documents. At present there are 10 definitions of "Ventilation." Prior to the ROP change made to 302, the definition of "Ventilation" in NFPA 302 matched the definition of "Ventilation" used in 1925 and 69, and also the first sentence of the one used in 402; it was a generic definition suitable as the overall NFPA definition. The change of the word, "mechanical" to "powered" makes the definition used in 302 completely unique and that would be going in the wrong direction for the Glossary of Terms, as recommended by the NFPA Standards Council. GOT recommends that NFPA 302 retains the existing definition or add a qualifier, such as “for the purposes of pleasure and commercial motorcraft”. Otherwise it is best if NFPA 302 “extracts” its definition from an existing document and NFPA 69 is a widely used.

Public Comment No. 4-NFPA 302-2013 [ Section No. 9.2.4 ]

9.2.4 Grounded Systems. If one side of a two-wire dc system is connected to ground, it shall be the negative side, and the systemshall be polarized at a single location only .

9.2.4.1 The polarizing conductor or connection shall be capable of carrying full fault current of the dcsystem.

Statement of Problem and Substantiation for Public Comment

9.2.4 does not specify the minimum ampacity rating for the grounding conductor nor does it prohibit multiple grounding points for a negative conductor [bonding systems, grounding systems, or metal hulls could then act as parallel paths for negative return currents]

Public Comment No. 5-NFPA 302-2013 [ Section No. 9.4.1 ]

9.4.1 The negative When connected as a negative ground system, the negative terminal of the battery and thenegative side of the electrical power distribution system shall be connected to the engine negative terminalor its bus, unless permitted otherwise by 9.4.2.

9.4.1.1 Isolated ground battery systems shall be permitted only if a simple to operate ground faultdetection system is installed in a readily accessible location with clearly labeled instructions, and alldisconnect switches and overcurrent protection devices employ two pole common trip mechanisms.

Statement of Problem and Substantiation for Public Comment

Numerous European and Asian builders employ isolated ground battery systems [a.k.a. floating ground systems]. These systems are safe when properly installed and monitored. In fact, properly maintained isolated ground systems are more reliable than negative ground systems.

10.2.3.1 A grounded neutral system shall be required unless otherwise permitted by 10.2.4 unless a ground faultdetection system is installed and all switches, circuit breakers, etc . are common trip devices thatsimultaneously disconnect the neutral conductor with the ungrounded conductors. Isolated ground systems can be safely installed and are very popular in some parts of the world.

Public Comment No. 9-NFPA 302-2013 [ Section No. 10.2.6 ]

10.2.6 Individual circuits shall not be capable of being energized by more than one source of electrical power at atime except as specified in 10.2.6.1 , and each shore power inlet or generator shall be a separate source ofelectrical power.

10.2.6.1. Paralleling of AC power sources shall be permitted if appropriate and failsafe synchronization, real power sharing, reactive power sharing, and reverse power protection equipment is installed. Thisequipment and its installation shall meet the approval of the power source equipment and switchboardmanufacturers.

Statement of Problem and Substantiation for Public Comment

Public Comment No. 10-NFPA 302-2013 [ Section No. 10.2.8 ]

10.2.8 The transfer from one power source circuit to another shall be made by a means that opens all current-carrying conductors, including neutrals, before closing the alternate source circuit, and that prevents arcover between sources. Note: Neutral conductors need not be switched if shore power transformers areinstalled [i.e. dockside neutral is not brought on board to the switchboard] and all power source neutralsare connected together and to ground at a single point as described in 10.2.4.2.

Statement of Problem and Substantiation for Public Comment

There is no need to switch the neutral conductors if all power source neutrals are interconnected and grounded in the switchboard. If shore power is used then transformers must be installed

Statement of Problem and Substantiation for Public Comment

As a marine surveyor for the last 10+ years and Certified Fire Investigator I am intimately familiar with the installation of Fixed Fire Extinguishing systems in recreational boats. I cannot remember ever surveying a recreational vessel in which the Fixed Fire Extinguishing system was properly inspected as recommended by Annex E, NFPA 302. All the owners I queried were unaware of any requirement for those systems to be inspected. Many assumed that their boatyard was doing the inspection, which, in my experience was not the case. In many cases these systems have failed to operate when a fire occurred. Having a permanently affixed, legible label that contains at a minimum the recommended wording in the machinery space to advise owners of the requirement to inspect these systems on a periodic basis, as recommended by the manufacturer, will hopefully insure these systems are periodically inspected and go far toward ensuring these systems work properly if required. It is felt that having this information on a permanently affixed, legible label a clearly visible location would be better than having it on the extinguisher bottle itself because a label is more noticeable, the lack of space on extinguisher bottles and the lack of space in many recreational boats machinery spaces for owners to get close enough to extinguishers bottles to read the labels.
