Four candidates have filed with the Woods County Election Board for the position of Alva mayor. The exceptional interest was spurred by long time Mayor Arden Chaffee announcing his decision not torun for re-election. The Alva Kiwanis Club is hosting a noon meeting at Champs Restaurant on Feb. 25 where all four candidates will be given seven minutes each to tell attendees about their plans if elected. Restaurant proprietor Randy Mitchel said regular restaurant products are available to anyone attending, although no one will force you to buy anything. Incredibly simple lifesaving device as BankIt visionBy Lynn L. Martin
One member of the Alva Kiwanis club was so impressed that he wrote a $500 check to the BankIt fundraising group
to help purchase a battery-operated chest compression device for the Alva EMS after hearing a program about it Wednesday.
Bank It was created by members of Leadership Northwest Oklahoma Class II. The idea was to unite Woods County citi-zens to begin a “Habit of Helping” by al-lowing a portion of their monthly bank de-posit to be donated to a local organization in need. The typical donation ranges from $1 to $100, with many patrons choosing to
have an amount drafted from their bank account monthly. The process can begin at the teller line; next time you visit your local financial institution, just ask them to “hold out $5 of my deposit to Bank It.”
If you think about it, the idea is powerful. If we have 5,000 residents in town and half donated $1 per month, that money would accumulate at the rate of $2,500 a month.
Then the leadership class convinced the four local banks to match the individual donations at their banks. The matching donations vary from bank to bank depending upon the size of the bank.
Each quarter of the year, the BankIt board selects a new project. The project for January through March 2015 is to help
the Alva EMS purchase an automatic chest compression ma-chine to be used to reinstate blood flow in victims of cardiac ar-rest. The $14,000 LUCAS Chest Compression System is made by Physio-Control Inc. based in Redmond, Washington.
Julie Dennis, a member of the Alva ambulance service, de-scribed how exhausting it is for ambulance personnel to deliver precise chest compressions by hand. According to the LUCAS literature, “Several studies show the effectiveness of manual chest compressions can drop rapidly – often after only one minute – due to rescuer fatigue.”
Dennis described how she and other EMTs drop to the ground in exhaustion after bringing a cardiac victim from, say, 15 miles away in western Woods County after a half-hour bout of manual chest compressions.
The LUCAS device is stored in a back pack, so it can easily be moved from one ambulance to another. Alva has four am-bulances and, of course, four devices would be ideal. Howev-er, Dennis said, “We would be delighted to have one. Alfalfa County already has one and our jaws dropped when we saw how effective it was.”
The LUCAS performs at least 100 compressions per min-ute with a depth of at least 2 inches. It also allows for com-plete chest wall recoil after each compression and provides a 50 percent duty cycle – equal compression and relaxation time for the chest wall, which maintains good blood flow.

discussed new cuts in state aid that affect the school’s general fund, which prompted Superintendent Brad Morris to implement a spending freeze schoolwide. The board voted 4-1 to approve construction of a steel multipurpose storage building to be paid for from the capital improvement fund.
Board President Steve Allen called the meeting to order with four members present: Dana Roark, Mike Anderson, Jeff Black and Dooli Rugg. Absent were members Mark Pollock and Deb Helfrich. Superintendent Morris was also absent. Board Clerk Julie Johnson was present and sat at the board table.
Visiting with the superintendent Tuesday morning, Morris said that despite campaign promises to hold education harmless, Gov. Sam Brownback announced a $1.5 million cut to education for this current school year.
Morris said state aid per pupil had been $3,852. With the state aid cut, that reduces the amount per pupil to $3,810.25. That cut means South Barber’s (USD 255) general fund for this school year has been reduced by $18,658.
On behalf of Superintendent Morris, PK - 6th Principal Marcia Cantrell told the board Monday night, “Mr. Morris said there is a spending freeze due to the governor’s cuts to education.”

Junior/Senior High Principal Brent Shaffer added that some spending is already budgeted.
Superintendent Morris said he’s already placed a freeze on all purchasing. “For any and all purchases for the remainder of the year, (he or she making the request) will have to meet with me personally and discuss the need for the purchase request,” he said.
The superintendent said he’s met with administrators and directors. He’s asked them to start looking at all aspects of the district where funds can be reduced to meet this cut from the state.
Roark suggested to Morris USD255 also seek more sources of income through grants, etc., in addition to freezing spending.
Varying Opinions on Multipurpose Building
Under new business, an item appeared on the agenda to accept the bid from MPC Steel Buildings, LLC for construction of a multipurpose/storage building at the high school. In the absence of Superintendent Morris, board member Black said the cost of the 30 foot by 50 foot building is $30,600. This would be paid from the capital outlay fund.
When asked about this Tuesday, Superintendent Morris said the capital outlay fund balance is around $800,000. He said he is in the process of establishing a capital outlay project list for the spring
and summer. Black said this new building would
replace “the old wooden buildings that are falling down” out by the vo-ag shop area and where buses are parked.
Three bids were submitted for the project, Black said, and the best was from MPC. He said the cost for the project has to be OSHA-approved since it’s for a school, which makes it more expensive.
Roark and Rugg both said they didn’t recall approving to get bids on this project.
Roark said she felt that with a spending freeze in place, constructing this building “is bad timing.” Allen said he fears if they don’t build it now, it won’t get constructed and it is needed.
Rugg said, “My concern is that half of us knew what was going on with this building and half of us didn’t.”
When Black moved to accept the bid, at first there wasn’t much of a response. When called for those in favor to respond, Black, Anderson and Allen responded, with Roark reluctantly raising her hand.
Rugg voted no and said, “I would like a heads up about what we’re doing.”
Black said they are also looking into cost savings by purchasing bulk fuel for the district from the same provider who serves the O.K. Grain Cooperative in Kiowa. Currently they’d save five cents per gallon with bulk fuel.
In his written report on buildings and grounds, Superintendent Morris said Inter-green plumbing is fixing a number of plumbing issues at the high school. For example, they are repairing many leaks and removing the old kind of sink that you press with your foot.
The new (Hardtner) route bus that was approved in July arrived Monday after various delays.

for 2014. The comparative balance sheet of the hospital and manor showed an overall loss of $280,564 for 2014. Net accounts receivable to the hospital at the end of December were $335,914.
The balance sheet shows total liabilities and net assets of both facilities at $8,550.825.
Goodno said they’ve had BKD do the audit of the hospital, which will ultimately determine the Medicare Cost Report (and reimbursement amounts).
“We should know in a month,” Goodno said. Odell said he received a call from the BKD auditor who said they noticed a lot of progress over the last year with the Kiowa hospital’s finances.
At the end of December, the district was in an overall cash crunch. Cash on hand at the hospital was $71,496. The manor’s cash-on-hand was a negative $31,691 to make the total cash-on-hand $39,805.
For December, the hospital ended with a profit of $247,256. Hospital total admissions were 16 with total days of acute and swingbed care 48.
Total outpatient days of care were 518. Total clinic visits were 354. For 2014 clinic visits totaled 4,114, which is 200 more than in 2013.
The manor had 23 residents at the end of December. DON Courson said it working out well to have the district’s entire nursing staff work at both the hospital and manor. The nurses have a “buddy system” for each manor resident. The goal is to give great care and also reduce the expense of the more costly agency nursing care.
Following an executive session, the board approved the monthly risk management/quality assurance reports for the hospital and manor.

The board held a retreat in Kiowa Tuesday and Wednesday. Following at the board meeting, board members discussed bylaws, named numerous committee members, modified some committees, and made some organizational changes. Grismer and Dr. Wilhelm gave input on these organizational changes to help achieve the right structure.
Regarding Kansas Open Meeting laws and meeting notification, the board said they will continue to notify the press of meetings. However, they will stop putting meeting notices around town at such places as convenience stores. Instead they will post meeting notices only in a visible location at the hospital.
The next scheduled meeting of the hospital board is Thursday, Feb. 19, at 7 p.m.
The board signed an agreement with Kiowa Prescriptions Plus that will start in June with the 340B Drug Discount Program. This is a U.S federal government program created in 1992 that requires drug manufacturers to provide outpatient drugs to eligible health care organizations/covered entities at significantly reduced prices. January meeting last Wednesday in anticipation of the arrival of new physician Dr. Christie Leal.
The board entered a one-year lease agreement with Leal on the hospital-owned house at Ninth and Drumm in Kiowa, which is directly east of the old hospital building. Leal started seeing patients at Kiowa’s hospital Monday. The board granted her a medical staff appointment, a formality, at the January meeting.
Board President Zack Odell presided over the meeting with all members present, including Jim Parker, Chantae Simpson, Lori Schrock and Brenna May. CEO Margaret Grismer also sat at the board table. CFO Janell Goodno, Hospital/Manor Director of Nurses Heidi Courson, Lab Director Gay Farney and members of the public were also present.
Odell announced, “My intention is not to seek a fourth term. So parties interested in serving on the board should contact Jim (Parker) or Brenna (May).”
Odell reminded that it is the intention of the board to have people interested in serving on the hospital board to eventually file for the seat and be voted on in a municipal election like city or school board seats. However, that will not be changed in time for the annual hospital board meeting and election in May.

school board meeting Monday night. After much deliberation, the board voted to purchase a brand new activity bus.
The decision didn’t come easily, though. Board member Shane Morris wasn’t on board with making a new purchase, voicing his concerns over the cost, maintenance and storage of the bus.
The school’s current activity bus broke down a mile west of Balko School after a game recently and is sitting in a repair shop in Oklahoma City. With a broken block, the total estimate for transport and repairs is $18,228.53.
Morris told Superintendent Danny McCuiston he would like to know how much it would cost to repair the old bus and get a new paint job. His biggest concern was the money; quotes came in well over the $100,000 mark. He said that in just a matter of years, a new bus would probably be in poor condition like the current one, due to lack of maintenance.
Board member Cindy Reed spoke up, saying the broken-down bus isn’t safe for the kids when it keeps breaking down on the side of the road. Another member, Concha Herrera, said she believes it is a safety issue, too; the kids with health conditions need to have reliable transportation in case of a medical emergency. Ultimately, after a long discussion, the board voted to select the best quote provided for purchase or possible lease-purchase of an activity bus, with Shane Morris’ being the only no vote.

Budget Amounts for Renovations Detailed
In the superintendent’s report, McCuiston said gross production collections for January were $25,664.16 compared to $22,288.04 this time last year. He also spoke about the mid-year adjustment. He said the adjustment for the district was $6,035 – an increase of $1,160. The state department of education retains a percentage of initial state aid allocation for districts that experience growth from one year to the next, and that adjustment is made on the mid-year adjustment. He said Freedom Public School’s weighted ADM increased from $228.94 in 2014 to $247.39 in 2015.
McCuiston said on the personal property adjustment factor, the Tulsa World wrote an unfortunate article naming two districts in northwest Oklahoma as gaining an exponential rise from the adjustment with one of those districts being Freedom. He said once the personal property factor was included, the FY’15 Adjusted State Aid for Freedom was $22,305. He said this is due to this year’s unusual reduction in district valuation lowering their chargeable $15,593.23 for the mid-year, combined with the increase in weighted ADM (average daily membership – student count), increased their basic formula amount from $6,035 to $22,305.
McCuiston then handed out a spreadsheet showing reflecting the budget numbers for the proposed bond budget.
The spreadsheet, in addition to showing miscellaneous items (such as getting the public restrooms compliant with the Americans with Disabilities Act, and replacing the boiler with a new HVAC system), gave the amounts budgeted for renovations to the vo-ag facility, weight room, secure entrance, and interior and exterior renovations to the gymnasium. Preliminary costs total over $2 million.
McCuiston assured board members that nothing was set in stone. He went on to say career tech provided the district with a one-time amount of $6,040 to be used toward equipment, supplies, instructional delivery and professional development.
Basketball Teams Heading to Districts, Teachers Focusing On
Summative Tests Principal Brett Hill gave his report
next. He said the boys’ basketball team finished at 4-18 and the girls at 8-14. Both teams will head to district playoffs this Friday, Feb. 13. Hill said the junior high and elementary teams finished up their seasons and both groups in both divisions did a great job. Elementary boys finished third in Waynoka and Freedom Festivals and the junior high girls’ and boys’ teams had some entertaining games that were really close. He thanked Coach Neill and Neill’s wife, Holly, for their efforts in taking on the basketball athletes and working with and teaching them about basketball.
With basketball season winding down, Hill said the cheer season is, too. He thanks Nicole Denham and Stevy Hill for their tireless work to mold the girls into an awesome group of cheerleaders. Golf, track and soccer seasons will be up next he said, and Coach Neill will be taking athletes to several track meets this spring. Several high school boys will be participating in soccer in Alva, Hill said, and he will be taking a group of girls to at least three golf tournaments before the qualifier in mid-April.
Hill mentioned the annual local livestock show last Saturday was a great success and that the Woods County Livestock Show will take place in Alva Feb. 16-17, followed by the district livestock show in Woodward later this

Floyd Eugene Dickey, 93, passed away February 9, 2015, in Wichita, Kansas. He was born and raised in Capron, Oklahoma. Floyd was a member of what is called Greatest Generation. He was a World War II vet who came home after the war to live a very successful life and raise a family.
The world is a much better place because he lived and he will be greatly missed by those he loved and those who loved him.
Floyd was preceded in death by his wife, Leta Dickey, in 2007; son Tommy Ray Dickey in 2007; and brothers Ralph, James, William and Mack Elmer.
He is survived by his son, Ron, of Wichita, Kansas; grandchildren Tiffany (Steve) Richardson and Tamara (Steve) Oakley; and five great-grandchildren.
The funeral service will be at 1 p.m. Wednesday, February 11, 2015, at Resthaven Mortuary Chapel, 11800 W. Hwy 54, Wichita, KS.

Robert Jesse was born on December 15, 1920, to Dr. Robert J. Reynolds Sr. and Helen Safford Reynolds in Potsdam, New York. He passed away at his home on February 9, 2015, at the age of 94 years.
He grew up in Potsdam, New York, and attended Union College in Schenectady, New York. He served in World War II as a medic with the 501 Paratrooper Regiment of the
101st Airborne Division.In 1948 he came to Mooreland,
Oklahoma, to work as an x-ray technician at the hospital. There he met Mina Washmon, an RN. They were married in 1949. They had five children: Ann, Mary, Beth, Bob and Kathy. Mina passed away on December 23, 1991.
In 1997 he married Henriella (Henri) Johnson and became a treasured part of her family. Henri passed away on April 19, 2011.
Bob served as a pharmacist at Schuhmacher Drug, Reynolds Pharmacy, Ideal Grocery Store Pharmacy and, for the past 32 years, at Holder Drug.
He was preceded in death by his parents, two wives and two siblings: Beth and Edwin.
He is survived by his children and their spouses – Ann and Dave Jester of Haysville, Kansas; Mary and Tom McDowell of Alva; Beth and Byron Black of Wiley, Texas; Robert and Desiree Reynolds of Falls Church, Virginia; Katherine Reynolds of Webster Groves, Missouri – as well as nine grandchildren; eight great-grandchildren; one sister, Jane Pretat, and one sister-in-law, Diann Reynolds, both of Providence, Rhode Island; other members of his wife’s family; the staff at Holder Drug who were like a family to him; other nieces, nephews, relatives and friends.

Jo Retta graduated from Alva High School with the class of 1980 and went on to graduate from Northwestern Oklahoma State University in 1985 with a teaching degree. She taught home economics until 1994.
In April of 1995 she was united in marriage to Les Rhodes. She worked at Share Medical Center for 10 years and helped her husband and brothers with the farming and ranching.
After leaving Share Medical Center she became a Heritage Makers consultant, doing digital scrapbooking while continuing to help with the family farming and ranching, as well as being on the board of the Cherokee Strip Museum. She enjoyed going to the mountains in Red River, riding four-wheelers, feeding her cattle, going to her nieces’ and nephews’ activities, sewing, bowling with her league friends, and traveling to Heritage Maker conventions.
Besides her parents, she was preceded in death by her sister, Jannel Lawrence.
Jo Retta is survived by her husband, Les, of Alva; two brothers, Kenneth Busse and special friend Rhonda VanBuskirk of Alva, and Keith Busse and wife Elizabeth of Alva; brothers-in-law Rick Lawrence and wife Kara of Weatherford, Earnest Rhodes of Alva and Doug Rhodes of Pratt, Kansas; nieces KeEra Busse of Amarillo, Texas; Bella Lawrence of Weatherford; Bailey Rhodes of Alva; and Lacey Rhodes of Edmond; nephews Colton Lawrence and Zachary Lawrence, both of Weatherford; William Parker and Joseph Parker, both of Alva; and Stetson Rhodes of Alva; other relatives and friends.
In lieu of flowers, memorial contributions may be made through the funeral home to the American Cancer Society or Oklahoma Medical Research Foundation for cancer research.

for the South Barber High School (SBHS) Chieftains during their 2015 basketball homecoming in Kiowa. Coached by Steve Roberts, the Lady Chieftains won in a landslide, 62-10, against the Stafford Trojans. The Chieftains also had a big victory over the Trojans, winning 60-30 with Head Coach Jeff Lantz.

has kept busy with several events. At the beginning of the month, members participated in their monthly meeting. The meeting consisted of a game night where members played a variety of board games and card games.
On Jan. 17, 18 and 31, FFA and 4-H members competed in the Northwest Oklahoma Show Pig Circuit, a series of jackpot shows. FFA and 4-H members that competed successfully at the shows were: Henslee Powell, Riley Hensley,

On Jan. 19, Timberlake FFA traveled to Northern Oklahoma College – Tonkawa to compete in the Northern Oklahoma College Livestock Judging Contest. The intermediate team placed third and Cade Jenlink received fourth high individual. The intermediate team consisted of Cade Jenlink, Jake Thorp, Shaelee Sissom and Reanna Sissom. The senior team, consisting of Cheyenne Gaff, Kate Birkenfeld, Shannon Moore and Anthony Wiens, were named fifth
high senior team. Timberlake FFA has also used
the month of January to prepare for National FFA Week. The members have planned plenty of fun and exciting activities. It’s also crunch time for many of the members in getting their livestock ready for the Timberlake Local Show and the Alfalfa County Fair. The Timberlake Local Show will be Feb. 15, and Timberlake FFA invites anyone in the community or in surrounding communities to attend and support the 4-H and FFA students.

Divorcing parents are often faced with many new problems during this difficult time for the entire family. Although their marriage is ending, their role as parents continues through their lives. To help make this transition easier, Northwest Family Services Inc. staff member Nicole Martens, M.S., LPC, will be teaching their Parenting Through Separation and Divorce class the Monday, Feb. 16.
The class will be in Fairview from 6-9 p.m., at Northwest Technology Center southwest of Fairview. To enroll and pay the class fee, please call 580-744-1248 or e-mail [email protected]. Participants must pre-enroll; the class will be canceled if there is inadequate pre-enrollment.
This class was designed at the request of the courts to help divorcing couples understand the problems their children may experience during and after a divorce or separation. It will fulfill the court order for all divorcing parents. Parents will learn skills to
parent cooperatively even though they are divorced.
In the class, parents will learn how to effectively communicate with their children and with their former spouse. They will practice reflective listening skills and will study various active communication techniques and non-verbal communications. They will also practice workable negotiation styles for dealing with conflict and rules for effective expressions.
Recognizing and avoiding Pain Games is another topic of
consideration. Parents will learn to recognize and cease games like I-Spy, Set-up and Wishbone, which are likely to hurt the children. Class members will also discuss various options for parenting, such as joint custody and mediation.
Parenting Through Separation and Divorce class
From Feb. 23 through March 6, the Barber County Sheriff’s Office, Medicine Lodge Police Department, Kiowa Police Department and Kansas Highway Patrol will join other Kansas law enforcement officers to stop what has been an epidemic for the past several years. In 2014, 34 teens lost their lives due to car crashes in Kansas; 63 percent of those teens
were not properly restrained. In an effort to change this trend,
law enforcement across Kansas will be extra-vigilant when patrolling around schools. For more than 30 years, officers have educated and warned passengers and drivers regarding the importance of using restraints while in their vehicle.
There should be no surprises
when it comes to this enforcement effort. Officers will issue citations to any individual who refuses to obey the traffic laws, whether it is for speeding, texting or failing to buckle up.
Sheriff Justin Rugg says, “Even one teen death is unacceptable. Please slow down, put the phone away or turn it off, and always buckle up.”

A call by the Newsgram to the Barber County Clerk’s Office found the answer. The open seat is for District 1. The person must reside in District 1, for which the clerk’s office gave a description: “District 1: All of U.S.D. 255, Barber County, except that portion of the City of Kiowa, Kansas, described within the boundaries of District 2.”
A description of District 2 includes “All of that portion of City of Kiowa, Kansas, East and North of a line following the center line of the streets as follows: Beginning at the south City limits of the City of Kiowa on South 7th Street, thence North to Dickinson Street, thence West to 5th Street, thence North to Main Street (Chieftain Rd.), thence West to the City limits of the City of Kiowa.”
The clerk’s office spokesman said a person who wishes to run as a write-in candidate needs to go to the clerk’s office in the courthouse at Medicine Lodge and fill out paperwork. Voters may vote in the clerk’s office starting March 18 when absentee ballots will be
mailed. All absentee ballots and voting in the clerk’s office must complete by noon on April 6.
In other business, the board approved payment of current bills totaling $281,349.24.
Allen is the board’s representative on the South Central Kansas Special Education Cooperative. He said they’ve held lots of discussion regarding alternatives for health care.
The board approved Abbie Roth as an emergency substitute teacher. She is reportedly a young woman from Sharon, Kansas, and certified through Barton County Community College.
Principal ReportsPrincipal Cantrell reported on
progress of the elementary school’s leadership team’s progress regarding their on-watch status. She said the school needs more community partnerships and parental sources to work in an organized way. This support will be connected with curriculum involvement and student interaction.
Cantrell reported on professional development and many special activities for students such as celebrating Kansas Day. Students have Valentine’s Day parties this week. The sixth graders get
to attend the Shrine Circus in Wichita for free, compliments of the local Shrine Club. Local VFW Auxiliary leader Lenora Dodds will present a flag program to fourth graders Feb. 17.
Referring to healthy eating programs for students, Shaffer said it’s interesting to him the stringent focus on meal requirements for schools students yet there is not ample funding for enough physical education teachers to get kids up and moving.
Principal Shaffer said he is working on the schedule for next year. He said they will most likely have to offer Spanish online. Board members talked about whether any bilingual people in this area could help students in learning Spanish.
The junior/senior high principal praised both Scholar’s Bowl sponsor Jill Daughhetee and forensics coach Meagan (Masters) Henry for successfully organizing meets hosted at South Barber recently.
Shaffer gave athletic summaries: South Barber Junior High Tornadoes girls’ team are 10-2 so far this season and the boys are 11-1. Both teams played Skyline Monday night and won. That should put them both as No. 1 seeds in the league tournament, which is in Attica Saturday, Monday and Tuesday, Principal Shaffer said.
The Chieftains are 10-5 so far this season. The Lady Chieftains are 9-6. That’s before games against Pretty Prairie in Kiowa last night with results unknown at press time.
Shaffer reported on FFA accomplishments that will appear in the Newsgram next week. National FFA Week is Feb. 21-27.

According to American Heart Associ-ation guidelines, effective consistent and uninterrupted compressions are needed if chest compression is to be effective.
The LUCAS and its backpack are light-weight, and can be applied to a patient quickly – the hooking-up process only in-terrupts manual compressions for less than 20 seconds. It’s simple to apply whether the patient is on the ground, on a bed or on a stretcher in the ambulance.
Another advantage is EMT person-nel do not have to kneel by a patient on a stretcher in a moving ambulance. Using the Lucas device also keeps responders safer in the moving ambulance, because responders can be seated with their seat belts fastened while the machine delivers compressions.
In a hospital environment, Lucas may help decrease occurrences of back injuries that staff sometimes sustain when adminis-tering prolonged CPR to a patient in a bed.
If the battery-operated device has been fitted to a patient during an ambulance ride, it can be left on the patient pumping away as the patient is moved from the vehicle to the hospital emergency room.

Hill said attendance numbers have dropped slightly since coming back from Christmas break with an enrollment of 82. Hill included in his report a college remediation report from the Oklahoma Regent’s for Higher Education that showed Freedom only had one student attend a local, in-state college or university, making it too small to report the number needing remediation. He said there are other schools in the same boat as well.
He concluded with saying the teachers are making their last push in their instruction as the last round of Alpha Plus summative testing is just around the corner. Teachers now just have 18 classroom instructional days to complete their content materials before the final summative test. After spring break, the teachers will begin several weeks of intense remediation, targeted at individual student’s weak areas.
The next agenda item was a presentation of Principal Hill’s senior trip
itinerary that the board approved. The seniors will be taking a trip to Washington, D.C., and New York City in early May.
The board also approved the contract for audit with Chas. W. Carroll, P.A. of 2014 - 2015 fiscal year (FY) to be conducted during FY 2015 - 2016. The next four agenda items were unanimously approved as well: Freedom Public Schools Indian Policy and Procedures (applying for grant money for Native American students), approval of the school district calendar for FY 2016 requiring minimum hours – rather than days – of instruction, and approval of transferring $425.35 in activity funds from the junior class to the senior class for concession stand products.
The board then voted to enter executive session to discuss hiring, appointment, promotion, demotion, disciplining or resignation of individual salaried officer or employee.
After reconvening, the board was all in favor of renewing Principal Hill’s contract.

By Marione MartinA park ranger stopped to talk to a
woman in a parked car at Great Salt Plains State Park (GSP) in Alfalfa County Jan. 24. According to court papers, Park Ranger Ryan Webster saw a white Ford pickup truck parked near a restroom located nearest to the Sandy Beach swim area. He drove there and saw a woman, later identified as Linda Dow of Enid, sitting in the front passenger seat. Webster stopped to check on her well-being.
As they talked, Webster saw a man, later identified as Chase Elvis Garcia, and a child, later identified as his son, walking toward their location. Webster
spoke briefly with Garcia who appeared to be nervous and not interested in talking. Garcia continued quickly toward the truck, and Webster returned to his patrol unit.
Webster contacted Alfalfa County Dispatch to check the truck’s license plate and learned the driver’s name. He checked records and learned that Garcia was convicted of rape second degree in 2010 in Garfield County. He also determined that Garcia is a Level 3 registered sex offender (lifetime requirement) with a status of aggravated.
After obtaining that information, Webster began to patrol through GSP to attempt to locate Garcia. At 3:39 p.m.
he saw Garcia at the playground located in the River Road Campground. He spoke to him and asked him to identify himself. Garcia told him his name and provided a driver’s license marked sex offender.
Garcia was cooperative throughout questioning, was placed under arrest and was taken to the Alfalfa County Jail for booking. With Garcia’s consent, Webster made arrangements for the child to go with his grandmother (Dow).
Chase Elvis Garcia, 32, has been charged in Alfalfa County with a felony violation of safety zones around elementary and junior high schools, child care.

rousing the driver of a vehicle that ran off the road near the Alfalfa and Garfield county line on Monday, Jan. 26. According to court records,
Driver couldn’t rememberwhen Highway Patrol Trooper Justin Barney arrived about 3:45 p.m. he saw the silver four door car facing westbound in the north side ditch of Highway 44 in Alfalfa County. He made contact with the driver who was still seated in the vehicle.
Trooper Barney asked the driver, Tommy Earl Bennett, what happened, and he replied, “I don’t remember.” He asked Bennett if he was on any type of medications, and Bennett said he takes pain pills, anxiety medication and anti-depressants. When Barney asked the last time he took any of his medication, he said 10 a.m.
Barney asked Bennett where he was coming from Bennett said, “I don’t know.” He said he wrecked his truck that morning and went to get this rental in Enid. He said he
had another wreck around 11:30 and didn’t remember anything after that.
Trooper Barney had Bennett step out of his vehicle and saw that he was unsteady on his feet. He talked to first responder Berry Koehn who said Bennett was still in the driver’s seat when he arrived and was unresponsive to their requests. Koehn said it took multiple tries to get Bennett’s attention for him to open the door.
Barney had Bennett go over to his patrol car to perform some roadside sobriety tests. After the tests, he placed him under arrest and took him to the Alfalfa County Jail to be booked.
Tommy Earl Bennett, 40, of Cherokee was charged with actual physical control of a vehicle while under the influence – alcohol, a misdemeanor.
