David Mikos, a committee member who has been pres-ident of North Haven Youth Football for the past 11 years spoke at the May 7 Board of Education meeting before the board voted to approve the in-crease in field expenditures.

addition, the company agreed to an easement that will al-low the town to construct a walking trail in back of the premises.

The commission approved the site plan unanimously and also approved a special per-mit application that will allow Cinemark to serve alcoholic beverages at the theater. Cus-tomers cannot consume al-coholic beverages inside the movie theaters so there will

be a lounge where they can enjoy beer and wine before entering the theaters. The company operates theaters in Milford and Mansfield where lounges are available.

The plan for the renovation is to erect a new cinema in back of the existing cinema, which will be torn down after the new theater is completed. James Meredith, Cinemark’s vice president of marketing, said the new theater will be ready by summer 2015. The existing cinema will remain open while the new cinema is constructed.

Meredith said the new cinema will have 14 screens, which will show movies and live events, from box-ing matches to Metropoli-tan Opera productions. “All cinemas have enhanced dig-ital surround sound so it’s a great opportunity for people in the area to enjoy high qual-ity movies and other events,” he said.

First Selectman Mike Freda said the town is speaking with restaurants and retailers to fill four additional spaces that will be available on the site. “We’re speaking with very popular retailers North Haven residents will love to see,” he said, without identi-

fying them.He said the North Haven

Trail Association is plan-ning a walking trail along the Quinnipiac River, which runs near the cinema. Cinemark has agreed to an easement that will allow for develop-ment of the trail along the back of the property.

The company’s plan was accepted by the Planning & Zoning Commission with minimal changes. The com-pany agreed to move handi-cap parking spaces closer to the building.

James Giulietti, a member of the commission, said, “The plan is a really good one. The premises as they sit today are largely in disrepair and the parking lot has been in disrepair for years. They are going to put up a brand new Cineplex complex that is very attractive and repair the park-ing lot. There is no impact on neighbors and they will be in-vesting money on the project that will be a benefit to the town and is compliant with all our regulations.”

Meredith said Cinemark, which is based in Plano, Texas bought Rave Cinemas last year and will rename the new cinema with the Cine-mark brand name.

Turf

Nearly every town in New Haven County has synthetic turf fields.”

He called for synthetic turf to be used on the two soc-cer fields that are planned for the middle school proj-ect and synthetic turf to re-place natural grass on South field, a practice field used by the middle school and high school that adjoins the mid-dle school. He also called for field lighting and seating at the new soccer fields and re-surfacing the running track

at Vanacore Field, which was also approved by the Board of Education.

Res idents applauded Mikos’ comments and said synthetic turf fields limit in-juries, are better for wear and tear on the fields and ac-commodate the rise in girls’ sports.

Mikos also said the rise in taxes citizens will pay for the addition of the fields in the middle school project is low.

Residents can vote on the middle school plan at a town referendum on June 17.

Columbus Day parade flag passed to North Haven

It’s still May but North Haven was looking forward

to October on May 8 when Branford’s First Selectman Jamie Cosgrove passed the Columbus Day Parade Flag to First Selectman Mike Freda.

North Haven will host this year’s parade on Oct. 12. Branford hosted it last year so the flag passing tradition took place at a brief ceremony at town hall.

The tradition is shared by five towns – North Ha-ven, Branford, New Haven, East Haven and West Ha-ven, which alternate parade hosting each year. This is the 11th year of the rotation with North Haven first hosting the parade in 2003 and again in 2008.

“This year’s parade will be the largest Columbus Day parade in Southern New En-gland,” said parade coordina-tor Bill Zampa. “There will

be clowns and Santa will be here.”

The flag is the Italian na-tional flag used to celebrate the Italian heritage of the pa-rade, which started in New Haven 50 years ago.

Parade organizers also dis-cussed the parade commit-tee’s kickoff party that is open

to the public. The event takes place June 4 at 6 p.m. at St. There-sa’s church hall on Middle-town Avenue in North Haven. A pizza party with desserts and entertainment is planned. To buy tickets, call committee member Nick Casella at (203) 239-4044.

Vote signs aim to boost turnout

In an effort to increase

voter turnout for the May 20 budget referendum, the town has placed signs in three new locations to alert voters about

the referendum. The move was in response

to a comment made by Third Selectman Sally Buemi at the selectmen’s meeting on May 1 to increase signage to in-crease voter turnout. First Selectman Mike Freda asked Buemi and Second Select-man Timothy Doheny to pro-vide locations for the signs and three new locations were chosen. Signs are now posted at the Montowese fire house on Quinnipiac Avenue, the Northeast firehouse on Wash-ington Avenue and in front of a property at 3443 Dixwell

Avenue at the intersection of Hartford Turnpike. Dan Gar-rett, the owner of the prop-erty, permitted the town to place the sign in front.

Signs also are posted at two previous locations, the Ridge Road fire house and

the Mildred Langley Recre-ation Center, where the ref-erendum vote will take place.

Voter turnout for recent budget referendums has been low. It was 7.9 percent in 2013 and 6 percent in 2012. There are currently 15,147 registered voters.

Freda said voter turnout

may be low again this year because the zero percent tax increase budget the Board of Finance proposed generates little opposition. “Anytime you announce a zero per-cent tax increase, it will re-duce voter turnout,” he said. “I hope there is high turnout, we’re striving for that.”

From Page 6

North Haven’s 2014-15 town budget, which increases spending on the town and Board of Education sides —without raising taxes — goes to voters May 20 for a refer-endum vote.

The annual town budget meeting, held May 12 at the high school, was sparsely at-tended, which is a good sign

the budget will pass, accord-ing to Kathy Rocklin, the only resident who spoke during the public comment period.

Rocklin said low atten-dance at the meeting signifies public support for the budget, which was set up to avoid a tax increase before the mid-dle school renovation refer-endum is held in June.

Rocklin, a member of the North Haven Education Foundation board and for-

mer member of the Board of Education, didn’t oppose the budget as many other school supporters had when the 2.3 increase in school spending fell short of the 3.7 increase they requested, which led to a robo call poll on April 22 that failed to generate support for higher school spending.

“If parents are upset about the budget that cuts programs or gives teachers pink slips, they should talk to school principals or Board of Edu-cation members,” she said. “If you vote no, the budget will be cut further, so don’t vote it down.”

First Selectman Mike Freda made a budget presentation

that annotated the $88,857,841 budget that includes over $48 million on the schools’ side and over $40 million on the town side. $1.1 million

was added to school spend-ing and $926,203 to the town side. The budget represents a

rise of 2.3 percent increase on both sides but doesn’t raise taxes. Freda said cost spend-ing efficiencies, growth in topline revenue and decreas-ing insurance costs enabled the town to raise spending without increasing taxes.

Freda concluded his pre-sentation with a call for vot-ers to approve the budget. They’ll have the opportunity to do that May 20 from 6 a.m. to 8 p.m. with a paper ballot vote at the Mildred Wakely Recreation Center on Linsley Street.

From Page 7

Curbside voting is allowed in the town referenda and general elections.

Curbside voting is for citi-zens who are able to be pres-ent at the polling place, but unable to gain access due to a temporary physical incapac-ity. A ballot will be brought to the car or “curbside.” No proof of any incapacity need be shown to utilize curbside voting.

Drive up to the handicap parking spaces outside the voting district. Once curb-side voting is requested, both assistant registrars (election officials of opposing parties) will come out, examine your identification, return to the polling place and mark your name as “voting.” They will then bring a ballot, marking pen and privacy folder. The assistant registrars will cast the ballot into the tabulator.

To request curbside voting, call the registrars of voters office on the day of the elec-tion at (203) 239-5321, ext. 640 and request curbside voting. Identification at the polling place is required.

Precision Combustion wins NASA and small business grants

A future NASA trip to Mars with live astronauts may rely on a part engineered by North Haven’s own Precision Combustion, an energy tech-nology company on Sackett Point Road that was awarded a Small Business Innovation Research grant of $125,000 last week to work on the de-sign of a carbon dioxide stor-age system for NASA space craft.

The phase one grant may lead to a larger phase two grant of up to $1 million that will move the part closer to completion. “If we do enough on phase one, we get to phase two and then we’ll build a prototype for NASA testing,” said Kevin Burns, Precision Combustion president.

The part the company plans to make for NASA is a container that will compress, store and deliver carbon di-oxide in a space craft, using lower pressure.

“To get to Mars, we need to sustain astronauts during the trip. The oxygen they breathe out goes into the air. Our part takes what they breathe out and separates the CO2 so they can breathe oxygen again,” Burns said.

The part can be adapted for earth side uses, including safer carbon dioxide for hos-pitals, fire extinguishers and some industrial uses, he said.

The company welcomed Rep. Rosa DeLauro to its of-fices May 12 for a plant tour. DeLauro praised the com-pany and the SBIR grants, which help companies like Precision Combustion when

federal research assistance is being cut.

She criticized federal se-questration, which has cut funding. “We’re moving back on the research side and our leading position as a nation

on technology is at stake,” she said. “SBR is a gem of a program. As research dollars go up, your opportunity goes up, which leads to new hiring. The grants are about employ-ment as well as discovery and

design.”“Rosa has supported us

and helped save the SBIR program,” Burns said. “She is instrumental in providing support in the state for the aerospace business.”

Public Schools. It features weekly activities

at the library, community or-ganizations and businesses across town, all centered on the book Charlie and the Chocolate Factory by Roald Dahl.

On Saturday, families were treated to games including Wonka bingo, a candy walk, bean bag tosses, bowling, necklace making and nu-merous other crafts. Also on hand, live music by the North Haven High Jazz Band and chance to win tickets to an upcoming showing of the movie “Willy Wonka and the Chocolate Factory.”

“This is wonderful and such a great thing for the kids,” said Amy Mullen, whose six year old daughter, Brooke, won a pair of movie tickets.

An “Inventing Room,” set up on the main floor, offered kids the opportunity to cre-ate anything they wanted us-ing their imagination and the supplies provided.

“We had kids create things such as binoculars, frames, necklaces, and rockets. Some of them are very imagina-tive,” said Mary Ann Taran-tino, a volunteer with Friends of the Library.

Christopher Upton said he was excited to attend the carnival, as his family has im-mersed themselves in story of Charlie and the Choco-late Factory over the last few weeks.

“We’ve read the book and watched the movies, so this event is awesome,” Upton said.

The mission of “One Book, One Town” is to not only form a common bond throughout the community but to also promote literacy. Students in the North Haven schools have been provided with the book to read at home with their families and the schools will hold its own ac-tivities in relation to the book in the coming weeks.

More themed events will continue through the month of May including a “Quest for the Golden Ticket” game at the library for both adults and children. Game boards can be picked up at the library and include challenges, such as

attending events or visit-ing book-centered locations. Completion of the game board enters you a chance to win prizes, including a tour of Fascia Chocolates in Waterbury.

Two Story Walks, one at the Town Green and one

at Peter’s Rock, as well as the Story Hut at the library will also remain on display throughout May.

A complete listing of “One Town, One Book” events and activities can be found at the library or on the website www.northhavenlibrary.net.

The bill, H.B. 5299, pro-vides veterans with a greater opportunity to find employ-

North Haven firefighter fights Tay-Sachs disease

For the past five years Rich Filosi has been a committed member of the North Haven Fire Department where he proudly serves as a private and paramedic. Starting May 9, he’s taking a break from his fire duties to pursue another noble cause, fighting Tay-Sachs disease.

Filosi will hike solo from Bear Mountain to Mount Washington along the Appa-lachian Trail, a 340 mile ven-ture that will take 32 days. “I plan to be on the top of Mount Washington on June 12,” he said.

The trip takes him along the Appalachian Trail, from Connecticut to Massachu-setts and through Vermont and New Hampshire.

Filosi’s niece, Holly Ward, died just before her third

birthday from Tay-Sachs last year.

His goal is to raise $10,000 to fight the disease, which will be given to the Tay-Sachs & Allied Disease Association to help victim families and fund research.

“But the money isn’t the most important thing,” Filosi said.

“I want to raise awareness. There’s no cure for Tay-Sachs and one of every 250 kids has the possibility of suffering from it if the parents carry the gene.”

He advised prospective parents to be tested to see if they are carrying the gene.

Filosi is an avid hiker who is prepared for his trip with a full range of gear. He’ll also rely on friends and fam-ily members to meet him at drop points along the route with food.

Filosi is grateful to fire

Chief Vincent Landisio and his associates who will cover his shifts during his hike.

“This incredible effort by Firefighter Filosi to raise money and awareness for this horrible disease shows the commitment of firefighters to our communities,” Landi-sio said.

“The physical and mental endurance he will subject himself to, being on a trail for 32 days and 340 miles speaks volumes to his char-acter. The North Haven Fire Department wishes him the best of luck on this incredi-ble journey.”

To donate to Filosi’s mis-sion, go to gofundme.com/hikingforholly. To follow Fi-losi on his journey, go to face-book.com/HikingforHolly.

To learn more about carrier screening, visit www.NTSAD.org, the Tay-Sachs & Allied Disease Association site.

Op-Ed Taking a trip to Mark Twain’s house

My in-laws were in town last week, and the kids were dying to take them to the Con-

necticut Sci-ence Center. On Monday, we packed a lunch, and headed to Hartford for a day of learn-ing and fun. Too bad I didn’t remem-ber the Sci-ence Center is

closed on Mondays. Oops!Being the easy-going group

we are, we shuffled back to the car, and headed towards The Mark Twain House and Museum, just a few minutes away. Being a writer, this is a tour I was excited to take. Mark Twain, or Samuel Clem-ens as his parents named him, was an incredibly gifted word-smith, and a truly remarkable

character. I was thrilled to spend a few hours bathed in his words.

What I was decidedly not excited about, was taking an hour long tour in his home, a home furnished with beauti-ful and delicate antiques, with two small children. To ask my four and six-year-old to “not touch anything” is akin to ask-ing them to fly to the moon, and I was terrified we would break one of Connecticut’s treasures.

Sometimes, though, my kids surprise me, and on this day, they were quiet, respectful, and they looked with their eyes, not their hands. Our tour guide was wonderful, weaving tales of the Clemens family with humor and insight, and I could have happily spent another hour learning about Sam’s life, about the thoughts of the time, and about the beautiful home he and his

wife Olivia (Livy) built and loved.

The house is next to a mu-seum that took us through Mark Twain’s life and work, which included benches with headphones to hear a few of his stories. The kids loved this part, and it gave us adults the opportunity to focus on read-ing about Twain’s thoughts on slavery, poverty, technology, and his overall disgust with oppression on any level.

Peppered throughout the museum, engraved in bricks on the walls, are famous Mark Twain quotes. I couldn’t get enough of those.

“Always obey your parents when they are present.”

“Nothing so needs reform-ing as other people’s habits.”

“Man is the only animal that blushes. Or needs to.”

Mark Twain’s succinct com-mentary on human nature understandably speaks to us

as readers, and it is no wonder he is celebrated as one of the greatest writers of all time. It is said that he disliked that distinction. After all, most of the most celebrated writers are dead and, at the time, he was not.

I loved visiting The Mark Twain House and Museum. My family enjoyed hearing about his interactions with his daughters, we were enter-tained by his stories, and the entire day was woven with humor and history, which is perfect for learning about one of our nation’s greatest satirists.

I strongly suggest visiting The Mark Twain House and Museum. Expect to spend sev-eral hours, and to walk away wanting to reread some of Twain’s most famous works. Parking is free, and more in-formation can be found at www.marktwainhouse.org.

Indians lacrosse cracks state’s top 10

The North Haven High School men’s lacrosse team took its 7-1 record on the road recently to face the Gover-nors at Wilbur Cross High School in New Haven.

This proved to be a lop-sided affair as the Indians dominated en route to a 16-0 victory. Most importantly though for North Haven, the game was an opportunity for the locals to play many of the young up-and-coming guys on their roster.

In total, 10 different players scored for North Haven, led by three goals apiece from ju-niors Cole Pecora and Chris Broadbent.

The next day, it was an-nounced that the Indians, for the first time ever, were ranked in the top 10 in a state poll.

The Indians then took their 8-1 record to the North Haven Athletic Complex to take on the upstart Hamden Green Dragons.

Juniors Colin Uyeki and Chris Broadbent got the In-dians going with quick goals to open up a 2-0 first-quarter lead.

The Green Dragons coun-tered with a goal of their own to cut the lead to 2-1 by the end of the opening frame.

Hamden went on to score a pair of quick goals as the second quarter began to go ahead 3-2, but Uyeki cut in from behind the net to tie things up at 3-3 with 2:30 re-maining before halftime.

Fifty three seconds later, Cole Pecora slammed in an-other to put North Haven up 4-3, and the local boys never looked back.

Broadbent’s goal with three seconds left in the quar-ter sent the Indians into the break with a 5-3 lead.

Early in the third, senior Ethan Suraci took a face-off and stormed through the middle to score with a laser strike in the top left corner

of the net, and Broadbent followed with his third of the game shortly thereafter to widen the lead to 7-3.

Determined to climb back into this one, Hamden worked efficiently to pass its way down and score to cut the lead to 7-4.

Stemming the tide, Pecora scored seconds later and the Indians were back in control at 8-4.

For good measure, Uyeki and Pecora each scored again to expand the lead to 10-4 heading into the final frame.

Sixteen seconds into the fourth, senior Mike Hallo-ran slammed one in to open an 11-4 lead, prompting North Haven to rest its starters.

Hamden took advantage of this opportunity to cut into the Indians’ lead, but the vis-itors only managed to get as close as 12-7, the final score.

Pecora, Uyeki and Broad-bent each scored three goals to pace the balanced North Haven attack.

The Indians improved to 9-1 with the win.

By Kevin PatakySpecial to The Citizen

The NHHS men’s lacrosse team had just come off an 11-day layoff and traveled to Cheshire to play a Ram team it had never beaten, yet easily dismantled the home squad by a score of 17-6.

CHS junior Colin Uyeki led the charge, scoring seven goals, while fellow juniors

Cole Pecora tallied five and Chris Broadbent netted three in the assault.

From there, North Haven hosted Xavier, a team that had lost three in a row.

Perhaps overconfident, North Haven quickly found itself in a 2-0 hole and spent the rest of the opening frame digging out with a pair of

goals by Uyeki to end the quarter tied 2-2.

In the second quarter, the Falcons continually domi-nated the face-offs, which kept the ball away from the potent Indian scorers. This allowed Xavier to score four unanswered goals which opened up a 6-2 lead be-fore Pecora found the top left corner of the net to cut Cheshire’s deficit to 6-3 right before halftime.

Thirty-five seconds into the third quarter, the Indians appeared to have momen-tum shifting in their direc-tion when Broadbent took a

pass out in front of the Fal-cons keeper and deposited it in the net to cut Xavier’s ad-vantage to 6-4.

But the Indians would get no closer, as Xavier rattled off three straight goals to surge ahead 9-4. Broadbent scored again before the end of the third period to make it a 9-5 game, but the Falcons clearly were in control.

The fourth quarter proved to be more of the same as Xavier tallied three more scores to open a command-ing 12-5 lead before Broad-bent struck to make the final tally 12-6.

The loss was the Indians first at home this season and dropped them to 10-2 on the year.
