After announcing the re-sults at a special meeting on April 23, the Board of Fi-nance unanimously approved the budget initially presented on April 8 before it was op-posed by those who sought a 3.7 percent increase in school spending, instead of the 2.3 percent increase the board offered.

The town’s first robo call survey produced a solid

majority for the “no tax in-crease” option with 1,370 resi-dents selecting it over the tax increase option that was pre-ferred by 695 residents. The majority was 66.3 percent to 33.7 percent.

“We wanted to get valida-tion for the position and it was a large sample size with a two to one split,” said Board of Finance Chairman Richard Monico.

“I’m satisfied it’s a repre-sentation of what the public is looking for,” said First Se-lectman Mike Freda.

But school supporters in the audience weren’t happy with the outcome. “The pro-cess didn’t allow voters to be included in the poll,” said Ju-lie Bossenberry. “There were dropped calls or no calls.

8, changed his vote on April 23 and supported the lower increase in school spend-ing. “It’s a tough love situa-tion with a worthy cause,” he said. The worthy cause is the middle school referendum in June, which must be ap-proved by voters to authorize the renovation of the school.

Freda indicated if the bud-get doesn’t pass at the May 20 referendum, it will have to

be included with the middle school vote in June and “both referendums won’t pass,” he said.

A budget of $88,857,841 in-cluding $48,051,239 for school spending was approved by the Board of Finance April 23. The vote proceeded quickly after a lengthy discussion of the robo call program. The budget will be presented at a town meeting May 12 be-fore the referendum vote on May 20.

North Haven shoppers at Michaels, the chain of arts and crafts stores with a loca-tion on Universal Drive, may have had their credit card data exposed.

The company recently re-leased information about a data breach that impacted many of its stores, including North Haven, for shopping that took place from May 8 to July 29, 2013.

“Only a small percentage of payment cards used in the af-fected stores during the times of exposure were impacted by this issue,” the company said in a press release. “The

analysis conducted by the se-curity firms and the company shows that approximately 2.6 million cards may have been impacted, which represents about 7 percent of payment cards used at Michaels stores in the U.S. during the relevant time period.”

Customers who shopped at Michaels during that time pe-riod, should review account statements for unauthorized charges, the company sug-gest. Those who suspect that a payment card may have been affected, you should im-mediately contact your bank or card issuer.

The company also said it is offering identity protection credit monitoring services to affected customers for 12 months at no cost. It is also

offering a fraud assistance service for 12 months.

Like other retailers that have been hit with a data breach, including Target and Neiman Marcus, Michaels discovered that its stores were attacked by criminals using highly sophisticated malware.

An Illinois consumer sued Michaels in January for breaching an implied prom-ise to protect her credit card information.

The Town of North Ha-ven Budget Referendum is scheduled for Tuesday, May 20, at the M. Wakeley Recreation Center, 7 Lins-ley St. Polls are open from 6 a.m. to 8 p.m.

The annual town budget meeting is scheduled for Monday, May 12, at 7 p.m. in the North Haven High School auditorium.

All North Haven regis-tered voters are eligible to vote in North Haven’s budget referendum. North Haven property owners are eligible to vote pro-vided they are U.S. citi-zens, 18 years or older, and are recorded in the last

completed grand list as personally owning prop-erty assessed for over $1,000. Property in trust, LLC and corporations are not considered.

Voter registration ap-plications are available at the town hall and online at town.north-haven.ct.us. Deadline for voter registra-tion is the close of business the day before the referen-dum. Absentee ballot ap-plications are available through the Town Clerk’s Office, Monday through Friday, 8:30 a.m.- 4:30 p.m. beginning May 1.

Men pose as water co. workers, break into homes

Two men posing as water company employees broke into North Haven houses on April 23, but no items were reported missing.

The incidents occurred on Cloudland Road and Bowen Road during the afternoon and were reported by the South Central Connecticut Regional Water Authority and confirmed by the police.

The men were described as white males in their 30s or 40s who may have been driv-ing a white pickup truck.

Lt. Stanley Lofquist said the police responded to calls from home owners. In the first incident on Cloud-land Road one man lured the homeowner out of his house and the other man en-tered the basement, but the homeowner said nothing was taken.

In the second incident on Bowen Road, the men told the resident they were doing wa-ter repairs, entered the house

and turned on the washing machine. They asked to be paid, but the home owner didn’t pay them.

“Customers should be sus-picious of anyone who unex-pectedly comes to their door claiming to be from the Re-gional Water Authority re-questing to check the pipes, water pressure or valves or get a water sample,” said Re-gional Water Authority Po-lice Captain Paul M. Schilling. “If the person at your door doesn’t show you an em-ployee identification card or give you time to examine it,

do not let them in your home. It is extremely rare that an RWA employee will come to a home without an appoint-ment, but if they do, the em-ployee will always have a company-issued photo ID.”

Lofquist said scams like these are frequently at-tempted on seniors. “They prey on senior citizens and try to get them out of the house and claim they’re from the water company or doing chimney repairs.”

The police visited both houses on Wednesday but no arrests have been made.

Curbside voting is available at the town referenda and general elections, according the North Haven Registrars of Voters.

Curbside voting is for citi-zens who are able to be pres-ent at the polling place, but unable to gain access due to a temporary physical incapac-ity. A ballot will be brought to the car or “curbside.” No proof of any incapacity need be shown to utilize curbside voting.

Drive up to the handicap parking spaces outside the voting district. Once curb-side voting is requested, both assistant registrars (election officials of opposing parties) will come out, examine your identification, return to the polling place and mark your name as “voting.” They will then bring a ballot, marking pen and privacy folder. The assistant registrars will cast the ballot into the tabulator.

To request curbside voting, call the registrars of voters office on the day of the elec-tion at (203) 239-5321, ext. 640 and request curbside voting. Identification at the polling place is required.

The New Britain Rock Cats announce an art con-test, Strike Out Smoking, a partnership with the Amer-ican Lung Association of the Northeast, for children 3 to 16. Artwork must convey the theme of no smoking and can incorporate base-ball. Entries must be origi-nal in concept, design and execution. All mediums are acceptable (pastels, water-color, oil, charcoal, etc.).

for Strike Out Smoking be-comes the property of the American Lung Associa-tion and the New Britain Rock Cats.

The winning entry will be printed and distributed to the first 1,500 children at the 10:35 a.m. game on May 22. The winner and their entry will be announced on the video board during the game. The winner will be eligible to throw out the first pitch in that game

if they so choose and will also receive four tickets to any future home game.

chocolate pizza, cupcake de-sign, stories and crafts will be held at locations includ-ing the library, Senior Center, Barnes and Noble, Starbucks, and area restaurants.

Most events are free though registration is required.

“We’re very excited to be involved,” said Judy Ama-rone, director for the North Haven Senior Center. “It’s nice for us to collaborate and support the library, because it’s not just a place for kids. This event is going to be fun for everyone all around.”

At the school level, through funding from the PTA’s and North Haven Education Foundation, each family will receive a copy of the book to take home to read.

Teachers will also be read-ing the book in the class-rooms and individual schools will hold programs to culmi-nate with the story.

“We will have a literacy celebration for our students and their families,” said Ma-rie Santore, literacy leader at Green Acres Elementary

School. “It’s a fun night with learning games and activities where everything resonates around the book.”

Several educational spots have been set up around town including two Story Walks, one at the Town Green and one at Peter’s Rock, as well as a Story Hut at the library.

“Roald Dahl used a Story Hut to write all of his chil-dren’s stories so we have created a hut here where children can write or draw stories,” LaTerza said. “At the end of this program we will compile it all into a book that will be available at the library to check out.”

The library is also hold-ing a “Quest for the Golden Ticket” game for both adults and children.

Game boards can be picked up at the library and includes challenges, such as attending events or visiting book-cen-tered locations.

Completion of the game board offers participants a chance to win prizes, includ-ing a tour of Fascia Choco-lates in Waterbury.

For those adults who have

not read the book, keep an eye out around town as 150 copies of the book have been distrib-uted and labeled for people to “take, read and pass on”.

“It’s a classic. Adults and children should read it,” LaT-erza said.

While activities for “One Town, One Book” begin May 3, an official kick-off carnival will be held on Saturday, May

10, from 11a.m. to 2 p.m. at the library and recreation center.

There will be crafts, games, characters visits, live enter-tainment, food and a chance to win tickets to a free show-ing of the movie “Willy Wonka and the Chocolate Factory” on May 18.

“It’s been a true commu-nity effort,” LaTerza said. “We’re excited to show every-

one what we’ve been working on but most of all, we hope to get our message out there, which is to read, even if it’s five minutes a day, just read, it’s so important.”

AHA deems May as American Stroke MonthDuring American Stroke

Month in May, The American Heart Association/American Stroke Association has des-ignated May as American Stroke Month. Two factors to know that may save a life are: Know if you are at risk for stroke and know the stroke warning signs and what to do in a stroke emergency.

Stroke is the No. 1 prevent-able cause of disability and the fourth leading cause of death in the United States. Someone in the United States has a stroke every 40 seconds, yet 80 percent of strokes are preventable.

Knowing if you are at risk

for stroke is highly important, because many risk factors can be modified and con-trolled. The No. 1 stroke risk factor is high blood pressure. Nearly 78 million Americans have high blood pressure and many more aren’t even aware that they have it. It’s import-ant to check your blood pres-sure regularly and talk to your doctor about healthy levels for you.

Through the American Stroke Association’s To-gether to End Stroke initia-tive, the association provides information and tools to help people to prevent, treat and beat stroke. A free stroke

risk assessment, available at StrokeAssociation.org/strokemonth, helps individ-uals to evaluate their per-sonal stroke risk and to work with their doctor to begin a prevention plan. The acro-nym F.A.S.T. was determined to help people recognize a stroke:

F - Face Drooping: Does one side of the face droop or is it numb? Ask the person to smile.

A - Arm Weakness: Is one arm weak or numb? Ask the person to raise both arms. Does one arm drift downward?

S - Speech Difficulty: Is speech slurred, are they un-able to speak, or are they hard to understand? Ask the per-son to repeat a simple sen-tence like, “The sky is blue.” Is the sentence repeated correctly?

T - Time to call 9-1-1: If

the person shows any of these symptoms, even if the symptoms go away, call 9-1-1 and get them to the hospital immediately.

Choir scheduling auditions

The Quinnipiac Chamber of Commerce’s annual busi-ness showcase at the Best Western Plus Hotel on April 24 attracted a large crowd of local business profession-als who enjoyed speed net-working and a trivia contest as they interacted with local business owners.

At the speed networking event, business profession-als sat down on a long row of chairs and engaged in quick conversations with the pro-fessional sitting across from them before moving to the next seat and engaging in conversations with a new

business partner. It wasn’t speed dating, but it was close.

More than 500 business professionals from North Haven, Wallingford and sur-rounding communities at-tended the event and sixty businesses set up booths to showcase their products. WQUN, the Quinnipiac University radio station, the YMCA, the Wallingford Country Club, Dino’s Seafood and other area businesses were exhibitors at the show.

Nicholas Raymond Gabucci HAMDEN — Nicholas Raymond Gabucci, 26, of Hamden, passed away

peacefully on Sunday, April 20, 2014, at Yale-New Ha-ven Hospital. Born in New Haven on Oct. 5, 1987, he was

the beloved son of Ray-mond M. and Sheila Con-nell Gabucci. Nicholas was a 2006 graduate of Ham-den High School; attended Central State and Southern Connecticut State Univer-sities and was studying culinary arts. He was very active with little league baseball in his earlier years, played lacrosse at Hamden High School, was a N.Y. Mets and Rangers fan. He was the loving broth-er of Christian T. Gabucci; beloved grandson of Timo-thy and Anne Connell, Ray-mond A. and Lucy Gabuc-ci; loving nephew of Susan and Matthew Marchini, Judith and Jon Northway, Donna Salvi and Jason Gabucci; also survived by many cousins. Family and friends are in-vited to go directly to Bless-ed Sacrament Church, 321 Circular Ave., Hamden on Friday, April 25, to attend a Mass of Christian buri-al. Anthony Massaro NORTH HAVEN — An-thony “Barney” Massa-ro, 85, of North Haven,

passed away p e a c e f u l l y on Thurs-day, April 24, 2014, at his home sur-rounded by his family. He was the hus-

band of the late MaryAnn Beck Massaro. Barney was born in New Haven on Jan. 8, 1929, son of the late Pasquale and Antoinette Arcangelo Mas-saro; obtained his bache-lor of science degree from the University of Bridgeport and had worked as a drafts-man/engineer for Pratt & Whitney for over 35 years until his retirement. Barney was a fan of the New York Yankee and UConn girls and boys basketball teams. He was father of Patricia Massaro, Anthony (Nich-ole) Massaro and Michael (Laura) Massaro; grandfa-ther of Robert Marone and Jonathan Knickerbocker; brother of Angelina (Mike) Chialastri and the late Pasquale Massaro; broth-er-in-law of Lorraine Mas-saro. Also survived by niec-es, nephews; great-nieces and great-nephews. Funeral services were conducted in the North Haven Funeral Home, 36 Washington Ave., Monday, April 28, with the Rev. Joseph R. Finelli, Sr.NORTH HAVEN — Jo-seph Ralph Finelli, Sr., 90, formerly of

M a n -sfield Road, North Hav-en passed away peace-fully on Sat-urday, April 26, 2014, at the Regen-

cy House, Wallingford. He was the beloved husband of 69 years Joseph Ralph Finelli, Sr., 90, of Bran-ford, formerly of Mansfield Road, to Josephine Re-denti Finelli. Joseph was born in New Haven on Aug.22, 1923, son of the late Giovanni and Maria Michele Cap-pelli Finelli; he served his country faithfully in the U.S. Navy during World War II having received the American Area and Asiat-ic-Pacific Ribbons. Joseph was the owner and opera-tor of the former Statewide Motors of North Haven for many years and a partner with Empire Car Wash of North Haven and the State Street Associates. He was a member of the Great-er New Haven New Cars Dealers Association; the New Haven Lion’s Club and the Knights of Colum-bus-Father Donaher Coun-cil, North Haven.

He was the loving father of Mary (Louis) Giangola, John Finelli and Joseph (Rosemary) Finelli; beloved grandfather of Dina (Peter) Guarino, Louis and Chris-topher Giangola, John, Lindsay and Joseph Fi-nelli, Michael (Amanda) Fi-nelli; great-grandfather of Gabriella, Sofia and Peter Guarino, John Finelli, Jr., Skyler and Lilly Finelli, and Mackenzie Finelli whose due in August; loving brother of Carmel Finelli, Gloria Callandrelli, John Finelli, Concetta Camera and the late Rose Damiati, Antoinette Travaglino and Mollie Pascale. The family would like to extend a special “thank you” to all the nurses and staff of the Regency House for the excellent, loving care they provided to Jo-seph and their family. He was a former member of the West Ridge Volunteer Fire Department and was a New York Rangers fan. He was the loving father of Peyton Lynn Rowland, Jillian Marie Rowland and Lindsey Elizabeth Rowland; brother of Katherine (Aar-on) Stone. He was prede-ceased by his father-in-law and mother-in-law, Peter and Carol Rawlick. Fracking dangers

To the editor:

One of the biggest issues facing the Connecticut Leg-islature this session is how will they deal with the issue of fracking waste. Will they ban it coming into the state as Bill 237 asks or will they compromise, as the governor wants — what will happen? That is one of the biggest is-sues facing the state this ses-sion. Facking waste is both toxic and radioactive. It is a big issue.

Last season’s North Haven men’s lacrosse team went 8-8 and qualified for the state playoffs in Class M, losing a first-round game to eventual state champ Wilton.

The 2014 Indians returned a strong core from that team, including four seniors: cap-tain Ethan Suraci, Mike Hal-loran, Shane Brennan and Alex Baglioni.

The Indians started out this spring with four straight wins, toppling Shelton, Notre Dame-West Haven, Branford and Daniel Hand.

North Haven’s greatest challenge thus far involved a trip to Guilford, last year’s SCC tournament runner-up.

After falling behind 4-0 in the first quarter, North Ha-ven held Guilford scoreless in the second while managing to tally a goal before the half.

An explosive third period saw the visitors net five more goals and cut their deficit to 8-6. But despite outscor-ing Guilford 4-3 in the final frame, North Haven dropped its first of the season by an 11-10 margin.

From there, a pair of blow-out wins over new programs Lyman Hall and Jonathan Law pushed the Indians’ record to 6-1. North Haven then ran up against undefeated Amity.

It was a cold, rainy day when the Indians hosted the Spartans.

North Haven scored the first four goals and looked to be in complete control before Amity tallied once before the close of the first quarter.

In the second, the Spartan defense tightened and the visitors began to score.

Out-shot and outscored, North Haven still managed to cling to a 6-5 halftime lead.

Amity controlled the third quarter as well and outscored North Haven 2-0 to take a 7-6 lead.

The Spartan momentum carried into the fourth quar-ter, where they scored the first two goals to pull ahead 9-6.

A North Haven timeout began to turn the tide in the favor of the home team, as the Indians came out shoot-ing, scoring four unanswered goals to claim a 10-9 win in this physical match.

North Haven improved to 7-1 with the win. Sophomore Chris Broadbrent led the lo-cals with five goals, while senior Cole Pecora and soph-omore Colin Uyeki each net-ted a pair for the victors.

Representatives from seven different school dis-tricts converged on the CIAC offices April 22 and 23 to take part in the Risk Management Training and Assessment Pi-lot Program provided by the National Center for Spectator Sports Safety and Security. Connecticut was the second of three states to offer this pi-lot training program intended to help school districts ad-dress the risk management concerns associated with in-terscholastic and after-school activities.

With school representa-tives including superinten-dents, principals, athletics directors and school resource officers in attendance the training program detailed policies and procedures schools could put in place to help prevent and respond to incidents in after school programs.

The in-depth training program led by retired FBI instructor David Corder-man and Jeff Stonebreaker a Lieutenant with the Orange County Sheriff’s Office in Or-lando, Florida, consisted of seven modules in which the attendees worked through various components of risk management. As an in-prog-ress pilot program the attend-ees also provided feedback on the training while gaining the valuable insight provided by the experts. The program included group discussion and extensive information in areas such as identifying and prioritizing risk, orga-nizational teamwork, risk assessment and planning, training and exercise, and implementation. Gwen Hess of the Department of Home-land Security was also in at-tendance for the first day of the program.

The pilot programs, with the support of Assa Abloy, are taking place in three states with Connecticut and Mississippi having already hosted programs and Indiana serving as the third site in the coming weeks. There is hope the training will be widely available in the future to pro-vide the valuable training and information to as many school districts as possible.
