The JIT has recommended subsidy based on the actualcapacity measured by it i.e. 5964 MT. However, capacity asper DPR is 5800 HT and as per bank appraisal it is581 9 HT. Therefore division proposes to restrict thesubsidy as per bank appraisal i.e. 581 9 HT. Therefore,EPCfor 5819 MT @ Rs 7326/- per MT. works out to Rs426.30lakh. Accordingly the actual subsidy works out to Rs 149.20lakh. PACmay kindly consider for release of full and finalsubsidy amounting to Rs 149.20 lakh only under SCPcategory.

In this regard, it is submitted that the promoter has submitteda letters issued by Local self Govt. i.e. Gram Pradhan, GramPanchayat Firozpur, Sambhal (UP) and also an affidavit statingthat at least 50% of their cold storage capacity would be usedfor storing produce of scheduled caste farmers andaccordingly they have requested to consider their case forrelease of subsidy under SCPcategory. 3. PROPOSALS UNDER THE SCHEME "TECHNOLOGY DEVELOPMENT ANDTRANSFER FOR PROMOTION OF HORTICULTURE" (SCHEME-III)

4. POLICY ISSUES UNDER SCHEME-I

(i) Issuance of LOI to MIs. Tanvi Foods (India) Pvt. Ltd., Guwahati, Assam

The committee after detailed discussion and decided that LOI for refer vans may be

considred to M/s Tanvi Foods (India) Pvt. Ltd., 60 Mother Teresa Road, Guwahati,

Assam (NHB/LOI/18AAS/0000921) for purchasing of 5 refers vans subject to the

condition that proposed refer vans should be registered with RTO under jurisdiction of

Govt. of Assam as the company has submitted the documents that company is having its

office at Guwahati and the proposal is considered for LOI for NERegion.

5. POLICY ISSUES UNDER SCHEME.2

i. MIs Rain Towers Cold Storage, ShilIong

PACdiscussed the case of M/s Rain Towers Cold Storage, Shillong regarding insulation

thickness of PUF panel and other missing components in the project, After detail

discussion and in view of the advice of technical experts about PUF panel thickness

which could not be changed now as construction is already over, The committee

decided that unit may be considered under norms for CSTypes-1 for a capacity of 4240

MT (as per Technical Scruity/PAC decesion) subject to installation/completions of all

other missing components as per scheme guidelines and upon receipt of JIT report

confirming NHB's cold standards and installation of all other lacking documents

c?mponents.

ii. Proposal of MIs Gati Kausar India Ltd., ViIlage-AIamgirpur, Pataudi Road,Dharuhera, Distt.-Rewari (Haryana).

The Matter was discussed in detail in the light of circular no. NHB/Circular/2016-17/165dated 19.04.2016 of NHB. It was felt that decision not to accept the new subsidy claimswhere term loan was sanctioned after 30,04.2014 was taken in view of the fact that thecommitted liability of NHB was in excess of reduce tentative budget to NHB during2016-17. Therefore, in the light of this decission and also the fact that this project hasbeen received in NHB after 30.04.2016, it was decided that it may not be possible forNHBto consider and accept this project at this stage.

6. MoFPI Projects

MIs. Western HilI Foods Limited, Sy. No. 477 & 478, Village: Thorandale,Taluka: Ambegaon, Distt. Pune (Maharashtra)

The Project Approval Committee discussed the above said proposal in the presence ofrepresentative of MoFPI for release of 3rd & final installment of grant-in-aid sanctioned

by MoFPI under its scheme of Integrated Cold Chain. The Committee discussed the

proposal in detail in the light of satisfactory report of the Joint Inspection team

consisting of Dr. Kailash Chand Tomar, Dy. Director, NHB Pune, Shri Bhimesh Nanda,

AGM, Andhra Bank, CAMP Pune, Shri S. K. Tiwari, Ministry of Food Processing

Industries, GoI, Shri Nilay Kumar, IL&FS Clusters, Noida in presence of Director, Shri

Parag Hande and Shri B.M. Bende, CMD, M/s. Western Hill Foods Limited, Maharashtra

on 9th September, 2016 and in the light of observations & recommendation of IL & FS

after scrutiny of the documents furnished by the promoter and details of re-calculation

of the MoFPI grant submitted by IL & FS vide its letter dated 04.10,2016 as per


guidelines under MoFPI Scheme. It is also submitted that the IMAC in its meeting held

on 04.08.2016 for consideration, IMAC has approved extension of timeline for

completion of project till 31st July, 2016 vide its ietter dated 19.08.2016 issued by

MoFPI to the Mis. Western Hill Foods Limited with a copy to the MD, NHB.

After detailed discussions, the Project Approval Committee (PAC) with the concurrence

of representative of MoFPI approved the proposal for release of Rs 166.387 lakh

(Rupees one crore sixty six lakh thirty eight thousand seven hundred only) as 3rd& final

installment of non-recurring grant in aid of MoFPI as per scheme guidelines & grant

would be released after receipt of valid consent to operate to Mis. Western Hill Foods

Limited, Sy. No. 477 & 478, Village: Thorandale, Taluka: Ambegaon, Distt. Pune

(Maharashtra) under MoFPIScheme.
