You will provide public health leadership to improve the health of mothers, babies and children in NHS Greater Glasgow and Clyde with a particular focus on reducing inequalities in outcomes by providing input to the development of maternal and child health services in NHSGGC, translating evidence-based policies into practice and generating evidence of effectiveness where necessary. NHS Greater Glasgow and Clyde is responsible for the health needs of a population of approximately 1.2 million living in the 6 local authority areas within the Board’s overall area. 1. Job summary

The post holder will provide public health leadership to improve the health of mothers, babies and children in NHS Greater Glasgow and Clyde with a particular focus on reducing inequalities in outcomes.

The post holder will have public health responsibility for development, implementation and delivery of local policies and for developing inter-agency and interdisciplinary strategic plans and programmes that improve the health of mothers and children.

The post holder will provide expert public health advice and leadership to support and inform an evidence-based approach within ethical frameworks for developing

high quality equitable services, across primary, secondary and social care, and across sectors including local authorities and voluntary organisations.

The post holder will develop and utilise information and intelligence systems to underpin public health action across disciplines and organisations, leading collation and interpretation of relevant data and publish annual maternity, children and young people’s health and wellbeing profiles to monitor and evaluate the impact of interventions on mothers’ and children’s health.

The post holder will lead, commission or undertake public health research, audits or projects, and translate research findings into public health practice.

The post holder will provide active public health representation into local authority and national committees whose decisions ultimately impact upon the health of mothers and children in NHSGGC.

The post holder will provide consultant/specialist leadership to the wider Health Services Section, the Public Health Directorate and will deputise for Head of Section or Director of Public Health when required.

The post holder will be expected to be able to cope with multiple and changing demands, and to meet tight deadlines. A high level of intellectual rigour, political awareness, negotiation and motivation skills and flexibility are required. The post holder will deal with complex public health issues, advise and make recommendations regarding services, patient care and wider determinants of health. A high level of tact, diplomacy and leadership is required and an ability to understand other organisational cultures, advise, challenge and advocate to enable effective working across organisational boundaries and influencing without direct authority.

In discharging these responsibilities, the postholder will maintain and develop effective working relationships with the wide variety of individuals and organisations who impact on the health of the mothers, children and families. In particular, s/he will as part of the Public Health Child Health Team, work closely with the NHSGGC Lead Director for Children’s Services and team to ensure the effective delivery of the Children’s planning framework. This in turn will require the postholder to work closely with, among others, the NHSGGC Child Health organisational structures, local authorities, regional and national networks and academic departments with an interest in maternal and child health.

1. Other dutiesThere are opportunities for the post holder to develop other areas of interest in public health in health improvement or health services. There will also be occasions when Board and Directorate priorities require the post holder to undertake duties under the direction of the Director of Public Health.

2. The employing organisation NHS Greater Glasgow and Clydes provide services to almost a quarter of the entire Scottish population. The public health issues within the community are significant and challenging.

responsible for the health needs of a population of 1.2 million people; Glasgow itself has a population of nearly 600,000. The geographical area covered by NHS Greater Glasgow and Clyde is diverse; it covers both urban and rural locations in the Glasgow and Clyde area. As such it presents considerable challenges in ensuring that the health needs of the population are met.

3. Public Health Directorate The directorate is organised in multi-disciplinary managed teams around the three domains of Public Health (i.e. Health Protection, Health Services and Health Improvement). Each section has capacity for section management and integration of programmes and administration across the Directorate. A consistent approach operates for systems management and governance through business management and administrative support. All programmes are underpinned by evidence based practice with research and evaluation capacity.

4. Health Services SectionThe functions of this section include surveillance and assessment of the population’s health and well-being; policy and strategy development; assessment of the evidence of effectiveness of interventions, programmes and services to meet the health needs of the population; provision of expert public health advice and leadership to support and inform an evidence-based approach to planning and service redesign. Integrated within this approach, the section facilitates the delivery of health improvement interventions and service delivery. This section co-ordinates NHS Greater Glasgow and Clyde screening programmes, is involved in clinical governance issues requiring public health input and leads the development of national programmes or initiatives for primary and secondary prevention of diseases including screening and other health services delivered public health interventions. This section develops and utilises information and intelligence systems to underpin public health action across disciplines and organisations, leading collation and interpretation of relevant data.

The section has at its centre leadership and support capacity that enables integrated work streams both within the Section and also with other external teams. This ensures that the smaller topic- specific teams within the Health Services Section benefit fully from the considerable opportunities created by the working arrangements, including cross – functional working, shared strategic planning and a wider range of delivery opportunities.

5. Training and CPD arrangementsNHS Greater Glasgow and Clyde supports continuous professional development for all staff and attaches considerable importance to its staff development strategy. The postholder is expected to:

participate in CPD and is encouraged to take part in events designed to widen knowledge and expertise in all areas, not only those relating to their own area of work;

contribute to the training of specialty registrars and other junior doctors within the Directorate;

contribute to the postgraduate and undergraduate teaching at the University of Glasgow.

6. Management arrangementsThe postholder is accountable to the Health Board via the Head of the Health Services Section and the Director of Public Health. The postholder will also report to the Lead Director for Children’s Services for some areas of work. An initial job plan will be agreed with the successful candidate prior to that individual taking up post, by the Head of Health Services and the Lead Director for Children’s Services. This job plan will be reviewed as part of the annual job planning process.

The postholder will be a Competent Person under the provision of the Public Health (Scotland) Act 2008.

7. Professional obligations The post holder will be expected to:

participate in the organisation’s staff appraisal scheme and departmental audit, and ensure appraisal and development of any staff for which s/he is responsible

contribute actively to the training programme for Specialty Registrars in Public Health Medicine as appropriate, and to the training of practitioners and other professionals within the Board;

pursue a programme of CPD, in accordance with Faculty of Public Health requirements, or other recognised body, and undertake revalidation, audit or other measures required to remain on the GMC Specialist Register or other specialist register as appropriate;

practise in accordance with all relevant sections of the General Medical Council’s Good Medical Practice and Faculty of Public Health’s Good Public Health Practice.

Key areas of responsibilityThe job description will be subject to review in consultation with the postholder and in the light of the needs of NHS Greater Glasgow and Clyde as employing organisation and the development of the speciality of public health and any wider developments in the field of public health.

The key result areas relate to the public health/ public health medicine contribution to maternal and child health for all of Greater Glasgow and Clyde. In each of the key areas listed below, the post holder will be required to provide a consultant level service, in accordance with appropriate professional standards. UK standards for public health/ public health medicine practice are currently specified by the Faculty of Public Health, and will be subject to periodic amendment. For some areas of practice, additional standards are specified at a national or local level.

Surveillance and assessment of the population’s health and well-being To maintain and develop an effective system for the surveillance of maternal

and child health linking the Board’s surveillance system with the national surveillance system.

To design, develop and utilise information and intelligence systems to underpin public health improvement and action across relevant disciplines and organisations.

To write and contribute to local and national reports on the health of mothers and children in Greater Glasgow and Clyde.

Assessing the evidence of effectiveness of health and healthcare interventions, programmes and services

To provide expert public health advice and leadership to support and inform an evidence-based approach to maternal and children services, working in environments where barriers to acceptance may exist.

To contribute to service development, evaluation and quality assurance and governance of services to reduce the impact of adverse circumstances to maternal and child health and for preparing and adjusting action plans in line with changing needs and changing geographical boundaries.

Policy and strategy development and implementation To contribute to the development, implementation and delivery of local and

national policies and to contribute to the development of inter-agency and interdisciplinary strategic plans and programmes that improve the health of mothers and children;

To provide public health advice and perform the duties of the Competent Person for the six local authorities within the Board area.

Leadership and collaborative working for health In collaboration with relevant stakeholders to identify problems, define

objectives, prepare plans and set targets to improve the health of mothers and children in Greater Glasgow and Clyde, taking into account the need to reduce health inequalities;

Take an active role in ensuring the early years collaborative achieves improved health outcomes for mothers and children in NHS Greater Glasgow and Clyde;

To be a member of, and contribute to, relevant strategic and operational groups in child and maternal health within the area.

Health improvement To work with local communities helping them in addressing the issues relevant

to maternal and child health using community development and asset based approaches, as appropriate.

To reduce inequalities in health outcomes.

Health protection To contribute to the provision of an emergency 24 hour rota for health

protection covering NHS Greater Glasgow and Clyde. (Overall frequency currently 1 in 9 with prospective cover, mainly first on call but occasionally second on call covering StRs).

Undertake duties in relation to emergency planning. Attend port health call-outs at Glasgow International Airport and the port of

Greenock.

Service improvement To lead, support and encourage relevant activities to improve service quality

and safety, manage risk and reduce hazards (including clinical governance) with respect to maternal and child health within Greater Glasgow and Clyde.

To provide advice as required, given local arrangements, to local authorities and other partners on the provision of services within Greater Glasgow and Clyde area.

Public health intelligence To analyse and evaluate quantitative and qualitative data and research

evidence from a range of sources to make recommendations and inform decision making which has long term impacts on maternal and child health.

To compare, analyse and interpret highly complex options for running projects identified as priorities, and communicate this information across organisations and the local community.

To lead on, plan and design agreed aspects of the assessment of health needs, health inequalities, and health impact assessment with respect to maternal and child health, to identify areas for action within the local population based on the best available evidence, and to be responsible for short and long term planning and for providing advice on interventions for relevant groups of populations.

Academic public health/ research and development To work with health services researchers and others to develop the research

evidence base required to support maternal and child health outcomes improvement, both initiating and collaborating with research as appropriate and linking with relevant academic institutions.

To undertake and commission literature reviews, evaluative research surveys, audits and other research as required to inform equitable service delivery and

reduce health inequalities. This may involve taking the lead on R&D public health and related activities for NHS Greater Glasgow and Clyde.

GENERAL CONDITIONS

Terms and conditions of service

The post is subject to NHS Terms and Conditions.

Those candidates who meet the requirements for appointment as a Consultant in Public Health Medicine will be eligible for the current NHS Consultant Contract salary scale and on-call availability supplement (currently 5%). This post is for a full time (10 PAs) consultant. The job plan consists of 9 PAs of direct clinical care and 1 PA of supporting activity.

Those candidates appointed as Consultants in Public Health will be eligible for NHS Agenda for Change Band 8d.

Base The post is based between West House, Gartnavel Royal Hospital, 1055 Great Western Road, Glasgow, G12 0XH and Children’s Services, Glasgow East CHCP, Templeton Centre, Templeton Street, Glasgow but will involve travel within the health board area for which appropriate mileage rates will be paid. The postholder will be expected to be available for on call for health protection and to participate in the communicable disease and environmental hazards control and emergency planning arrangements within the Board area.

ResidenceThe postholder will be required to live (or reside while on-call) within 40 minutes travelling time of Glasgow Airport.

Data protectionIf required to do so, the postholder will obtain, process and/or use information held on a computer or word processor in a fair and lawful way. Short listing notes The Faculty of Public Health advises that in order to be short listed for a consultant post applicants who are not yet on the GMC Specialist Register/GDC Specialist List in dental public health/UK Public Health Register (UKPHR) must provide verifiable signed documentary evidence that an application for inclusion on one of these specialist registers is in progress as follows:

1. Applicants in training gradesPublic health Specialist Registrars and Specialist Trainees in a recognised UK public health training scheme must provide evidence to confirm that they are within SIX months of award of their certificate of completion of training (CCT) and inclusion in the GMC Specialist Register/GDC Specialist List in dental public health/UKPHR at the date of interview (i.e. the expected date of award of their CCT must fall no more than six months after the date of interview). The documentary evidence should be:

Either a RITA Form G (Final Record of Satisfactory Progress) or a letter from the postgraduate dean (or Faculty Adviser) specifying the expected date for completion of training (which must be not more than six months after the date of interview).

2. Applicants in non training grades

2.1 Doctors (i.e. medical practitioners)

Doctors outside recognised UK public health training schemes fall into a number of categories:

those who have trained outside the UK, who may have specialist training and qualifications which they are seeking to have recognised by the Postgraduate Medical Education & Training Board (PMETB) in order to gain registration with the GMC: these doctors may be short listed according to the following 2005 guidance from the Department of Health and Scottish Executive which indicates that There will be some instances (for example when considering applicants trained outside the UK) where an AAC may choose to interview a candidate prior to [GMC] Specialist Register entry. In these circumstances, it will wish to be satisfied that subsequent Specialist Register entry is likely. Employers should ask the applicant to provide documentary evidence that he/she has submitted an application to the PMETB which is eligible for consideration at the time of application (for short listing).

those who have not completed specialist training in the UK who are seeking entry to the GMC Specialist Register through Article 14 of the European Specialist Medical Qualifications Order (ESMQO), which allows the PMETB to consider not only training but also relevant experience: these doctors may have trained in or outside of the UK. Again, employers should ask the applicant to provide documentary evidence that he/she has submitted an application to the PMETB which is eligible for consideration at the time of application (for short listing).

Employers are advised that individuals should not take up consultant in public health medicine or consultant in public health posts (including DPH posts) until such point as they have gained entry to the GMC Specialist Register/GDC Specialist List in dental public health/UK Voluntary Register for Public Health Specialists. Although applicants will be able to provide documentary evidence that an application is in progress, no guarantee can be made as to the outcome of an application to the GMC/GDC/UKPHR specialist registers.

The above guidance applies to applications for both general and defined specialist registration with the UKPHR. Individuals with defined specialist registration are eligible for consideration for short listing for, and appointment to, consultant posts including

The majority of the job consists of actions to support the health of pregnant women and the child population through the activity delivered by health services and action to support improvements in health and its wider determinants. This work focuses on using information and evidence to facilitate quality improvement in order to improve health and bring about greater equity of outcomes within the population.

working within the component NHSGGC entities and partnership working with other agencies which have a locus in the creation of health for children and families.

The post requires the articulation of a clear vision of maternal and child health within NHSGGC, and the application of public health specialist skills to deliver initiatives and influence changes to attain this vision. A significant component of the post involves the provision of leadership for change management; epidemiological analysis; evaluation and performance monitoring.

Provide public health advice based on the development and implementation of maternal and child health enterprise data management (EDM) model.

A significant proportion of work will be dictated by the needs of other partnership agencies as well as by the Scottish Government. This work is often conducted in other agencies.

Participation in the out of hours on call rota for public health incidents and emergencies, on weekdays from 1700 to 0900 and on weekends and public holidays.

Provide consultant advice and take responsibility for the public health management of communicable disease and environmental health incidents, including chemical, biological and nuclear incidents that might affect the health of the population of NHS Greater Glasgow and Clyde. This may involve provision of assistance to neighbouring boards under memoranda of understanding signed by respective directors of public health.

Perform the role of the Competent Person as described under the Public Health etc Act 2008.

TERMS AND CONDITIONS OF SERVICE

The conditions of service are those laid down and amended from time to time by the Hospital and Medical & Dental Whitley Council.

TYPE OF CONTRACT Permanent

GRADE AND SALARY Consultant£ 75,249 £ 101,451 per annum (pro rata) or AfC band 8d

New Entrants to the NHS will normally commence on the minimum point of the salary scale, (dependent on qualifications and experience). Salary is paid monthly by Bank Credit Transfer.

HOURS OF DUTY 40 hours per week or 37.5 hours, AfC 8d + out of hours rota

SUPERANNUATION New entrants to NHS Greater Glasgow and Clyde who are aged sixteen but under seventy five will be enrolled automatically into membership of the NHS Pension Scheme.  Should you choose to "opt out" arrangements can be made to do this via: www.sppa.gov.uk

REMOVAL EXPENSES Assistance with removal and associated expenses may be given and would be discussed and agreed prior to appointment.

The rehabilitation of Offenders act 1974 allows people who have been convicted of certain criminal offences to regard their convictions as “spent” after the lapse of a period of years.
