Over the next few weeks two meet- ings will occur that will have consider- able bearing on opportunities in the tidal waters recreational fishery around southern BC in 2014. The first is about halibut and the second about Interior Fraser coho specifically, but more gener- ally with broad implications for coho management in the future wherever this stock is found. I’ll review the coho meeting in next week’s column. The first meeting is the 19th AGM of the International Pacific Halibut Commission, this year taking place in Seattle between Jan. 13 and 17. The IPHC is the body tasked with implementing the terms of the treaty between Canada and the US regarding management of halibut in the northeast Pacific Ocean and it is at the annual meeting that the catch allocations for each of the different treaty management areas is worked out. In IPHC jargon the Pacific coast of Canada is all one management area, area 2B, with 2A to the south of us as far as this species is found and continu- ing on up the coast to areas 4D and E in the north central Bering Sea. Until not so many years ago the IPHC meeting really was of little consequence to the BC recreational fishery but all that has changed in recent years because of a combination of three reasons. The first is that halibut are now a very important species to the tidal waters recreational fishery, by some estimates accounting for nearly a third of all the recreational effort and/or expenditure coastwide. The second is the allocation policy dividing the allow- able catch between the commercial and recreational fisheries on an 85/15 per cent basis. And lastly, once again in 2014 halibut appear to be continuing in a low abun- dance phase resulting in overall catch allocations that are barely half of what they were a decade ago. As readers with an interest in the recreational halibut fishery will know, 2013 saw the implementa- tion of the most compli- cated management regime for it since regulations first came into effect – the good old days of two halibut per angler per day with three in possession away from home and an unchanging season of Feb. 1 to Dec. 31 are just a pleasant memory. 2013 saw the introduction of an annual limit of six fish, the compulsory recording of halibut on one’s licence and the continuation of the one fish per day with two in possession rule but with a maximum length on both fish, of 83 and 126 cm respectively. All this in an effort to stay within the recrea- tional allocation of 1,080,450 pounds and to avoid early closure, which had been in early September in recent years. Obviously the 2013 management regime was a success from that perspective as our fishery remained open until years end, but with the benefit of hindsight it was perhaps too restrictive as the recreational fishery didn’t catch all of its allocation, leaving about 260,000 pounds of halibut in the water. This underage is especially regret- table considering the already minority share of the overall halibut harvest allo- cated to it by the federal government but the Sport Fishing Advisory Board always made it clear when providing its advice that developing this com- plex suite of regulations was an experiment in uncharted management territory. Working on an equation of sorts subject to many unknown vari- ables like weather, fuel prices, salmon fishing success around the inner coast close to the larger population centers in BC (i.e. driving effort to the outer coast or not as the case may be) and so on. The only way out of this sort of situation is to provide the recreational fishery with broadly stable opportunity, subject to change in abundance, but the Harper government is determined to prevent this, continuing with the priva- tization of 85 per cent of the common property halibut resource leaving the recreational fishery with an inflexible share as a result. If the overall halibut total allowable catch (TAC) for Area 2B in 2014 was expected to be similar to last year then there could be scope for changing some aspects of the recreational management package. However, all indications are that the TAC this year will be lower than in 2013 and this is what is being worked out this week at the IPHC meet- ing. If Canada’s negotiators can achieve a figure anything close to last year’s it will be considered some form of victory but all signs point this to being overly optimistic so any discussion of regula- tion change for 2014 will have to wait. Because of the increasing import- ance of the recreational halibut fishery along the BC coast, in recent years DFO has provided a report on the manage- ment of it to the IPHC and reviewing the 2013 version makes for some inter- esting reading. Many have wondered just how the recreational catch of halibut is esti- mated and there’s a good description of the growing efforts to document this via creel surveys both dockside and increas- ingly on-line, an outgrowth of electronic licensing, and the enhanced guide and lodge logbook program. Remarkably, I would say, 20,834 recreationally caught halibut were sampled for length or weight accounting for 30 per cent of the estimated total catch. Another interesting statistic is the average size of the fish caught, given that most people think of halibut as large fish. Indeed they can be but the average weight of a landed sport caught halibut in 2013 was slightly less than 12 pounds – I ran the numbers on my cal- culator several times thinking I’d made a mistake but the answer was always the same. There’s no question that the maximum length restrictions has some- thing to do with this result, even so I find the figure surprisingly low. The report also briefly describes the experimental lease fishery, whereby recreational interests can lease commer- cial quota at the prevailing market rate ($5+/lb.) in order to circumvent the usual recreational regulations. It was expected there would be greater use of this program given the new size and other constraints in 2013, even so with approximately 10,000 lbs. caught via this licence category it could hardly be considered a success. Over the next few weeks two meet-ings will occur that will have consider-able bearing on opportunities in the tidal waters recreational fishery around southern BC in 2014. The first is about halibut and the second about Interior Fraser coho specifically, but more gener-ally with broad implications for coho management in the future wherever this stock is found. I’ll review the coho meeting in next week’s column.

The first meeting is the 19th AGM of the International Pacific Halibut Commission, this year taking place in Seattle between Jan. 13 and 17.

The IPHC is the body tasked with implementing the terms of the treaty between Canada and the US regarding management of halibut in the northeast Pacific Ocean and it is at the annual meeting that the catch allocations for each of the different treaty management areas is worked out.

In IPHC jargon the Pacific coast of Canada is all one management area, area 2B, with 2A to the south of us as far as this species is found and continu-ing on up the coast to areas 4D and E in the north central Bering Sea. 2014 halibut appear to be continuing in a low abun-dance phase resulting in overall catch allocations that are barely half of what they were a decade ago.

If the overall halibut total allowable catch (TAC) for Area 2B in 2014 was expected to be similar to last year then there could be scope for changing some aspects of the recreational management package. Failure is difficult to accept, particularly for those who are committed to a cause so obvious and import-ant. But failure is the reluctant conclusion reached by a small group of dedicated environmentalists in the United Kingdom who, for years, have been active in innumerable local, national and international cam-paigns against everything from climate change and deforestation to overfishing and habitat destruction. Their admission of failure is lucidly captured in a document called The Dark Mountain Manifesto, writ-ten in part by Paul Kingsnorth, a 15-year campaigner, journalist and former deputy editor of the Ecologist, one of the leading publications in its field.

Kingsnorth’s poignant and searching reasons for writing The Dark Mountain Manifesto were given in an April 29, 2010, edition of the Ecologist. If the reasons seemed justified four years ago, they seem even more justified now. His words give clarity to a dawning realization and a deepening feeling that many others have found difficult to confront and articulate. In brief, Kingsnorth stopped believing that environmentalists could save civilization from its own destructive momentum. His two reasons are worth thoughtful consideration.

“The first,” Kingsnorth wrote, “was that none of the campaigns were succeeding, except on a very local level. More broadly, everything was getting worse. The second was that environmentalists, it seemed to me, were not being honest with themselves. It was

increasingly obvious that climate change could not be stopped, that modern life was not consistent with the needs of the global ecosystem, that economic growth was part of the problem, and that the future was not going to be bright, green, comfy and ‘sustainable’ for ten billion people but was more likely to offer decline, deple-tion, chaos and hardship for all of us. Yet we all kept pretending that if we just carried on campaigning as usual, the impossible would happen. I didn’t buy it, and it turned out I wasn’t the only one.”

Indeed, he wasn’t. Written in 2009 with fellow journalist Dougald Hine, Uncivilization: The Dark Mountain Manifesto quickly attracted huge atten-tion and a following of thousands from around the world. Most expressed relief to discover that they were not alone in the silent thoughts and uneasy feelings underlying their secret dread.

If hope is the last resort, then profound despair should collide with exhausted relief as the admission of failure meets the end of struggle. The inner battle is over. The best of effort has absolved the conscience of guilt. The search for optimism in the frayed his-tory of humanity’s sorry saga is no longer necessary. All that remains is a peaceful waiting. The caring

and worry that once tried to lighten a heavy burden of responsibility could now become a quiet gathering of perspective and a patient exercising of compassion. Tragic as the outcome might be, the meeting of people of a similar mind “who wanted to forge a new way of looking at the future,” wrote Kingsnorth, was a consoling and exciting event.

The Dark Mountain Project, as he explained, “has brought together people from all over the world, from varied backgrounds — writers, poets,

illustrators, engineers, scientists, woodworkers, teach-ers, songwriters, farmers — all of whom are tied together by a shared vision. It is a vision that a few years back would have seemed heretical to many greens, but which is now gaining wide traction as the failure of humanity to respond to the crises it has cre-ated becomes increasingly obvious. Together we are able to say it loud and clear: we are not going to ‘save the planet’. The planet is not ours to save. The planet is not dying; but our civilization might be, and neither green technology nor ethical shopping is going to pre-vent a serious crash.”

“Curiously enough,” noted Kingsnorth, “accepting this reality brings about not despair, as some have suggested, but a great sense of hope. Once we stop

pretending that the impossible can happen, we are released to think seriously about the future. This is what the Dark Mountain Project is doing next.”

With the admission of failure, an entire frame-work of pointless strategizing and ineffective action could be abandoned, freeing creative and imaginative energy to be marshalled in a fresh and positive direc-tion. What could realistically be done? What were the attributes of civilization that were worth preserving and using as the foundations for a subsequent system? So the Dark Mountain Project brought together “think-ers, writers, artists, musicians and artisans” who spent a long hours and weekends pondering the challenges.

Thinkers like Paul Kingsnorth illustrate the gulf that separates differing opinions on a global subject of incredible complexity. Much of humanity, of course, is either inert with ignorance or numb with indiffer-ence to the deepening environmental crisis. Many are buoyed to optimism by their faith in the redemp-tive power of technology. Some continue to resist the notion that our collective behaviour is unravelling the stability of ecologies essential to our civilization’s comfortable survival. In contrast, a growing number of others are assessing the evidence, calculating the consequences and trying to salvage the worthy rem-nants of a civilization they believe is heading toward ruin. The Dark Mountain Manifesto may not be com-fortable reading, but it must be acknowledged as a sign of the times.

Island Natives Tyler Carson (Impossible Bird, The Carsons) and Adam Dobres (Outlaw Social, The Wailin’ Jennys) have come together in their premier tour as a duo making music from the heart.

Violinist Tyler Carson began his career as a soloist with the Victoria Symphony at age 13, and has been performing internationally ever since. Tyler’s recent solo work is a genre he calls, “Living Music”.

Building on 25 years of study he had a profound shift while recently traveling in India. There he discov-ered how to receive music and play more directly from his heart, creating a profoundly transformative sound.

A kindred musical spirit and life long friend, guitar-ist Adam Dobres’ music has taken him around the world, most recently including the Royal Albert Hall opening for Mark Knopfler! Expect uplifting, dance-able, original music drawing on their celtic, classical, folk, rock and bluegrass roots and be thrilled with the addition of Tyler’s full time collaborator from Project ‘i’o, intuitive dancer Maya Houston.
