Introduction The East Low Canal in Adams and Grant Counties has been widened under the Odessa Groundwater

Replacement Program (OGWRP) as implemented by the East Columbia Basin Irrigation District (ECBID), U.S.

Bureau of Reclamation (USBR), Washington State Department of Ecology and Office of Columbia River

(Ecology). The irrigation canal widening will provide surface water from the Federal Columbia Basin Project

to replace existing deep-well irrigation of agriculture land that causes declining groundwater in the Odessa

Subarea.

Ten bridges (8 in southwest Adams County and 2 in southeast Grant County) are affected by the widening

of the canal and need to be lengthened to allow for the increase of canal hydraulic capacity. The purpose of

this planning project was to develop prototype bridge designs along with cost estimates to determine the

amount of design and construction funding needed.

Scope of Work Nicholls Kovich Engineering, PLLC (NKE) completed this planning report under the direction of Adams County

and with input provided from Grant County. Aspect Consulting provided preliminary geotechnical

recommendations as a subconsultant to NKE.

The major features of the project are as follows:

• Development of prototype bridge designs to replace existing canal bridges.

• Structural design elements of bridge prototypes with varying spans lengths (120 to 170 feet).

• Geotechnical reconnaissance of bridge sites. Report of preliminary findings.

• Roadway approach guardrail preliminary design.

• Cost estimate associated with each bridge prototype.

Design Standards

Design Guidelines • HL-93 Live Loading

• The new bridge widths shall be 34-ft face-to-face of curb with the exception of Br. 417-3 which is assumed at 28-ft.

• The bridge shall span the ultimate canal section.

• The roadway design speed shall be assumed to be 50 mph (unless noted otherwise under Special Features).

• The bridge shall be designed for at least 2-ft of clearance above normal water surface elevation.

• Design shall include for a 25 psf future wearing surface.

• Bridges shall meet current SHV load ratings.

• Bridge Railing Type is 2-Tube galvanized rail on precast concrete curb.

Prototype Designs

Two prototype designs are presented within this planning report. Conceptual plans and details are found in Appendix B. The two prototypes designs are: Prototype 1: Bulb Tee Deck Girders with a 120 to 135-ft span range (All bridges except for 419-3). Prototype 2: Wide Flange Deck Girders with a 170-ft. span. This applies to Bridge 419-3 on Hatton Rd.

The new bridge lengths (Table 2) were determined utilizing the following references and guidelines:

• East Columbia Basin Irrigation District Topo Survey from 2008 (CAD files). The datum for this survey is unknown. This datum does appear to be different from the United States Department of the Interior Bureau of Reclamation East Low Canal - County Road Bridge Plans, dated 1952.

• Canal Sections as shown in the East Low Canal Widening Project (OGWRP) Plans dated 11/20/2013 (Section 6), 11/22/2013 (Section 9) and 11/17/2014 Preliminary (Sections 13, 15, 16, 17).

• Canal slopes assumed at 1.5:1 with a minimum of 5-ft of level surface in front of abutments.

• Normal Water Surface elevations in prototype plans were determined by adding d or d1 values from OGWRP Plan Tables to the average canal elevation at the centerline of each bridge.

Several span configurations and bridge cross section types were studied. The most cost-effective cross section for the new span lengths will be prestressed girders prefabricated under plant-controlled conditions. These girders will allow for accelerated construction (as compared to cast-in-place concrete) and will give the Counties a durable, long-term, low-maintenance structure. The Leisle Road Bridge (Photo 3) over the East Low Canal was designed by NKE and constructed by the East Columbia Basin Irrigation District with this cross-section type in 2015.

Single spans were determined to be the most cost-effective design as opposed to multiple spans with pier construction. Piers within the canal prism were eliminated as a feasible option due to high costs and extended construction schedules. Additionally, we reviewed options to reuse existing structural features, such as abutments or girders. These options were eliminated due to incompatibility with current design loads and the need for pier construction which would not fit within the construction window. A preliminary geotechnical study was performed by Aspect Consulting (Appendix D). Aspect reviewed existing bridge data, nearby subsurface data from multiple sources, and completed a field reconnaissance to prepare a preliminary report and recommendations on foundation type. Aspect considers impact-driven H-piles bearing on basalt to be a feasible option, provided the piles are embedded at least 15 to 20-feet for lateral fixity. At locations where the basalt bearing layer is estimated to be relatively shallow, pre-drilling using air rotary methods is an option to embed the pile into the basalt. The following pages provide an overall summary of each bridge, including existing features, the proposed bridge size and construction type, and a summary of features unique to each site that will need to be addressed during the design phase.

Estimated Costs

A summary of estimated costs for the conceptual design was prepared for each bridge (Appendix A). The estimates are based upon the prototype plans and the information and assumptions as referenced in this report. Factors and contingency used include the following:

• 10% Contingency applied to Construction Costs

Construction Work Items Construction costs summarized above include the following items of work: Preparation

Work includes mobilization (10% of total bid) and removing existing bridge and obstructions. Center piers

(if present) are assumed to be removed to 2-ft below grade.

Grading

Work includes roadway excavation, building embankments, and compaction to prepare the roadway base

for surfacing.

Drainage & Storm Sewer

Work includes channel excavation to the ultimate cross section and channel protection. Protection is

assumed to be 6” of quarry spalls along embankments to 1-ft above water surface (Bridge width, plus 30-ft

additional assumed). Work also includes installation of catch basins on each end of bridge and storm sewer

pipe to handle roadway stormwater.

Structure

Work includes structural excavation, shoring, driving and testing piles, placing reinforcement, pouring

substructure, erecting superstructure and installing bridge railing. It is assumed that no bridges will require

concrete approach slabs.

Surfacing

Work includes placing and compacting 6-inches of crushed surfacing base course and 3-inches of crushed

surfacing top course.

Hot Mix Asphalt

Work includes placing 3-inches of hot-mix asphalt the full width of roadway to the extent as needed to

develop the roadway profile. For existing gravel roadways, a 70-ft paved approach each side of the bridge

is assumed.

Erosion Control and Roadside Planting

Work includes any best management practices for erosion and sediment control.

Traffic

Work includes construction of beam guardrail, transitions, terminals, and extruded curb. Work shall also

include striping on paved routes. Work shall additionally include setup and maintenance of a detour

route, including all traffic signs. Detour bridge construction is not anticipated.

Other

Other items include surveying for the roadway and structure, water for dust control, trimming and

cleanup after construction, and a SPCC plan. Work includes installation of utility supports, hangers, and

inserts, if needed. It is assumed that the utility pipes and lines will be supplied and installed by each

individual utility company.

Schedule Two schedules have been created to show the length of anticipated construction for two different scenarios

for the Prototype 1 bridges. These schedules assume that the East Low Canal is emptied in mid-October and

filled in mid-March. It is acknowledged that any roadway paving will not be completed until hot mix asphalt

plants open in the Spring, but the schedules show the earliest possible day that paving could be started.

For this planning report, we have discussed construction feasibility with a major eastern Washington

contractor with a great deal of experience constructing bridges. We have worked with this contractor

building two bridges in one season for a single client. Our shared belief is that a maximum of two bridges

could successfully be constructed by a single contractor in one dewatered construction season. The primary

limiting factors are availability of experienced crews, availability and mobilization of heavy construction

equipment (such as cranes and pile driving equipment), complexity of schedule beyond two bridges, and

time constraints with the spring fill of the canal.

One significant aspect of the construction schedule is the lead-time for prestressed girder fabrication. The

lead time from project award to girder delivery can be up to 6 months depending on the market. This lead

time should be taken into account when preparing the bid documents and scheduling the project award

dates.

The two schedule scenarios that have been developed for the 120-135 ft. bridges are:

1. Construction of a single bridge in one season

2. Construction of two bridges during one season using a single contractor (two crews)

Detour Routes Table 5 provides a summary of potential detour routes and a detour length for each bridge. Other detour

routes are possible and may be explored with Adams or Grant County. It is assumed that all bridges will be

completely closed to traffic during construction, except for Bridges 248 and 411-3 which have temporary

bridges included in the cost estimates as there is no other roadway detour available. Temporary Bridges

are assumed to be 16-ft wide and support a H-15 loading (15 Tons). It is important to note that constructing

Bridges 248 and 411-3 in different years may allow the re-use of the temporary detour bridge, at a cost

savings to the overall budget under bid item “Temporary Bridge”.
