    State Education Sector Project

    The State Education Sector Project (SESP) is a four-year

    project supporting targeted Local Government Authoritiesin Nigeria to improve the quality and management of basic

    education, with a particular focus on girls. This project will

    assist the Government in addressing the state of education

    in Nigeria. With more than 8 million children out of school

    in Nigeria, education is one of the biggest issues facing the

    country today.

    To improve the quality of basic education and access to it,

    in areas where it is needed most. This will improve quality

    of life, create skilled workforces, build local economies

    and, ultimately, reduce poverty.

    Criteria for choice of States

    The three States were selected after demonstrating commitment to the

    development of the education sector and the quality of their plans, which

    included girls participation.

    In the future, support may be extended to more States, through nancingfor the State Education Sector Project and interventions by the Federal and

    State Governments or other development partners.

    The SESP is targeted at 21 LGAs as follows:

    Kaduna Chikun, Zaria, Kagarko, Birnin Gwari, Sanga, Soba (6)

    Kano Garun Mallam, Minjibir, Ungogo, Makoda, Kunchi,

    Rimingado, Kiru, Rogo, Wudil (9)

    Kwara Asa, Baruten, Ilorin West, Isin, Offa, Patigi (6)

    Within these 21 LGAs, 1,523 schools have been selected for assistance

    using objective, needs-based criteria.

    The States to benet from the project are Kaduna, Kano and Kwara.SESP States

    This is an exciting opportunity for the participating States to implement

    their State Sector Education plans with signicant support through IDA.

    The Bank welcomes the strong commitment from the State and federal

    governments. This project will set the stage for additional States to access

    support from IDA for their sector education programs.

    SESP objectivesSESP will support priority activities identied in the Education SectorPlans of Kaduna, Kano and Kwara. The project will aim to:

    Improve the relevance and quality of basic and secondary education by

    providing a satisfactory learning environment, safe infrastructure and

    adequate materials for teachers and students.

    Strengthen the State Governments capacity to manage, plan and monitor

    the delivery of education services more effectively.

    Delivering improvements to Basic EducationSESP aims to improve basic education with targeted and coordinated

    interventions that support the development of whole schools.

    Actions under the project will involve equitable provision of services,

    community participation, integration and accountability of Islamiyya,

    Quranic, Tsangaya and Ilmi Education and coordination of education

    services.

    Schools in target areas will benet from:Grants to 1,650 schools over 4 years

    Improved classroom teaching (through the development of

    11,000 teachers )

    Textbooks and learning materials provided to 2,300 schools, for up to

    650,000 students

    Expansion and upgrade of 98 basic education facilitiesDevelopment of the State Ministries of Education and Local

    Government Education Authorities to help them plan and manage

    the delivery of educational services more effectively.

    SESP certainly represents a new approach for the provision of sustainable

    equitable and quality education which are prerequisites for bringing about

    the social and economic development of our society.

    Structure of the SESP

    Structure of SESPProject activities are designed to reect a whole school approach,which is based on the school effectiveness model and intended to achieve

    maximum impact. This approach treats the schools as the unit of change,

    as part of an education reform that creates improvements in a number of

    areas:

    Management strategies

    In-service training

    Infrastructure and learning materials provision

    Monitoring and evaluation

    Target setting in school development plans

    Teacher appraisal

    Inspectorate reform

    This approach can assist in creating a change in the culture and

    organisation of schools to improve their performance.

    Improve Basic Education quality in targeted LGAs

    School Development Scheme

    The SDS supports School Based Management Committees (SBMCs)

    in planning school improvements and involving the community more.

    SDSs provide grants to help the SBMCs achieve their improvement plans.

    Improving quality will involve teacher professional development, providing

    more textbooks and equipment and upgrading basic school facilities.

    The project consists of the following four components:

    Institutional development for key functions of the State

    Project management and evaluation

    The capacity of State SMOEs and LGEAs to plan, manage and monitor

    the deliver of education services that support the goals of State Education

    Sector Plans will be strengthened.

    Resources for project co-ordination, procurement, evaluation and the

    implementation of a communication strategy will be provided.

    The State Education Sector Project represents a huge opportunity to

    achieve dramatic reform and improvements to our education sector. A

    major challenge for us all is to enhance accountability so that the public

    can demand basic standards. To do this we must continue to build bridgesbetween Government and the public.

    Funding of SESPSESP is nanced through a US$65 million credit from the World Bank anda US$3.53 million development assistance grant from the UK GovernmentDepartment for International Development (DFID).

    State Ministries of Education are responsible for implementing the project

    in each state.

    DFID support to the participating States focuses on capacity development

    for management, planning and inspectorate reforms, including projectimplementation support. Signicant resources for consultancies andtraining have also been provided during the preparation of the project.
