The 2014/2015 Tenure of this great Institution saw the rays of the sun from the 4th of May
2014 in Benin City, Edo State where election was conducted under the watch of NICE
representatives and NICESA pioneers after which results were announced and the following
persons were sworn into office by Engr. Patrick Ogbeide representing the NICE Chairman,
Engr. Saliu A. Lawal.

NIGERIAN INSTITUTION OF CIVIL ENGINEERS –
ONE POINT AGENDA: - UNCOMMON TRANSFORMATION IN;
1. EDUCATIONAL SECTOR :-
The incumbent executives had consolidated much interest in the reinforcement of
the NICESA EDUCATIONAL SECTOR in order to producing qualitative and unique
graduates who will graduate with the vision of been versatile in the working industry
in terms of production. It is known in the country today that most of the equipment’s
/ machines used in Nigeria are imported and as such, we have deemed it fit to
introduce:
i) EXHIBITION - Where all REGISTERED Institutions of NICESA will be mandated to
exhibit their own ideologies towards the development of this country at the end
of every year (during AGM). As winners will be awarded.
ii) TECHNICAL VISITS – Where all REGISTERED Institutions of NICESA will be engaged
in technical visits through their BRANCH CHAIRMAN, in order to increasing their
skill.
iii) AGM’s – Where all REGISTERED Institutions of NICE-SA would be mandated to
attending the Annual General Meetings of the Mother body (NICE) through their
various Branches.
iv) GAMES – Like they say, all work and no play makes Students dull, NICESA has
stepped up in engaging INSTITUTIONS through various games competitions.
v) COURTESY VISITS – The incumbent executives (2014/2015) have deemed it
paramount that Exco’s will be paying courtesy visits to various Institutions across
the Nation to woo them on their continuous development.

vi) PACKAGING – Because NICESA is the mother body of Students Institutional
Affiliations, we have decided to repackage our outfits in all gathering we engage
in, thereby coming out in colorful NICESA outfits, well composed and behaved.
vii) I.T PLACEMENT (SIWES) – NICESA had deemed it fit to ensuring all REGISTERED
students whom are qualified for SIWES get I.T placement in their respective
chapters through their Branch Chairman.
viii) NICE-SA ”KLINIKS” – The incumbent Executives also has the intention of
Introducing “KLINIKS” in all her REGISTERED Institutions where Practicing Civil
Engineers and Senior Students will come and Lecture through the cadres of Civil
Engineering as it already exists in the Rivers State University of Science and
Technology, where Klinikal Doctors were awarded Certificates of Service.
ix) OFFICIAL E-MAIL ADDRESS - The NICESA e-mail address will be published as soon
as possible to enabling all students from various Institutions send in their Private
requests to NICE, through NICESA.
x) CONSTITUTION – The NICESA Constitution will be sent to all Registered
Institutions to enabling them form their various Chapter Constitution and also to
seek for Amendments.
xi) MEETINGS – All Registered Institutions of NICESA and registered members will be
mandated to attending their various chapter meetings in order to familiarize
themselves with their Branch Exco’s and also to knowing their plans for NICESA.
xii) BANK ACCOUNT – With the help of NICE, NICE-SA will be launching a bank
account soon.

COMMUNIQUÉ ON THE CONFERENCE OF NIGERIAN INSTITUTION OF CIVIL
ENGINEERS, STUDENTS AFFILIATE (NICESA). HELD BETWEEN 29TH – 31ST
OCTOBER, 2014 AT WESTOWN HOTEL, SHERATON LINK ROAD, IKEJA, LAGOS
STATE. NIGERIA.
DAY 1, 29TH OCTOBER 2014.
Civil Engineering Students arrived from across the country to the venue. The Schools in participation were: Rivers State University of Science and Technology (RS.UST), Delta State University (DELSU), Ekiti State University (EKSU), Federal University of Agriculture Abeokuta (FUNAAB), Federal University of Technology, Akure (FUTA), University of Lagos, Akoka (UNILAG), Lagos State University (LASU), Auchi Polytechnic (AUCHI), Yaba College of Technology (YABATECH), Afe Babalola University (ABUAD), Obafemi Awolowo University, Ile-Ife (OAU), University of Port Harcourt (UNIPORT), amongst others.
REGISTRATION - Students were duly registered.

TECHNICAL VISIT - At about 11:20am, we embarked on a technical visit with NICE to Ilubirin Foreshore Housing Estate, Eti-Osa, Lagos. The project is construction of Residential Luxury Apartment by LADPOL Associates Limited for the Lagos State Government. Technologies for Raft and Piling were utilized notably in process of driving precast concrete sheet piles. The land area, which was reclaimed, has been earmarked to carry about sixty six (66) 7-Floor Luxury Apartments having Pile and Raft Foundations. While on a tour with site Engineers and Supervisors, the DELSU Students joined the entourage. After discussions on the processes of construction that are ongoing, Q/A (Questions and Answers) was observed and Snacks was served to the students as we departed for the conference venue at about 3:15pm on convoy.
CHAIRMAN’S COCKTAIL-
At about 7:00pm – 9:00pm, the Chairman’s Cocktail Party was observed at the 9th floor of the Westown Hotel, (POOL SIDE) after which the Students departed for their Hotel. (WEINS HOTEL Ojuelegba, Lagos State was mainly used.)

6:00pm – 7:00pm – Get Together Session during which all Departmental Presidents of NICESA from various Institutions sat with the National Coordinator to discuss on the ongoing of the Conference.
1. UNI.UYO PRESIDENT (GOODNEWS UMOH) lamented on the poor management of the Conference, he cited the unavailability of Conference materials for Students despite paying five thousand naira (#5000) as registration fee per student.
2. FUNAAB REPRESENTATIVE (IFEANYI OKPALA) commented on poor financial support to NICESA, as a member of the NICESA LOC. He also brought to the fore his perceived lack of functional structure of NICESA thereby urging the incumbent executives to adopt other methods of engagement for Civil Engineering Students.
3. DELSU PRESIDENT (AGBAJILEKE IRUOGHENE) also lamented on the financing of
NICESA, stressing the fact that a Bank account be created where at least, some percentage out of the Students MRF (Membership Registration Fee) should be paid into the said account to avoid total Financial dependence on NICE.
4. RS.UST PRESIDENT (WOJI ALLISON OSONDU) Thanked the NICESA Coordinator for providing Hotel reservation for some Students and also their welfare.
5. All other Reps. and Departmental Presidents complained on same aforementioned problems.
6. The National Coordinator, (NSIEN U. FRANKLIN) Thanked and then responded to all grievances presented and pleaded for the need to be patient as Conference Materials will get to them despite the delay from NICE and also assured to take the issue of NICESA Financing to the in-coming NICE CHAIRMAN (ENGR. OWIVRY ROBBIE JAMES) stressing the fact that the NICESA National EXCOs are doing their possible best to meeting with Students Demands.

A brief talk followed immediately on Civil Engineering Practice and Leadership by both Warri and Port Harcourt Chapters Chairman. Group photograph was taken and the Dignitaries departed.

APPOINTMENT OF NICESA ZONAL COORDINATORS Zonal Coordinators were appointed by the National Coordinator in agreement with the National Executive Council, to oversee the affairs of NICESA in the various zones of the Nation due to their efforts in ensuring the growth of NICESA. They are:

RESOLUTION
We crave the indulgence of the leadership of NICE to create a Bank account for NICESA and
also review a percentage of the Students MRF (Membership Registration Fee) that should be
paid into the said account. This will in no small measure, drive the National Executives of
NICESA to engage her Chapters into massive Registration which will in turn generate Internal
Revenue for NICESA in order not to be totally financially dependent on NICE thereby
reducing frequent disturbance.
Furthermore, Zonal Coordinators were appointed by NICESA National Coordinator in agreement with the National Executive Council to oversee the affairs of NICESA in the various zones of the nation due to their efforts in ensuring the growth of NICESA. Those include:

We do appreciate the fund released for NICESA during the Conference but you’ll agree with
us that it wasn’t enough as we tasked ourselves to realize our Aims, Visions and Objectives.
