NIMS STANDARDS

Adopt NIMS principles and policies through legislative and executive means

Institutionalize NIMS command wiring diagram, ICS and RTS.

Incorporate NIMS into EOP, training exercises and develop a corrective actions process

Use IAP in serious emergencies Use common communications procedures in the

communications plan and plain English terminology

NIMS STANDARDS

Implement a plan to promote interoperability in communications

Appoint a PIO separate from the IC and use the JIS/JIC process

Promote intra-state mutual aid agreements Establish a logistical ordering and tracking

system using the NRP Catastrophic Incident Annex and Supplement

Establish a staging and allocation plan Integrate operations into the State

Emergency Management Plan philosophy Complete basic education All personnel complete the NIMS Awareness

Course (IS-700) and National Response Plan (IS-800) within one year of

assignment

NIMS STANDARDS

• Certify on future grant applications that the jurisdiction has met NIMS requirements (30 Sep 06)

[ County certification incorporates all lower jurisdictions or subentities in the county]

TEMA STATS

• Tennessee adopted NIMS by Governor’s Proclamation (Executive Order 23, datedJune 28, 2006

• NIMS is being incorporated in the TEMP

• Procedures under NIMS being written into TEMA IMS Operations Guide

TEMA STATS

• 103 of 103 TEMA personnel with 6 months or more service have completed IS-700

(4 with less than 6 months); 86 of 103 have completed IS-800

• 4 of 9 TEMA first-line supervisors have completed IS-100 and IS-200

• 5 of 14 TEMA middle management personnel have completed IS-300

TEMA STATS

• 5 of 5 executive level personnel have completed IS-300; 1 at IS-400 level

• 40 qualified NIMS instructors (IS 300/400 level); 30 more scheduled in October

• Communications Unit Leader training for the Communications Chief is not yet available

TEMA STATS

• The State of Tennessee has established a baseline in NIMCAST with 55 of 75 questions marked YES. The other 20 questions anticipated to be YES by November

• 95 of 95 counties have established a baseline in NIMCAST (required for continued federal funding)

TEMA STATS

• TEMA has established a time frame for full NIMS implementation: November 2006

• TEMA continues to coordinate federal funds for TEMA and Homeland Security

• TEMA provides technical assistance to counties and cities on request

NIMS STANDARDS

• Future grant applications, cooperative agreements and direct contracts require NIMS compliance for approval effective October 1, 2006
