CONSTITUTION
ARTICLE I – NAME
The body shall be known as Wilson County Baptist Association.
ARTICLE II – PURPOSE
The purpose of this Association shall be
1. To promote the general missionary, benevolent, and educational work as
carried on by the Tennessee Baptist Convention and the Southern Baptist
Convention,
2. To exercise special care for the spiritual need of the geographical region
immediately surrounding the member churches, and
3. To foster brotherly love and spiritual unity among the churches.
ARTICLE III – MEMBERSHIP
1. The group of churches that constitute this common fellowship shall be
Baptist churches that are in harmony and cooperation with objects set forth
in this constitution: and shall be in doctrinal harmony with the historic faith
and practice of Baptists, substantially as set forth in the Baptist Faith and
Message, a statement adopted by the Southern Baptist Convention.
2. The organized body known as the Association, when authoritatively
assembled, shall be composed of messengers duly elected by the churches
and reported by letter from the churches. Such messengers shall be
received on the following basis: Five Messengers from each Church.
3. Churches applying for membership in Wilson County Baptist Association
must present their petitions to the Executive Board or at the Annual
Association Meeting one year preceding the one at which action is to be
taken. When petitions have been properly submitted, the churches may be
received into this Association in annual session or in the Executive Board if
satisfactory evidence is given of soundness of faith and harmony with the
objects of this Body. Reception of churches by Executive Board is subject to
final approval by the Association in annual session. A two-thirds majority
vote of the messengers present and voting shall be required for the
reception of a church into membership of the Association.

4. The Association shall have no right or power to exercise ecclesiastical
jurisdiction over the churches. It may advise, counsel, and propose
measures, but cannot enforce them upon the churches. However, the
Association retains the right to refuse to recognize messengers from any
church which departs from the objects of this body, or which persists in
disorderly practice.
5. Each member church shall provide to the office for publication in the
minutes the annual church profile.
ARTICLE IV – MEETINGS
1. Regular: The Association shall meet annually at such time and place as it
shall designate at its preceding meeting.
2. Special: Special meetings of the Association may be called at any time by
action of the Executive Board. The member churches shall be notified in
writing at least two weeks before the called meeting. The purpose of the
special meeting shall be limited to the stated purpose.
3. Government: The Association, when convened, shall conduct its
business according to parliamentary rules as set forth in Robert’s Rules of
Order.
ARTICLE V – OFFICERS
1. Election: The Officers of the Association shall be elected annually: (Note
exception of Trustees below) they shall take office as such immediately
preceding adjournment of the Annual Meeting at which elected and shall
hold office until immediately preceding adjournment of the next annual
session. Vacancies occurring are to be filled by the Executive Board of the
Association.
2. Officers elected shall be:
a. Moderator: The Moderator shall preside over all sessions of the
Association, including the Executive Board. The Moderator shall be
an ex-officio member of all committees, shall appoint a Committee
on Committees, and shall perform such other duties as he may be
charged with by the Association. No one shall be eligible as
Moderator for more than two fully served consecutive terms (Vice-
Moderator filling the unexpired term of a Moderator does not count
towards the two full terms).

b. Vice-Moderator: The Vice-Moderator shall assist the Moderator
in all the work, as he may direct, and shall become Moderator in the
event of Moderator’s death or inability to perform duties.
c. Clerk: The Clerk shall keep a record of proceedings of the annual
Associational meetings and Executive Board meetings. The clerk
shall be responsible for having the Annual Minute Book prepared
and distributed.
d. Treasurer: The Treasurer shall keep a full and correct record of
all money received and distributed by the Treasurer under the
direction of the association and report same monthly to the
Executive Board and annually to the Association.
e. Trustees: Three Trustees shall be elected, each to serve a term of
three years on a rotating system; one Trustee to be elected each
year for a term of three years. The Committee on Committees shall
bring recommendations to the Association for Trustees. Trustees
shall serve as legal custodians of the property of the Association
and shall perform such duties as assigned to them by the
Association. In all matters they are subject to the Association.
ARTICLE VI – EXECUTIVE BOARD
1. Membership: The Executive Board of the Association shall be of the
Moderator, Vice-Moderator, Clerk, Treasurer, Trustees, a pastor and one
Lay Member of each church (the said lay members to be elected by the local
church), the Ministry Team Directors and the Director of Missions.
2. Applicants for membership may be non-voting participants pending
approval of membership.
3. Authority and Duties: The Executive Board, during the interim between
sessions of the Association, shall have all powers of the Association and
shall promote all phases of the work of the Association. The Executive
Board shall adopt Bylaws for its proceedings which do not conflict with its
Constitution by a two-thirds vote of all members present and voting.

ARTICLE VII – AMENDMENT
This Constitution may be amended at any Annual Meeting of the
Association provided notice in writing of the proposed amendment has
been presented to the Association at the Annual Session preceding the one
at which action is to be taken. A two-thirds majority vote of the messengers
present and voting shall be required to amend the Constitution.
ARTICLE VIII – BYLAWS
The Association may adopt such Bylaws not in conflict with the Constitution
as it may deem advised. These Bylaws may be amended at any session by a
two-thirds majority vote of the messengers present and voting.
BYLAWS
1. All meetings of the body shall be opened and closed with prayer or some
other form of devotional exercise.
2. Structure of Committees: Each committee shall consist of a minimum of
three (3) members, unless otherwise specified. Each member will serve a
3-year rotation. Each committee will be led by a chairperson selected by the
committee members. Requests for committee funds must be submitted in
writing to the Budget & Finance Committee.
3. Types of Committees:
A. Standing Committee: governing committees established by the
Executive Board for effective operations of the Association.
i. Baptist Collegiate Ministries: This committee shall be
responsible for the supervision of the Baptist Collegiate Ministries
Director. This committee shall establish an annual strategic plan
with semi-annual review with the Director of Missions. This
committee is also responsible for regular review of BCM reports,
oversee the associational BCM budget, and advise as called upon by
the BCM Director. This committee will serve as search committee
for a BCM Director as required. The committee shall be available
for quarterly reviews with the BCM Director, and at other times as
needed.
ii. Budget and Finance: This committee is responsible for planning
the Annual Budget. Requests will be taken from each department of

work or committee responsible for any amount spent through the
Association. All promotion for the associational budget will be
handled by this committee. The Budget and Finance Committee will
work with the Director of Missions in carrying out these
responsibilities.
iii. Cultural Impact Committee: Ministry team responsible for
educating our pastors on the cultural events of the day, how our
churches can and must respond biblically, keeping pastors and
churches in the forefront of the current cultural, political and world
religion landscape. This committee represents the Associational
body on the battlefield of worldview sentiment and provides
unified, biblical material and collateral for churches to utilize in
support of a Biblical Worldview.
iv. Constitution Committee: The Constitution Committee shall be
responsible for the revisions of the Constitution and Bylaws as
requested by Association or Executive Board. As programs and
needs change and arise, this committee will be alert to any revision
or correction that may occur. The committee members will take
ideas presented to them from individuals, put the proper wording
and meaning into writing, and make their presentation for
acceptance or rejection to the Annual Session and/or the Executive
Board.
v. Credentials Committee: The Credentials Committee shall be
responsible for the investigation and recommendation of new
churches wishing to join the Wilson County Baptist Association. A
member of this committee will be required to be present at the
Annual Meeting and assist with any messenger related issues.
vi. Missions Committee: The responsibility of the Missions
Committee shall be to work with the Director of Missions in
identifying the needs, recommending opportunities to establishing
new work with the involvement of WCBA churches for the primary
purpose of advancing the Kingdom. This includes the promotion of
the Association, Tennessee Baptist Convention, and Southern
Baptist Convention.

vii. Administrative Committee: The Administrative Committee
shall work with the Director of Missions in the development of
organization structures and administrative processes which will
enhance the effectiveness of the Association in the accomplishment
of its mission. This function will include recommending new
structures and processes and expanding or contracting old ones as
the Holy Spirit leads. This committee will make recommendations
to the Executive Board and/or Annual Session in regard to all
persons needed to fill vacant employee positions. It will also be
seen as a support committee for all persons employed by the
Association with regards to issues which arise in the course of their
work as an employee.
viii. Annual Meeting Committee: This committee shall prepare
and present the program for the WCBA Annual Meeting to include
doctrinal and missionary/evangelistic messages. They shall accept
invitations from the churches and recommend a time, place, and
preacher for the next Annual Meeting. The written program is to be
prepared a minimum of two months in advance of the meeting and
in cooperation with the Director of Missions.
ix. Building and Grounds: The Building and Grounds Committee
shall be responsible for the maintenance, repairs, improvement,
and policies relating to our associational property. A per incident
spending limit for this committee will be set annually by the
Finance Committee during the Annual Budget process. In case of
unforeseen emergencies that may cause further damage, they may
use their own discretion.
B. Special Committee: short-term, single-scoped committees established
by the Executive Board to meet needs of the Association.
C. Committee on Committees: A committee of five (5) shall be appointed
by the moderator and presented for approval at the WCBA Annual Meeting.
This committee shall nominate all standing committees, Ministry Team
Directors and Trustees to the Executive Board of the Association and
recommend such changes in the duties of each committee as deemed
necessary.

4. Ministry Teams:
Teams led by an elected Ministry Team Director serving for a
period of a maximum of five consecutive years. Directors establish
a team comprised of WCBA ministry leaders. Each team is
single-focused on their specified scope. Teams are responsible for
providing planning and implementing ministry initiatives within
the given team scope to include all WCBA churches. Teams are to
be the central point of contact for any resources, activities and
information related to the team focus.

F. Missions Ministry Team (WMU Director)
5. Associational Ministries Council:
The Associational Ministries Council shall be composed of all officers of
the Association, all Ministry Team Directors and all chairmen of standing
and special committees. The Director of Missions shall be the Chairman of
the Associational Ministries Council. It will meet on a semi-annual basis to
promote a mission statement for each ministry or program sponsored by
the Association, propose five-year goals for each ministry and program in
harmony with the mission statement of each, and propose annual goals for
each ministry and program area which will result in the achievement of the
mission of each.

Our Associational Bible Drill was held at Fall Creek on Sunday,

BAPTIST COLLEGIATE MINISTRIES
Cumberland University
The 2018 school year ended well for BCM at Cumberland University. We had an
average of 58 students and faculty for spring lunches and 18 students for Spring
Uprising Worship. Our mission trip to Orange Beach, AL, was a huge blessing of
connection and serving the people of Orange Beach. The week of graduation BCM
was awarded The Best Student Group on Campus!
The fall of 2018 has started off strong on campus with a partnership with Student
Life and a mobile skating rink where we saw 300 plus students come through
during a welcome week activity. We are averaging 85 students and faculty on

Tuesday at our lunches and 32 students at our Wednesday Uprising Worship. We
have hosted a pancake night during Homecoming week and saw 75 Faculty and Staff
attend a special lunch in their honor at our center. We have a few events planning to
promote fellowship and outreach before the Christmas break.
We have some great opportunities for your church, Missions teams, and Women on
Mission to partner with us in the near future:
Thanksgiving Holiday at Cumberland
Last year we were approached by the International Student Organization
to assist in feeding international students on campus over the
Thanksgiving holiday. We facilitated six meals for 30 plus students. We
are making plans to do this outreach/ministry again in 2018 and will need
your help to make it special for our international students.
Spring Break 2018 Partnership with North Texas University and
other TX colleges over spring break in March
We will have mission teams from TX colleges doing evangelism on Middle
TN campuses the second week of March. They will be eating and
worshipping at the TBMB Disaster Relief facility in Mt Juliet. We are
looking for two to three meals for the team and possible facilities for them
to stay at while here.
Spring lunches for the 2019 semester on Tuesdays as we continue to
reach our campus at Cumberland University.

CHRISTIAN WOMEN’S JOB CORPS
CWJC enrolled 16 women incarcerated in the Wilson County jail in Getting Ahead
classes. They were taught about financial, social, emotional, employment, and
spiritual resources needed to avoid reoffending after release. Each one developed
72-hour plans, monthly, and year-long plans for success. The following are
comments about the classes from some of the graduates:
“Thank you for showing us the right way to do things.”
“I’m going to get a job, stay focused, do the right things, and let God guide me to stay
on the positive path.”

“It’s so nice to have help from someone not judging our past but pushing us to do
and be our best. I am so glad I had this opportunity.”
“I actually believe I can be better than I was before I came to jail. I have learned what
I need to work on myself-mentally, physically, emotionally, and spiritually.”

DAY CAMPS AND SUMMER CAMP REPORT
Welcome Bradly Vickers!!! He served our Association as a summer intern
and hit a home run in helping and directing our camps. He took over when
Dave Shelley went down and no one knew any difference in the quality of
the camps. Next summer we are adding another summer intern to work
with him in conducting our various day camps throughout our Association
and neighboring ones. Our dates for 2019 are:
March 11-14 Spring Break hosted by Mt Juliet First
June 3-6 Mt Juliet hosted by Victory
July 22-25 Watertown at Community Park
October 14-17 Fall Break hosted by Immanuel
NOTE: Still working on Lebanon summer dates and trying to work
out Norene camp
Also, we are helping neighboring Associations the following dates:
June 10-13 Concord hosted by Stones River in Smyrna
June 24-27 New Salem hosted by New Middleton
July 8-11 Salem hosted by Salem in Liberty
July 15-18 Nashville hosted by Whitsitt Chapel
We changed camp sites and 137 from eight churches participated and even
had an opportunity to be greeted by a black bear. Our people did a GREAT
job running the camp-seven of our men preached: Cameron Morris had
everyone singing; Chris Dickens gave direction; Wayne and Lynette Beadle
and Rodney Duckett kept everyone well fed.
Our theme was EVERLASTING from John 3:16. Pickett State Park took some
getting used to (may have been spoiled at Cedar Lake) but everyone made it
through the week with life changing experiences and good memories.
THANKS to the churches, leaders, and participants that made a great camp
possible!

In 2019 we are at Carson Springs Conference Center July 22-26. The theme
is EXCHANGE based on Galatians 2:20. There is NO limitation as to the
number of participants. The cost is $225/person.
Our camp is recognized as a model children’s camp. It’s very difficult to find
one with solid preaching, incredible worship, plenty of activity and a very
tight schedule to keep things rolling. Whether your church has 2 or 50
children we would love to see you in 2019. Don’t miss it!!!

DIRECTOR OF MISSION’S REPORT
But ye shall receive power, after that the Holy Ghost is come upon you: and ye
shall be witnesses unto me both in Jerusalem, and in all Judea, and in Samaria,
and unto the uttermost part of the earth. Acts 1:8 KJV
What a privilege that I have every day to live as an ambassador for the Lord
Jesus and to serve as your missionary in our “Jerusalem” where lives are
eternally touched. Thank you Wilson County for ten amazing years and for
whatever God has for us to do for Him in the future. It is with great joy that I
get to work alongside a great group of pastors and churches.
Part of the joy means at times the sadness of losing some of our pastors.
Jimmy Atnip went to his eternal home while Glenn Denton and Russ
Stephens retired from Hillcrest and Silver Springs after thirty plus years of
ministry in Wilson County. Instead of showing up to greet and preach on
the Lord’s Day Bro. Atnip went to glory – what a Sunday! We will miss the
passion for souls of Bro. Denton and the faithfulness of Bro. Russ especially
for reaching people and the work of the Association. May God continue to
use them in mighty ways for the building of His church.
Throughout the years I have been thankful for and praised the work of the
WMU in helping me to focus on missions and spreading the greatest story to
the ends of the earth. We give to Lottie and Annie and often overlook
Golden. God’s marching orders starts at home in our Jerusalem and moves
throughout our great state where 60% of the population is out-of-church
and more than likely lost without a personal relationship with Jesus.

This past year was a special time for the Golden Offering for Tennessee
Missions. The world and 144 people groups live here. During Memorial Day
week 435 from 32 countries gathered at Carson Springs where a team of 10
from here served as staff. In Compassionate Ministries a few of our special
needs adults were spotted on the Week of Prayer video participating at
Special Needs Camp. Jennifer Denton started her journey as a teenager and
fifteen years later serves as head nurse for two weeks of camp.
In Impacting Future Generations there was a “cut” from Journey Camps of
Joyce Holleman who 50 summers ago gave her life to Jesus and now serves
on Journey staff. The BCM featured was from UT at Martin but reminded
one of the supernatural works that God is doing on the Cumberland campus
under the leadership of Darrin Reynolds. Each month our Association
receives money given to Golden for the work here. All of this would not
happen if Tennessee Baptists failed to give to our state mission offering.
Missions start right here where you are. I am thankful to be a small part of
something much bigger in sharing Jesus throughout our community, our
state, our nation and our world as Wilson County Baptists.
EXECUTIVE BOARD REPORT
In the 2017-2018 Associational year, our Executive Board…
Met three times: January 18 and August 16 at the Associational
building and April 19 at West Haven for our annual picnic.
James Stophel, Jason Harlin and Jonathan Richerson preached.
Heard guest reports from Jennifer Crane and Jeff Fisher (VA
Chaplains); Bill Choate (Golden Offering for State Missions).
Enjoyed two catered meals by Demos and Wildberry and a cookout
by West Haven.
Hired Bradly Vickers for summer day camps and camps.
Voted on motions to address the trees in front of the building
(removed) and cracks in parking lot to be handled by Building and
Grounds; added $3000 to miscellaneous to 2018 budget to provide
Coach training.

Voted on recommendations from Annual Meeting committee
concerning more condensed annual meetings beginning in 2018
and various recommendations anticipating our 100th anniversary
which were later rescinded at another meeting because of date.
The 100th annual meeting is 2020; however, the 100th celebration is
May 2021.
The Executive Board meets on the third Thursday of January, April, and
August. Out January meeting meets at 11:00 and the other two meet at 6pm.
These meetings are preceded by a blessing and meal. At the conclusion of
the meal the Moderator called the meeting to order. The meeting consisted
of music, preaching, recognitions, reports by leaders and committees,
business, special reports, announcements, prayer requests, benediction and
dismissal.
Every church in the Association is allowed two Executive Board members
(usually a pastor and a lay person). Participation is essential to the good
working of the Association. We will meet in 2019 on the following dates:
January 17 at 11am at the Associational Office
April 18 at 6pm at West Haven
August 15 at 6pm at the Associational Office
Mark these dates on your calendar and plan to have someone represent
your church.
GOSPEL SINGING REPORT
4th Sunday Singing
This was the first year we have gone to quarterly gospel singings. The first
was with Mt. Olivet Baptist Church who combined with Barton’s Creek
Baptist Church and Fellowship Baptist had an attendance of 74. In April, the
singing was held at First Baptist Watertown with an attendance of 53. Then
in August, the singing was held at Immanuel Baptist with an attendance of
134. The total average attendance for the first three singings is 87, which is
an increase in attendance over the last couple of years. The next singing will
be at Hurricane Baptist Church on October 28, 2018.

We had a variety in the styles of music provided at each singing and there
was good gospel music to please everyone. Thank you to the host churches
that opened their doors and hearts to those attending.
If, when and where more singings will be held has not yet been determined.
You will be notified by email or in the two local newspapers when this
information becomes available. Until then, let us all continue to sing songs
of praise to our Lord and Savior Jesus Christ.

MISSIONS REPORT
WCBA Woman’s Missionary Union
The 2017-2018 year included several inspirational WMU meetings in our
association. It was also a year of changes. Sarah Sharp became the Director
in September 2017, but because of health and other reasons Sarah resigned
in September 2018 and Cindy Gibbs became the Director. Despite changes
WMU servants have faith that our mission of “Pursue the One” will continue
to grow and have the opportunity to reach out to others for Christ.
A brief description of our events follows:
November 6th – Baptist Women’s World Day of Prayer meeting was held at
1st Baptist Church Lebanon.
February 10th – Winter Celebration was hosted by Immanuel Baptist
Church. Watertown 1st Baptist Acteens did the Prayer Calendar and Beth
Moore and Juliana Wilson from the WMU State Office were introduced and
spoke.
April 7th –Spring Retreat was hosted by West Hills Baptist Church with
Darrin Reynolds speaking about the BCM at Cumberland University and
Cheryl Smith providing the music.

Other ministries provided through WMU include English as a Second
Language classes, Christian Women’s Job Corps, PHOEBE Connections,
Women’s Prison Ministry and many other individual church ministries.
Our association is truly blessed with wonderful, mission-minded churches.
On behalf of the WMU Leadership Team, we urge anyone to contact us with
any questions that you may have regarding WMU or any of the mission
projects that are ongoing in Wilson County. Our mission is to help the
Wilson County Baptist Association churches reach others for Christ in any
way we can.

SPECIAL NEEDS MINISTRIES REPORT
Our special needs adults started the year playing basketball at West Hills
Baptist Church. We played hard and enjoyed some snacks and good
fellowship. I had a class at the Associational VBS Clinic training teachers to
teach special needs children and adults at VBS.
Our annual special needs picnic and baseball game at Barton’s Creek Baptist
Church was rained out. The score is still tied.
We had a wonderful praise and worship time at Immanuel Baptist Church.
Our special needs children and adults love singing and sharing testimonies
to God.
We finished our summer with a cookout and water games at Silver Springs
Baptist Church. It turned out to be a wet day for our special friends!
A fall festival is planned October 20th at Don Fox Park with games and food.
Our year will end with a Christmas praise and worship on December 1st.

On Tuesday, April 10, 2018 the Wilson County Baptist Association’s
Vacation Bible School Training Clinic was held at Hillcrest Baptist Church.
This year’s them was “Game on: Gearing Up for Life’s Big Game”. We had
a total of 83 attendees, with 1 pastor present.
