What is NITAAC?

NIH Information Technology Acquisition & Assessment Center (NITAAC)• Housed within HHS/NIH• Over 20 years experience in government-wide IT contracting• Sole mission is to manage the NIH GWACs

NITAAC administers three GWACs for IT products, services and solutions:

NITAAC’s Contract Holders come from a diverse pool of industry leaders selected through a highly competitive process based on:• Technical capabilities; Past performance; Price• Small disadvantaged business (SDB) participation• Small business subcontracting plans

What are Government-Wide Acquisition Contracts (GWACs)?

Government Wide Acquisition Contracts are: • Task order or delivery order contracts for Information Technology• Utilized to streamline acquisition under FAR 16.505• Not subject to the Economy Act (FAR Subpart 17.502-2(b))

Operated only by the Office of Management and Budget (OMB) designated by Executive Agents • Pursuant to section 5112(e) of the Clinger-Cohen Act (1996)

CIO-SP3 & CIO-SP3 Small Business GWACs

These two contract vehicles allow you to purchase any Information Technology (IT) services and solutions

Each GWAC has a $20B ceiling, a 15 year period of performance and a 10 year ordering period (awards made in 2012)

Flexible pricing arrangements including:• Fixed-Price (FP), Cost-Plus-Fixed-Fee (CPFF), Cost-Plus- Award-Fee (CPAF), Cost-Plus-

Incentive-Fee (CPIF), Labor Hour (LH) and Time-and-Materials (T&M) • Flexibility to use “hybrid” contract types to fit the needs of unique requirements

Task orders may be awarded in 30 days or less• Customer sets schedule based on needs and complexity of requirements

137 Labor Categories with competitively priced labor rates• Additional categories can be added at the task order level

CIO-SP3 & CIO-SP3 Small Business GWACs

All Contract Holders have accounting systems determined to be adequate for cost reimbursement task orders• Adequacy determined by verification from the Defense Contract Audit Agency (DCAA),

Defense Contract Management Agency (DCMA) or any Federal civilian audit Agency• Accounting systems can be verified at the task order level

Can be used for commercial and non-commercial solutions

Average 3-5 responses per task order solicitation

Contractor GWAC program performance reported to CPARS annually• The NITAAC Program has a Contract Holder monitoring and oversight program to ensure

contract compliance (evaluated on a quarterly and annual basis)

8(a) Contract Holders

Direct Orders • Separate offers and acceptances not required for individual task

orders. SBA’s acceptance of the original contract is valid for the term of the contract. [FAR 19.804-6(a)]

The requirements of FAR 19.805-1 do not apply to individual orders that exceed the competitive threshold as long as the original contract was competed. [FAR 19.804-6(b)]

An 8(a) concern may continue to accept new orders under a GWAC even after a concern’s program term expires, exits the 8(a) Program or becomes other than small for the NAICS code assigned under the contract. [FAR 19.804-6(c)]
