Purpose of Presentation

This presentation includes basic information on the DLM as well as the Assessment Coordinators role and responsibilities.

Please review this information with all appropriate staff in your district and ensure that all required tasks are completed.

Additional PPT. presentations for Assessment Coordinators and teachers will be posted in Winter 2018 (February and March).

Important Information

NJ presentations give an overview of DLM tasks and procedures, but cannot deliver all details needed for test preparation and administration.

Districts must use all DLM materials in order to fully prepare and implement the assessments.

• NJ required training presentations, • DLM manuals and videos on important topics, • links to the online DLM applications you will need to access

What is the Purpose of an Alternate Assessment? To measure performance of students with the most

significant intellectual (cognitive) disabilities on grade-level linked skills based on state standards

To ensure that ALL New Jersey students are included in the accountability system◦ DLM in English Language Arts, Mathematics, and Science

assesses the New Jersey Student Learning Standards (NJSLS)

Dynamic Learning Maps (DLM)• DLM is the alternate assessment for

students with the most significant cognitive disabilities.

• NJ uses the DLM Year-End (YE) model in English language arts, mathematics, andscience.

• ELA and math = grades 3 - 8 and 11• Science = grades 5**, 8, and 11

Test Window for ELA, Math, and Science

The NJ DLM test administration window is April 4 to June 1, 2018.◦ This updated window takes precedent over the

previously published dates.◦ Students should be tested beginning early to mid-

April.◦ The testing window is long enough to: accommodate students who are assessed in science and/or

were absent for earlier testing. Accommodate for school breaks and closures.

◦ Most students’ assessments should be completed by mid-May.

DLM Computer Adaptive Testing• The assessment is a computer adaptive assessment.

The process is:• A student first takes a small set of items, called a testlet. The level of

items in the first testlet are generated based on the responses to the First Contact (FC) survey.

• The system scores the items, then takes into account the level of difficulty of the test items and the students performance (correct or incorrect answers).

• Based on the student’s performance another testlet is selected, which contain items that are around the same level, somewhat easier, or somewhat harder than the last testlet.

• This is an iterative process until the testlets address all Essential Elements in the YE test blueprint.

Which Students Participate in Alternate Assessments? Students with the most significant intellectual

Determining Who Participates in the Alternate Assessments Decisions are made solely by the IEP team. District administrators must ensure the IEP team

has all of the information and applicable participation guidelines when making the decision.

Decisions may not be made by individuals such as district/school administrators, teachers, parents, etc.

in clarifying which students with significant intellectual (cognitive) disabilities participate in alternate assessments.

Please keep these statements in mind when answering the questions included in the DLM participation guidelines.

General Participation Criteria1. Is the nature of the student’s cognitive

(intellectual) disability severe?◦ The student’s general level of cognitive functioning is

significantly below the grade level expectations for his or her same-aged peers and the student requires substantial modifications to the grade level curriculum.◦ The student requires more intensive direct instruction

than his or her peers to acquire knowledge and skills in the grade level curriculum.◦ The student requires more extensive systems of support

in order to participate in the grade level curriculum.

General Participation Criteria2. Is the student’s cognitive (intellectual) disability so

severe that the student is not receiving instruction in any of the knowledge and skills measured by the general statewide assessment?◦ While all students are to be instructed in the NJSLS

for their grade level, students with more significant cognitive disabilities typically receive instruction in the knowledge and skills at a less complex level than that measured by the general statewide assessment.◦ Upon reviewing the sample test forms, if the student

is NOT receiving ANY instruction at the same skill level, then the answer to this question is YES.

General Participation Criteria3. Is the student’s cognitive (intellectual) disability so

severe that the student cannot complete any of the types of questions on the general statewide assessment in the content area, even with accommodations and modifications?◦ Upon reviewing the sample test forms and questions

for each content area of the general assessment, along with the state approved testing accommodations and modifications, if it is determined that the student is NOT able to complete any types of questions even with accommodations and supports, then the answer to this question is YES.

Program (IEP) aligned with grade level NJSLS through modified expectations?◦ The student is receiving grade level instruction at a

support, as identified in the IEP, in order to access the curriculum.

Most IEPs were updated last year for 2017-2018. Any reference to the DLM and/or “alternate

assessment” is acceptable.

If an IEP needs to be updated please do so before January 2018.

Participation Decisions Students with the most significant intellectual

disabilities may only take one assessment per content area.

He/she will usually take alternate assessments in allcontent areas.

Rarely a student participates in an alternate assessment in one/some content area(s) and the general assessment with accommodations in the other content area(s).

◦ For example, takes ELA alternate but takes math and science general assessment.

Note: a student may not take the general assessment andan alternate assessment in the same content area.

Participation Guidelines

An administrator must sign each form. ◦ The administrator should be one who oversees

the IEP process and student instructional programs. ◦ Note usually the sending school administrator

signs the forms, but if both the sending and receiving schools agree on the answers to the questions, then a receiving school administrator may sign the forms. A teacher may not sign the forms.

DLM Guidelines Kept in Student Folder

A signed copy of the participation guidelines checklist must be placed in the student’s confidential cumulative folder.

It will remain in district, and may be reviewed during an audit or DOE visit.

Students in grades 3-8 must take the DLM assessments. ◦ Students must take the test for their current

grade level only. Students do not take a test for a previous grade

level, even if they missed the test last year.

◦ Retained students will take the DLM in their current grade, even if they took that grade-level test last year.

ELL Exemption for ELA – Grades 3-8 Only

If a student has entered the United States on or after June 1, 2017, AND is currently enrolled in a language assistance program, this ELL student is EXEMPT from taking the DLM ELAassessment.

◦ This exemption is not allowable for high school students.◦ Students will still participate in the other

NJ DLM assessment(s).

High School ELA and Math

If a senior is new to our state this year and had notparticipated in either the DLM or the PARCC as an 11th grader, the IEP team must determine which assessment is appropriate and the student must participate in this assessment.◦ Students who must take the DLM as a 12th grader must be

entered into the DLM data system as an 11th grader in order to gain access to the assessment.

High School ELA and Math

Students who were juniors in NJ last year and should have participated in the DLM but did not, must participate in the DLM this year whether they are still in 11th grade or are now in 12th grade.◦ Students who must take the DLM as a 12th grader must be

entered into the DLM data system as an 11th grader in order to gain access to the assessment.

Retained H.S. Students ELA & Math

Students in grade 11 who took the DLM and received a performance level do not take the DLM test again.◦ This is true regardless of the test result as

score report results on the high school DLM do not affect the ability to graduate.◦ This is true even for students who had a test

invalidated due to DLM system issues.

Students Sent Out-of-State When a student’s home district is paying

tuition for the student to attend a school outside of New Jersey, find out the following:◦ Is the out-of-state school administering the DLM?

If yes the NJ student must participate in the DLM. The attending school teacher will administer the DLM.◦ Is the attending state administering a different

alternate assessment? If so the student this student must be added to the DLM roster, will not test, and will count as a non-participant in the accountability reports. However if the out-of-state placement is a neighboring

state, and the sending district can send someone to administer the DLM, the student will participate.

Homebound and Medical Facilities

If a student is ill and receiving instruction at home or in a medical facility,◦ AND the district can provide the instructor a

laptop or tablet that contains the KITE application, the student will participate in the DLM computer-based assessment.

Homebound and Medical Facilities

If a student is ill and is not receiving instructionat home or in a medical facility ◦ the student will not participate in the DLM. A student might not be receiving instruction due to a

medically fragile state, PVS state, attendance at a psychiatric facility, etc.

This student must be added to the DLM enrollment and roster files. They will count as a non-participant in the accountability reports.

Testing of Students Receiving Instruction in Unapproved Schools Students with the most significant intellectual disabilities

whose IEP team determines participation in the DLM must be tested.

The sending district must send an educator (teacher, case manager, etc.) to the unapproved school to administer the test.◦ The sending district must provide a laptop or tablet that has DLM KITE

application installed, and must have a teacher login ID/password and the student’s test ticket(s).

◦ The student’s regular special education teacher must assist the sending district educator during the DLM administration. Assisting ensures the student is working with a familiar instructor and that the student receives the appropriate supports based on their needs.

◦ The completion of the First Contact and Personal Needs Profiles will be done by the sending district however they must confer with the attending school to ensure accurate survey responses.

◦ Manipulatives will be provided by the attending school however the sending district may need to assist in the provision of necessary materials.

Roles and Responsibilities There are three types of DLM district-level roles:◦ Technology Representative◦ Assessment Coordinator◦ Data Manager

The Chief School Administrator must assign district administrators or specialized professionals to the three DLM district-level roles.◦ E.g., Principals, Director of Guidance, Director of Special

Education, Information (IT) Specialist, etc. These roles may not be assigned to teachers,

The District Assessment Coordinator or Chief School Administrator must select a School Assessment Coordinator for each school administering the NJ DLM.◦ This role in the DLM system is called the Building Test

Coordinator (BTC). The School Assessment Coordinator must create a

School program staff and district curriculum specialists should assist in the development of instructional plans based on the Essential Elements (EEs) and Year-End model blueprint.

Administrators must ensure that all teachers provide instruction that aligns with NJSLS and the DLM Essential Elements.◦ Particular attention should be paid to the science test

DLM assesses the NJ Student Learning Standards (NJSLS) and is the alternate assessment companion to the NJ general assessments.

School program staff must review the Essential Elements (EEs) provided on the DLM website and implement individualized instruction related to the EEs.

• The Essential Elements are skill statements written to reflect the standards at an appropriate level for students with the most significant cognitive disabilities

• Review of the DLM skill statements in light of the test blueprint will guide the selection of appropriate skills for each student within the specific conceptual areas assessed.
