This issue of Newsletter reports the activities of IIPS during January to June, 2010.
The proceedings of the Fifty second convocation is given briefly in this issue. Also
we have reported the meritorious students who have received medals in the
convocation. The entire activity of IIPS faculty, research staffs and students during
the academic year 2009-10, completed as well as ongoing project of IIPS and the
list of passed out students are given in the Director’s report Those who are
interested can download it from our website www.iipsindia.org
We look forward to your continuing support and suggestions to improve the

The fifty-second convocation of IIPS was conducted on
26 June 2010 at IIPS.th
Dr. R.A. Badwe, Director, Tata Memorial Centre,
Mumbai was the Chief Guest at this convocation. Ms.
K. Sujatha Rao, Secretary, Ministry of Health and
Family Welfare, Government of India, presided over
the convocation.

Prof. F. Ram, Director and Senior Professor of IIPS gave
the welcome address and presented the Director's Report
for the academic year 2009-2010. He elaborately
described all the activities of IIPS during this period.
Ms. K.Sujatha Rao delivered the presidential address. Dr.
R.A. Badwe delivered the convocation address.
Ninety nine students have received their degrees/diplomas at this
convocation - Diploma in Health Promotion Education (DHPE) - 22
students; Master of Population Studies (MPS) - 19 students; Masters in
Philosophy in Population Studies (M.Phil.) -13 students; Doctor of
Philosophy in Population Studies (Ph.D.) - 20 students; Master of
Population Studies (Distance Learning) - 18 students; and Diploma in
Population Studies (Distance Learning) - 6 students. Ms. K.Sujatha Rao
presented the degrees/diplomas to the passing-out students. Dr. Badwe
bestowed the meritorious students with medals.

MEDAL/AWARDWINNINGSTUDENTS
Every year gold medals are awarded to the meritorious students, whose overall performance is adjudged to be the best in their
respective programme. They are Dr. C. Chandrasekaran Gold Medal, Dr. K.Srinivasan Gold Medal, Dr. P.N.Mari Bhat Gold Medal
and IIPS Gold Medals. Additionally a student from MPS programme, whose seminar paper is rated as the best is awarded Dr. J. R.
Rele award. This award is based on the Seminar paper's content, and the student's presentation and defense skill, while presenting
the paper at the IIPS Student-Faculty seminar. Silver medals (IIPS) are awarded to students whose overall performance is ranked as
the second best, in the respective programmes MPS, DHPE, PGDCH, DPS (Distance Learning) and MPS (Distance Learning).

II. National Dissemination Seminar
The National dissemination seminar of the “Youth in India:
Situation and Needs Study” was organized at India Habitat
Centre, New Delhi on 20 February, 2010. The seminar was
inaugurated by the Honorable Union Health Minister Shri Ghulam
Nabi Azad, Union Minister for Health and Family Welfare,
Government of India. Ms. K. Sujatha Rao, Secretary, Health and
Family Welfare, Government of India chaired the inaugural
session.

The key note address was delivered by Prof. Amartya Sen, (Nobel
Laurete) Lamont University Professor and Professor of Economics
and Philosophy, Harvard University. Prof. F. Ram, Director and Sr.
Professor, IIPS welcomed the dignitaries and delivered the opening
address.

The Andhra Pradesh dissemination seminar of the “Youth in
India: Situation and Needs Study” was organized at Hotel
Green Park, Begumpet, Hyderabad on 22 January, 2010. The
seminar was inaugurated by Shri J. Satyanarayana, Principal
Secretary, Health, Medical, and Family Welfare Department,
Govt. of Andhra Pradesh and Shri A.K.Parida, Principal
Secretary, Youth Services, Govt. of Andhra Pradesh. Dr. Usha
Ram, IIPS welcomed the delegates. The dissemination
seminar was attended by over 150 delegates including
government officials, executives from international and national
organisations, academia, researchers and press.

III. Seminar on Demography: InternationalPerspective and Challenges in India
A seminar on 'Demography: International Perspective and
Challenges in India' was held at IIPS during 12-13 February,
2010. The seminar was organized by IIPS, jointly with the
International Institute for Applied Systems Analysis (IIASA),
Austria, and Technology Information, Forecasting & Assessment
Council (TIFAC), New Delhi. The main purpose of this seminar
was to examine and understand the importance of some of the
population issues particularly in the context of population and
development linkages and the necessary methodological
developments thereof. The primary aim of the seminar was to
discus various methodological issues in demographic data
analysis with a special attention on future research collaboration.
Being a member of the National Committee for the India-IIASA
programme, Prof. S. Lahiri of this Institute was initially contacted
by TIFAC, New Delhi to organize such a seminar at IIPS, Mumbai.

Around 25 renowned demographers and social scientists from
India and Austria participated in this seminar. In the inaugaral
function Prof. F. Ram, gave an introduction of the seminar and
welcomed all the participants. Prof. Kirit Parikh, Chairman,
Integrated Research and Development, and Chairman, National
Committee for the India-IIASA Programme gave the Key note
address. Dr. Wolfgang Lutz, Leader, World Population Program,
IIASA, Vienna, and Director, Vienna Institute of Demography (VID),
gave an introduction about IIASA and its research activities. Ms.
Kiran Abraham-Zacharia, Member Secretary, National Committee
for the India-IIASA Programme gave an introduction of India-IIASA
Programme.

IV. National Conference on Demographic Convergence,Demographic Dividend, Population Ageing and Implications forHealth and Socio-economic Transformations: Special Focuson South Indian States
A three day IIPS national conference was organized in the city of
Chennai during 25-27 March 2010, to deliberate on new and
emerging scientific themes namely: demographic convergence,
fertility transition and determinants, health, mortality and morbidity
transition, age-structural transition and demographic dividend,
labour force and migration, demography of ageing, health and well
being of older population including employment, pension, social
security for the elderly population and health care and health
financing issues in general. The conference also extensively
deliberated on key health, population and social policy challenges
faced by the four south Indian states namely, Andhra Pradesh,

The conference provided an enabling forum and opportunity in which
seniors shared their expertise and experience with young researchers
while the later discussed their creative research work while learning from
the enlightened veterans.
The conference was partly sponsored by the United Nations Population
Fund (UNFPA), and Population Foundation of India (PFI), New Delhi.

Krishna Murthy and Mr. P. H. Fulpagare organised this conference.
The conference was attended by a large number and a great blend of
about 200 participants: government officials, distinguished researchers,
veterans, senior academics, mid career and young scholars in the
subject areas of demography, economics, social science and public
health.

V. Panel Discussion on ‘Women and ClimateChange’
A half-day Panel Discussion on 'Women and Climate Change' was
organised on 9 March, 2010 by IIPS. The symposium was supported by
the UNFPAState Office, Maharashtra.
The programme started with a welcome address by Prof. F. Ram,
Director, IIPS. In his speech, he re-iterated that the climate change is no
longer a debatable issue and that the time has come where government
policies need to intrinsically link climate change issues with gender
perspective, as women are most affected by climate change, particularly
in India. He strongly recommended that in the

must find central place and provide opportunities and services to women

1. Panel Discussion on 'Women and Climate Change’
IIPS organised a Panel Discussion on ‘Women and Climate Change'
on 9 March 2010. Students were encouraged to actively participate
in this discussion and an opportunity was given to them to express
their views in this subject. Ms. Kshipra Jain talked about 'Problem of
Women in naturally devastated areas'; Ms. Nidhi Sharma talked on
'Condition of special populations women who are forced to take
professions such as sex-work due to natural disasters; and Mr.
Aditya Singh expressed his views on 'Importance of improving
access to reproductive health services including contraception'.

2011 Census
A debate on Inclusion of questions on Caste in 2011
Indian Census was organized on 7 June 2010. Prof. R.B.
Bhagat facilitated the debate and our students, Mr. Kunal
Keshri, Mr. Aditya Singh, Mr. Goli Srinivas and Mr. C. P.
Abdul Jaleel debated on the Topic. Mr. Kunal Keshri and
Mr. Aditya Singh spoke against the inclusion of caste in
Indian Census and debated on the challenges that
Census is likely to face and its effect on final data quality.
On the other hand, Mr. Goli Srinivas and Mr. C. P. Abdul
Jaleel spoke in support of inclusion of caste in Indian
census.

STUDYTOUR
Every year as a part of the academic programme, all the
students of Master in Population Studies are taken for a
study tour to different parts of the country. This year’s study
tour was undertaken from 21 March to 1 April, 2010. The
study tour included visits to Bangalore, Mysore, Chennai,
Madurai, Gandhigram, Thiruvananthapuram and
Kanyakumari.

RETIREMENT
Prof. Kamla Gupta, Head of Department of Migration and Urban
Studies retired from the services of the Institute on 31st March
2010 on superannuation.
Prof. Kamla Gupta joined IIPS in 1979 as a Lecturer. She became
Reader in 1988 and Professor in 2000 and was heading the
Department of Migration and Urban Studies since then. Besides
teaching, she was also involved in research . Her research has
focused on a variety of topics including migration, urbanization,
ageing, gender and health. It is worth mentioning here that she
was the Chief coordinator for the latest two DHS surveys in India
(NFHS- 2 & 3). Also she was the Principal investigator of a project
on 'Alcohol Use, Sexual Behaviour and HIV Risk in Mumbai.
This tour provided an opportunity to the students to have
direct interaction and exposure to two premier social
science research institutions (Institute for Social and
Economic Changes (ISEC), Bangalore and Center for
Development Studies, Thiruvananthapuram), two
Population Research Centers, one social action institute
(Indian Social Institute (ISI), Demography department in
Kerala University and three NGOs working in the areas of
health, HIV prevention, tribal welfare and social
development.
Apart from this, the students were given an opportunity to
actively participate in the National Conference on
‘Demographic Dividend and Fertility Transitions’ held at
Chennai, which had many scientific sessions and
deliberations on demographic issues. Besides participating
in this conference, the students had interaction with a large
number of demographers and social scientists who
attended the national conference.
Dr. T.V. Sekher and Dr. Manoj Alagarajan accompanied the
students as Faculty Guides.

Dr. Asha Atmaram Bhende passed away on 28 May 2010
at the age of 82.

She joined IIPS in 1963 as Sr. Health Educator and served
the institute in various capacities. In 1973 she was

Master degrees - one from the University of Bombay
(1956), one from Tata Institute of Social Sciences (1958),
and one from the University of California, Berkely (1962).
In 1976 she received Doctorate in Sociology from the Tata
Institute of Social Sciences (TISS), Mumbai.
appointed as a Professor. She retired from IIPS as Professor and
Head, Department of Population Policies and Programme on
October 1988. She was considered as a best teacher in IIPS.
She was also involved in research and guided students for their
doctoral research. Her book "Principles of Population Studies"
(Co-authored with Prof. Tara Kanitkar) is well acclaimed by all
demographers and students. The first edition of this book was
published in 1978 by Himalaya Publication House. Recently, in
2010, the 20 edition of this book was published .
Besides being an academician, Prof. Asha Bhende, was a well
acclaimed actor and model too. Despite a demanding career in
academics, she continued her passion in acting and came to be
recognized as a multi faceted actress. She received the award
for the best actress by the Government of Maharashtra in 1964-
65. She has modeled for many commercials. Her modeling for
the recent commercial advertisements such as State Bank of
India Life Insurance (which won an award in 2007) and Asian
Paints Tractor Emulsions (January, 2009) are worth mentioning.
On her 80 birthday, she released a book she had written on her
life, titled (In my own world, am I)
Prof. Asha Bhende led a very productive and fruitful life all
through her life. We, the IIPS family convey our condolences to
her bereaved family members.
