With 55,000 business enterprises providing 754,000 jobs and generating an annual economic output of £55 billion, Westminster is the largest employment centre in the UK. Given that 85 per cent of businesses in the borough employ fewer than 10 people, there is greater need for the built environment to reflect the different demands of a range of sectors.
The current daytime population of 1 million in a borough of 248,000 residents and the resulting increased pressures on infrastructure, coupled with changes in mobility patterns, necessitate change and futureproofing of transport systems and public realm. In the face of environmental, social and economic challenges, how is Westminster evolving? How will Westminster’s City Plan shape the borough? In an increasingly competitive environment, how is Westminster evolving to nurture growth and support a thriving economy while maintaining its position as a world-class destination?
How is the borough building communities and creating greener and healthier spaces that inspire and enhance quality of life? How can local neighbourhoods such as Soho and the West End retain their distinct character? What is the role of the local authority in curating a place? Can lessons be learned from the Great Estates in responding to the needs of local resident and business communities?
This afternoon session will bring together local stakeholders including council representatives, developers, investors, architects and occupiers to look at the future of this area. Lunch and presentations will take place at Regent Street Cinema. Study tours will then explore the key development sites in the local area and the day will end with networking drinks.

Ruth Duston OBE, OC Chief Executive, Victoria BID
During a 30 year career in regeneration, Ruth has established several BIDs and business partnerships. She has leveraged over £30m of private sector funding, becoming the catalyst for generating more than £6bn of further investment for redevelopment across major parts of central London. Driving value, delivering good growth and enhancing socio-economic outcomes through partnership is at the heart of Ruth’s approach to urban renewal. @RuthDuston
Paul O’Grady Director of South Belgravia, Grosvenor
Paul O’Grady is responsible for managing the overall strategy and performance of Grosvenor’s South Belgravia portfolio, worth approximately £1.3bn. He has previously held roles in investment, asset and portfolio management for Grosvenor across Europe. Between 2010 and 2015, he managed three cross-border retail funds on behalf of various international investors, during which time he also set up Grosvenor’s Stockholm Office.Paul is a Member of the RICS and a Board Member of Victoria BID. @Grosvenor_GBI
Sophie Thompson Director, LDA Design
Sophie is a director at LDA Design and lead for some of the UK’s most exciting and challenging street, waterfront and park projects. Adopting a people-first approach, the practice has developed new models for the design of London’s streets in places as diverse as Strand-Aldwych, Seven Dials and Euston. Sophie is currently leading the design for 4km of new seafront in Portsmouth and Camden Council’s ambitious £35m West End project. She is part of several design panels and NLA Future Streets think tank. @LDAdesign
Deirdra Armsby Director of Place Shaping and Town Planning, Westminster City Council
Deirdra provides strategic leadership on the form and function of a City for All. She is responsible for integrating Place Shaping principles throughout the Planning decisions process and an eclectic range of programmes including Oxford Street District Strategy and delivery, Strand Aldwych, Harrow Road and Victoria. Deirdra also sits on the Board of the Dolphin Foundation. Previously, Deirdra was Director of Regeneration and Planning at Newham, and worked at Hackney & RBKC gaining experience in strategic and local mixed use development, conservation, neighbourhood advocacy, transport, public health and strategy. @CityWestminster
Alexander Jan Director and Chief Economist, Arup
Alex is chief economist at Arup, the leading built environment consultancy. He leads projects that often involve economic analysis with a financing and funding focus. Alex has worked extensively with business improvement districts, local authorities and governments internationally on their growth and economic development strategies often with a transport component. Last year, he was project director for the West End Good Growth study for the GLA and City of Westminster. Alex led work on the GLA’s original London 2050 Infrastructure Plan and has overseen subsequent commissions to help develop the authority’s infrastructure capital strategy. @Arup
Ros Morgan Chief Executive, Heart of London Business Alliance
Ros has over 10 years’ experience in delivering successful destinations and is a leading figure in London’s West End. At successive organisations, Ros’s leadership has produced award-winning teams, driving measurable results and return on investment for local businesses and investors alike. Before moving to the West End in October 2016, Ros headed up Kingstonfirst, securing two of the largest redevelopment projects to be brought to the area for decades. Since joining Heart of London, Ros successfully led the occupier renewal ballot in 2017, achieving the backing of 92% of its businesses and is now driving the team on in meeting its members’ priorities across a range of strategic initiatives. @HOLBID
James Cooksey Director of Central London, The Crown Estate
James joined The Crown Estate in 2009 and was promoted to the role of Director of Central London in 2015. He is responsible for all aspects of the Central London portfolio, which includes taking a lead on stakeholder and customer relationships whilst delivering the overriding portfolio strategy. James is a former Chair of the Westminster Property Association (retaining a Board role), a Board member of the New West End Company BID and Chair of the Property Steering Group, also a member of the West End Partnership. James holds a degree in Land Management, is a member of both RICS and the IPF, and has passed the full IMC. @TheCrownEstate
Peter Murray Curator in Chief, New London Architecture
Peter was editor of Building Design and RIBA Journal before starting Blueprint Magazine in 1983. He is President of Wordsearch, the global communications and design consultancy. He has curated many architectural exhibitions at the Royal Academy as well as exhibitions held at NLA. He is founder of the London Festival of Architecture and is author of various architectural books including “The Saga of Sydney Opera House” and “A Passion to Build”. He is a Past Master of The Architects’ Company, a visiting professor at IE University in Madrid, Chairman of The London Society and a keen cyclist. @nlalondon @pgsmurray

Natalie Thomson Senior Associate, BuckleyGrayYeoman
Natalie has led a diverse range of projects in London. In 2018 she completed Eccleston Yards, a new public space and creative hub in Victoria, whilst in 2016 she led the major renovation of St Vincent’s Centre in Victoria: a series of distinguished Victorian buildings which houses the UK’s largest homelessness charity, The Passage. Frequently leading residential and workplace projects within Westminster, Natalie oversaw the refurbishment of Yalding House on behalf of British Land in 2015 and is currently leading two schemes for The Pollen Estate. Natalie contributes to The Architectural Review’s Women in Architecture campaign, of which BuckleyGrayYeoman is a Partner. @Bgyarchitects
Jace Tyrell Chief Executive, New West End Company
Jace has been Chief Executive of New West End Company for three years, representing Europe’s largest retail destination. His brief covers 600 businesses in London’s West End, a property portfolio of £3.5bn and an annual turnover of £9.2bn, including Bond Street, Oxford Street and Regent Street. Over the past three years his work has generated over £30m investment into the area. Previously, Jace was Executive Director of the City and Westminster Property Association, representing the commercial real estate industry in Central London with a combined portfolio of over £40bn. Prior to this, Jace was Director of External Affairs at New West End Company, helping it to win its status as a Business Improvement District and an extra £50m in investment. Jace also advises the Singaporean Government on BIDs and is a guest lecturer at Regent’s University on corporate strategy and reputation management. @newwestend
