When Van Auken first started as the direc- tor, the library's previous millage was about to end and she needed to go to the public and ask them to sup- port it again. Mulligan said the most important part of Summer Mania is to give people a chance to have fun and ex- plore downtown Cass City at no cost "A lot of people in Michigan, and our own area, are struggling right now. It's a generous gift where kids can play and not have to worry about the cost," she said. Mulligan added that it is a good chance for parents to let their kids have whatever they want. "They don't have to say 'no'," she added. Things like face-painting, cotton candy, sno-cones and the in- flatable activities are free, so parents won't need to put a limit on what their children can get or do, Mulligan said. "Last year we gave away over 1,600 sno-cones and over 1,000 bags of cotton candy," she said. Mania is a good way to give people a chance to see the different businesses in the area and hopefully come back to them 'iI t other times than Summer Mania. The Chamber of Commerce-spon- .sored Summer Mania event will go from 11 a.rn. to 9 p.rn. Friday. Dee Mulligan, of the Chamber of Com- merce, said Summer Mania is a way to dniw attention to what downtown Cass City has to offer. "We created Summer Mania so people could be downtown on a Friday when most of the businesses are open," she said. This year's Summer Mania event will include many familiar items. There will be 5 big inflatable activities for children, free food and food vendors, a car show, music, car seat safety checks, garage sales, a book sale and more. Mulligan said that many busi- nesses will have special things go- ing on either inside the business or on the sidewalk in front. The inflat- able activities will be available all day in the Rotary Park, but many of the other parts of the event will take place for a few hours at a time. The Curtis Chrysler car show will go from 6 to 8 p.rn. and the car check will go for a few hours during the day. The only thing people will have to pay for is food from the food vendors, Mulligan said. Late last year, Eldor Herrmann, presi- dent of Ceramic Systems Inc., Caro, purchased the former Nestles build- ing, which had stood vacant for a number of years, for a negotiated price of$105,000. Herrmann indicated his decision was based on cramped quarters at his cur- rent location at 2185 E. Wells Rd., plus the arrival of additional customers when a Canadian firm shut its doors, leaving Ceramic Systems, Inc. as one of the few viable ceramic product manufacturers in North America, Herrmann told the board during the Public Hearing that new roofs have been installed on the one-story and 3-story buildings. His plans 'n;:milin to continue with improvements to the form,er eyesore and eventually move all manufacturing into this building. Cer'ilmic Systems, fnc. was started in 1970 as Miracle Ceramics and in- corporated in 1974 as Ceramic Sys- tems, and currently employs around 20 people. Ron Wilson teamed last week that Moody's Investors Service, a leading provider of inde- pendent credit ratings, research and financial information to the capital markets, has assigned an A3 rating for the Cass City School District's $6.96 million 2008 school building and site bonds. "This is quite an accomplishment considering we were a deficit district l3 months ago," said Wilson, who noted he ¥inticipated a rating in the high-B range. an exceptional rating, especially considering all we've gone through, "They basically looked at the fact that, with all the changes we've made, . we've been able to tum it (financial health) around," he added. "It's re- ally a good thing for the district, and it's a positive reflection on the com- munity, too." THE CASS CITY High School Class of '46 recently held a reunion at the Charmont in CassCity, with 13 graduates and 6 guests attending. Of the 75 class members, 37 are deceased,including 2 since the 2006 reunion .. Irene Morrison Ki~g (Oct. 29, 2007) and Donald Anker(Feb. 22, 2008). It was noted that classmate Carl Buehrly received this year's "MichiganLiv~stock Man of the Year" award in Alpena, and the class' next gathering is scheduled forthe first Friday in August 2010. We tryto do everything," Van Auken said.She said that many times people willcome in and need to use a computer,but not know how. The librarians arewilling to help peoplt? with anythingthey need, she said.For anyone who has not been to the

Rawson Memorial Library, the friend­liness and helpfulness of the librarystaffcan make anyone feel welcome.The library won the State Librarian'sAward of Excellence in 2007 for itsQutstanding service. The award isonly given out to one library in thestate each year, VanAuken said. "It'snice to get recognition for the staff,"she said. Along with an award, thelibrary also received $5,000 to spendanywhere in the library. The moneywill be used to create a counter forpeople to bring in laptops and usewireless Internet.

Van Auken has a lot of admirationfor her librarians and said they arethe reason the library is so respectedin the area. "Sometimes these women

Rule, made a name for himselfearlierthis year when he representedTuscola County at the Business Pro­fessionals ofAmerica (BPA) NationalLeadership Conference and Compe­titions held last May, competing inthe Digital Media Production andComputer Security Concepts events.

Last week, Rule appeared before aThumb District Boy Scouts ofAmerica Board ofReview in BadAxe,and he walked away with the highestrank in Boy Scouting - the Eagle.

"Probably right when I joined BoyScouts in 2001, I had planned to goall the way to Eagle Scout," Rule re­called last week. "I liked the chal­lenge, and from what other peoplesaid, it was a prestigious thing to get.I wanted to accomplish it."

The Eagle rank is not only presti­gious, but awarded only to a selectnumber of young men. Establishedin 1912, the rank had been awardedto 1,835,410Boy Scouts at the end of2005, or about 2 percent of the BoyScout membership since 1911. To­day, officials estimate that roughly 5percent of scouts earn the rank ofEagle.The numbers are impressive locally.

In fact, Boy Scout Troop '594, CassCity, expects to tum out a whopping4 Eagle Scouts this year out ofa mem­bership of about 22 youths.

"They kind of go in streaks. (Butwe've got) a bunch of them - they goback as far as 1940, I believe," saidTroop 594 Scoutmaster Jim Baker,who earned the Eagle rank himselfback in 1978.

Baker noted Rule and Adam Kranzare both confirmed Eagle Scouts,while 2 other troop members - Tho­mas LeValley and Tommy Brinkman ­expect to complete their requirementswithin the next 6 months. "So, thatwould be 4, all ofwhich are outstand­ing scouts, all ofthem," he said. "Ab­solutely."Rule's journey to the Eagle rank be­

gan when he was just 6 years old,when hejoined the Cub Scouts. "My dad wasa Cub Scout when he was young. Ijust decided to check it out and I stuckwith it," he said. "It's been 10ts oflearning - learning about the out­doors, learnil38 leadership skills."

Those leadership skills were put tothe test when Rule began planninghis Eagle project - a community ser­vice-related requirement to earn therank -lastAugust. The task involvedselecting a project, detailing the tasksinvolved (cost, tools needed,fundraising, etc.) and organizing acrew of volunteers to make it hap­pen.Rule decided to revamp several me­

decided to restore the carriage. Theyreceived about $5,000 from the PinneyFoundation to do the repairs, Jack­son said. "The restorations weredone byAI and Sue Vanslyke ofIrons,Michigan. It was such an unusualfind that they did it in about 9months," Jackson said. However,there are lanterns that go with thecarriage and those took longer to re­pair. "The lanterns part was done inMontana. It took about 15 months,':Ware added. The whole process tookabout 2 years to get the carriage look­ing how it does today.The carriage was recently displayed

in the Cass City Freedom Festivalparade on July 5. Jackson said it isone of the Historical Society's goalsto show history like the carriage in abig setting. "It's when we can showit off," Ware said of putting the car­riage in the parade.

Ware volunteered to get horses topull the carriage in the parade. Thehorses used were haflinger horses,owned by Darl DumawofBadAxe."My role was to find people to rideand get costumes," JacksQn said.She said the Historical Societywanted Cass City historian Jack Esauto ride because he was the founderand longtime president of the soci­ety. Jackson also got one of Esau'sgranddaughters to ride with a friend.She had a few other children ride inthe carriage for the parade as well."Four of the young people involvedwere descendents ofStriffier's," Jack­son said.

The carriage can now be found atthe Octagon Barn in Gagetown.

Historical Society) by EleanorDillman," Ware said. Historical Soci­ety President Katie Jackson saidDillman's motner, Ida Nique, was thedaughter ofStriffler. Striffler movedto Cass City in 1880, Ware said. Hewas the nephew of one of the firstmen to ever come to the area. Strifflerwas at one time the president of thevillage and was quite involved in farm­ing and related events.

Jackson said the carriage has beenin the Fourth of July parades in yearspast, but has not appeared for about8 or 9 years. "We stopped putting itin after it had been damaged," shesaid. She said the carriage lookedlike either dogs or raccoons had got­ten into the carriage and damaged theupholstery. "We knew ifwe ever wereto use it again, we had to do some­thing," she said.

In a continuing effort to assist theagricultural industry in Michigan, theFarm Service Agency (FSA) an­nounced the designation of60 coun­ties in Michigan, including Tuscola,Huron and Sanilac, as agriculturaldisaster areas, making farmers inthose regions immediately eligible forUSDAIFSA physical loss emergencyloans.The counties have been designated

as a natural disaster area due tostorms with tornadoes, hail, and highwinds that occurred June 6 throughJune 15.

Nancy Dietz, Michigan's state ex­ecutive director said "this assistancewill go a long way in aiding farmersdevastated by this weather event.""We will continue to implement ev­ery available USDA program to as- 'sist farmers through this difficult con­dition."
