Electrical Power New Mexico State University 0722.00 Utility Development Plan June 16, 2009 Stage Two Report NMSU ELECTRICAL DISTRIBUTION SYSTEM OVERVIEW NMSU takes power from El Paso Electric Company at 13,800/23,900 volts (25 kV) at two locations; the Tortugas Substation at the southeast corner of Locust Street and Standley Drive and the Geothermal Substation on Geothermal Drive on the east side of Interstate 25. The Tortugas Substation splits the service into six feeders (numbered 1 through 6) which distribute power through the bulk of the campus. The Geothermal Substation distributes power as Circuit 7 to the east side of I25 and the area around the Aggie Memorial Stadium. The older facilities on campus are served at 4160 volts (5 kV). The original service was located at the Central Heating and Cooling Plant. Starting in the 1980s, 25 kV circuits were extended from the Tortugas Substation to portions of the campus. At several locations, substations consisting of a 23,900 to 4160-volt stepdown transformer and sectionalizing switches provided connections to portions of the older 5 kV distribution system. Portions of the 4160-volt distribution system utilize old technology oil switches and pole-type transformers that are at the end of their typically expected useful life. The Central Heating and Cooling Plant contains two 5 kV distribution sections connected to redundant transformers and 25 kV feeders. If one feeder or transformer fails, the redundant set can be energized to feed the Central Heating and Cooling Plant loads. At several locations sectionalizing switches provide a means for circuits to be backfed by a different circuit in the event of an equipment failure or maintenance outage. To utilize this feature, circuits have to be kept lightly loaded such that a circuit can carry its normal load plus the load of the backfed circuit. Approximately 90% of the 5 kV cable (in the “backbone”) is 500 MCM copper with an ampacity of 475 amps. Where there are taps off the backbone, the cable is stepped down to #4/0, #2/0 or #2. In the older installation, the 5kV cable is run in Orangeberg conduit located in the concrete pour of the utility tunnel floors. All of the 25 kV cable is #4/0 aluminum with an ampacity of 230 amps. This turbine is typically connected to Central Heating and Cooling Plant loads, a few classroom and administration buildings, and Computer Center loads. NMSU ELECTRICAL DISTRIBUTION SYSTEM OVERVIEW

NMSU takes power from El Paso Electric Company at 13,800/23,900 volts (25 kV) at two locations; the Tortugas Substation at the southeast corner of Locust Street and Standley Drive and the Geothermal Substation on Geothermal Drive on the east side of Interstate 25. The Tortugas Substation splits the service into six feeders (numbered 1 through 6) which distribute power through the bulk of the campus. The Geothermal Substation distributes power as Circuit 7 to the east side of I25 and the area around the Aggie Memorial Stadium.

The older facilities on campus are served at 4160 volts (5 kV). The original service was located at the Central Heating and Cooling Plant. Starting in the 1980s, 25 kV circuits were extended from the Tortugas Substation to portions of the campus. At several locations, substations consisting of a 23,900 to 4160-volt stepdown transformer and sectionalizing switches provided connections to portions of the older 5 kV distribution system. Portions of the 4160-volt distribution system utilize old technology oil switches and pole-type transformers that are at the end of their typically expected useful life.

The Central Heating and Cooling Plant contains two 5 kV distribution sections connected to redundant transformers and 25 kV feeders. If one feeder or transformer fails, the redundant set can be energized to feed the Central Heating and Cooling Plant loads.

At several locations sectionalizing switches provide a means for circuits to be backfed by a different circuit in the event of an equipment failure or maintenance outage. To utilize this feature, circuits have to be kept lightly loaded such that a circuit can carry its normal load plus the load of the backfed circuit.

Approximately 90% of the 5 kV cable (in the “backbone”) is 500 MCM copper with an ampacity of 475 amps. Where there are taps off the backbone, the cable is stepped down to #4/0, #2/0 or #2. In the older installation, the 5kV cable is run in Orangeberg conduit located in the concrete pour of the utility tunnel floors.

All of the 25 kV cable is #4/0 aluminum with an ampacity of 230 amps.

GAS TURBINE OPERATION A natural gas fired turbine provides a source of on-site power generation. This turbine is typically connected to Central Heating and Cooling Plant loads, a few classroom and administration buildings, and Computer Center loads. If excess generated power is available, the distribution system can be configured to deliver that on-site generated power to the Tortugas Substation for distribution on the NMSU grid. Controls at the Tortugas Substation prohibit NMSU-generated power from entering the El Paso Electric Company system.

Central Plant Distribution Board tie breaker EBT is closed when there is excess generating capacity. That takes power back to Tortugas Substation via feeder #4 (transformers T25-385 and T25-390). That excess power is connected to the general NMSU grid and is metered as negative power at Tortugas Substation breaker TF4.

If the Tortugas Substation detects an El Paso Electric outage, the Central Plant Distribution Board tie breaker EBT is opened so that only the Computer Center and Feeders EFM & EFW (NMSU Central Plant calls those Essential Loads) are connected to the turbine (to keep from overloading the turbine).

ELECTRICAL DISTRIBUTION SYSTEM DEFICIENCIES

FEEDER 3 & 4 REPLACEMENT Installation of 25 kV circuits started in the 1 980s. The initial installation was “designed” by the installing contractor. Installed pullboxes do not have concrete floors and some only have dirt (not even gravel). There are no cable racks on the inside walls of the pullboxes. In some cases 4 x 4 redwood timber is on the pullbox floor, but in some boxes there is nothing but dirt. Cables lay on the dirt floor or on top of 4x4 timbers on the dirt floor. In some areas, the installation allows water and sand to wash into the pullboxes and then raceways. Some of the 25 kV cable is non-jacketed with an exposed concentric neutral. The moisture and sand abrasion causes the concentric neutral to corrode and become damaged, necessitating replacement. This is especially true in the duct banks for feeders #3 and 4 north out of the Tortugas Substation. Replacement of the ductbanks and pullboxes in a fashion to minimize water and debris entrance is desirable. Some projects in the Master Plan may require a new feeder from the Tortugas Substation north towards University Avenue. Part of that new feeder project could include replacement of the existing Feeders #3 & 4 (where the routing is parallel).

The single-line diagram shows Circuits 3 & 4 routed through the same pullboxes as they run north out of the Tortugas Substation. Where the circuit routing splits, the Electric Shop requests a switch to provide selection capability for maintenance or outages etc.

MORE THAN ONE SERVICE TO A BUILDING Where building additions incorporated adding primary voltage transformers (additional services), there is a National Electrical Code (NEC) code issue regarding more than one electric service to a “building.” Examples include Williams Hall Annex, Gerald Thomas Hall (Ag), Jett, Corbett, Garcia, the Activities Center and Foster.

For example, the pole-type transformers in the Williams Hall Annex vault could be removed and that load tied to the newer padmount transformer feeding the main Williams Hall (assuming sufficient transformer capacity). That would eliminate the exposed live electrical terminations inside the Williams Hall Annex vault and combine the two services eliminating a NEC violation and hazardous condition. A new raintight distribution section with two mains for the Annex and main building could be installed adjacent to the padmount transformer.

FEEDER #7 REVISIONS On the east side of the I25 freeway, NMSU has a second 25 kV service from El Paso Electric (Geothermal Substation). A 25kV to 5kV stepdown transformer at the substation distributes power to loads in the area. An old overhead power line feeding the Greenhouses, Rodeo Grounds, Chemical Storage and the PSL Antenna farm is connected to this service. This overhead power line needs maintenance/repair. El Paso Electric has overhead distribution in this area and an option to repair is to have El Paso Electric serve these loads directly.

Feeder #7 runs from the Geothermal Substation under the freeway to the Stadium area. This feeder utilizes 25 kV #4/0 aluminum conductors (operated at 5kV) to the NW Stadium vault where it transitions to 5kV 500 MCM copper. (#4/0 Aluminum does not carry much load at 5 kV). Feeder #7 could be reconfigured to operate at 25 kV providing more load capacity) and connected to additional loads in the northeast corner of the campus.

PAN AM CENTER REDUNDANT FEED There is concern that an outage to the Pan Am Center could have adverse financial impacts and that therefore a redundant feed (25 kV) should be provided. One option to provide a redundant feed is to rework feeder #7 from the Geothermal Substation. Feeder #7 runs through the Field House Vault (north of the football stadium) which is just south of the Pan Am Center. The feeder could be configured to operate at 25 kV (revising feeds to the 5 kV loads now connected to Feeder #7). A switch would be required to select feeder #7 or #5 to feed the Pan Am Center. Operating this feeder at 25 kV may also provide capacity to pick up other loads in the area, reducing the loading on the existing feeders serving that portion of campus.

FEEDER #5 TO ED SERVICES The Electric Shop is concerned about the old Feeder #5 cable between the EL Vault through the Garcia tunnel to the Educational Services Center Vault. The existing cable was installed in 1978 as part of the original building construction. The cable is inside orangeberg raceway in the concrete pour for the tunnel floor. The Educational Services Center is at the end of a long radial feeder. There is concern that an outage of this building’s functions would adversely affect NMSU operations. The existing cable could be replaced. An option is to disconnect Educational Services from Feeder 5 (freeing capacity for a new building) and connect it to Feeder #7 (Geothermal Sub) which runs close to this vault and could easily be extended and connected to this load.

FEEDER #5 LOADING The Master Plan calls for several new buildings in the areas served by Feeder #5. An option to reduce load is to revise the normal switching configuration at the Locust Substation. At switch S25-140, open the feed to switch S25-145 which disconnects 2000 kVA transformer T25-440 from Circuit #5. In switch S25-145, the switch for Feeder #2 could be closed connecting transformer T25-440 to Circuit #2. Refer to Master Plan Issues later in this report.

TORTUGAS SUB ISOLATING SWITCHES

The Electric Shop requests that isolating switches be installed on Tortugas Substation circuits 1, 2, 3, 4, & 5. This will allow the substation switches to be isolated from back feeds during maintenance at the Tortugas Substation.

REPLACEMENT OF OLD EQUIPMENT Portions of the 5 kV distribution system still in use date from the original building construction, which in some cases far exceeds the typically accepted useful life for that equipment. Old technology oil switches and pole-type transformers are installed in some electrical vaults. In some vaults, the installed equipment arrangement is difficult to maintain or is potentially hazardous. Each year, the Electric Shop typically renovates two of the old transformer vaults, so many of the high priority ones have been modified as available funding allows. The electrical distribution system (switches, transformers, cabling, etc) in the following buildings should be considered for upgrading/replacement.

Buildings 79 & 80. Rhodes-Garrett-Hamiel Hall was originally built in 1941. The two 500 kVA transformers and switches are old (end of typical life), but in serviceable condition.

Building 82. The Biology annex was originally built in 1941. The 500 kVA transformer and switches are old (end of typical life), but in serviceable condition.

Building 154 Garcia Annex was originally built in 1949. Replace primary and 112.5 kVA transformer.

Building 187 Chemistry was originally built in 1957. Replacement of primary switches and 500 kVA, 225 kVA & 150 kVA transformers is presently planned by the Electric Shop.

Building 189 Jett Hall was originally built in 1956. The Jett high-voltage vault needs to be reworked. Replace oil-filled switches and one 500 kVA, two 300 kVA and two 225 kVA transformers. The present installation is crowded creating a maintenance hazard.

Building 244 Gerald Thomas Hall (Ag Bldg) was originally built in 1963. High voltage distribution needs to be revised. One 75 kVA and one 225 kVA transformers are on the roof. Replace 300 kVA pole-type transformers. Refeed one 75 kVA and two 225 kVA transformers. Revise/replace switching and provide a single main disconnect for the building.

Building 245 Tejada Building was originally built in 1962. Replace switches and a 150 kVA transformer.

Building 260 Monagle Residence Hall originally built in 1965. The ten-year Master Plan indicates this building is to be demolished. If the building is to remain in use, the switches and transformer need to be replaced.

Building 276 Walden Hall was originally built in 1966. The 500 kVA transformer needs to be replaced.

Building 278 Branson Library was originally built in 1951. The 1500 kVA transformer needs to be replaced.

Building 285 Corbett Center was originally built 1968. Rework two primary vaults and replace 1500 kVA and 300 kVA transformers. Corbett Center has two 5kV and one 25kV services.

Building 288 Guthrie Hall was originally built in 1968. Replace a 500 kVA dry-type transformer.

Building 301 Thomas & Brown Hall was originally built in 1972. Replace the 500 kVA pole- type transformers. The building configuration includes a plumbing chase vertically over the electrical vault which is a potential hazard. Plumbing drains are directly over transformers and debris on floor indicates there has been water leakage into the vault in the past. Refer to the Appendix for photos.

Building 321 James B Delameter Activity Center was originally built in 1973. Replace the 500 kVA pole-type transformers. There is one 5kV feeder to the pole-type transformers and one 25 kV service to this facility. Rework the two feeds to a single service to the building.

Building 338 Educational Services was originally built in 1978. Replace the 300 kVA pole-type transformers.

Building 371 Wind Tunnel Research was originally built in 1981. Replace the 300 kVA pole- type transformers.

Building 386 Business Complex was originally built in 1983. Replace the 25 kV non-jacketed primary cable and three 167 kVA pole-type transformers.

ISSUES REQUIRING ADDITIONAL STUDY

EMERGENCY POWER Two generators at the Central Plant generate emergency lighting power during a power outage. A 300 kVA step up transformer at the Central Plant distributes emergency lighting power through the utility tunnels to some of the older buildings in the heart of the campus at 5kV. Where the feeders leave the Central Plant, they are #2 awg, but as the circuits get farther away, they are tapped down to #6. Small stepdown transformers with circuit breaker load centers are located in the tunnel for distribution of 120-volt circuits to emergency lighting and exit signs in selected buildings. Over the years, telephone equipment has been added to these circuits. This emergency lighting power distribution system is probably overloaded and experiencing voltage drop problems.

Some buildings incorporate backup generators for emergency loads. Buildings with generators include USDA, Police, Foster, Biology Annex, Pan Am Center, Chemistry. Some of the existing generators are diesel and some are natural gas. Natural gas does not meet the National Electrical Code requirement for an on-site fuel supply.

Most campus buildings utilize individual battery packs for emergency lighting. Providing an individual battery pack at each luminaire and exit sign leads to a large quantity of battery packs that require periodic testing and replacement. Current codes require documented periodic testing of egress lighting battery systems leading to high maintenance costs.

Emergency power issues should be reviewed and a coherent policy developed for implementation in all campus facilities.

MASTER PLAN DEFICIENCIES

The most pressing issue is how to feed the proposed Arts Complex now under preliminary design. It is to be located near the southeast corner of Espina and University Avenue. Feeders #5 & 6 are in the general area. The loading of individual feeders needs to provide spare capacity to carry the additional load of another feeder when feeder tie breakers are closed for maintenance or repair. The existing and proposed future feeder loading and the long distance from the Tortugas Substation require additional study. El Paso Electric has an overhead power line running along Espina that could perhaps provide a new metered service if serving the Arts Complex becomes problematic.

Plans call for some of the family housing along the I10 freeway is to be relocated and the Academic Research District expanded into that space. That area is presently served by 25kV circuit #1. This circuit presently only feeds student housing loads and power is metered at the Tortugas substation (separate accounting from academics). The system will have to be reconfigured if the Academic Research district is to be separately metered.

The 60,000 square-foot Tech Lab/Classroom facility in the 5-year plan is to be built at the site of Hardman and Jacobs halls which are served by circuit 2 out of the Chiller Plant which is utilized to load the turbine. Desired turbine loading will have to be considered when selecting a power source for new facilities in areas served by feeders connected to the turbine.

The 263, 250 square-foot New Academic Buildings in the 10-year plan is to be built at the present site of the Ag facility which is served by circuit 2 out of the Chiller Plant which is utilized to load the turbine.

Any load changes to circuit 2 will have to be coordinated with desired turbine loading, or another power source extended to the area.

The1 10,850 square-foot Zuhl Library expansion and the 233,250 square-foot Research/Lab Building in the 15-year plan adds load to circuit 3. Circuit 3 is presently the heaviest loaded circuit on campus.

The 218,190 square-foot Academic Lab Building in the 15-year plan adds load to circuit 6. The building location may require that circuit 6 be relocated.

The 81,900 square-foot Greek or Family Housing Phase 1 in the 15-year plan will add load to circuit 2.

NORTH CAMPUS ISSUES Feeders #5 and #6 run near the proposed building site for the Arts Complex. From a metered maximum demand standpoint, either feeder appears to have capacity for this one project. However, due to the length of feeders from the Tortugas Substation and the fact that much of that routing is run at 4160 volts, the two circuits should be analyzed further.

Many of the building projects in the NMSU Master Plan are sited in areas presently served by Feeder #5. The existing metered maximum demand on Feeder #5 is 2882 kW. Based on watts per square foot and the proposed building areas in the master Plan, an additional electrical load of 3238 kW is planned for that area (refer to the end of the electrical loading spread sheet). That does not include any load for a chilled water plant to serve the proposed buildings.

Future loads in the area now served by circuit 5: 5-year Plan: Arts Complex, 234,000 sf

Jordan Street Entrance Housing, 225,000 sf Student Services Phase 1 (Near Speech English), 37,500 sf

10-year Plan Student Services Phase 2, 37,500 sf Chamisa Dorms Phase 2, 55,628 sf East Mixed Use/Graduate Housing, Ph. 1, 116,100 sf New Undergraduate Housing (near Monagle Hall), 56,520 sf Student Activities Expansion, 87,160 sf

15-year Plan East Mixed Use/Grad Housing Phase 2 (near Chi Omega Sorority), 117,720 sf

The Master Plan contains other proposed facilities but does not indicate the proposed locations.

Options to provide additional power capacity for the area along the south side of University Avenue include the following:

NEW EPE SERVICE: El Paso Electric has an existing underground power line running along Locust Street. There is an existing pullbox between the southeast corner of Corbett Center and the Chamisa Dorms. EPE may be able to provide a new service at that location.

NEW 25 KV FEEDER FROM TORTUGAS SUBSTATION: A new feeder could be added to the Tortugas Substation and run north to a new chilled water plant that would also contain a distribution substation. New loads could be fed from the new feeder/substation. Existing buildings nearby could be re-fed from the new feeder, unloading existing feeders for other new loads more remote from the new chiller plant/substation. Installation of this new feeder may provide an opportunity (in a common ductbank) to replace portions of Feeders #3 & #4 which are damaged due to improper initial installation (refer to Feeder #3 & 4 Replacement).

If further analysis of Feeders #5 and #6 determine that neither is suitable to feed the Arts Complex, and there is not sufficient time or money available to implement either of the above

options, a new electric service could be provided. El Paso Electric has an overhead line along Espina that perhaps could be utilized to temporarily feed the Arts Complex.

STRATEGIES TO REPAIR DEFICIENCIES & ACCOMPLISH GROWTH

REPLACEMENT OF THE 25KV DISTRIBUTION SYSTEM Drawing E1 .00 shows the geographical areas currently served by the six 25kV Tortugas feeders, and the single Geothermal feeder. Drawings E1A – E1E depict the staged replacement and expansion of the 25kV underground distribution system. These drawings generally show the rearrangement of the areas served by 25kV feeders; each area contains a single radial feeder, loaded and arranged so that each feeder may be backed up by an adjacent feeder.

Phase 1–2014 Refer to site plan drawing E1A. Construction of a new Secondary Utility Plant is an opportunity to increase electrical capacity in the north-central campus area, replace aging feeders TF-3 and TF-4, establish connections to a new El Paso Electric source north of campus, establish a tie between the Tortugas and Geothermal services (suggested switch to be controlled by El Paso Electric), and establish new 25kV feeders.

Refer to single-line drawing E5A. A new 25kV substation is suggested at the Secondary Utility Plant. The new substation may be served from a new El Paso Electric service from the north, or from a replacement Tortugas substation. Both options are shown on the drawing; a complete buildout may accomplish both options, resulting in two 25kV substations, each with a utility source, and an intertie between the two.

The feeders shown on single–line drawing E5A are depicted in the Phase 1 – 2014 planning timeframe. However, the minimal implementation of this strategy would be the construction of the new Secondary Utility Plant substation, and either the new El Paso Electric service to the north, or the replacement of the Tortugas Substation and the installation of the interconnect between the Tortugas Substation and the Secondary Utility Plant Substation. There are no spare switch positions in the existing Tortugas Substation, so any new feeder or interconnect cabling will occasion the replacement of the Tortugas Substation switchgear; however, as previously mentioned in this report, this switchgear is beyond useful lifespan and its replacement would be a reliability benefit to NMSU. The possible interconnect between a new Secondary Utility Plant Substation and a new Tortugas Substation is shown routed north on Locust Avenue; this is also the routing of existing 25kV Feeders 3 & 4, so this project would also replace those feeders with new.

Phase 1 – 2014 also includes the connection of 13 new buildings to the 25kV system, either on a new 25kV feeder or an existing nearby 25kV feeder (to be replaced in a future timeframe).

The present value of these improvements is estimated at:

Phase 1 -2014 $11.1M

Refer to the following cost opinions. The suggested new switchgear at both the Secondary Utility Plant and the Tortugas Substation is vacuum-circuit-breaker type, enclosed in a manufactured switchgear building. The underground 25kV feeders are single-conductor #4/0 aluminum, to match the feeders currently used at NMSU. Feeders costs carry burdens for

excavation, concrete encasement, backfill and surface repair, a manhole every 500’, and a padmounted sectionalizing switch every 1,000’.

Phase 2-5 –2019, 2024, 2029, 2034 Refer to site plan drawings E1B - E1E, and single-line drawing E-5A. Phases 2-5 of this strategy will expand the replacement 25kV system begun in Phase 1. The system is envisioned as radial feeders, each less than 50% loaded, which by switching may be back up buildings in an adjacent area.

The present value of these improvements is estimated at:

Phase 2– 2019 $1.27M

Phase 3–2024 $1.96M Phase 4–2029 $1.94M

Phase 5–2034 $1.37M

REPAIR OF DEFICIENCIES The strategy detailed above will correct the deficiencies of age and condition in the 25kV electrical distribution system by replacing switchgear and replacing underground cabling. Refer to Electrical Distribution System Deficiencies and Master Plan Deficiencies.

There are approximately 145 5kV transformers at NMSU, with accompanying aging 5kV distribution. While in-building secondary-voltage projects are not addressed within this Utility

Development Plan, it would be prudent to begin replacing these transformers with 25kV transformers connected to the suggested new 25kV electrical distribution system, and simultaneously correcting the multiple building services, feeders and switches in the tunnel system, and other deficiencies noted in Electrical Distribution System Deficiencies.

The costs to replace and expand the 25kV electrical distribution system are described above. However, these improvements will not repair or replace the 5kV system, which is fed by a number of 25-5kV transformer substations located around the NMSU campus. The present value of a building transformer replacement is approximately $90,000 per building; this includes costs similar to those detailed for a building connection in the following cost opinions. The present value of the conversion of all 5kV buildings to 25kV services might cost approximately $9.5M.

The NMSU electrical distribution system incorporates several locations were one feeder can be connected to another through a normally open switch. This allows a main feeder breaker to be taken off line for maintenance or to re-feed portions of the system if a part fails. Voltage is stepped up to 5 kV at central plant and fed through tunnels to disconnects and dry- type transformers for lighting circuit to nearby buildings. Jett Hall vault. Maintenance space above the 5 kV oil switches was so tight that the Electric Shop had to chip voids in the vault roof to allow sufficient space to dismantle the switches for maintenance.
