Security Analysis and Projections

Within three calendar months of the FARC’s unilateral ceasefire, which has been fully completed in the first quarter: the FARC has not made any offensive action against the security forces, infrastructure or civilians during this period. While there have been fights, these have been fortuitous. The ELN has used this space to generate offensive actions, but with limited impact. There is circumstantial evidence that the FARC’s criminal actions of rents searches still remain. The National Forces have also reduced the number and effect of their offensive operations, but they have maintained control territory operations and protection of the population and infrastructure. As a result, there is circumstantial evidence of increased economic activity in regions heavily affected by the conflict. The GPDP of "Clan Úsuga" was the main source of insecurity for the last two months in Colombia.During the previous week the entire nation presented a balance between the actions against public force and actions against infrastructure, followed by the effect on the civilian population, increase in drug trafficking and finally a high effectiveness of the police against illegal groups, a fact that indicates that these illegal groups remain in one way or another in their areas of influence through the use of the popular militia, who provide their livelihoods in these places with the order to perform criminal intelligence and develop actions of impact. As it occurred on Tuesday night 14/04/15 where an army patrol was attacked, leaving 11 soldiers killed, and a number of injured people to be established.According to this action and the ruling government to continue bombing, it is expected that the criminal actions of the violence generators, plus all kinds of protests and demonstrations will increase across many places of the country. Hence, a balance of the first quarter is made and hopefully the development of the second where the registration of candidates for the regional elections come and free way to political campaigns, events that, it is already known, increase the level of risk in the whole country.As for the balance of the first period it looks that an equilibrium of the actions against civilians and actions against drug trafficking remained, where drug seizure, location and laboratories drawdown were achieved, among others such assassination , murder, settling of accounts between gangs dedicated to micro-drug trafficking and common crimes. A worrying incident is the increase in drug trafficking for being the financial source of illegal groups. That would be the third largest source of incidence in the quarter and it although reflects the effectiveness of the Public Forces in this aspect of the fight against violence generating groups, it also suggests that they are not at specific areas, but they are exercising a territorial control, by using their militias, conducting criminal intelligence and waiting to surprise and attack resonance units or objectives of national and international nature. Lastly until March 31 st, 2015, the involvement against public force and infrastructure was maintained at a very low level. The most significant events in the past week focused on:

•FARC opens possibility of delivering to minors who are in their ranks.•Eleven soldiers dead because of a FARC’s attack in rural area of Cauca.•The FARC criticized President Juan Manuel Santos, after he ordered the bombing resuming to rebel camps and denied having violated their unilateral truce.•It was asked to Santos and the FARC to set a limit date to the peace process .

Projections: •Several state and social, justice, mining, education organizations announce strike on April 22nd, 2015, the date on which it was also decreed ‘a car-free day’ for the second time in Bogotá.

Cartagena (Bolívar)April 07: The National Police intercepted a taxi, as they were searching, several kilos of marijuana allegedlly were found inside of 26 packages wrapped with tape; they alsocaptured three people in the act of drug trafficking.

Morales (Bolívar)April 12: Troops of the River Marine Battalion as developing surveillance operations, interdiction and river control, managed to seize about 118 gallons of gasoline and 475 gallons of diesel fuel which were illegally transported.

Maicao (Guajira)April 11: Two men on a motorcycle threw an artifact of low power at the home of a renowned trader of the town, who works as manager of a gas station in town. The explosion left only damage to the residence's windows.

Barranquilla (Atlántico)April 09: The Intelligence Unit of Caribbean Military Gaula, attached to the Second Brigade of the Army, in coordination with members of the Technical Investigation Unit of Barranquilla, captured two individuals, including a minor, who were holding a million pesos product extortion, a motorcycle and two mobile phones.

Achi (Bolívar)April 10: Infantry Battalion Nº 4 "Gral. Antonio Nariño ", in coordination with the SIJIN of Magangué, managed to capture John Elkin Caldera Lascarro, alias "El Cantante Lopez ", member of Luis Fernando Gutiérrez front, Heroes South Block 'Clan Úsuga'.

Barranquilla (Atlántico)April 11: Police Narcotics Units and the Attorney General's Office, captured Carlos Enrique Samuels Duran, known as alias 'Samy', leader of a commited hallucinogens traffic network.

Cartagena (Bolívar)April 11: Police Narcotics Units found four containers with coca base inside of plastic coal parts, which intended to be taken out of the country.

Codazzi (Cesar)April 12: Soldiers Artillery Battalion 2 Popa. They captured two men were driving when the cattle without proper documentation . The incident took place on the trail Carrizal , Casacará jurisdiction of the path , near the block farm

During the first quarter of 2015, first there are the actions against civilians which turned affected by events such as fights, kidnapping, protests, killings, theft threats, minefields activation). Secondly, it has a dangerous drug growth rate reflected in: (location and lab destruction, capture, drug seizure). Thirdly, the presence of violence generators members that have made possible the effectiveness of the Public Force in the location of: coves, camps and capture of some individuals requested by the Justice and also some illegal groups. Fourth, we have a very low level of involvement against public force and infrastructure, due to the peace talks in Havana between the government and the FARC. The few incidents are related to the fuel theft, the pipeline incident attack AEI, activation minefield.

Other significant events in the past week focused on:

•Riots leave two dead brothers at San Onofre (Sucre), The community attacked a group of policemen, while they were capturing two individuals.•There is concern about death of fish in southern Bolivar.•Employees of the Prosecution are thoughtful about the Constitutional Court. verdict. In Barranquilla, about 40 officials of the fiscal entity. could be affected .•Six policemen caught selling smuggled gasoline in Cesar, In another incident in Santander and Cesar 12 suspected assassins of the band 'Clan Úsuga‘ were captured.•Kiko Gomez, former governor of La Guajira, was captured again.

Caloto (Cauca) April 10: Last Friday an indigenous died in the town of Caloto, southwest of Colombia, after receiving bullets in heavy clashes with police, because of the eviction of occupied properties that the Aboriginal claim as theirs.

Morales (Cauca) April 11: The police and the prosecution work together to clarify the motives of Second Jojoa Argemiro Araujo's crimen, a councilor of the Liberal Party, who was killed by a blow to the head at his home at Santa Rosa village.

Puerto Tejada (Cauca) April 12: For the crimes of torture and murder, five NCOs of Cauca Police will be prosecuted, who are resposible for the death of a man during a capture in early 2015.

Unguía (Choco) April 07: Infantry Battalion Nº 47 General Francisco de Paula Vélez, held combat with suspected members of criminal gangs from the Darien Chocoano front or Nicolás Sierra from Clan Usuga David. As a result of the confrontation, alias 'Arley' was captured at Quebrada Arena village of Unguía Chocó twonship. Carepa.

Santa Rosa (Cauca)April 08: Units of Infantry Battalion Nº 25, General Roberto Domingo Rico Diaz, located a FARC's Southern Bloc 49 front's stash with explosive supplies, which was to be used for carrying out terrorist attacks in El Dorado village, rural area of the municipality of Santa Rosa, Cauca department.

Pasto (Nariño)April 08: Gaula of the National Patrol captured alias "Sonia" or "La Mona", leader of the ELN's front Manuel Vasquez Castaño.

Tado (Choco) April 08: Troops of the Engineers Battalion Nº 15, Julio Londono, captured five individuals accused of belonging to the ELN's supporting terrorism network.

Tumaco (Nariño) April 09: Soldiers from Ground Combat Battalion Nº 93 located a stash with a cylinder which contained 75 kilos of pentolita, two unconventional mortars gimbal type, 12 landmines, 12 kilos of ANFO, 12 kilos of pentolita, 20 volt batteries and 200 meters of white cable.

Piendamo (Cauca) April 10: Infantry Battalion of the Third Brigade succeeded in capturing six suspected FARC guerrillas, including Eduard Alejandro Garcia alias 'Brandon Perez', head of the fifth company of the mobile column Jacobo Arenas. During the confrontation also died the alleged guerrilla identified as alias "Galan" second leader of this committee.

Cumbitara (Nariño) April 10: Troops of the Terrestrial Combat Battalion Nº 116 of the Mobile Brigade Nº 19, located and destroyed two improvised explosive devices.

Unguia (Choco) April 08: Infantry Battalion Nº 47, Francisco de Paula Vélez of the Seventh Division, in developing operations, located a craft laboratory for processing coca paste, belonging to the Choco Darien front from Clan Úsuga of Bacrim.

Ricaurte (Nariño) April 09: Soldiers of The Organic Pegasus Task Force of the Army's Third Division framed in the Plan of Honor Sword III Campaign, located an illegal laboratory for the production of coca paste.

Tumaco (Nariño) April 10: The Twenty-Third Brigade, Police and the CTI managed the seizure of three tons of chemical inputs,used for the production of alkaloids. The discovery was made in rural area, where a big laboratory was detected, in which the supplies was kept.

QUARTERLY

This region, after being one of the most belligerent in 2014, also started to handle a low intensity actions against public force and infrastructure, this because of the dialogues taking place in Havana. However guerrilla groups have always maintained territorial control in their areas by using the civil militia and fighters who are in charge of keeping criminal intelligence troops and personalities in the area, to take advantage of them and then attack them (killing of 11 soldiers in the Cauca). The first quarter showed us that guerrillas illegal groups and bacrim were affected by the authorities in their logistics side and strength (demobilized, capture, seizure AEI, destruction camps, etc.). Incidents that show how illegal groups even when they are in talks with government, still maintain their illegal activities throughout the national territory. This drop in operations against the guerrillas have been well capitalized by organizations working for drug traffickers to expand their business to urban centers, increasing its logistical and territorial power, undermining the peace of civilians who feel increasingly insecure by events such as: Threats, murders, kidnappings, extortion, murder for hire, activations AEI. With this we can say that the talks have been generating the growth of other violence generators groups, which once a signed agreement with the FARC, will take these areas but with another name. Other significant events in the past week focused on:

•According to the authorities, eleven soldiers were killed in an attack made by the FARC guerrillas in the La Esperanza, the village of Timba, in the municipality of Buenos Aires, northern Cauca.

Uribe (Meta)April 10: Two soldiers assigned to the Omega Joint Task Force, lost their lives in a rural area as they were fulfilling work of search and control, and they were ambushed by FARC guerrillas.

Saravena (Arauca)April 10: In the town a National Police patrol was harrased by alledge ELN guerrillas, the National Police was conducting search and control in the area known as Puerto Rico, road to Pamplona.

Villavicencio (Meta) April 07: In the village of Puerto Santander, rural area of Guaviare, units of the Thirty-First Brigade of Selva located and detonated, in a controlled manner by using the EXE equipment, a pump cylinder of 40 pounds in an area where children, youth and adults are frequently around.

Fuente de Oro (Meta) April 07: Members of the Police captured a suspected member of the gang "Meta block" while he was carrying two riifles on a motorcycle, two suppliers and 166 cartridges that he apparently brought towards the municipality of Granada.

Mesetas (Meta) April 08: Troops of the Rapid Deployment Force, assigned to the Joint Task Force Omega, managed to locate a workshop for the manufacture of antipersonnel mines belonging to the FARC 4th front.

Villavicencio (Meta) April 08: The Military Gaula of Meta and Technical Investigation Group(CTI) captured a man identified by the alias of 'conejo', who is accused of being part of criminal gangs in the department of Meta and also bodyguard and confidant of alias 'Farid' and 'El Tigre' belonging to the Bacrim block 'Libertadores del Vichada.'

Cumaribo (Vichada) April 08: Troops of the Eighth Division of the Army, in coordination with the Judicial Police, captured An individual accused of being the third leader of Libertadores del Vichada's dissent block of the AUC, Alias 'Vichada' or 'Gallego'.

Mesetas (Meta) April 08: Municipality of Plateaus, department of Meta. Troops pf the Airborne Infantry Battalion Nº 21 located an antipersonnel mine installed by terrorists of the FARC's Urias Rondon front, at Hondas de Cafre village.

Arauquita (Arauca) April 10: Troops of the Ground Combat Battalion Nº 29, 'Héroes del Alto Llano', found in the village Rosa Blanca, Oasis sector, an illegal deposit of high-powered explosives belonging to terrorist groups that commit crimes in the small village.

Granada (Meta) April 11: Ariari Military Gaula and CTI through an anti-extortion operation, managed the capture in the act of a man, apparently belonging to the self-named 'Criminal Gangs at Narcotics Service', specifically to Meta block.

Villavicencio (Meta) April 12: Bogotá - Villavicencio Road- Units of the National Police, succeeded in capturing Octavio Sánchez Orrego, member of the FARC's Teofilo Forero Mobile Column, who is sought for extradition with the Interpol Red Circular.

QUARTERLY

Involvement against criminal groups in this region is explained in this part of the country where the eastern block of the Farc with mini block (ABC), considered the greatest of this organization, commit crimes. Hence this is positioned in the first place of this three months. Likewise an apparent balance affected civilians, public forces and infrastructure with actions like: Snipers, AEI activation, threats, bombings, kidnapping, bombing pipeline.In this region Narcotics concerned increased, which will result in the formation of new criminal organizations or Bacrim, almost certainly formed by guerrillas who do not share the peace negotiations.

Other significant events in the past week focused on:

•The apparent flight of six Colombian smugglers who were held in El Amparo (Apure state) caused the immediate reaction of the National Army.•ELN’s bomb attack with cylinders was frustrated in Arauca.•A policeman was injured after harassment by the guerrillas in Saravena, Arauca.•In Paz de Ariporo, Casanare, 37 kilos of marijuana ‘cripy’ type were seized.•Locomotive energy mining threatens to engulf Casanare.•Army looks for a missing soldier in Vichada; the soldier disappeared on March 22nd in Primavera, Vichada, who was operating with the Engineer Battalion 28th .•Voting on Sunday April 19 in Meta.

In this region, although the FARC is in an apparent unilateral ceasefire and its main leaders are in Havana (Joaquin Gomez and Fabian Ramirez), its fronts are active without performing actions that compromise before the public, they make criminal intelligence, material transport, exert territorial control, maintain finances through drug trafficking activities, hence these illegal groups, followed by the increased activity of drug trafficking and a balance is generated during the first quarter involvement between affectation civilians and security forces. The activities against infrastructure focused particularly on the department of Putumayo in the first two months.

Other significant events in the past week focused on:

•There are no traces of the CTI agent disappeared in the Guaviare. The CTI director, Julian Quintana, said search operations still continue.•Oil exploration warns indigenous communities of Caquetá.•SENA plans to expand the educational offer in Putumayo.

Puerto Caicedo (Putumayo) April 08: Troops of Energy and Road Battalion Nº 21, Coronel Manuel Ponce de León, achieved the seizure of an illicit valve belonging to the FARC's 32nd Front.

La Montañita (Caquetá) April 09: Four soldiers from the Mobile Brigade 26 of Jupiter Task Force, got injured in clashes against suspected guerrillas from the FARC's 15 front at La Arenosa village. Th soldiers remain under medical observation in care centers in Florencia.

Puerto Rico (Caquetá) April 13: Members of the Terrestrial Combat Battalion Nº 12, Diosa del Chairá, located four antipersonnel mines belonging to the FARC's mobile column 'Teofilo Forero Castro' at Santa Ramos village.

Dante (Norte de Santander) April 07: Infantry Battalion Nº 40, Colonel Luciano Del Huyer, located an underground structure for Coca process used by illegal groups in the department of Norte de Santander. Rural zone of El Danto in the town of Santa Helena del Opón.

Necoclí (Antioquia) April 07: Authorities reported the seizure of 119 packages inside of a high -end vehicle, which were packed in several bags containing 180 kilos of pure cocaine, with an estimated market outside of 1.400 billion pesos.

Carepa (Antioquia) April 12: Troops of the Infantry Battalion Nº 46, Voltariegos, managed the seizure of a shipment of 56.6 kg of raw material to produce 56,640 units of amphetamine, belonging to Envigado village, Clan Úsuga of Bacrim. On the sidewalk Vijagua

Valdivia (Antioquia) April 13: Troops of the Airborne Infantry Battalion Nº0, 31 Rifles, located and destroyed two laboratories for processing coca paste belonging to the FARC's 36 Front 'Jair Aldana', at Alto Cocuyo village.

Ituango (Antioquia) April 12: Two soldiers from the Joint Task Force Nudo de Paramillo, were killed and four others got injured during a heavy fighting against members of Jeferson Cartagena's Company from the FARC's 18 front; in the area known as Quebrada the Middle.

Oporapa (Huila) April 12: Allegedly machinery belonging to the Maoy's Office of Oporapa town, was immobilized by the CTI of the Prosecutor, after participating in illegal mining processes where five Municipal Administration contractors people are involved.

Hacari (Norte de Santander)April 08: ELN guerrillas belonging to the Comandante Diego company, attacked a Military Base, during their flight, the Army responded to the attack, and the guerrillas launched ordnance that fell on a house in this rural area, the house was inhabited by a family, the attack left 8 injured people.

Ocaña (Norte de Santander)April 10: According to early versions of the authorities, a man threw a Granada within an establishment where several people were together, he tried to flee but people who witnessed the event managed to hold him. During the incident three people got injured.

Tibú (Norte de Santander) April 12: Thirtieth Brigade troops, in coordination with the Technical Investigation Group (CTI), located three illegal deposits where the ELN and the FARC kept hidden weapons and explosives; according to research this supplies belonged to terrorist structures of the FARC's 33 Front, Efrain Pabon Pabon and Captain Francisco Bossio Company of the ELN.

Teorama (Norte de Santander) April 11: Troops from the Mobile Brigade Nº 33 located a roadblock at San Miguelito village, where they captured a man identified with the alias of 'Chema', and who is part of the ELN's supporting terrorism network of Héctor's front.

Convención (Norte de Santander) April 11: Troops of the Thirtieth Brigade located and neutralized a big amount of IEDs, installed by terrorists of ELN's Captain Francisco Bossio Company, at Capellanía village.

Bucaramanga (Santander) April 11: CTI units of the Prosecutor, with the National Police support, captured in the twelve members of a gang of killers who executed targeted killings for the criminal gang called "Úsuga clan"

Bogotá (Cundinamarca)April 11: Ten people, including an active major police and five patrolmen were captured in an operation of the Special Directorate of Judicial Police of Organized Crime (PCO) and the National Police, against a band dedicated to seize illegal fuel and other goods in the northeast of the country.

Cañas Gordas (Antioquia)April 11: Units of the National Police confiscated nine kilos of ANFO, 4 rolls of detonating cord and 15 electric detonators which were transported as a parcel on a bus that was traveling Dabeiba - Santa Fe de Antioquia road, at the height of Heliconias sector.

Cáceres (Antioquia)April 11: Units of the National Police found four IEDs in El Topacio, rural area of the town. These artifacts were made from plastic tubes and explosive Indugel.

Samaná (Caldas)April 12: National Army troops captured Alias Sotelo "who was accused of being leader of the FARC's 'Mario Velez' front, at Tarro Pintao village area of San Diego township, when they captured a man who had more than 24 million pesos in his possession, all of them as a product of drug trafficking.

QUARTERLY In the first quarter of the year in this region a significant increase in law enforcement actions against illegal groups, incidents that show how although these groups did not perform actions impact during this period, they do maintain a territorial control and intelligence activities for further action against the Security Forces, civilians and infrastructure. These could materialize because the registration of candidates to stand for local and regional elections, political forays, internal consultations of different political parties. As in other regions drug trafficking activities have caused a feeling of insecurity in major cities due to the war in micro trafficking, and in rural areas because of the shifts as they are looking for territorial power to locate the labs.

Other significant events in the past week focused on:

•In Norte de Santander only the inner query of Democratic Pole on will take place on Sunday.•Attack of the ELN in Norte de Santander left eight injured people. On offense to a military base a family who lived in a nearby house ended affected.•It will be free-drink law in Bogota because of the internal consultations parties. The measure includes restrictions on the movement of motorcycles with barbecue, debris transport, fret and gas cylinders.•Party consultation yet to define major endorsements in Antioquia. In the list of Medellin Council of the Democratic Center 46 candidates will compete for 21 seats.•Winter in Risaralda started to report damages.•This Sunday in Quindio the consultation of the Alternative Democratic Pole will be fulfilled. The movement will choose through this way its delegates for the Fourth National Party Congress.•Liberal Party defined candidate for the Government of Cundinamarca.
