In 2018, Luxembourg ranked no. 4 among UNODC’s GP donors in absolute terms and by far no. 1 in per capita terms. The cooperation between the Grand Duchy of Luxembourg and the United Office on Drugs and Crime (UNODC) is strong and trustful. Luxembourg supports UNODC across many areas of our mandate – hence to assist UN Member States in their fight against illicit drugs, transnational organized crime and terrorism. ALTERNATIVE DEVELOPMENT IN THE LAO PEOPLE’S DEMOCRATIC REPUBLIC

Approx. EUR 1.6 million – pledged in 2018

Opium cultivation is widespread in Lao PDR, and takes place in some of the poorest and most marginalized areas of the country. Through Luxembourg funding, UNODC is helping these areas develop by taking part in national and international value chains. Coffee is being introduced as a main alternative to opi-um, and former opium farmers are in the process of establishing a farmers’ cooperative for processing and commercializing high quality coffee to premium markets across the world.

Former opium farmers from four districts in Huapanh province in the northern part of Laos initiated coffee cultivation in 2016, and are expecting their fi rst commercial harvest in 2019. In preparation for this, processing centres will be built in each vil-lage and the farmers will be trained on all aspects necessary to transform coffee cherries into high quality green coffee beans.

The name of the farmers’ cooperative will be Vanmai Coffee. Vanmai means “New Day” in Lao language, and the farmers are working with the project and local authorities to ensure that Vanmai builds the capacities that are needed to create a sustainable change.

Through this work, the project aims to introduce a development model that can provide a path out of poverty for drug affected and marginalized communities in the country.

EVIDENCE-BASED AND GENDER-RESPONSIVE SERVICES TO PREVENT TRANSMISSION OF HIV AND OTHER BLOOD-BORNE INFECTIONS AMONG PEOPLE WHO USE DRUGS AND IN PRISONS AND OTHER CLOSED SETTINGS

As a co-sponsor of UNAIDS, UNODC supports the implementation of evidence-based and gender-responsive services to prevent transmission of HIV and other blood-borne infections among people who use drugs and in prisons and other closed settings to reach particularly the target 3.3 of the Sustainable Develop-ment Goals on ending AIDS by 2030.

With the generous support of Luxemburg, UNODC, assisted Member States, civil society organizations and other partners in developing, adopting and implementing strategies and pro-

grammes on HIV/AIDS as related to drug use, in 25 high priority countries and people in prisons in 33 high priority countries.

In Vietnam, UNODC continued to support scaling up of opioid substitution therapy in prisons, including targeted technical

CONTAINER CONTROL PROGRAMME IN SOUTH EASTERN EUROPE

EUR 374,800- pledged in 2017

Under the framework of the global UNODC-WCO Container Control Programme (CCP) activities for South Eastern Europe were launched in Albania and Montenegro and in Bosnia and Herzegovina in 2013/14. The Programme assists the governments in creating sustainable inter-agency Port Control Units (PCUs) in selected sea and dry ports to minimize the risk of shipping containers being exploited for illicit drug traffi cking, transna-tional organized crime and other forms of black market activity. CCP’s mission is to build a capacity in countries who seek to improve trade security, facilitation standards and controls at their borders. Offi cers from customs, border police and the anti - narcotics service work in the PCUs at Durres Port, Albania, Bar Port, Montenegro and Bijaca land border crossing point in Bosnia and Herzegovina.

Their main aim is to support capacity development in border management; develop policies and processes, to enhance the collection, sharing and use criminal intelligence as a tool in interdicting illicit activities; and include cross cutting issues in border management such as gender, human rights and anti–corruption.

Consultations to expand CCP operations to Kosovo (under UNSCR 1244) are ongoing.

assistance for developing and improving harmonized tools to monitor and evaluate HIV services in prisons. UNODC also pro-vided training of trainers for peer educators on HIV prevention and drug dependence treatment in Vietnam.

In Myanmar, UNODC provided technical support to improve HIV services for people who use drugs in particular in Kachin State, Shan North and Sagaing Region.

UNODC/WORLD BANKSTOLEN ASSET RECOVERY INITIATIVE(StAR)

Luxembourg has continuously contributed the UNODC/World Bank Stolen Asset Recovery Initiative (StAR) through UNODC. StAR builds on its asset recovery efforts through a combination of country engagements, policy infl uence, partnerships and regional activities, knowledge and innovation, as well as through advocacy and communications.

Country engagements, which are a major component of StAR activities, are typically multi-year programs aimed at addressing the basic capability of countries to undertake asset recovery and to provide technical assistance for them to advance cases. In 2017, StAR responded to the needs of countries across fi ve continents by providing technical assistance such as advice to asset recovery practitioners, introducing new legal tools for asset recovery (e.g. non-conviction based forfeiture), capacity build-ing for fi nancial investigations (e.g. open source investigations, electronic evidence, digital forensics, etc.), building capacity to implement the United Nations Convention against Corruption (UNCAC), and coordinating effective management and disposal of seized and confi scated assets. In the policy and knowledge realms, StAR worked closely with the UNCAC, Implementation Review Group (IRG), and Working Group on Asset Recovery (ARWG) and maintained its role as a crucial stakeholder resource by updating its databases and fi nalizing other knowledge prod-ucts. In addition to a meeting of the Global Focal Point Network on Asset Recovery (GFPN) by StAR and INTERPOL, StAR also organized the fi rst Global Forum on Asset Recovery (GFAR)

focusing on assisting four countries (Nigeria, Sri Lanka, Tunisia and Ukraine) through organizing more than 100 bilateral and multi-jurisdictional meetings to advance case specifi c efforts.”

In the Millennium Declaration, Member States also resolved to intensify efforts to fi ght transnational crime in all its dimensions, to redouble the efforts to implement the commitment to counter the world drug problem and to take concerted action against international terrorism.
