India stands solidly committed to assist the UN in the maintenance of international peace and security with a proud history of UN

peacekeeping dating back to its inception in the 1950s. The high standards of performance maintained consistently by the Indian troops deployed on UN Missions under challenging circumstances have won them high regard worldwide. In this edition of Baatcheet we bring to you India’s contribution to world peace through various UN peacekeeping missions undertaken by the Indian Army.

Our pages showcase an array of events throughout the length and breadth of the country. In the ‘Visits’ page we witness the Prime Minister Mr Narendra Modi celebrating Diwali with troops of Vajra Corps. In the ‘In Focus’ section we cover the launch of Cloud Services, Central Data Centre and Digi-locker by the Raksha Mantri Mr Manohar Parrikar.

In times of natural calamities the Army continues to be the last bastion of hope for the entire nation and has always been in the forefront for human assistance and disaster relief operations. The Snippets’ section covers the rescue and relief operation by the Indian Army in Chennai when the city was hit by incessant rains leaving it flooded and its people marooned. We request our readers to send good quality high resolution photographs along with a write up of 40-70 words, before the 29th of every month, for inclusion in the current month. VIsITsPRIMe MINIsTeR VIsITs THe LaND oF MaRTyRs oN DIwaLI

General Dalbir Singh, PVSM, UYSM, AVSM, VSM, ADC COAS was on a four day visit to Sri Lanka from 30 Nov to 03 Dec 15. The visit assumes a special significance in light of the increasing defence co-operation between the two countries. Amongst the countries of the Indian Ocean Region (IOR), Sri Lanka is the most important partner and one of our most important neighbour. During his visit COAS met the Hon’ble Prime Minister of Sri Lanka Mr Ranil Wickremesinghe and other important civil and military dignitaries. His visit will, further enhance the ties and co-operation in areas of mutual interest including regional and military co-operation.

coas VIsITs JaPaNGeneral Dalbir Singh PVSM, UYSM, AVSM,VSM, ADC the Chief of Army Staff was on a four day goodwill visit to Japan from 16 to 19 Nov 15. The visit was part of the ongoing High Level Exchanges between the two countries. On arrival in Tokyo, the COAS was given a warm reception at Narita International Airport. During his four days visit, the COAS interacted with senior officials of Japanese Self Defense Forces and Ministry of Defence to discuss a wide range of issues to enhance military cooperation. He also visited training establishments and Formation Headquarters.

To commemorate the completion of 50 years of India’s victory over Pakistan in 1965, Hon’le Prime Minister, Shri Narendra Modi along with Gen Dalbir Singh, PVSM, UYSM, AVSM,VSM, ADC Chief of the Army staff visited the area of responsibility of Vajra Corps, ‘The Land of Martyrs’, on 11 Nov 15. It was on this land of Vajra Corps in Punjab where all major and decisive battles of 1965 Indo-Pak war were fought thus earning the name of ‘Defenders of Punjab’. The PM and the COAS laid wreaths at the Dograi War Memorial at

Khasa, CQMH Abdul Hamid, PVC, War Memorial at Asal Uttar and Barki War Memorial at Ferozepur to pay homage to the brave soldiers of the Vajra Corps who laid down their lives in the line of duty. Later, the Prime Minister interacted with all ranks in the forward areas of the ‘Vajra Corps’ conveying wishes and distributed sweets on the occasion of Diwali. The Prime Minister also interacted with the Airforce personnel at Halwara and Pathankot.

uN MIssIoN

India as a founding member of the UN has remained an active contributor to UN Peacekeeping Operations since inception.

Indian efforts have been lauded and professional excellence of its troops has won universal admiration. India has participated in 48 UN missions of the 69 UN missions fielded till date and has contributed more than 2,00,000 troops. Towards the fulfillment of India’s commitment to world peace, 160 peacekeepers have made the supreme sacrifice. India is currently ranked as the third largest troop contributor to the UN.

Peacekeeping today faces new challenges where mandates are increasingly asking Peacekeepers to carryout unconventional tasks like Protection of Civilians, safeguarding, humanitarian relief operations, monitoring HR violations, disarming violent armed groups, assisting infrastructural development and supporting electoral and government processes. As the UN continues to find solutions to new issues, India continues to work with abiding faith and hope to contribute towards UN’s success and to assume greater responsibilities that the World community expects from it.

Indian leadership has steered many difficult missions. India has so far provided 14 Force Commanders in various UN Missions. Besides the Force Commanders, India has also provided two Military Advisors and one Deputy Military Advisor to the Secretary General of the United Nations, two Division Commanders and six Deputy Force Commanders.

uN MIssIoNuNITeD NaTIoNs INTeRIM FoRce IN LeBaNoN (uNIFIL)Lebanon is located on the Eastern shore of the Mediterranean Sea. It is bordered by Syria to the North and East and Israel to the South.

In response to an attack by Palestine Liberation Organisation, Israeli forces invaded Lebanon on 14 March 78 and occupied the entire Southern part of the Country. On 19 March 78, the Council adopted resolutions 425 and 426, in which it called upon Israel to immediately cease its military action and withdraw. It also decided on the immediate establishment of the United Nations Interim Force in Lebanon (UNIFIL).

South Sudan, is a landlocked country in East Africa with its capital at Juba. Its recent turbulent history ended with the Comprehensive Peace Agreement of 2005 and South Sudan became an independent state on 09 July 2011. The current mandate of United Nations Mission in South Sudan (UNMISS) aims at Protection of Civilians, Monitoring and Investigating Human Rights, Creating Conditions for Delivery of Humanitarian Assistance and Supporting the implementation of the Cessation of Hostilities Agreement.

UNSCR mandated UNIFIL to confirm the withdrawal of Israeli forces, restoring of International peace and security and assisting the Govt of Lebanon in ensuring the return of its effective authority in the area. India became a Troop Contributing Country to UNIFIL in 1998 and till now Seventeen Infantry Battalions have had the honour to serve in Lebanon. 8 DOGRA Infantry Battalion Group is currently the 17th Battalion deployed in UNIFIL and thus referred to as INDBATT-XVII in the UNIFIL environment.

Indian troops have been part of UNMISS since its inception in Jul 2011. Presently, India is the largest troops contributor in South Sudan with a strength of 2301 personnel deployed as part of two Infantry Battalion Groups, a Level II Hospital, a Petroleum Platoon, a Force Signal Unit and a Horizontal Mechanical Engineering Company along with 52 staff officers/ Military Observers .

The Indian contingents are deployed in the most challenging locations in the mission. They have exhibited a great deal of initiative, innovation, sincerity of purpose and superlative professionalism in discharging their obligations and thus they continue to be the backbone of UNMISS.

uN MIssIoNINDIaN BRIGaDe eNsuRING Peace IN DeMocRaTIc RePuBLIc oF coNGo (MoNusco)The 301 Infantry Brigade also called the North Kivu Brigade, has been part of MONUSCO in the Democratic Republic of Congo (DRC) since 2005. Approximately 4,000 Indian Army Peacekeepers have been deployed in this country to ensure peace and stability after violent and turbulent clashes took place amongst ethnic armed groups in the Eastern DRC. Persistent efforts and a judicious application of Hard and Soft Power have restored the macro indicators of stability in the North Kivu Province.

Internally Displaced Persons back to their homes, rebuilding the school and helping establish communication through a mobile tower. As part of CIMIC Ops, a number of welfare activities to include medical camps, construction of roads have been undertaken. The activities assisted in nurturing a rapport and have given an insight into myriad dynamics of the Eastern Congo.

In a recent event, the Brigade was responsible for deploying a Helicopter Landed Area Domination Patrol to Ntoto, a remote deserted village in Walikale Territory. The village was devastated due to Armed Group clashes. The intervention of the Brigade helped in evicting the armed cadres, rehabilitating more than 3,500

Centre for United Nations Peacekeeping (CUNPK), SD Directorate, IHQ of MoD alongwith International Committee of Red Cross (ICRC) organized a two day joint seminar on “Contemporary Challenges in International Humanitarian Law related to UN Peacekeeping Operations” from 09 Sep to 10 Sep 2015 at Manekshaw Centre. The seminar saw participation of nine countries and focused on the changing dynamics in UN peacekeeping missions and the challenges posed to International Humanitarian Laws in such fluid conditions in war torn societies. It aimed

21st Annual Conference of International Association of Peacekeeping Training Centres (IAPTC) was held at the CCOPAB, Brasilia, Brazil from 29 September to 02 Oct 2015. Centre for United Nations Peacekeeping (CUNPK) holds the Secretariat of IAPTC and hence assisted the hosts in Brazil in organising the event. The theme of the conference was “Enhancing the Effectiveness of Training through Partnerships, Integration and Evaluation”. More than 200 foreign participants from 78 countries across the globe along with the participants drawn from UN agencies, military,

police, civil, academia, research scholars, and bureaucrats attended the conference. India (CUNPK) has been the first country / institution to take over the Secretariat from Canada and the only one to hold it from Asia.

JoINT TRaINING wITH uNIFIL FReNcH coNTINGeNTThe complete security scenario of Lebanon governed by its ethnic fault lines throws unperceptive challenges to the peacekeepers deployed there. 8 DOGRA Infantry Battalion Group is operationally deployed in Sector East as part of UNIFIL under UNSCR 1701. Aimed at enhancing the level of co-ordination and liaison with respect to various drills and also achieving a desired degree of interoperability between UNIFIL Force Commander Reserve (French Contingent) and INDBATT, a Joint training capsule with FCR platoon was conducted by INDBATT-XVII from 17 to 21 Nov 15 wherein an exhaustive training capsule incorporating various aspects of Enhanced Military Drills, Map Reading, Night Navigation, Signal Communication and Military Administration was organised.

to enhance the knowledge levels of the audience while imbibing best practices from them based on lessons learnt in the field, thereby enhancing the overall standard and professionalism in the field. The event was chaired by Lt Gen JS Sandhu, AVSM, VSM, DG SD and was co-caired by Ms Mary Werntz, Head of Regional ICRC Delegation, India.

BPM aT NaTu LaA Border Personnel Meeting between India and China was held at Natu La Pass in Sikkim on 09 Nov 15 on the eve of DIWALI under the aegis of HQ 63 Mtn Bde. The meeting was hosted by Indian Army and proceedings were conducted in a friendly and cordial atmosphere. A cultural program was also presented by the troops of both sides after formal interaction.

wINNING HeaRTs aND MINDs IN KasHMIR In continuation with the efforts by ‘Chinar Corps’ to provide relief and succour to deprived sections of the population, 15 CISU under the aegis of Operation Sadhbhavna distributed amenity items including mattresses, blankets and heating appliances to three Orphanages in Srinagar. With the firm resolve and desire of ensuring a better world for future generations, the Unit identified six schools including one for the ‘deaf and dump’ and provided the underprivileged children with stationery items and study desks. This initiative has fostered tremendous goodwill and love for the Army in the Kashmir Valley.

eX-seRVIceMeN coMMuNITy ceNTRe aT MoKoKcHuNG

Lt Gen Bipin Rawat, AVSM, YSM, SM, VSM, GOC HQ 3 Corps inaugurated the Ex-Servicemen Community Centre at Mokokchung for Ex-Servicemen of Army and Assam Rifles which was constructed and furnished by 31 Assam Rifles. A total of 53 Ex-Servicemen of Army and Assam Rifles from Mokokchung District attended the inauguration ceremony. Facilities in the Community Centre includes well furnished guest rooms, kitchen and a community hall with all the facility for organising meetings by the Ex-servicemen.

NaTIoNaL INTeGRaTIoN TouR FoR sTuDeNTs oF LaDaKH ReGIoNA National Integration Tour (NIT) was organised as part of OP Sadbhavana under the aegis of ‘Parashu’ Brigade for students of Ladakh region. The team comprising 12 students and two teachers was flagged off on 14 Nov 15 (Children’s day) by GOC, ‘Fire and Fury’ Corps. The students visited New Delhi and Bodh Gaya from 15 to 21 Nov 2015. Highlights of the tour included, visit to OTA Gaya and Nalanda University.

33RD INFaNTRy coMMaNDeRs coNFeReNce General Dalbir Singh, PVSM, UYSM, AVSM, VSM, ADC, Chief of the Army Staff and other senior Infantry Officers, including Colonels of the Regiments of Infantry Regiments, Infantry Formation Commanders and number of Commanding Officers attended the 33rd Infantry Commanders’ Conference which commenced on 26 Nov 2015 at Mhow, MP. The conference is a biennial event aimed at taking a holistic review of operational, training and management aspects of the Infantry which are crucial to its role. The conference concluded on 28 Nov 2015.

‘eXeRcIse INDRa-2015’A 250 member strong Russian Army contingent arrived in Bikaner for the joint exercise with the Indian Army INDRA-2015,from 07 November to 20 November 2015. Exercise INDRA-2015 is the seventh edition in a series of bilateral exercises under this banner. The joint exercise this year focused on ‘Counter Terrorism Operations in backdrop of Semi-Urban Terrain under a United Nations Mandate’. The exercise was conducted in two phases, namely ‘Combat Conditioning & Tactical Training’ and ‘Validation’ phases. During the exercise, participants were engaged in a variety of missions including joint planning, Cordon and Search operations, Search and Rescue, joint tactical drills and special arms skills.

IN Focus

Indian Army private Cloud was inaugurated in an event chaired by Raksha Mantri, Shri Manohar Parrikar, in presence of General Dalbir Singh, PVSM, UYSM, AVSM, VSM, ADC, Chief of the Army Staff and all senior officers of Army Headquarters on 9th Nov 2015. This is similar to the Meghraj; the Cloud of National Informatics Centre (NIC) and will provide all Information Technology Infrastructure including servers for computing, storage, network and network security equipment centrally, for automation of Indian Army. The latest technologies in the field have been incorporated in the implementation of the first ever Software Defined Data Centre, wherein all the resources could be provisioned to different applications on the Cloud, on click of a button. Another Digital Army Initiative which was inaugurated in the event was launch of Digi-Locker, which provides a secure and exclusive data storage space to all the units and formation headquarters of Army over its dedicated data network.

sNIPPeTscHeNNaI FLooD ReLIeF oPeRaTIoN Chennai, a city of 4.6 million people on India’s southeast coast, was hit by rains in the recorded history of more than one century. Chennai residents faced a disruption to their metro life style which was equally unprecedented. Army relief teams sprang into action, changing from their combat ready profile to saviors in uniform and carried out rescue in areas considered most affected by civil authorities. Given that the relief teams could only be contacted on mobile phones, it presented a huge challenge to relief team commanders to convey what they were doing and what they wanted since most of the mobile towers went off grid because of power outage. Fighting all odds the army rescue teams carried out evacuation of stranded people, provided medical assistance to the injured and also distributed relief material. On 04 Dec 2015 Gen Dalbir Singh,PVSM, UYSM, AVSM, VSM, ADC, Chief of the Army Staff reviewed the situation and the Flood Relief Operations being undertaken by the Army and assured that the troops will continue the rescue efforts till it is required by the civil administration.

LT GeN BaLwaNT sINGH NeGI TaKes oVeR as Goc-IN-c, ceNTRaL coMMaND Lieutenant General Balwant Singh Negi, YSM, SM, VSM** took over as the General Officer Commanding-in-Chief, Central Command on 01 December 2015. He succeeds Lt Gen Rajan Bakhshi who retired on 30 November 2015. Before taking over Lt Gen Negi has held the prestigious appointments of Commandant Indian Military Academy Dehradun and GOC 14 Corps in Jammu & Kashmir. An alumnus of the Rashtriya Indian Military College, National Defence Academy and Indian Military Academy, Lt Gen BS Negi is a highly decorated officer with an illustrious career of 37 years. Lt Gen BS Negi is also a scholar with a Doctorate on China, double MPhil and is pursuing another Doctorate on Tibet.

saDBHaVNa TouR FoR sPoRTsMeN The national integration tour of 20 sportsmen, selected during a three month long sports fest “Pir Panjal Knights Premier League” organised by Uniform Force Headquarters, exposed the rural sporting talent to ‘state-of-art’ sport arenas and facilities at Delhi and Jaipur. Interaction with Mr Ajay Jadeja gave them the golden opportunity to connect with eminent cricketer and interaction with HE Shri Kalyan Singh, Governor of Rajasthan was a highpoint of the tour. Teachers and children from Asha School, Delhi Cantt were invited by Mrs Namita Suhag, President AWWA to the Army House on 03 Nov 2015. A total of 68 students and 31 teachers & staff visited the Army House. The children were elated and happy to be present in such a beautiful environment. They were hosted to the choicest of their snacks and were let free to enjoy the lawns of the Army House. The President AWWA met each and every Asha child and presented them with a hamper. She met the teachers and attendants and praised them for the noble service they were doing. She said that their work was a service to humanity, which cannot be measured in any way. Gen Dalbir Singh, PVSM, UYSM, AVSM,VSM, ADC Chief of the Army Staff after taking out some time joined later, to be with the children. The General shook hands with each and every child and further complimented the Principal and the staff for their patience care and hard work. He said that the empathy towards the differently abled children is a humane act which can not be measured. In the end the COAS and President AWWA, wished all the teachers, staff and students good health and happiness.

PResIDeNT awwa VIsITs PReRNaMrs Namita Suhag, President AWWA visited Prerna Cancer Support Gp in R&R Hospital, Delhi Cantt on 06 Nov 2015. Prerna Cancer Support Group extends assistance to all the cancer patients of R&R hospital and their family members. At Prerna, the President AWWA was briefed on the welfare activities for Cancer Patients admitted in various oncology wards. President AWWA was pleased to see the various facilities and additions in the wards. She interacted with the patients and wished them speedy recovery and good health. President AWWA applauded the dedication and relentless efforts of the hospital staff. She appreciated the efforts of the volunteers who selflessly volunteered to bring smiles to the faces of the patients. The President AWWA thanked the R&R hospital staff for the quality care and round the clock supervision and wished the patients a speedy recovery.

Keeping up with the spirit of adventure in the Indian Army and to commemorate the 13th Regt of Artillery Reunion, the SKY CONQUERORS team comprising of two Officers, one JCO and eight OR under the Team Leader Col R K Mishra undertook a challenging expedition of approximately 1450 kms cross country flight from Polachi to Artillery Centre Nasik Road over a period of two weeks on Powered Harness Hang Gliders. The hand gliding expedition launched by the Regiment of Artillery was flagged out from Polachi, Tamil Nadu on 16 Nov 2015 and was flagged off for its last leg from Dehu Road to Nasik on 27 Nov 2015 by Maj Gen YT Jain, VSM from HQ Southern Command.

Keeping the spirit of adventure in the Indian Army alive, a Paramotor expedition was kick started on 24 Nov 2015 by 17 Parachute Field Regt. The expedition was flagged off from the Paramotor Nodal Centre at Agra and culminated at the Artillery Centre, Nasik Road Camp on 01 Dec 2015 covering a distance of 1250 km. The aim of the expedition was to motivate the youth to join Army and also to boost the bonhomie with civil agencies. The expedition commemorates the XIII Regt of Arty Reunion and the upcoming Platinum Jubilee of 17 Para Fd Regt. The 10 member team was led by Maj Surya Pratap Singh of 17 Para Fd Regt.

A White Water Rafting Expedition was undertaken by 64 Assault Engineer Regiment on river Ganges, from Rudraprayag to Rishikesh, from 14 - 17 Nov 15, along with Arty Re-union Cup. The expedition, was flagged off from Rudraprayag on 14 Nov 15 by Maj Gen Shammi Sabherwal, GOC, UK Sub Area. The expedition helped in fostering sense of camaraderie and esprit de corps amongst the troops and also honed the leadership qualities and decision making capabilities of the participants. The total distance covered in the expedition was approx 150 kms which was covered in four days. The expedition was flagged in jointly, on 17th Nov 15, by Brig Raghu Srinivasan, Cdr, 416 Engr Bde and Brig S Sood, Cdr, 6 Arty Bde, at Rishikesh.

INDIa aND BaNGLaDesH aRMy sPoRTs eXcHaNGe PRoGRaMMe The Bangladeshi delegation led by Maj Firoz Ahmed comprising four Junior Commissioned Officer and 15 Soldiers visited MEG & Centre from 17-21 Nov 2015. As part of sports exchange, friendly matches between the Hockey teams of the Bangladesh Army and Indian Army was played at the Ignace Tirkey Astro turf Hockey Stadium in MEG & Centre on 18 & 19 Nov 2015. In a keenly contested match Indian Army Team won by 6-2 goals. The chief guest Maj Gen SS Negi, Dy Comdt, ASC Centre & College felicitated and complimented the players from both the teams for an enthralling & splendid performance.
