    Hong Kong Air Cadet Corps

    1. Objectives and PurposesThe Hong Kong Air Cadet Corps (HKACC) is organized to provide the youth of Hong Kong an opportunity to takepart in aviation training, leadership development, as well as community services. It aims to develop youngpeople to be responsible citizens and to introduce them into the modern world of aviation.

    Founded on 7th April, 1971 under the Register of Societies, the HKACC has the following official objectives andpurposes:

    1. To provide an organization to encourage and aid the people of Hong Kong in their contribution of their efforts,services and resources in the development of civil aviation.2. To encourage and develop by example the voluntary contribution of private citizens to the public welfare.3. To develop within the youth of Hong Kong, by example and inspiration, the qualities of leadership and goodmoral character.4. To promote international goodwill by participating in exchange programmes, rallies, conferences and otheractivities with overseas youth organizations.

    2. The HKACC Emblem

    The Emblem of the Hong Kong Air Cadet Corps comprises a three-bladed propeller and is encircled with thewordings "Hong Kong Air Cadet Corps". The propeller represents the aviation aspects of the HKACC and itsblades symbolize the three important qualities of a leader – Honesty(誠實), Tolerance(忍耐) and Justice(公義).

    4. Executive Board (EB)

    The governing body of the HKACC is the Executive Board (執行委員會).

    The Chairman, Honorary Secretary and Honorary Treasurer are elected by a majority vote of Voting Members ofthe Corps at the Annual General Meeting. The Commandant and the Commanding Officer are appointed by theExecutive Board and are ex-efficio members of the Board. The Commandant, who either holds the rank of GroupCaptain or Air Commodore, is the titular head of the HKACC, and is the most senior uniformed member in theCorps.

    5. Headquarters (HQ)

    The chief executive of the HKACC is the Commanding Officer (CO) who holds either the rank of WingCommander or Group Captain.

    The Headquarters, Hong Kong Air Cadet Corps (HQ HKACC) is responsible for all Air Cadet Corps operations.The HQ staff, either senior members or permanent staff, are appointed by the Commanding Officer.

    The HQ is composed of major units (groups (部) and wings(大隊) and units (squadrons (中隊) and flights(小隊)), each with an Officer Commanding (OC) as the unit head. Squadrons (see below) are organized into fiveregional wings (Operation Support Wing, Hong Kong Island Wing, Kowloon Wing, New Territories Wing and No. 6Wing); HQ units and regional wings are in turn formed into groups established broadly on a functional basis(Administration Group, Operations Group, Training Group).

    Senior officers (Squadron Leader to Group Captain) command groups and wings. Other units are usually under thecharge of junior officers (Pilot Officer to Flight Lieutenant).

    An Advisory Board consisting of senior officers also exists within the HQ establishment to advise the CommandingOfficer on the Corps’ business.

    The Liaison Unit and the Honorary Officer Coordination Unit both have status equivalent to a HQ Group.

    6. Squadron (Sqn)

    The basic operating unit of the HKACC is the Squadron. It is where air cadets have their regular meetings andtraining. The minimum strength of a squadron is 35 cadets. A squadron has a meeting place such as a school, acommunity centre or a public building. Each squadron is commanded by a junior officer, who is normally assistedby a number of other officers, warrant officers, instructors and cadet non-commissioned officers.

    8. Enrollment Qualification for Cadets

    To be eligible for enrollment as an Air Cadet, a candidate should:

    (a) have attained his/her 12th but not his/her 18th birthday;(b) be willing to undertake disciplinary training;(c) be of good moral character;(d) have a reasonable knowledge of the Chinese and the English languages;(e) be able to pay the annual membership fee and other expenses in the Corps;(f) have his/her parents’ or guardians’ consent; and(g) not belong to another cadet organization.

    9. Membership Renewal Procedures for Cadet Members

    To be eligible for renewal of membership, a cadet must:

    (a) complete the Cadet Membership Renewal Application Form and submit it through proper channel to the HQbefore end of March of each year;

    (b) pay the annual membership fee (including the insurance premium);(c) successfully pass the Cadet Membership Annual Assessment; and(d) have his/her parents' or guardians' consent.

    Cadets may remain members of the Corps until they reach the age of 21.

    10. Record of Service

    The Cadet Record of Service Identification and Information Book (Training Record Book) presented to a cadet atthe time of his/her enrollment is to be maintained as a record of service of training carried out, of examinationspassed and community services achieved.

    11. UniformCadets are required to wear HKACC uniform when:

    1. Engaging in official HKACC duties;2. Attending HKACC meetings;3. Making public appearances as part of an HKACC group;4. Attending official functions as a representative of the HKACC; and5. Flying under HKACC Flight orders.

    Uniform must not to be worn when:

    1. In any public place where the environment may tend to discredit the HKACC or its members;2. Engaging in political activities;3. Engaging in paid employment not connected with the HKACC;4. Participating in sports events; and5. Attending social functions not connected with the HKACC.

    There are two levels of non-commissioned officers (NCOs): Sgts, FSs and CWOs are senior non-commissionedofficers (SNCOs); Cpls are junior non-commissioned officers (JNCOs).A Cadet Classification System is implemented to recognize a cadet's achievement and advancement in training.There are four Cadet Classifications: First Class Cadet (一等學員), Leading Cadet (二等學員),Senior Cadet (三等學員) & Staff Cadet (四等學員).

    Cadets are eligible for promotion to non-commissioned officers (NCO) ranks on the successful completion ofan appropriate NCO Training Course and on attainment of a corresponding Cadet Classification:
