Subject: Electronic Operation of Local Clearing
In regard to the promulgation of Bank Indonesia Regulation Number
1/3/PBI/1999 dated August 13, 1999, concerning Operation of Local Clearing and
Final Settlement of Interbank Transactions from Local Clearing Results, as last
amended by Bank Indonesia Regulation Number 2/14/PBI/2000 dated June 9,
2000, concerning the Second Amendment to Bank Indonesia Regulation Number
1/3/PBI/1999 concerning Operation of Local Clearing and Final Settlement of
Interbank Transactions from Local Clearing Results, it is necessary to stipulate
implementation guidelines for the operation of Electronic Local Clearing as
referred to in Article 2 of the Bank Indonesia Regulation.
I. DEFINITIONS
1. Electronic Operation of Local Clearing, hereinafter referred to as
Electronic Clearing, is the operation of Local Clearing in the calculation
and preparation of Clearing Balance Notes based on Electronic Financial
Data, hereinafter referred to as EFD, accompanied by delivery of
Member Clearing Items to the Operator for forwarding to Recipient
Members;

in Clearing and recorded in image form;

3. Clearing Item Bundles, hereinafter referred to as Clearing Bundles, are
bundles of Clearing Items in a specified number and nominal,
accompanied by Clearing Documents;
4. Electronic Clearing Central Computer System, hereinafter referred to as
SPKE, is a computer system at the Operator with the function of
receiving and processing of EFD and generating information on Clearing
results and other Clearing information;
5. Clearing Member Terminal, hereinafter referred to as CMT, is a
computer system device installed at a Member for sending EFD to the
SPKE and receiving information on Clearing results and other Clearing
information;
6. Data Communications Network, hereinafter referred to as DCN, is a
system functioning as a means of communication between CMTs and the
SPKE;
7. Active Principal Member, hereinafter referred to as APM, is a Member
authorized to send EFD to the SPKE and deliver Clearing Bundles to the
Operator and receive Clearing results and Clearing Items from the
Operator, using the identity of the Member concerned;
8. Passive Principal Member, hereinafter referred to as PPM, is a Member
authorized to send EFD to the SPKE and deliver Clearing Bundles to the
Operator through and using the identity of an APM, but is able to receive
Clearing results and Clearing Items from the Operator using the identity
of the Member concerned;
9. Subsidiary Member, hereinafter referred to as SM, is a member
authorized to send EFD to the SPKE and deliver Clearing Bundles to the
Operator through and by using the identity of an APM, and receive
Clearing results and Clearing Items from the Operator using the identity
of the APM or a PPM;
10. Sending Member is an APM sending EFD to the SPKE and delivering
Clearing Bundles to the Operator;

11. Receiving Member is an APM receiving Clearing Items and Clearing
results from the Operator;
12. Clearing Data Variance Report is a report containing a comparison
between the EFD received by the SPKE with the data generated from
processing of Clearing Items by the reader-sorter machines of the
Operator;
13. Password is a secret alphanumeric series of characters used for obtaining
access to the CMT system and/or SPKE system;
14. Clearing Officer is an officer of a Member, who may be an internal
officer of a Bank or a courier services officer vested with specific powers
or authority to represent the Member in Local Clearing.
II. OPERATOR
The Operator of Electronic Clearing is Bank Indonesia.
III. MEMBERSHIP
A. Members
1. Banks having offices in a Clearing Area having implemented
Electronic Clearing may become members subject to the approval of
the Operator.
2. Membership in Electronic Clearing may be categorized by:
a. APM;
b. PPM;
c. SM.
3. A Bank that is a Member is required to appoint at least 1 (one) Bank
office as APM.
4. A Conventional Bank having a Sharia Operations Unit is required to
designate at least 1 (one) Sharia Branch Office as APM.

or a Sharia Sub-Branch Office is to become SM, the Sharia Branch

Office or Sharia Sub-Branch Office shall be supervised by a Sharia
Branch Office that is an APM.
B. Membership Requirements
1. Requirements for Membership as APM or PPM
a. Bank Head Office eligible to become an APM:
1) Head Office of a Bank having received an operating license
from Bank Indonesia;
2) Branch Office having received a license for establishment of
office from Bank Indonesia;
3) Branch Office of a Bank having its Head Office domiciled in
another country, having received a license for establishment of
office from Bank Indonesia;
4) Sub-Branch Office of a Bank having its Head Office
domiciled in another country, having received a license for
establishment of office from Bank Indonesia;
5) Sub-Branch Office of a Bank having its Head Office
domiciled in Indonesia, having received a license from Bank
Indonesia for operating in a Clearing Area different from that
of its supervising Branch Office.
b. Bank offices eligible to become APMs:
1) Head Office of a Bank having received an operating license
from Bank Indonesia;
2) Branch Office having received a license for establishment of
office from Bank Indonesia;
3) Branch Office of a Bank having its Head Office domiciled in
another country, having received a license for establishment of
office from Bank Indonesia;
4) Sub-Branch Office of a Bank having its Head Office
domiciled in another country, having received a license for
establishment of office from Bank Indonesia;
c. APMs are required to provide CMTs consisting of the following:
1) CMT ...

1) CMT application software;
2) system software;
3) hardware;
4) backup DCN (dialup); and
5) CMT backup device,
complying at least with the specifications in Appendix 1.
d. Bank location that enables the Bank to participate in Clearing on
an orderly basis, according to the stipulated Local Clearing
schedule.
2. Requirements for Membership as SM
a. Bank office eligible to become SMs:
1) Head Office of a Bank having received an operating license
from Bank Indonesia;
2) Branch Office having received a license for establishment of
office from Bank Indonesia;
3) Branch Office of a Bank having its Head Office domiciled in
another country, having received a license for establishment of
office from Bank Indonesia;
4) Sub-Branch Office of a Bank having its Head Office
domiciled in another country, having received a license for
establishment of office from Bank Indonesia.
b. Any Bank Office as referred to in letter a operating under the
supervision of another office that is part of the same Bank and a
Principal Member in the same Clearing Area.
3. Member Codes
APMs and PPMs shall be issued a Clearing Member code while SMs
shall not be issued a code and shall therefore use the Clearing
Member code held by the supervising office that is an APM or PPM.
Member codes shall be determined by the local area Bank Indonesia
office.

C. Membership procedure
Procedures for membership of a Bank or Bank office in Electronic
Clearing are stipulated as follows:
1. Subject to the requirements in letter B.1., a Bank or Bank office shall
submit an application to the Operator to become Member attaching
the following:
a. photocopy of Bank operating license or approval for
establishment of Bank office;
b. Electronic Clearing Membership Data form as presented in
Appendix 2, completed in full;
c. photocopy of approval for use of Clearing Items and Clearing
Documents. In this regard, a new Bank having received approval
in principle for establishment of the Bank may immediately
submit an application to Bank Indonesia for approval of Clearing
Items and Clearing Documents according to the procedure
stipulated in the Bank Indonesia regulations concerning Clearing
Items, Clearing Documents, and Printing at Security Printing
Houses. In this regard, to obtain approval for the Clearing Items
and Clearing Documents that are to be used, the Clearing Member
code number entered in the specimen Clearing Items and Clearing
Documents shall be the code number as determined by the local
area Bank Indonesia office.
2. In the application letter, the Bank office concerned may also apply for
other offices intending to be PPMs or SMs, subject to the provisions
concerning requirements and procedure for application to become
PPMs or SMs.
3. The Operator shall inform the applicant Bank or Bank office in
writing of the decision to approve or reject the membership
application within a period of no more than 7 (seven) working days
after receipt of the complete application.

4. If the Operator decides to approve the membership application, the
written notification as referred to in number 3 shall also convey the
following information:
a. approval in principle for membership of the Bank or Bank office
concerned in Electronic Clearing;
b. notification of Member identity in the form of Clearing Member
code in the case of a Bank or Bank office with APM or PPM
status;
c. obligation of the prospective Member to perform the installation
of DCN and CMTs at the premises of a Bank or Bank Office with
APM status;
d. obligation of the prospective Member to provide:
1) specimen Clearing Stamp and Clearing Canceled Stamp, using
2 (two) sheets of the form stipulated by the Operator;
2) 2 (two) 3.5” (90 mm) diskettes for recording the application
for Semi-Automated Local Clearing (SALC) in return
Clearing activities, specifically for Banks or Bank office with
APM or PPM status;
3) 2 (two) 3.5” (90 mm) diskettes for recording the code book
application program containing the list of APMs and PPMs
registered at the Operator;
e. other requirements deemed necessary by the Operator.
5. Specifically for APMs, after the DCN of the Bank or Bank office is
connected to the SPKE at the Operator, the Bank or Bank office shall
submit a letter to the Operator concerning readiness for participation
in Clearing, accompanied by the requirements as referred to in
numbers 4.d and 4.e. and a copy of the Official Record of installation
of the DCN and CMT application software.
6. After the Member has satisfied all requirements as referred to in
numbers 4.d, 4.e., and 5, the Member shall be issued:
a. letter ...

a. letter of approval stating the data of activa tion of the CMTs and
the effective date for an APM or effective date for Clearing
membership for a PPM or SM;
b. Clearing Officer Passes for APM and PPM. Separate provisions
concerning Clearing Officer Passes are stipulated in the Circular
Letter of Bank Indonesia concerning Use of Courier Services and
Clearing Officer Passes in Automated and Electronic Local
Clearing;
c. 2 (two) 3.5” (90 mm) diskettes containing a recording of the
SALC application in return Clearing activities as referred to in
letter 4.d.2);
d. 2 (two) 3.5” (90 mm) diskettes containing the recording of the
code book application as referred to in number 4.d.3);
e. the Electronic Clearing CMT control system, for an APM, in a
sealed envelope and consisting of:
1) logon table;
2) transmission ID and password.
The CMT control system as referred to in numbers 1) and 2) may
only be collected by the Manager of the Bank Office concerned.
in the event that the Manager of the Bank Office is unable to
collect in person, the CMT control system may be collected by a
bank officer or employee appointed by means of a power of
attorney bearing sufficient revenue stamp, drawn up on the
letterhead of the bank concerned.
7. The effective date of Member participation in Clearing is 15 (fifteen)
working days after the Member concerned has met all the
requirements referred to in numbers 4.d and 4.e. for APMs and PPMs
and numbers 4.d, 4.e, and 5 for SMs.

Clearing Stamp and Clearing Canceled Stamp.
D. Change in name, change of address, change of office status and/or
membership status
1. Change of Member name
a. Any changer of Member name shall be reported to the Operator in
writing after obtaining the letter of approval for change of
Member name, attaching:
1) photocopy of the document stipulating the use of the operating
license under the new name, issued by Bank Indonesia;
2) specimen Clearing Stamp and Clearing Canceled Stamp;
3) photocopy of letter of approval for use of Clearing Items and
Clearing Documents with the new name;
4) 2 (two) 3.5” (90 mm) diskettes containing the recording of the
SALC application in return Clearing activities;
b. After the Member has complied with all requirements as referred
to in letter a, the Member shall be issued:
1) letter of approval for change of Member name;
2) Clearing Officer Passes for APM and PPM;
3) 2 (two) 3.5” (90 mm) diskettes containing the recording of the
SALC application in return Clearing activities;
c. The Operator shall inform all Members in writing of any change
in Member name no later than 2 (two) working days prior to the
effective date of the new Member name, accompanied by a
photocopy of the specimen Clearing Stamp and Clearing Canceled
Stamp.
2. Change in inscription of Member office name
Any change in the inscription of the office name of a Member other
than change of Member name not followed by change of address shall
be reported in writing, attaching
a. photocopy ...

a. photocopy of the specimen Clearing Stamp and Clearing Canceled
Stamp;
b. 2 (two) 3.5” (90 mm) diskettes containing the recording of the
SALC application in return Clearing activities.
3. Change of Member address
Change of address of a Member shall be reported to the Operator in
writing immediately after receiving the letter for approval of change
of Member address, attaching:
a. photocopy of the document for approval of change of address
from Bank Indonesia;
b. photocopy of the specimen Clearing Stamp and Clearing Canceled
Stamp in 2 (two) copies, in the event that the change of office
address results in change of the office name;
c. 2 (two) 3.5” (90 mm) diskettes containing the recording of the
SALC application in return Clearing activities.
4. Change of office status and/or membership status
Change in the status of a Member office may be followed by or not
followed by change in membership status.
a. Changes in status of Member office, followed by change in
membership status:
1) an APM with Branch Office status intending to convert to
Sub-Branch Office may convert membership status to SM
insofar as there is another office of that Bank that is an APM
in the same Clearing Area;
2) a PPM with Branch Office status intending to convert to Sub-
Branch Office may convert membership status to APM insofar
as it has obtained approval from Bank Indonesia to become a
Sub-Branch Office in a different Clearing Area to that of its
supervising Branch Office and there is no other APM or PPM
of the same Bank in the same Clearing Area;
3) a PPM ...

3) a PPM with Branch Office status intending to convert to Sub-
Branch Office may convert membership status to SM;
4) an SM with Branch Office status intending to convert to Sub-
Branch Office may convert membership status to APM insofar
as it has obtained approval from Bank Indonesia to become a
Sub-Branch Office in a different Clearing Area to that of its
supervising Branch Office and there is no other APM or PPM
of the same Bank in the same Clearing Area;
5) an APM with Sub-Branch Office status as referred to in
number III.B.1.a intending to upgrade to Branch Office may
convert membership status to PPM insofar as there is another
office of that Bank that is an APM in the same Clearing Area.
6) an APM with Sub-Branch Office status as referred to in
number III.B.1.a intending to upgrade to Branch Office may
convert membership status to SM insofar as there is another
office of that Bank that is an APM in the same Clearing Area
7) an SM with Sub-Branch Office status intending to upgrade to
Branch Office may convert membership status to APM;
8) an SM with Sub-Branch Office status intending to upgrade to
Branch Office may convert membership status to PPM.
A list of changes of Member office status followed by change of
membership status is presented in Appendix 3a.
b. Changes in status of Member office, not followed by change in
membership status:
1) an APM with Branch Office status intending to convert to
Sub-Branch Office may participate in Clearing with the same
membership status insofar as it has obtained approval from
Bank Indonesia to become a Sub-Branch Office in a different
Clearing Area to that of its supervising Branch Office and
there is no other APM or PPM of that Bank in the same
Clearing Area;
2) an SM ...

2) an SM with Branch Office status intending to convert to Sub-
Branch Office may participate in Clearing with the same
membership status;
3) an APM with Sub-Branch Office status as referred to in
number III.B.1.a intending to upgrade to Branch Office may
participate in Clearing with the same membership status;
4) an SM with Sub-Branch Office status intending to upgrade to
Branch Office may participate in Clearing with the same
membership status.
A list of changes of Member office status not followed by change
of membership status is presented in Appendix 3b.
c. Changes in membership status, not followed by change in
Member office status:
In the event that membership status is not followed by change in
office status, the Member shall be required to submit an
application in writing to the Operator, subject to the following
provisions:
1) an APM with Head Office status may convert membership
status to PPM or SM insofar as there is another office of that
Bank that is an APM in the same Clearing Area;
2) a PPM with Head Office status may convert membership
status to APM or SM;
3) an SM with Head Office status may convert membership
status to APM or PPM;
4) an APM with Branch Office status may convert membership
status to PPM or SM insofar as there is another office of that
Bank that is an APM in the same Clearing Area;
5) a PPM with Branch Office status may convert membership
status to APM or SM;
6) an SM with Branch Office status may convert membership
status to APM or PPM;
7) an APM ...

7) an APM with Sub-Branch Office status may convert
membership status to SM insofar as there is another office of
that Bank that is an APM in the same Clearing Area;
8) an SM with Sub-Branch Office status may convert
membership status to APM insofar as it has obtained approval
from Bank Indonesia to become a Sub-Branch Office in a
different Clearing Area to that of its supervising Branch
Office, and there is no other APM or PPM.
A list of changes of membership status not followed by change of
Member office status is presented in Appendix 3c.
d. In the event of change in Member office status followed by
change in membership status as referred to in letter a., the
Member shall submit an application to the Operator, attaching a
photocopy of the approval from Bank Indonesia concerning the
change in status of the office concerned.
e. The Operator shall inform the applicant Bank office in writing of
its decision to approve or reject the application for change of
membership status as referred to in letter d. within a period of 7
(seven) working days after receipt of the complete application.
f. In the event that the change in Member office status is not
followed by change in membership status as referred to in letter
b., the Member shall inform the Operator in writing of the change
in office status, enc losing the following:
1) photocopy of approval from Bank Indonesia for change in
office status;
2) specimen Clearing Stamp and Clearing Canceled Stamp using
the form stipulated by the Operator, in 2 (two) copies;
g. In the event that the change in membership status is not followed
by change in Member office status as referred to in letter c., the
Member shall submit an application in writing to the Operator;

h. The Operator shall inform the applicant Bank office in writing of
its decision to approve or reject the application for change of
membership status as referred to in letters a. and c. within a period
of 7 (seven) working days after receipt of the complete
application.
i. In the event that the Bank or Bank office is granted approval for
change of membership status, the Operator shall inform the party
concerned by letter of the following:
1) approval for change in membership status of the Bank or Bank
office in Electronic Clearing;
2) Member identity, consisting of Member code, specifically for
Bank or Bank office with APM or PPM status;
3) requirement to conduct the installation of the DCN and CMTs
at Bank or Bank office premises with APM status;
4) requirement to provide specimen Clearing Stamps and
Clearing Canceled Stamps as stipulated by the Operator in 2
(two) copies;
5) other requirements as may be stipulated by the Operator.
j. After the DCN of the Bank or Bank office is connected to the
SPKE at the Operator, the Bank or Bank office shall deliver a
letter to the Operator concerning its readiness to participate in
clearing, accompanied by the requirements referred to in letters
i.4) and i.5) and a copy of the Official Record of installation of the
DCN and application system software for the CMTs.
k. After the Member has complied with all requirements as referred
to in letter j., the Member shall be provided with:
1) Letter of approval for activation of CMTs, for an APM;
2) Clearing Officer Passes for Clearing Officers, for APM and
PPM;
3) 4 (four) ...

3) 4 (four) 3.5”(90 mm) diskettes, comprising 2 (two) diskettes
containing recorded copies of the SALC application for local
return Clearing and 2 (two) diskettes containing recorded
copies of the code book program application for a number of
APMs and PPMs registered with the Operator, for a Bank or
Bank office upgrading membership status from SM to PPM or
APM;
4) The Electronic Clearing CMT control system, for an APM, in
a sealed envelope consisting of:
a) log on table;
b) transmission ID and password.
The CMT control system as referred to in letters a) and b) may
be collected only by the Manager of the Branch Office
concerned. In the event that the Branch Office Manager is
unable to collect in person, the CMT control system may be
collected by an authorized bank officer or employee appointed
in a power-of-attorney bearing sufficient revenue stamp and
written on the letterhead of the bank concerned.
l. The effective date of change of membership status is 15 (fifteen)
working days after the requirements referred to in number 3.j. are
met.
m. The Operator shall inform all Members in writing of any change
in name, address, office status, and membership status of a
Member no later than 2 (two) working days prior to the effective
date of change of a new Member, attaching a photocopy of the
specimen Clearing Stamp and Clearing Canceled Stamp.
n. In the event of change of name, office status, and membership
status of a Member, the Member concerned shall be given a grace
period of no more than 3 (three) months to update the Clearing
Items ...

Items and Clearing Documents, commencing from the effective
date of the change as determined by the Operator.
IV. CLEARING ITEMS AND CLEARING DOCUMENTS
Clearing Items and Clearing Documents used in Electronic Clearing must
comply with technical specifications in accordance with the Bank Indonesia
regulations concerning Clearing Items, Clearing Documents, and Printing at
Security Printing House.
A. Clearing Items
Clearing Items that may be processed in Electronic Clearing are:
1. Checks;
2. Bilyet Giro (non-negotiable orders);
3. Bank Transfer Slips (WBUT);
4. Transfer Receipts (SBPT);
5. Debit Notes;
6. Credit Notes.
B. Clearing Documents
Clearing Documents are in essence any documents functioning as tools to
assist in the calculation processes of Electronic Clearing.
1. Types of Clearing Documents
The Clearing Documents used in Electronic Clearing are:
a. Receipt for Incoming Debit Items – Incoming Clearing (BPWD);
b. Receipt for Incoming Credit Items – Incoming Clearing (BPWK);
c. Substitute Sheet;
d. Batch Card;
e. Receipt for Delivery of Recorded Return Clearing Items
(BPRWKP).
2. Use of Clearing Documents
a. The BPWD is used as proof of delivery of incoming debit
Clearing Items in respect of each Clearing Bundle delivered by
the Clearing ...

the Clearing Officer to the Operator during Incoming Clearing
activities.
b. The BPWK is used as proof of delivery of incoming credit
Clearing Items in respect of each Clearing Bundle delivered by
the Clearing Officer to the Operator during Incoming Clearing
activities.
c. The Receipts for Incoming Clearing Items (BPWs) as referred to
in letters a and b shall each be prepared in duplicate (carbonized)
by the Sending Member, subject to the following provisions:
1) the original shall be filled with information in the form of the
MICR code line, comprising evidence of delivery of Clearing
Items by the Clearing Officer to the Operator in respect of
each delivered Clearing Bundle, signed by the Member in the
signature column provided;
2) the first copy after initialing by the Operator will be returned
to the Clearing Officer delivering the Clearing Bundle as
evidence that the Operator has received the Clearing Bundle
from the Clearing Officer.
d. The Substitution Sheet is used in incoming Clearing as a place for
attaching add- lists of the amounts of Clearing Items delivered to
the Operator. The total amount stated on the Substitution Sheet
shall be equal to the total for all Clearing Items in the relevant
Clearing Bundle.
e. The Batch Card is an instrument for establishing the overall total
amount of Clearing Bundles from each Member and serving as a
means of control in the Clearing process. Batch cards consist of
Debit Item Batch Cards (KBWD) and Credit Item Batch Cards
(KBWK);
f. The BPRWKP is used as proof of delivery of recorded return
Clearing Items for each Clearing Bundle from Clearing Officers
to the Operator. The BPRWKP is a computer printout using the

SALC application, printed in duplicate by the Sending Member
subject to provisions as follows:
1) the original comprises evidence of delivery of Clearing Items
by the Clearing Officer to the Operator in respect of each
Clearing Bundle that is delivered and signed by the Clearing
Officer in the signature column provided;
2) the first copy after initialing by the Operator shall be returned
to the Clearing Officer together with a recording of Items as
evidence that the Operator has received the Clearing Bundle
from the Clearing Officer and is processing the recorded
Items.
C. Numbers and symbols in the MICR code line on Clearing Items and
Clearing Documents
1. The numbers and symbols printed on the clear band (MICR code line)
represent a series of items of information required in Electronic
Clearing.
2. Only the imprinted MICR code line shall appear in the clear band.
No other imprinting and/or inscription shall be permitted.
3. The MICR code line on Clearing Items shall appear in the clear band
and consist of:
a. Clearing Item Number : 6 (six) digits;
b. Member Code : 7 (seven) digits;
c. Account Number : 10 (ten) digits;
d. Transaction Code : 2 (two) digits;
e. Total Amount of Clearing Item : 14 (fourteen) digits.
4. The MICR numbers and symbols used in the MICR code line on
Clearing Items and Clearing Documents shall conform to and comply
with the specifications for MICR E-13 B numbers and symbols as
stipulated in ISO 1004:1995, consisting of:
a. 10 (ten) ...

a. 10 (ten) numerical digits ranging from 0 (zero) through 9 (nine),
used for filling in information on the MICR code line, i.e., 0 1 2 3

b. 4 (four) special symbols as presented in Appendix 4.
5. The MICR code line shall comply with the following quality
requirements:
a. use of MICR tape complying with ISO 1004:1995;
b. MICR code line must be level (no rising or falling);
c. imprinting of numbers and domestic symbols in the MICR code
line may not contain flaws.
D. Imprinting of MICR Code Line on Clearing Items
Imprinting of the MICR code line on Clearing Items covers the
following:
1. Clearing Item Number
The Clearing Item Number is provided for the serial number on
Checks and Bilyet Giros and the sequential number or registration
number on other Clearing Items. Notwithstanding, a Bank may also
use it for identification of other Clearing Items, for example, as a
sequential number or registration and other number on Clearing Items
other than Checks or other than Bilyet Giros. For the purpose of the
Clearing Item Number, 6 (six) digits are provided. Any imprinting of
a Note number of less than 6 (six) digits must be preceded by “0”
(zero). Any Clearing Item number exceeding 6 (six) digits may only
be imprinted for the last 6 (six) digits. The space to the left and right
of the Clearing Item number shall be filled with domestic symbols.
2. Member Code
The Member Code is provided for inscription of the Bank code and
office code of the Clearing Item beneficiary. For the Member code, 7
(seven) numerical digits are provided, consisting of:
a. first 3 (three) digits for the Bank code;
b. next ...

b. next 3 (three) digits for the Member office code;
c. last 1 (one) digit for testing code.
The 3 (three) digits for the Bank code as referred to in letter a and the
last 4 (four) digits as referred to in letters b and c shall be separated
by a short dash and the space at the end of the number shall be filled
with the Bank identifying symbol.
3. Account Number
The account number is provided for the account number of the
customer at the Beneficiary Member not exceeding 10 (ten) numerical
digits, the format of which is arranged according to the needs of each
member. Any imprinting of an account number with less than 10
(ten) digits shall be preceded with the digit “0” (zero), while in the
case of any account number exceeding 10 (ten) digits, only the last 10
(ten) digits shall be imprinted. In the event that an account number
has special, non-numeric characters, the MICR shall be filled with the
number of “0000000001” and in the specific case of Debit Notes, the
MICR shall be filled with the full name and account number of the
beneficiary on that Clearing Item. The imprinting of the account
number shall end with a domestic symbol.
4. Transaction Code
For the statistical purposes of the Operator, transaction codes are
stipulated as follows:
a. the transaction code is provided for identifying the type of
Clearing Item and/or type of transaction in the Clearing Item;
b. 2 (two) digits are provided in the transaction code for use as
follows:
1) 00 through 09 for Checks;
2) 10 through 19 for Bilyet Giros;
3) 20 through 29 for WBUTs;
4) 30 through 39 for SBPTs;

5) 40 through 49 for Debit Notes, subject to the following
provisions:
a) transaction codes 40 through 40, except 45, for Clearing
transactions in amounts not greater than Rp 10,000,000
(ten million Rupiahs);
b) transaction code 45 for Clearing transactions in amounts
greater than Rp 10,000,000 (ten million Rupiahs) and used
for transactions as stipulated in the Circular Letter of Bank
Indonesia stipulating the Use of Debit Notes in Clearing.
6) 50 through 59 for Credit Notes, subject to the following
provisions:
a) transaction code 50 for:
(1) interbank transaction in favor of customer,
implemented with reference to the Circular Letters of
Bank Indonesia regulating the Clearing Schedule and
Value Date for Final Settlement, System for Operation
of Local Clearing, and Types and Nominal Limit for
Clearing Items or Electronic Financial Data; and
(2) interbank transactions other than interbank money
market transactions, sharia interbank money market
transactions, interbank foreign exchange transactions,
and/or transactions in Bank Indonesia Wadiah
Certificates (SWBIs) or Money Market Securities;
b) transaction code 53 for interbank foreign exchange
transactions;
c) transaction code 55 for transactions in Bank Indonesia
Certificates (SBIs), SWBIs, or Money Market Securities.
5. Amount
Information on the amount is not imprinted in preprinted form. This
information is inscribed by the Member performing calculations for
the Clearing ...

the Clearing Item, using special equipment called the MICR encoder
or reader-encoder, subject to the following provisions:
a. the space for the amount is provided for inscription of the amount
stated on the Clearing Item. For this purpose, 14 (fourteen)
numerical digits are provided, including 2 (two) digits for cents in
the Rupiah (Rp) currency;
b. inscription of amounts of less than 14 (fourteen) digits shall be
preceded by “0” (zeroes) and the amount of any Clearing Item
shall be less than Rp 1,000,000,000,000 (one trillion Rupiahs).
The space for amount as referred to above shall be delimited by 2
(two) nominal symbols on the left and on the right.
The procedure for imprinting the MICR code line on Clearing Items is as
set out in Appendix 5a through Appendix 5j.
E. Imprinting of MICR code line and other information on Clearing
Documents
The complete information imprinted on Clearing Documents by Sending
Members is as follows:
1. BPWs
The following information shall be inscribed on BPWs:
a. Clearing Stamp, stating information on identity of Sending
Member (name and Member code) with the same Clearing date as
on the Clearing Stamp on the Clearing Items;
b. total amount of the Clearing Bundle;
c. name and signature of the Bank official or officer delivering the
Clearing Items to the Operator;
d. MICR code line on the BPW clear band, consisting of:
1) 6 (six) digit Clearing Item number, consisting of:
a) first 3 (three) digits, filled with 000;
b) last 3 (three) digits, filled with first 3 (three) digits of
Sending Member code number;

2) the 7 (seven) digit Member or Member office code, consisting
of:
a) first 3 (three) digits filled with 3 (three) digits for Sending
Member office code as appears on the Clearing Stamp

b) last 4 (four) digits filled with 9999.
The space between the 3 (three) digit Sending Member office
code as referred to in letter a) and the last 4 (four) digits as
referred to in letter b) shall be separated by a short dash
identity symbol and end with the identity symbol of the Bank;
3) the 10 (ten) digit account number does not need to be filled in;
4) the 2 (two) digit code on BPWDs shall be filled with the
number 60 and on BPWKs with the number 61;
5) the 14 (fourteen) digit space for amount shall be filled with the
total amount in Rupiahs, including 2 (two) digits for cents, for
all Clearing Items presented with the BPW concerned. The
total amount shall be delimited by nominal symbols on the left
and on the right;
6) in the event of any encoding error on a BPW, correction shall
be made using a new BPW.
2. Substitution Sheet
The following information shall appear in the Substitution Sheet:
a. Clearing Stamp with information on the identity of the Sending
Member (name and Member code) and the same Clearing date as
the Clearing Stamp on the BPWs and the Clearing Items;
b. add-list attached to the upper left portion of the Substitution Sheet
in such a manner that the total amount is immediately visible to
the officers of the Operator;
c. total ...

c. total amount of the Clearing Items inscribed in the MICR code
line at the bottom right, which must be equal to the total amount
that appears on the BPW.
3. Batch Card
The following information shall appear on the Batch Card:
a. the Clearing Stamp on the Batch Card must be the same as for the
Clearing Stamp on the BPWs, Substitution Sheet, and Clearing
Items, containing information on the identity of the Sending
Member (name and Member code) and Clearing date;
b. total amount of the Clearing Bundle;
c. information inscribed in the MICR code line on the clear band of
the Batch Card, consisting of:
1) 6 (six) digit Clearing Item number, consisting of:
a) first 3 (three) digits filled with 000;
b) last 3 (three) digits filled with first 3 (three) digits of
Sending Member code number;
the space to the left and to the right of the Clearing Item
number must be filled with domestic symbols;
2) the 7 (seven) digit Bank or Member office code, consisting of:
a) first 3 (three) digits filed with 3 (three) digits for Sending
Member office code as appears on the Clearing Stamp
(without testing code);
b) last 4 (four) digits filled with 9999;

all Clearing Items presented with the BPW concerned. The

and the right;
6) in the event of any encoding error on the Batch Card,
correction shall be made using a new Batch Card.
The MICR code line on the BPW Clearing Documents, Substitution
Sheet, and Batch Card shall be affixed according to the method presented
in Appendix 6a through Appendix 7b.
F. Pointers
When inscribing the information as referred to above, kindly give
attention to the following:
1. the inscription of the amount by the Sending Member on a Check or
Bilyet Giro shall not overlap any preprinted information;
2. special symbols as presented in Appendix 4 shall always appear in
full on each Clearing Item;
3. no blank space may appear between any of the numeric digits for each
item of information on the MICR code line.
V. CLEARING STAMPS AND CLEARING OFFICER PASSES
A. Clearing Stamps
1. In the operation of Electronic Clearing, Members are required to have
2 (two) types of stamps, the Clearing Stamp and Clearing Canceled
Stamp.
a. APM
1) the Clearing Stamp shall bear the following:
a) the word “KLIRING” (“CLEARING”);
b) the date, month, and year on which the Clearing Items are
processed in clearing;

b. PPM

The shape and size of the Clearing Stamp and Clearing Canceled
Stamp and the specimen delivery form as referred to in number
III.C.4.d are as presented in Appendix 8.
2 An SM may use the Clearing Stamp and Clearing Canceled Stamp of
its supervising office in the same Clearing Area;
3 The Clearing Canceled Stamp is used to cancel the Clearing Stamp
imprinted on Clearing Items. The imprinting of the Clearing
Canceled Stamp shall be made diagonally across the cancelled
Clearing Stamp and signed by an authorized officer.
4. A Member may use computer technology for imprinting the Clearing
Stamp on Clearing Items and Clearing Documents insofar as the
shape and size complies with the provisions stipulated by the
Operator.
5. The Clearing Stamp shall be used with reference to the Bank
Indonesia Regulation concerning Operation of Local Clearing and
Final Settlement of Interbank Payments on Local Clearing Results.
B. Clearing Officer Passes
To present and receive Clearing Items and reports on the results of the
Clearing process, Clearing Officers are required to use identity cards in
the form of Clearing Officer Passes issued by the Operator. The

other provisions pertaining to Clearing Officer Passes are as stipulated in
the Circular Letter of Bank Indonesia concerning Use of Courier Services
and Clearing Officer Passes in Operation of Automated and Electronic
Clearing.
VI. OPERATING PROCEDURE FOR ELECTRONIC CLEARING
A. Procedures
1. Incoming Clearing
a. Activities on Member premises, as follows:
1) conduct start up no later than 30 (thirty) minutes after the
Operator opens the SPKE;
2) prepare Clearing Items by;
a) separating Clearing Items by type of transaction, namely,
by debit Clearing Items and credit Clearing Items;
b) entering the MICR code line information on the clear band
of the Clearing Items and Clearing Documents;
3) imprint the Clearing Stamp of the Member office concerned
on the obverse side of each Clearing Item and Clearing
Document, subject to the following provisions:
a) the Clearing Stamp may not come into contact with the
clear band;
b) the Clearing Stamp may not cover any numbers in the
amount;
c) the Clearing Stamp on Clearing Documents must be the
same as the Clearing Stamp imprinted on Clearing Items;
4) enter Clearing Item data into the CMT system according to the
procedure referred to in the “CMT Applications Manual”.
This manual will be provided to the APM at the time of
installation of the CMT application;
5) put ...

5) put together Clearing Bundles and Clearing Documents in the
following sequence:
a) debit Clearing Bundles, consisting of:
(1) BPWD;
(2) First copy of the BPWD;
(3) Substitution Sheet with add-list attached;
(4) Batch card for Debit Clearing Items; and
(5) The debit Clearing Items concerned.
b) credit Clearing Bundles, consisting of:
(1) BPWK;
(2) First copy of the BPWK;
(3) Substitution Sheet with add-list attached;
(4) Batch card for Credit Clearing Items; and
(5) The credit Clearing Items concerned.
6) Each Clearing Bundle shall consist of at least 200 (two
hundred) Clearing Items or total amount for all Clearing
Items in 1 (one) Batch Card shall be less than
Rp 1,000,000,000,000 (one trillion Rupiahs). Thus even if
the number of Clearing Items in one Clearing Bundle
comes to less than 200 (two hundred) items, if the total
amount of all these Clearing Items is equal to or greater
than Rp 1,000,000,000,000 (one trillion Rupiahs), the
Clearing Items in the Bundle shall be divided into 2 (two)
or more Clearing Bundles.;
7) Send EFD batches to the SPKE according to the following
provisions:
a) EFD batches sent to the SPKE shall be checked in
advance and in balance (total amount of detailed EFD
equal to total amount of EFD batch);
b) the Member (represented by the System Administrator
or appointed officer) enters the secret combination
(sequence ...

(sequence number and validation code), transmission
ID, and password registered at the SPKE to send EFD
batches or query information from the SPKE;
c) EFD batches shall be sent to the SPKE according to
the Electronic Clearing schedule in stages;
d) the Member checks the status of successful
transmission of EFD batches based on electronic
acknowledgement from the SPKE. EFD batches
successfully received by the SPKE will be assigned
TACK status (transmission acknowledged). In the
event of error during transmission of the EFD batches,
the Member may resend data insofar as transmission is
in compliance with the stipulated schedule;
e) To expedite Electronic Clearing, prior to the End of
Day (EOD) process all Members must check the
results of EFD transmission sent via the CMTs. In the
event of any variance between EFD transmission from
a CMD and the EFD received by the SPKE, the
Member must immediately inform the Operator’s help
desk before expiration of the deadline for EFD
transmission;
f) the Member shall guarantee that the EFD received by
the SPKE is in accordance with the Clearing Items
delivered to the Operator. All risks arising from any
variance between EFD and Clearing Items shall be the
full responsibility of the Sending Member;
g) EFD received by the SPKE shall be deemed valid data
and may not be cancelled by the Member. In the event
that an EFD transaction violates the regulations of
Bank Indonesia, the Operator may cancel the
bookkeeping entry of the EFD calculation by making
immediate ...

immediate correction in the account of the Member
Bank concerned at Bank Indonesia, outside the
Clearing process mechanism. Notification of such
cancellation and correction shall be made in writing to
the Sending Member and the Receiving Member.
8) Deliver Clearing Bundles to the Operator, subject to the
following provis ions:
a) Members shall be required to deliver the Clearing Item
Bundles to the Operator if the EFD batch concerned
has been sent and received by the SPKE;
b) Members are prohibited from delivering Clearing
Items to the Operator if the EFD has not been received
by the SPKE, because this would lead to variance as
referred to in number VI.D;
c) Each Clearing Bundle sent to the Operator must be in
balance (total amount of detailed EFD equal to total
amount of EFD batch) and checked in advance for
composition, authenticity, and completeness of the
Clearing Items and Clearing Documents therein.
b. Activities conducted at the Operator premises:
1) The Clearing Officer shall affix the time of presentation of
Clearing Bundles by placing the original and first copy of the
BPWs into the time stamp machine;
2) The Clearing Officer shall present the Clearing Bundles, data
storage media (for a Member requiring such media), and proof
of delivery of data storage media as per Appendix 9 at the
counter provided for that purpose within the official schedule,
and present the Clearing Officer Pass for that purpose;
3) The clerk at the counter shall examine the completeness and
information entered into the Clearing Documents in each
Clearing Bundle. If the Clearing Documents meet the
requirements ...

requirements for completeness and content, the clerk shall
initial the BPW and return the first copy of the BPW and proof
of receipt of the data storage media (for a Member requiring
such media) to the Clearing Officer as proof of receipt;
4) If the Clearing Documents do not meet the requirements for
completeness and content as referred to in number 3), the
clerk shall cancel the time stamps by striking out the time
stamps and initialing the BPW, stating the reason for
cancellation;
5) The Operator sha ll process each Clearing Bundle presented in
such manner for distribution to Clearing Officers. Each
Clearing Item not readable by the reader-sorter machine
(reject Clearing Items) shall be handled according to the
procedure referred to in Appendix 10;
6) The Clearing Officer shall receive the processed Clearing
Items, the Clearing processing report, and the data storage
media (for a Member requiring such media) according to the
official schedule;
7) After expiration of the deadline for EFD transmission, the
system shall automatically calculate Clearing results on the
basis of the EFD received by the SPKE. The results of the
calculations may be accessed by Members online using the
CMT.
c. Activities at Member premises after receiving Clearing Items and
Clearing processing report from the Operator:
1) examine and reconcile the received Clearing Items with the
List of Electronic Financial Data Received for Incoming
Clearing (KNB-SKE(X)-1201/SKE(X)-1201);
2) examine and reconcile the total amount on the first copy of the
BPW as referred to in number b.3) and the total number of
Clearing Items handed over with the List of Electronic
Financial ...

Financial Data Handed Over in Incoming Clearing (KNB-
SKE(X)-1205/SKE(X)-1205);
3) examine the Data Variance Report for Incoming Clearing by
Sending Member (KNB-SKE(X)-0071/SKE(X)-0071) and the
Report on Incoming Clearing Data by Receiving Member
(KNB-SKE(X)-0071/SKE(X)-0072);
4) if after the examination and reconciliation referred to in the
above numbers 1), 2), and 3), a variance or difference is found
between the Clearing processing report based on EFD and the
Incoming Clearing Items comprising:
a) Missing item;
b) Unlisted item; and/or
c) Encoding error;
the matter shall be resolved according to the guidance of the
provisions concerning Clearing variances as referred to in
number VI.D;
5) immediately report to the Operator any variance or change in
Clearing Items and Clearing processing report received.
While the process for resolution is under way, Members shall
be required take security measures to ensure payment is not
made.
In the event of any reasonable suspicion of misuse of Clearing
Items, the Member concerned shall inform the Member
counterparty in the transaction to delay payment of the funds.
2. Return Clearing
a. Activities conducted at Member premises:
1) designate rejected EFD following the guidelines in the
provisions stipulated in the Circular Letter of Bank Indonesia
concerning Use of Debit Notes in Clearing and the Circular
Letter of Bank Indonesia concerning Procedure for
Dishonored Checks and/or Bilyet Giros;
2) store ...

2) store data on each rejected debit Clearing Item on the primary
diskette and backup diskette using the SALC application;
3) print out the EFD data stored on diskette as referred to in
number 2), namely:
a) BPRWKP in duplicate;
b) List of return Clearing Items by Receiving Bank;
c) Statement of Rejection (SKP) in duplicate, comprising 1
(one) customer copy attached to the Clearing Item and the
other 1 (one) copy for the Member file;
d) List of Dishonored Clearing Items as substitute for copy of
SKP for the Operator,
the preparation of these documents shall follow the guidelines
of the Circular Letter of Bank Indonesia concerning Operation
of Semi-Automated Local Clearing;
4) examine the integrity of stored data and thereafter affix
signature and full name of the Clearing Officer and the
Clearing Stamp on the documents referred to in number 3).
Any error in EFD recorded on diskette shall be the
responsibility of the Member concerned;
5) Rejected debit Clearing Items shall be returned during the
return clearing that comprises part of the same Clearing cycle
as the relevant incoming Clearing;
6) Rejected credit Clearing Items shall be returned during the
following incoming Clearing, immediately after error has
come to light, by issuing a new Clearing Item;
7) In the event that a Clearing Item is rejected because of a
suspected crime as described in a Police report, the Receiving
Member shall in addition to storing the relevant EFD also take
the following actions:
a) confiscate the Clearing Item and prepare a statement of
confiscation of the Clearing Item in 3 (three) copies,
stating ...

stating that the Member concerned has received and has
confiscated the Clearing Item for reason of suspected link
to a criminal act in accordance with the Police report;
b) the statement of confiscation of Clearing Item, with a
photocopy of the Police report and photocopy of the
Clearing Item attached, shall be conveyed as follows:
(1) original to the payee through the Sending Member;
(2) 1 (one) copy to the Sending Member;
(3) 1 (one) copy to the Operator.
A sample Statement of Confiscation of Clearing Item as
referred to in letter a) is presented in Appendix 11.
b. Activities at the Operator premises:
1) The Clearing Officer shall affix the time of handing over of
Clearing Bundles by placing the original and first copy of the
BPRWKP into the time stamp machine provided by the
Operator;
2) The Clearing Officer shall hand over the diskettes, BPRWKP,
rejected Clearing Items, List of Dishonored Clearing Items,
List of Return Clearing Items by Receiving Member, and the
SKP to the Operator, presenting the Clearing Officer Pass;
3) The clerk at the counter shall examine the completeness and
content of the BPRWKP;
4) If the BPRWKP does not meet the requirements for
completeness and content as referred to in number 3), the
clerk shall cancel the time stamp by striking it out and affixing
his/her initials and reason for cancellation;
5) If the BPRWKP meets the requirements for completeness and
content as referred to in number 3), the Operator shall proceed
with the process of consolidation of return Clearing data;
6) If during the return Clearing consolidation process as referred
to in number 5), the data conveyed by the Clearing Officer on
diskette ...

diskette is unreadable or has errors, the Clearing Officer shall
immediately replace the diskette with the backup diskette and
hand it over to the officer of the Operator within the stipulated
return Clearing schedule;
7) The Clearing Officer shall accept the diskette and the first
copy of the BPRWKP initialed by the officer of the Operator;
8) The Operator shall process the return Clearing data and sort
the Clearing Items and SKPs by Receiving Member;
9) The Operator shall print the return Clearing processing report;
10) The Operator shall reconcile the Clearing Items accompanied
by SKPs with the return Clearing processing report;
11) In the event that variances are discovered during the
reconciliation as referred to in number 10), the Operator shall
inform the relevant Members by letter;
12) The Operator shall distribute the processed Clearing Items,
SKPs and Clearing processing report to the Clearing Officer.
c. The activities conducted at Member premises after receiving the
Clearing Items and Clearing processing report from the Operator
are to examine and reconcile the Clearing processing report with
the data provided on the Clearing Items and also the physical
Clearing Items received.
B. Matters requiring attention from Members in operation of Clearing
activities
1. During incoming Clearing
a. Clearing Items must be examined prior to delivery of the Clearing
Items to the Operator. In this regard, the Member is required to
examine and bear responsibility for the authenticity,
completeness, and integrity of the number and total amount of
Clearing Items stated in the Clearing Documents. The total
amount stated on the delivery receipt and on the Batch Card must
equal the total amount for all Clearing Items based on the add- list
(proof ...

(proof of sum calculated by calculation machine) attached to the
Substitution Sheet;
b. The Operator shall not bear responsibility for the authenticity and
integrity of the number and total amount of Clearing Items and
Clearing Documents;
c. The user ID, password, and logon table must be used correctly
and responsibly, and secrecy maintained;
d. Conduct the administration, care, and supervision of Clearing
Items, Clearing Documents, and safeguard the quality of the
MICR and encoder or reader-encoder machine in possession to
ensure it is not misused by any unauthorized parties;
e. Safeguard the physical condition of the Clearing Items against
fading, moisture, or damage. No objects that may disrupt the
processing of Clearing Items, such as paper clips, staples, and so
on, may be found on any Clearing Item in a Clearing Bundle;
f. Not process any Clearing Items from any other Clearing Area;
g. Reconcile the amounts written on Clearing Items with the
amounts generated by the encoder machine;
h. The add- list presented to the Operator is the add- list prepared on
the basis of the amounts written on the Clearing Items. The
Clearing Items shall be ordered in the sequence of amounts on the
add-list;
i. Reconcile the number of Clearing Bundles presented with the
total amount stated on the first copy of the BPW received from the
Operator, particularly when Clearing Items are handed over by a
courier services company;
j. Increase the level of care taken during encoding on Clearing Items
and Clearing Documents;
k. The Member code on the BPW and the Batch Card mus t be the
same as the Member code on Clearing Stamp and the Clearing
Officer Pass;
l. The BPW ...

l. The BPW shall be affixed with the signature and name of the
internal Clearing Officer of the delivering Bank.
m. A Clearing Officer receiving Clearing Items and/or Clearing
processing report belonging to another Member shall immediately
inform and deliver the items to the rightful Member and report the
matter to the Operator on the same day.
2. During Return Clearing
a. Use the identity of the supervising APM when delivering Clearing
Items during return Clearing for PPMs and SMs;
b. Diskettes conveyed to the Operator shall be free of viruses and/or
without damage or defect. To prevent damage to diskettes,
Members should regularly replace any diskettes already used in
the Clearing process with new diskettes;
c. To avoid the possibility of impeded operation of the Clearing
process, Members shall be required to save return Clearing data
on a main diskette and backup diskette, using a black diskette for
the main diskette and another color for the backup diskette;
d. The number of slips and total amount of Clearing Items in the
BPRWKP must be equal to the total number of slips and total
amount in the Clearing Item data on diskette;
e. A Clearing Officer receiving Clearing Items and/or Clearing
processing report for another Member shall immediately inform
and convey the Clearing Items and report to the rightful Member
and report the matter to the Operator on the same day.
3. CMT System
a. Members shall use hardware and software conforming to the
specifications laid down by the Operator;
b. Members shall enter into an agreement for provision of after sales
services with the vendors supporting the system to provide
certainty and unimpeded operation of Electronic Clearing;
c. Members ...

c. Members are prohibited from receiving and/or making
amendments in any form and by any means whatsoever to these
CMT specifications without written approval from the Operator;
4. Guest Bank Agreement
A Member may enter into a reciprocal agreement as Guest Bank with
another Member to anticipate the possibility of breakdown in the
CMT equipment and/or DCN that could disrupt Clearing activities. A
copy of this agreement shall be delivered to the Operator.
C. Basis for Calculation in Electronic Clearing
Calculation in Electronic Clearing shall be based on the EFD received by
the Operator.
D. Variances in Clearing Data
1. Clearing Data Variance Report
a. The Clearing Data Variance Report shall be provided to
Receiving Members and Sending Members. In the event that the
Clearing Data Variance Report indicates variance between EFD
and Clearing Item processing results, the Member concerned shall
follow up the variance in Clearing to prevent losses to the
Member or any related party;
b. The Clearing Data Variance Report shall be issued daily and
distributed to APMs and PPMs together with delivery of Clearing
Items and other Clearing processing reports.
2. Causes of Clearing Data Variance and Resolution Procedure
a. Causes of Clearing Data Variance
Variances in Clearing Data may be caused by factors that include
but are not limited to the following:
1) EFD is received by the Operator, but Clearing Items are not
received by the Operator (missing items);
2) EFD is not received by the Operator, but Clearing Items are
received by the Operator (unlisted items);
3) Errors ...

3) Errors in the MICR code line (encoding errors).
b. Procedure for Resolution of Clearing Data Variances
Resolution of variances in Clearing data is made bilaterally or
multilaterally among the Members concerned or by bookkeeping
transfer by the Operator. The Sending Member bears full
responsibility for resolution of these Clearing data variances.
1) Resolution of Missing Items
a) Missing Item resulting from fault and/or negligence of the
Sending Member
(1) The Member sending an EFD batch to the SPKE not
accompanied by delivery of a Clearing Item to the
Operator shall hand over the Clearing Item directly to
the Member that should have received the Clearing
Item no later than 2 (two) hours before the deadline for
presentation of Clearing Items in return Clearing;
(2) In the event that the Clearing Item is not delivered to
the Member that should have received the Clearing
Item within the deadline stipulated in number (1),
resolution shall proceed as follows:
(a) in respect of a missing Debit Clearing Item, the
Member entitled to receive the Clearing Item shall
reject the EFD not accompanied by the Clearing
Item in the return Clearing mechanism according
to the procedure referred to in number VI.A.2, and
attach a photocopy of the Clearing Data Variance
Report indicating the missing item on the SKP,
citing failure to receive the Clearing Item as the
reason for rejection;
(b) in respect of a missing Credit Clearing Item, the
Member that should have received the Clearing
Item may resolve the problem in accordance with
an agreement ...

an agreement with Member sending the EFD or
reject the EFD during incoming Clearing on the
following day by issuing a credit Clearing Item in
favor of the Sending Member.
b) Missing Item due to cancellation of transaction by the
Operator
(1) The Operator shall cancel the book-keeping entry of
the EFD calculation in accordance with the procedure
for processing of rejected Clearing Items and
resolution of Clearing variances as referred to in
Appendix 10;
(2) The Operator shall inform the Sending Member and
Receiving Member of cancellation as referred to in
number (1) during the distribution of Clearing Items
and Clearing processing reports. A specimen form is
presented in Appendix 12.
2) Resolution of Unlisted Items
The Operator shall not process calculations for any Clearing
Item not accompanied by EFD. Any Member sending a
Clearing Item without EFD shall be required to withdraw the
Clearing Item concerned directly from the Receiving Member
on the same day.
3) Resolution of Encoding Error
a) In the event that a Clearing Item is not in accordance with
the EFD received, the Receiving Member shall resolve the
matter bilaterally with the Sending Member or reject the
Clearing Item through the Clearing Mechanism;
b) In the event that EFD for a Clearing Item with encoding
error is rejected, the procedure for rejection shall follow
the provisions governing procedures in return clearing.

c. Clearing Data recorded in storage media (tape or cartridge)
The Operator shall provide information on Clearing Item data
received as stored data in the form of tape or cartridge, for
Members having automated their accounting system. The format
specifications for files saved on tape or cartridge are presented in
Appendix 13.
2. Duplicate Clearing Items and Repeat Request for Clearing Processing
Report
a. The Operator may provide a Duplicate of a processed Clearing
Item and serve a repeat request for a Clearing processing report.
A request for such Duplicate Item and/or Clearing processing
report shall be submitted in writing by an Officer of the Member,
stating the reason for the request. In the specific case of request
for a Duplicate Clearing Item, the Member shall be required to
attach a photocopy of the page of the Clearing processing report
indicating the existence of data on the Clearing Item. In the event
that the Duplicate Clearing Item cannot be provided because of
breakdown in the machine of the Operator, the Operator shall
issue a statement that the Clearing Item has been processed as a
substitute for the Duplicate Clearing Item. Specimen forms for

b. The Receiving Member shall use the Duplicate Clearing Item for:
1) bookkeeping entry in favor of the customer’s account, subject
to the provision that after receiving prior confirmation from
the customer for Checks and Bilyet Giro and after receiving
confirmation from the Sending Member for Clearing Items
other than Checks and Bilyet Giro;
2) rejection of Clearing Items in return Clearing for reasons as
referred to in the Circular Letter of Bank Indonesia concerning
Procedure for Dishonored Checks/Bilyet Giro and Circular
Letter of Bank Indonesia concerning Use of Debit Notes in
Clearing;
3) in the event that a Duplicate Clearing Item has been entered
into the books or paid by the Receiving Member, the Clearing
Item may not be processed again in incoming Clearing. The
receiving Member shall block any Check or Bilyet Giro
Clearing Items for which a Duplicate Clearing Item has been
issued and inform the Sending Member of the grounds of
rejection.
3. Investigation of variances
The Operator shall provide facilities for investigation of variances,
i.e., facilities for conducting examination of any variance between the
Clearing processing report and:
a. EFD or Clearing Item data delivered by the Member to the
Operator; and /or
b. Clearing Items received by the Member from the Operator.
Request for facility for investigation of discrepancy shall be placed by
telephone by the official or Officer of the Member, with subsequent
confirmation in writing (letter or facsimile) by an officer of the
Member ...

Member concerned attaching a copy of the BPW and Clearing
processing report or other supporting data.
A request for investigation of discrepancy may only be submitted by a
Member during a period of 5 (five) working days after bookkeeping
entry of Clearing results by Bank Indonesia. This deadline shall be
waived in the event of any indication of criminal action.
4. MICR code line quality testing
A Member may request assistance from the Operator in testing the
quality of the MICR code line if in the opinion of the Member, the
rate of rejection of the Member’s Clearing Items is notably high. A
request for quality testing of the MICR code line shall be submitted in
a letter by the Member to the Operator, attaching 100 (one hundred)
specimen copies of the Clearing Items.
F. Courier Services Company
In certain activities during the Clearing process, a Member may be
represented by officers of a courier services company. The scope of
activities, requirements, and procedure for use of courier services
companies is stipulated in the Circular Letter of Bank Indonesia
concerning Use of Courier Services and Clearing Officer Passes in
operation of Clearing using Automated and Electronic Systems.
VII. CLEARING CHARGES
Each Member shall be charged fees according to the categories and amounts
stipulated in the Circular Letter of Bank Indonesia stipulating Clearing
Charges.
VIII. LOCAL CLEARING SCHEDULE
The Local Clearing Schedule shall be determined and posted in writing by
the Operator.

IX. SOFTWARE AND SECURITY
A. Electronic Clearing System Software
1. CMT Application
a. Characteristics of the CMT application
1) The CMT application serves the operational processes
pertaining to Clearing transactions at the office of the
Member, encompassing downloading of the data in the
Member code table from the SPKE, encoding, data recording,
reject re-entry, balancing, transmission of data, and querying;
2) The CMT system application is unique and designed with a
multilayered security structure to ensure security, authenticity,
and secrecy of EFD sent by Members to the SPKE.
b. The CMT system application at the Member may use a reader-
encoder machine or an encoder machine;
c. For Members not using a reader-encoder machine, EFD is
recorded manually and the inscription of the MICR code line on
the Clearing Item is performed using an encoder machine.
2. Types of CMT System Applications
There are 2 (two) types of CMT system applications:
a. Single User
This is a CMT system application that may only be used by 1
(one) user.
b. Multi User
This is a CMT system application that may be used
simultaneously by 1 (one) through 5 (five) users.
Members may select one of these CMT system applications according
to the needs of each Member. The minimum technical specifications
for the CMT system application are presented in Appendix 1.

3. DCN
The DCN is provided by Bank Indonesia for transmission of EFD
from the CMT to the SPKE.
The equipment required for the communications network is:
a. Main Data Communications Equipment
The Operator provides main data communications equipment
comprising a dedicated line with Data Over Voice (DOV) or Very
Small Aperture Terminal (VSAT);
b. Backup Data Communications Equipment
The Member provides backup data communications equipment in
the form of a dial-up modem with specifications and settings as
referred to in Appendix 1 and a direct telephone line provided by
each Member. Backup data communications are used in the event
of breakdown in main data communications.
Charges related to installation and use of the main data
communications shall be borne by Bank Indonesia, while charges
incurred in relation to use of backup data communications shall be
borne by the Member.
B. Security
Security of the CMT and SPKE systems consist of:
1. Security of CMT Hardware
a. The CMT system is a stand-alone, closed system designated
specifically to support Clearing and is prohibited for use with any
other application;
b. Members are required to prepare standard internal systems and
procedures for security and monitoring of the use of all CMT
facilities. This is to prevent and avoid possible misuse by
unauthorized parties.

2. Security of CMT Software
a. Security of System Administration
The CMT system is managed by System Administrators, who are
duly authorized officers of the Member. The System
Administrators consist of the System Administrator 1 (SYSADM
1) and System Administrator 2 (SYSADM 2), who jointly
perform functions that include but are not limited to registration,
amendment, or deletion of Member authorities within the CMT;
b. Security of Access to Application Use
To access the CMT, the Member uses the User-ID and password.
The period for use of the password is restricted by the system to
90 (ninety) days. Members may change the password on a regular
basis, prior to expiration of this period;
c. Security of EFD Transmission
1) When accessing the SPKE, the officer of the Member is
required to enter a numerical combination from the logon table
(validation code and sequence number) and the secret
transmission ID and transmission password;
2) The numerical combinations in the logon table may only be
used 1 (one) time for each successful access from the CMT to
the SPKE. The logon table is issued by the Operator with
2,000 (two thousand) numerical combinations in each issue;
A Member may apply to the Operator in writing for a new
logon table before the existing logon table is fully used, stating
the last combination to be used;
3) In the event that an EFD batch is not equal to the overall
amount of detailed EFD (unbalanced), the system or EFD
application will reject the EFD batch.
d. DCN ...

d. DCN Security
The following are used to increase DCN security:
1) Dedicated line used solely for 1 (one) CMT system;
2) Encryptor; and
3) Unique identity of logical unit and physical unit to ensure
secrecy and authenticity of EFD.
e. Other Security
1) The CMT system is able to generate reports on activity of
CMT usage;
2) The CMT system has a facility for backup of EFD.
X. EMERGENCIES
A. At CMT and/or DCN
In the event that a Member is unable to transmit EFD by reason of
technical fault in the CMT, DCN, and/or other operations of its office as a
result of force majeur, the Member may transmit EFD to the SPKE using
the Clearing backup system as follows:
1. Dial up telephone
Dial up is a communications networking alternative that can be used
by a Member in the event of breakdown of the main DCN. The
equipment required to use this networking alternative is as follows:
a. Telephone handset;
b. Direct telephone line;
c. Modem.
To use this facility, Members contact the Electronic Clearing System
(SKE) helpdesk at the Operator according to the procedure described
in Appendix 15a. When communications have resumed normal
operation, the Member shall call back to the SKE help desk to transfer
the communications channel to the leased line according to the
procedure described in Appendix 15b;
2. Backup ...

2. Backup CMT
The backup CMT is a CMT facility used for transmission of EFD by
Members in the event of fault and/or damage to the main CMT
software and hardware;
3. Guest Bank
Guest Bank is a facility that enables Members to use the CMT of
another Member at a different Bank while retaining the separate
identities of each Member.
B. At the SPKE/Operator
In the event that the SPKE is not functioning because of technical fault in
the SPKE or DCN equipment, the Operator may take the measured
described in the Circular Letter of Bank Indonesia concerning the
Disaster Recovery Plan.
XII. SANCTIONS
1. In the event that a Member violates the provisions referred to in number
VI.B.3.c, the Member shall be subject to administrative sanctions
imposed by revoking the authorization for use of the CMT. With this
revocation the Member will be unable to transmit EFD to the SPKE, but
notwithstanding the Member shall still be required to receive EFD
calculations from other Members. Authorization for use of the CMT
shall be reissued if the member has complied with the CMT
specifications laid down by the Operator and has delivered a statement
that it will not repeat the offence;
2. The Operator will not process Clearing Items if the Clearing Items do not
meet the requirements laid down by the Operator.
XIII. CONCLUDING PROVISIONS
With the enactment of this Circular Letter:
