Teacher Quality GoalsNCLB places a major emphasis upon teacher quality as a factor in improving student achievement. (Title I Section 1119)

2002-2003 -- All teachers hired after the first day of the 2002-03 school year and teaching in a program supported by Title I funds must be “highly qualified.”

August 31, 2006 –– All other teachers teaching core academic subjects must be “highly qualified” by August 31, 2006.

August 31, 2006 –– All teachers not currently considered highly qualified must report on the HiQ system a remediation method to be implemented in 2006-07.

Teacher Quality Goals• All teachers must be “highly qualified.”• Applies to all public K-12 teachers who teach core subjects:

English, Reading or Language Arts

Broad Field Science (such as Physics, Biology, or Chemistry)

Broad Field Social Studies (such as Civics and Government, Economics, History,or Geography)

Mathematics Foreign Languages Arts (Visual Arts, Music, Band, and Chorus)

• HOUSSE is designed to assess and document competency of veteran teachers only

• Requires 100 points (points in at least 3 categories)

(Veteran teachers have completed a total of 3 or more full years of successful teaching.)
