SUBJECT: RSL ANZAC Day events: North Sydney and Kirribilli Sub- Branches AUTHOR: Martin Ellis, Director, Community and Library Services ENDORSED BY: Warwick Winn, General Manager EXECUTIVE SUMMARY: The RSL North Sydney Sub-Branch events marking “100 years of the ANAZC tradition” were successfully staged at 10am on 19 April 2015 and on Saturday at 6am on ANZAC Day itself, 25 April 2015, at the War Memorial, Ridge Street, North Sydney. Some fifty persons attended ANZAC Sunday, and approximately 1,000 attended the dawn service, the latter being double the number expected. Although the order of the events, including invitations and the master ceremonies role, is determined solely by the Sub-Branch, Council was a major contributor to the successful staging: contributing a refurbishment of the Cenotaph itself (re-pointing, refurbishment of the ground lights, installation of a power point; and provision of Public Address System, lectern and lectern-light. Numerous compliments were received by Council staff about the presentation of the grounds (new turf, bark chips and general tidiness). Also supporting the event were The North’s Group and The Greens who provided chairs and a shotgun breakfast for the public and special guests at the conclusion of the ceremony. The Mayor also attended the Kirribilli Sub-Branch’s ANZAC Sunday. At both Sunday events the Mayor was asked to speak and her address is provided with this report. FINANCIAL IMPLICATIONS: While grant funds were received from the ANZAC Memorial Committee for Council’s refurbishment of the HMAS Sydney Bow; no funds have been received for the Cenotaph. Some Council funds for this project remain and options for making final improvements (to the above ground lights) are being costed. RECOMMENDATION: 1. THAT the report be received. 2. THAT improvements suggested in the report be introduced for ANZAC Day 2016.

Our Social Vitality Outcome: 4.4 North Sydney's history is preserved and recognised 4.1 Community is connected BACKGROUND 2015 marked the first time in many years that the RSL Sub-Branch has staged a dawn service on ANZAC Day itself. It is likely that a great impetus (after the fact of the 100th Anniversary) for this has been Council’s funding for construction of their Welfare Office at the Bowling Club adjacent to the Cenotaph (and the North’s Group’s provision of the space in their building at a peppercorn rent). In addition, Council’s planned improvements to the Cenotaph (and surrounds) at Ridge Street meant that great hopes were held that the 2015 event would be successful. The Sub-Branch’s traditional ANZAC Sunday event was also planned and staged. This year the Sub-Branches issued invitations to Council as follows: Kirribilli: The Mayor only (to speak) North Sydney: ANZAC Sunday: The Mayor (to speak), Director, Community and Library Services and the Council Historian North Sydney: ANZAC Day: The Mayor (not to speak), Director, Community and Library Services and the Council Historian CONSULTATION REQUIREMENTS Community engagement was undertaken in accordance with Council’s Community Engagement Protocol. SUSTAINABILITY STATEMENT The sustainability implications are of a minor nature and did not warrant a detailed assessment. Council representatives The Mayor Cr Gibson attended all three events, laying wreaths on each occasion. Cr Barbour attended both North Sydney events and laid a wreath on both occasions. Cr Marchandeau attended all three events in a private capacity. The Director Community and Library Services attended both North Sydney events and the Council Historian attended the Dawn Service at the Cenotaph. Wreath-laying was relatively informal with many wreath layers not named by the master of ceremonies. Suggested improvements for 2016

1. The Public Address System for 2015 was a fully professional one operated by a

contractor with a mixing board that allowed for the differing voices and musical works. The crowd was 20 deep in places and audibility became attenuated at around 10 or 12 deep. Doubling the speakers for next year is recommended, assuming a similar crowd can be expected to attend despite it not being such a significant anniversary.

2. Above ground lights. There are a number of issues with this including rotten wires, an extraordinarily dense sandstone and heritage issues. In the dark the ground lights (being dazzling) present a trip hazard on the steps (which was addressed at the Dawn Service by torches). These issues are being worked through.

3. Publicity. Council’s several reports, press releases and “Let’s Remember” brochure contributed to the wide public knowledge of the event. As previously advised the Sub-Branch’s apology for a change of time for ANZAC Sunday from 11am to 10am (after printing of the “Let’s Remember” brochure) arose from problems with their internal communications protocols. No remedy that Council can implement is relevant here. The larger issue in publicity was the lack of coverage by the local papers. This is an issue for the Sub-Branch not only for the recognition of the events but for raising the profile of its Welfare Services. A representative of the RSL is meeting soon with Council’s manager of Communications and the author of this report to see what can be better done. One local paper did seek photos for ANZAC Sunday but the only ones provided by the RSL were not used for whatever reason. Hiring a professional photographer for both events is recommended for 2016, with the brief to identify subjects in the photos and to provide the photos within 48 hours to Council’s Communications Department.

ONGOING ANZAC Day Programs In the Council Chambers (until 29 May) The Australian War Memorial’s exhibition A camera on Gallipoli, featuring First World War photographs taken by Sir Charles Ryan, is on display at North Sydney Council Chambers from 21 April until 29 May 2015. A camera on Gallipoli showcases a series of 39 candid photographs captured by Charles Ryan while serving with the AIF in Turkey in 1915. In 1914, at the age of 61, Sir Charles Ryan was appointed consulting surgeon to the AIF, embarking from Melbourne in October towards the Middle East and on to Gallipoli. For Charles Ryan, serving as a senior medical officer in the Australian Imperial Force was the culmination of a long, exciting, and colourful life. His remarkable images of Australian soldiers capture the mateship, the stoicism, and the dogged persistence that became the spirit of Anzac. The exhibition is a centenary initiative to commemorate the centenary of the landing in Gallipoli. School groups are encouraged to visit the exhibition and are able to download the online learning resource about the exhibition from www. northsydney.nsw.gov.au/ acameraongallipoli. Curated by the Australian War Memorial, the North Sydney exhibition design layout is by Wendy Joyce, Council’s Community Development Administration Assistant.

Piles of stores, mostly tinned meat or “bully beef”, stand on the beach at Anzac, which was regarded as an advanced base. Sometimes up to a week’s store of food could be accumulated, but water needed to be replenished daily. Almost everything came in, and out, by boat or on barges. The landing of stores and troops, and the evacuation of wounded, was usually done at night to avoid Turkish artillery fire.

Australian War Memorial Collection AWMP02648.012 In the North Sydney Heritage Centre (until the end of June) Home Front 1914 explores the local impact of war. The exhibition presents treasures from the collection (objects, documents and photographs - that were used 100 years ago or that were created because of the war. They include the remarkable and possibly unique Tramworkers’ Honour Roll which contains more than 100 portraits of men who volunteered - extraordinary evidence of the esteem with which those men were held by their colleagues. Also on display is a Kodak Pocket camera inscribed with the unit of the man who took it to war - the ‘17th Battery of the 6th Field Artillery Brigade. That camera may well have been taken to the Somme to record as Kodak suggested in its advertisements ‘a priceless picture record’ its owner’s ‘share in the Great War’. Also on display is the Mother’s Badge given to Mrs Sarah Huntington of Crows Nest after her son was killed in France, especially loaned for the Exhibition. Council’s Historical Services Section at Stanton Library under Ian Hoskins prepared the exhibition assisted by Council’s Graphic Designer, Barbara Ryan.

Sacrifice is a powerful concept. lt is a core part of many religions and

appears in mythology and literature throughout the ages. As

humans, we understand the power of sacrifice at some deep level in

our spirit. Sacrifíce inspires us, it connects us and gives us hope.

So it is no surprise that ANZAC Day is such a special day forAustralians. Gallípoli has become a symbol of the courage, heroism

and sacrifice of all the men and women who have died or been

injured in service to our country.

World War l- was the greatest tragedy ever to befall thís

municipality. Almost tO% of the population enlisted and one in five

of the men who left for war never returned. Their loss was felt by

families, neighbourhoods and businesses.

Each war since has left its scars and each reminds us of how blessed

we are to live in peace and prosperity. On behalf of the North Sydney

communíty I extend heartfelt thanks to all the men and women who

have served in our defence services over the past century.

'Landing ul Gallipoli'Australians commemorate 25 April l9l5 as'Anzac Day'. It was the day of the'Landing at

Gallipoli' The frrst group ashore landed at dawn; they were the so-called 'covering force'whose task was to drive the Turkish defenders into the hills. After that the main force wouldcome ashore.

The dawn 'Landing'was carried out by the four infanhy battalions of the 3rd Brigade, FirstAustralian Division. These men came from what Charles Bean, Australia's officialhistorian, called the 'outer states' - Western Australia, South Australia, Tasmania and

Queensland. The I lth Battalion, from Western Australia, came ashore not at Anzac Cove,

but on the beach beneath the slopes leading down from Ari Burnu Point and Plugge's

Plateau. Among the tirst to fall was Captain William Annear, I lth Battalion, of Subiaco,'\U'estern Australia. He was shot as he came up onto Plugge's Plateau after the hard climbfrom the beach. Charles Bean described the scene:

The first Australians clambered o,tt on to the small plateau ... heavy Jìre still met the

Australians appearing over the rim of the plateau, and was sfficient to force the first men

to take what cover they could on the seaward edge ... Captain Annear was hìt through the

head and lay there, lhefirst Australian fficer to be killed.

Later, as the men of the I lth Battalion struggled up towards the heights of Chunuk Bairthey met strong Turkish opposition around the slopes of a hill called Baby 700. Anotheryoung officer was killed there: Second Lieutenant Mordaunt Reid, of Coolgardie, Western

Australia. Reid had been sent across the Nek with a small party to assist in the advance up

the range:

Lieutenant Mordaunt Reid, who was carefully controlling the fire from the right oÍ ßhelline, was severely hit through the thigh. One of his men went to help him crmttl to the rear,bul Reid was never thereafter seen or heard of by his baüalion.
