I. INTRODUCTION
In June 1988, the Division of Astronomical Sciences of the National Science Foundation (NSF) decided thatone quarterly report of the National Optical Astronomy Observatories would be timed to coincide with theNSF Annual Presentation. Information formerly included in the NOAO Quarterly Report for the secondquarter, January - March, is now incorporated into the material prepared by NOAO for the NSF AnnualPresentation. The 1996 NSF Annual Presentation will be 14 May 1997, in Washington, D.C.
NOAO continues to keep records of personnel, telescope usage, and observational program statistics for thesecond quarter. This document lists personnel changes for the period 1 January - 31 March 1997. TheNOAO Newsletter No. 50 (June 1997) contains information on major projects, new instrumentation, andoperations. The appendices to this report summarize telescope usage statistics and observational programs.
