1 INTRODUCTION & SUMMARY

Howe Gastmeier Chapnik Limited (HGC Engineering) was retained by Incon Industrial to conduct a

noise feasibility study for a proposed residential development to be located north of Southdale Road

East and west of White Oak Road in the City of London, Ontario. The study is required by the City

of London as part of the planning and approvals process. The study follows Ministry of the

Environment and Climate Change (MOECC) and City of London guidelines with regard to the

impact of noise.

The significant noise source was determined to be road traffic on Southdale Road East and White

Oak Road. Road traffic data was obtained from City of London personnel and was used to predict

the future sound levels at the proposed residences. The predicted sound levels were evaluated with

respect to the guidelines of the MOECC and the requirements of the City.

The results of the study indicate that it is feasible to achieve the MOECC and City sound level

guideline limits at the proposed residential development. Any building envelope construction

meeting the minimum requirements of the Ontario Building Code will provide sufficient acoustical

insulation for the indoor spaces for all units in the residential subdivision. Forced air ventilation

systems with ducts sized for the future installation of air conditioning units by the occupant is

required for the townhouse units closest to Southdale Road. An alternative means of ventilation to

open windows is required for all dwelling units in the 4-storey apartment. Warning clauses are

recommended to inform the future residents of the road traffic noise and the presence of the

roadways.

Two car dealerships and a Tim Hortons are located to the north of the site. Calculations based on our

observations and past experience with similar facilities indicate that sound emissions from these

facilities are not expected to exceed the applicable MOECC sound level limits at the proposed

residential buildings. Warning clauses are recommended in order to inform future owners/tenants of

the presence of the commercial and industrial facilities in the vicinity and that their operations may

be audible on occasion.

2 SITE DESCRIPTION & NOISE SOURCES

2.1 Site Description

Figure 1 is a key plan of the subdivision. The site is located on the south of Southdale Road and west

of White Oak Road, in the City of London. The latest concept plan prepared by Development

Engineering (London) Limited dated February 1, 2018 is shown as Figure 2. The development will

include 2-storey single detached dwellings and associated roadways and future medium density

blocks.

2.2 Noise Sources

HGC Engineering personnel visited the site and surrounding areas to observe the acoustical

environment and the operations of the nearby commercial and industrial facilities in May 2018. An

aerial photo showing these facilities is attached as Figure 3.

The acoustical environment surrounding the site is urban in nature. There are existing and future

residences surrounding the site and some commercial uses to the north of the site. Further south

along White Oak Road are industrial uses (Orgill Canada, Kel Coatings Limited and Speedox

Custom Machining). The proposed residential lots are located 300 m from the property line of Kel

Coatings as required in the City of London’s Development Planning comments for this site. Orgill

Canada is a warehouse and distributing facility and is located approximately 140 m to the southeast

of the site. The loading bay are located on the east side of the Orgill Canada facility, approximately

260 m to the closest proposed residential lots. The site is shielded from the loading bays by the Orgill

Canada building which is 3 storeys high thus significant noise impact are not expected. Noise from

these industrial facilities were also not audible on site as road traffic on White Oak Road was the

dominant noise source. Overall, significant noise impact from the commercial and industrial facilities

to the southwest of the subject site are not expected due to distance, intervening buildings and

background traffic noise. It is noted that there are existing residential uses closer to the commercial

and industrial facilities than the subject site.

To the north of the site are two car dealerships, Mercedes-Benz and Southdale Motors Limited. It

was observed that the Mercedes-Benz facility has two service reception doors but are not directly

to traffic noise on Southdale Road. Southdale Motors is a used car dealership with a small trailer

office. No significant noise sources were observed. Tim Hortons with drive-thru lanes is located to

the northeast of the site. Noise from the Tim Hortons restaurant was not audible on site due to

background traffic noise. Since there are proposed residential uses adjacent to these facilities, an

assessment of the Mercedes-Benz and Tim Hortons has been conducted and is provided in Section 6.

Road traffic on Southdale Road and White Oak Road are the dominant sources of sound in the area.

The internal roadways were not considered in the analysis due to their low volumes.

3 NOISE LEVEL CRITERIA

3.1 Road Traffic

Guidelines for acceptable levels of road traffic noise impacting residential or noise sensitive

developments are given in the MOECC publication NPC-300, “Environmental Noise Guideline

Stationary and Transportation Sources – Approval and Planning”, Part C release date October 21,

2013, and are listed in Table I below. The values in Table I are energy equivalent (average) sound

levels [LEQ] in units of A weighted decibels [dBA].

Daytime refers to the period between 07:00 and 23:00, while nighttime refers to the period between

23:00 and 07:00. The term "Outdoor Living Area" (OLA) is used in reference to an outdoor patio, a

backyard, a terrace, a children's playground or other area where passive recreation is expected to

occur.

The guidelines in the MOECC publication allow the sound level in an Outdoor Living Area to be

exceeded by up to 5 dBA, without mitigation, if warning clauses are placed in the purchase and

rental agreements to the property. Where OLA sound levels exceed 60 dBA, physical mitigation is

required to reduce the OLA sound level to below 60 dBA and as close to 55 dBA as technically,

economically and administratively feasible. The City of London personnel have indicated that

resultant sound levels up to 58 dBA in the OLA are acceptable.

A central air conditioning system as an alternative means of ventilation to open windows is required

for dwellings where nighttime sound levels outside bedroom windows exceed 60 dBA. A forced air

ventilation system with ducts sized for the future provision of central air conditioning, or some other

alternative form of mechanical ventilation, is required where nighttime sound levels at living/dining

rooms and bedroom windows are in the range of 51 to 60 dBA.

Building components such as walls, windows and doors must be designed to achieve indoor sound

level criteria when the plane of bedroom window sound level is greater than 60 dBA or the daytime

sound level at the plane of the living room window is greater than 65 dBA due to road traffic noise.

Warning clauses to notify future residents of possible excesses are also required when nighttime

sound levels exceed 51 dBA at the plane of the bedroom window due to road traffic noise and

daytime sound levels exceed 55 dBA in the outdoor living area due to road traffic.

3.2 Criteria Governing Stationary (Industrial/Commercial) Noise

Sources

MOECC Guideline NPC-300, is also the MOECC guideline for use in investigating Land Use

Compatibility issues with regard to noise. An industrial or commercial facility is classified in

MOECC guidelines as a stationary source of sound (as compared to sources such as traffic or

construction, for example) for noise assessment purposes. In terms of background sound, the

development is located in an urban (Class 1) acoustical environment which is characterized by an

acoustical environment dominated by road traffic and human activity.

The facade of a residence (i.e., in the plane of a window), or any associated usable outdoor area is

considered a sensitive point of reception. NPC-300 stipulates that the exclusionary minimum sound

level limit for a stationary noise source in an urban Class 1 area is 50 dBA during daytime (07:00 to

19:00) and evening (19:00 to 23:00) hours, and 45 dBA during nighttime hours (23:00 to 07:00). If

the background sound levels due to road traffic exceed the exclusionary minimum limits, then the

background sound level becomes the criterion. The background sound level is defined as the sound

level that is present when the source under consideration is not operating, and may include traffic

noise and natural sounds.

The noise impact assessment is to consider a worst case hour operational scenario which reflects a

planned and predictable mode of operation of the stationary source. Commercial activities such as

the occasional movement of customer vehicles at retail facilities, couriers and garbage collection are

not of themselves considered to be significant noise sources in the MOECC guidelines, nor are

activities related to emergency operations or snow removal.

The developer’s responsibilities are identified in NPC-300, which states that it is the developer’s

responsibility to ensure that the applicable sound level criteria are met. If noise sources are identified

which generate excessive sound levels source controls are generally favoured by the MOECC

although NPC-300 further states that outdoor noise control measures at the noise sensitive land use

are acceptable.

4 TRAFFIC NOISE ASSESSMENT

4.1 Road Traffic Data

Road traffic data was obtained from City of London personnel in the form of ultimate AADT and

turning movement counts and is attached as Appendix A. Commercial vehicle percentages were

calculated from the turning movement counts. The higher percentages were applied for each

roadway. A calculated commercial vehicle percentage of 2.7% for Southdale Road East was split

into 1.0% medium trucks and 1.7% heavy trucks as per Ministry of Transportation procedures. A

commercial vehicle percentage of 4.0% for White Oak Road was split into 1.5% medium trucks and

2.5% heavy trucks. The data is attached in Appendix A. The posted speed limit of Southdale Road

East and White Oak Road is 60 kph. A day/night split of 90%/10% was used in the analysis for

both roadways. Table II summarizes the traffic volume data used in this study.

Future traffic sound levels were predicted at various lots using STAMSON version 5.04, a computer

algorithm developed by the MOECC. Sound levels were predicted at ground level in the rear yards

(OLA’s) during daytime hours to investigate the need for noise barriers. Sound levels were also

predicted at the plane of the upper storey windows during daytime and nighttime hours to investigate

ventilation requirements. The results of these predictions are summarized in Table III. Sample

STAMSON output is included in Appendix B.

5 NOISE PREDICTION RESULTS AND RECOMMENDATIONS

The results indicate that sound levels will meet MOECC guideline limits at all most of the units in

the development. Dwellings with exposure to the roadways will require noise control measures.

Further details are provided below.

5.1 Outdoor Living Areas and Sound Barriers

For the closest block of townhouses (Location A) to Southdale Road, the predicted sound levels in

the OLAs will be 57 dBA. The City have accepted sound levels in the rear yards up to 58 dBA in the

past without requiring physical mitigation. A warning clause is required to inform future residents of

the sound level excesses.

For all remaining units in the subdivision, the predicted sound levels in these OLAs are 55 dBA or

less. Physical mitigation is not required.

5.2 Indoor Living Areas and Ventilation Requirements

For the closest block of townhouses (Location A) to Southdale Road and the 4-storey apartment, will

have nighttime sound levels at the plane of windows less than 60 dBA and the daytime sound levels

at the plane of the window will be less than 65 dBA, an alternative means of ventilation to open

windows is required.

Provision for the Future Installation of Air Conditioning

For Townhouse Units 1 to 7, forced air ventilation systems with ducts sized for the future installation

of air conditioning by the occupant is required. A warning clause is also required to inform future

residents of the sound level excesses.

Alternative Ventilation to Open Windows

For the 4-storey apartment, an alternative means of ventilation to open windows is required for all

dwellings units. This can typically be achieved with central air conditioning or an Integrated Piping

system for the heating and cooling within each unit housed in its own insulated closest. In general,

window or through-the-wall are conditioning units (similar to motel style) are not recommended

because of the noise they produce and because the units penetrate through the exterior wall which

degrade the overall sound insulating properties of the envelope. Any outdoor air conditioning unit or

rooftop mechanical units should be located, installed, and selected with an appropriate sound

emission rating to comply with MOECC guidelines NPC-300. A warning clause is also required to

inform future residents of the sound level excesses. As an example, individual heating and cooling

units such as Magic Pak or Napoleon Condo Pack or a similar system would meet the MOECC

ventilation requirements.

For all remaining units in the development, the predicted nighttime sound levels at the plane of the

windows with some exposure to Southdale Road East and White Oak Road will have nighttime

sound levels at the plane of windows less than 51 dBA and the daytime sound levels at the plane of

the window will be less than 56 dBA, there are no specific ventilation requirements.

5.3 Building Facade Constructions

All units in the development will have nighttime sound levels that are less than 60 dBA and daytime

sound levels at the façade that are less than 65 dBA, any exterior wall, and double glazed window

construction meeting the minimum requirements of the Ontario Building Code (OBC) will provide

adequate sound insulation for the dwelling units.

5.4 Warning Clauses

The MOECC guidelines and City of London recommend that warning clauses be included in the

property and tenancy agreements for all the dwelling units with regard to road traffic noise and the

presence of the commercial and industrial facilities in the vicinity of the site. The actual wording of

the warning clauses will depend on the nature of the excess. Examples are provided below.

Type A: Purchasers/tenants are advised that despite the inclusion of noise control features in the development and within the building units, sound levels due to increasing road traffic may occasionally interfere with some activities of the dwelling unit occupants as the sound levels exceed the Municipality’s and the Ministry of the Environment and Climate Change noise criteria.

Suggested wording for future dwellings requiring central air conditioning systems is given below.

Type B:

This dwelling unit has been supplied with a central air conditioning system which will allow windows and exterior doors to remain closed, thereby ensuring that the indoor sound levels are within the sound level limits of the Municipality and the Ministry of the Environment and Climate Change.

Suggested wording for future dwellings requiring forced air ventilation systems is given below.

Type C:

This dwelling unit has been designed with the provision for adding central air conditioning at the occupant’s discretion. Installation of central air conditioning by the occupant in low and medium density developments will allow windows and exterior doors to remain closed, thereby ensuring that the indoor sound levels are within the sound level limits of the Municipality and the Ministry of the Environment and Climate Change.

These sample clauses are provided by the MOECC as examples and can be modified by the

Municipality as required.

The City of London also requires the following warning clause be included in the offers of purchase

and sale and in the property and tenancy agreements for all dwelling units in the development:

Type D:

The City of London assumes no responsibility for noise issues which may arise from the existing or any increase in vehicle traffic on Southdale Road East and White Oak Road as it relates to the interior or outdoor living areas of any dwelling unit within this development. The City of London will not be responsible for constructing any form of noise mitigation for this development.

These sample clauses are provided by the MOECC and municipality as examples and can be

modified by the Municipality as required.

6 STATIONARY NOISE ASSESSMENT

6.1 Noise Source Description

This section summarizes the results of observations taken during site visits in May 2018. Road traffic

was the dominant sources of sound in the area. Observations were also conducted to identify the

industrial/commercial operations located near the site and any potentially significant noise sources

associated with their operations. The Mercedes-Benz and Tim Hortons located immediately to the

north of the site were considered to be a potentially noise source and was subject to additional study

as detailed below.

Tim Hortons

Tim Hortons is located to the northeast of the subject lands and operates 24 hours per day. The drive-

thru lanes and speakerboards are located by Southdale Road. A Tim Hortons delivery truck with a

refrigerated unit was observed to be idling in the parking lot, next to the building, for approximately

15 minutes. Rooftop equipment on the north end of the building was also visible from the ground.

Mercedes-Benz Dealership

The Mercedes-Benz dealership is located to the northwest of the subject lands and consist of a sales

office and service reception area. The sales office operates from 9:00 am to 8:00 pm and the service

centres operate during daytime hours only, from 7:30 am to 5:30 pm. Noise from the sales office

and service and collision centres was not audible during the site visit. No outdoor activities

associated with the dealership were observed. Typical office air conditioners were observed be

located on the roof the building. The units were observed to be Trane HVAC units.

6.2 Noise Assessment

The source sound levels for typical rooftop equipment and sources at Tim Hortons were from our

files were used as input to a predictive computer model (Cadna/A 2018 version 163.4824), in order

to estimate the sound levels at the proposed residential units. The source sound levels are provided in

Appendix C. Cadna/A is a computer implementation of ISO Standard 9613-2, “Acoustics –

Attenuation of Sound During Propagation Outdoors – Part 2: General Method of Calculation”, which

takes into account attenuation due to distance (geometrical spreading), shielding by intervening

structures, air attenuation and ground absorption.

In accordance with establishing the predictable worst-case conditions, the rooftop HVAC equipment

was assumed to operate at 100% capacity during daytime and 50% during night-time hours. The

rooftop exhausts at Tim Hortons were assumed to operate at 100% capacity during daytime and

nighttime. Four cars are assumed to be idling at each drive-thru lane. These noise sources are shown

as green crosses on Figure 5.

Commercial activities such as the occasional movement of customer vehicles on the property, the

infrequent delivery of goods and garbage collection are not of themselves considered to be

significant noise sources in the MOECC guidelines.

The resulting predicted sound levels at the closest proposed dwellings are shown in Table 5 below

and Figure 5.

The results indicate that sound emissions from the Mercedes-Benz dealership and Tim Hortons are

not expected to exceed the applicable MOECC sound level limits at the proposed dwellings and that

noise mitigation measures are not required.

The presence of the commercial and industrial faculties should be addressed through the

implementation of an additional warning clause in the tenancy and property agreements and offers of

purchase and sale. A typical wording is:

Type E:

“Purchasers are advised that due to the proximity of industrial/commercial facilities, sound from these facilities may at times be audible and the operations may change in the future.”

This sample clause is provided by the MOECC as an example and can be modified by the

Municipality as required.

7 DISCUSSION AND SUMMARY OF RECOMMENDATIONS

Future road traffic sound levels will meet MOECC guidelines and noise control measures are not

required. The reader is referred to the above sections of the report where these recommendations are

discussed in more detail.

1. Forced air ventilation systems with ducts sized for the future installation of air conditioning units

by the occupant is required for the townhouse units closest to Southdale Road. An alternative

Providing each suite with an individual heating and cooling systems housed within an insulated

closet would satisfy MOECC ventilation requirements.

2. Any exterior wall and double glazed window construction meeting the minimum requirements of

the Ontario Building Code (OBC) will provide adequate sound insulation for all dwellings.

3. Warning clauses should be included in the property and tenancy agreements and offers of

purchase and sale for all the dwelling units to inform future residents of the traffic noise and the

presence of commercial and industrial facilities in the area.

7.1 Implementation

To ensure that the noise control recommendations outlined above are fully implemented, it is

recommended that:

1) Prior to the issuance of occupancy permits for this development, the Municipality’s building

inspector or a Professional Engineer qualified to perform acoustical engineering services in

the Province of Ontario should certify that the noise control measures have been properly

incorporated, installed and constructed.
