MINNEAPOLIS AIRPORT TRAFFIC CONTROL TOWER (MSP ATCT)

MSP is ranked 16th busiest airport in the nation with over 400,000 operations per year. MSP Tower and Tracon staffed 24/7 by over 120 air traffic controllers, traffic management controllers, supervisors, managers and support personnel.  Our primary duty is to provide a safe, orderly and expeditious flow of traffic to MSP and the surrounding airspace. Safe – Ensuring aircraft separation and system safety in the air and on 

the ground  Orderly – Applying air traffic control rules to ensure system integrity –

which in turn support safety  Expeditious – Maintaining an efficient throughput of arrivals and 

departures, keeping demand and capacity in balance – again, this in turn supports safety

• Reviewed a comprehensive analysis of the Metropolitan AirportsCommission Noise and Operations Monitoring System, which found noiseevents and flight tracks to be strongly correlated and accurate withinhistorical norms.

• Approved a comment letter to the FAA regarding the categorical exclusionof environmental review for RNAV procedures, noting that airportoperators and communities must be involved early on in the RNAV processand that consideration must be given to unique and specific extraordinarycircumstances that are present at the local level regarding RNAV.

• Reviewed a detailed Seasonal Effects on Aircraft Operations study thatfound distinct seasonal aircraft operations patterns based on passengerdemand.

Item 6St. Louis Park and Edina Noise Monitoring Report• Report Scope approved by NOC May 8, 2014

– The noise monitoring will be focused on assessing existing aircraft noise levels.– The noise monitoring will be conducted for a period of two weeks in the fall of 2014.– The monitoring will be limited to three locations in the area bound by I‐494 on the

south, Xerxes Avenue on the east from the intersection of I‐494 and Xerxes Avenueextending in a straight line north to I‐394, I‐394 on the north, and Trunk Highway 169 onthe west.

– Two of the monitoring locations will be within the City of Edina and one will be locatedin the City of St. Louis Park.

– The specific location of the monitors shall be determined by the respective cities, inconsultation with MAC staff.

– The final report is due by December 1, 2014.

Enhanced AEDT Modeling of Aircraft Arrival and Departure

The objectives of this research are to develop: (1) standard model aircraft approach and departure profiles that are not currently in AEDT, (2) methods to model customized aircraft approach and departure profiles using AEDT, and (3) technical guidance for selecting appropriate aircraft approach and departure AEDT profiles, including customized profiles, for specific user situations.

Aviation Environmental Design Tool (AEDT) Update

The FAA recently announced that release of the Aviation EnvironmentalDesign Tool (AEDT) scheduled for the end of 2014 has been moved to May 29,2015. The AEDT is a new software program prepared by the FAA and isintended to replace the Integrated Noise Model software program that isused by the MAC and its consultants to prepare noise contour maps for MSP.MAC consultants will be using the existing INM software to prepare the actual2014 noise contour map due by March 1, 2015.

Review of the October 28, 2014 Public Input Meeting

On October 28, 2014 at 7:00 pm MAC Noise Program Office staff conducted the fourth quarter2014 public input meeting at the MAC General Office. There were 6 people who attended themeeting, 2 individuals made comments at the meeting. The comments and associatedresponses can be found on the MAC Noise Program’s website, accessible on the Internet atwww.macnoise.com, when they are completed. Specifically, comments/questions focused on:

• Departing aircraft altitude trends• Departure flight tracks to the north and west of MSP• Determination of eligibility for noise mitigation programs• Location of the Remote Monitoring Towers

The next quarterly public input meeting is planned for January 27, 2015, 7:00 p.m., at theRichfield Municipal Building, 6700 Portland Avenue South.
