Dear K.V.Subbarao,

It is compulsory for all the manufacturers who intend to set up the processing unit, to obtain the ISI mark

from Bureau of India Standards. Unless the inspection is done by the staff , tests carried out in an

independent lab and official confirmation and license number is obtained, Unit can’t commence commercial

production.

In house Lab is used ,such Lab should be equipped to carry out all physical , chemical and micro biological

tests prescribed as per IS : 3025, 1070, 4905, 5401, 5402, 5403, 5887, 10146 & 10500 and has to be

conducted by expert chemist / micro biologist.Packaged Natural Mineral Water governed under

IS:13428:1998, Amendment 1-5 upto 15th October 2004 and Packaged Drinking Water governed under.

IS: 14543:2004.

The standards published for bottled water [both categories] clearly mention the filtration processes, hygienic

conditions, lighting, labeling regulation etc. It also list the relevant testing standards [IS 3025, 1070, 4905,

5401, 5402, 5403, 5887, 10146 & 10500] required for methods of testing.

These standards can be obtained from any branch of BIS for details: http://www.bis.org.in

BIS: Bureau of Indian standards is a premier organization engaged in setting standards for various products

and services.

ISI: Indian Standard Institution is the former name of BIS but till date ISI is the MARK given by this

orgainsation.

PFA: Governed under Prevention of Food Adulteration Act 1954, this agency safeguards the interests of the

consumers through constant check on the food and beverage sector.

Under Ministry of Water Resources, Central Ground Water Authority [CGWA] regulates the use of ground

water. Under power conferred to them under section 5 of Environment [protection] Act, 1986, CGWA has

directed all processing units of bottled water to get their bore well registered with them. The same has to be

applied under prescribed proforma.

After reviewing comments on the Internet regarding packaged natural mineral water and packaged drinking

water, would like to know that, some companies have already spread in the drinking water production

market using IS: 10500 without any other commercial license number. Is there any other mandatory provision

from BIS organization? Please explain for normal people.

Dear Subbarao,

I am happy that you have been running successfully an orphanage at Kothagudem since 2005 and now intend

to start a free old age home with expenses met partly from income generated from a mineral water plant

(packaged drinking water). When you run or propose to run an orphanage and old age home without

charging the inmates, a similar gesture is equally necessary to supply packaged drinking water on non-profit

basis particularly to people living below the poverty line and prone to water-borne diseases.

The webpage at http://www.byrrajufoundation.org/images/water_workshop.pdf will give you activities of an

NGO by name Byrraju Foundation (BF) set up in July 2001 to transform the drinking water situation by

providing solutions appropriate to local conditions, cost effective and replicable. Towards this, BF has setup

56 community-based water plants producing pure water, jointly supported by Gram Panchayat, community

and BF, conforming to WHO guidelines, allowing access to safe water to all sections of communities in 175

villages with a population of 8.5 lakh on sustainable basis. A few agencies, including UN-HABITAT (UN

Human Settlement Programme) replicated this model in and outside 15 locations benefiting another one lakh

people.

The webpage at http://indiawaterportal.org/ask/5289 gives the work and problems faced by Dr. G.

Satyanarayana of Aqua Americana in providing low-cost packaged drinking water to people of Gollaprolu in

East Godavari district. You may note that, although the work of these NGOs is commendable, their activities

are actually illegal because of not obtaining the requisite licence from the Bureau of Indian Standards (BIS)

for manufacturing packaged drinking water. The Prevention of Food Adulteration Act, 1954, enacted by the

Ministry of Health and Family Welfare (MHFW) did not include “water” under the definition of food.

However, Sec 23 Prevention of Food Adulteration (7th amendment) Rules 2000, GSR No. 760 (E) dated

29 September 2000 has included “bottled water” or “packaged water” as food because of the practice of

marketing it on commercial basis and made it mandatory on the part of all manufacturers including NGOs to

obtain ISI certification. The Department of Drinking Water Supplies (DDWS) has reiterated this stand. As

per law, it is necessary for you to obtain grant of licence from the concerned regional authority of the BIS (i.e.

the Visakhapatnam Branch Office (VBO) for Khammam district) of the Bureau of Indian Standards (BIS) to

manufacture packaged drinking water according to IS 14543:2004. The webpage at http://www.bis.org.in/

gives all the necessary information. The webpage at http://www.bis.org.in/cert/NormalProcedure.htm gives

the normal procedure and that at http://www.bis.org.in/cert/SimplifiedProcedure.htm gives the simplified

procedure for grant of licence for domestic manufacturers.

Some information of use for grant of BIS licence that could be collected from the official website of BIS is

furnished below.

1. List of test equipments, glassware & chemicals

2. List of BIS approved outside labs for the product water, containers (including lids/caps)

3. Details of samples of the product/containers to be drawn during BIS visits

4. Acceptance of marking fee

5. Acceptance of scheme of testing and inspection (STI)

6. Guidelines for assessment of hygienic conditions with explanatory notes for guidance

7. List of Indian standards, which a packaged drinking water industry must have, in original

8. Undertaking for getting the samples tested as per STI frequency from BIS approved/ NABL

accredited outside lab

9. Consent letter from concerned outside lab for testing of sample

10. Copy of the appointment letter, qualification certificates for chemist and microbiologist

11. No Objection Certificate (NOC) from the concerned office of Central Ground Water Authority (Not

applicable in Andhra Pradesh)

12. Detailed manufacturing process indicating treatment for disinfection along with process flow chart

(Clause 3.2 of IS 14543:2004 specifies various processes for manufacturing packaged drinking water

for guidance only)

13. Copies of medical examination reports of the employees engaged in washing/ filling of the product for

any communicable/skin diseases and fitness to work in a food industry

14. Details about the arrangements of pest control treatment such as an agreement/contract with the

agency. Also details of Cleaning in Place (CIP)

15. Declaration of the shelf life of the product separately for each type of container (e.g. 1 litre, 2 litre, 20

litre etc.)

16. Undertaking in regard to clause 6 (packing) of IS 14543:2004 and clause 7.2 of IS 14543:2004

(labelling prohibitions)

17. Obtain request letter from the BIS for getting the sample tested for radioactive residues, from (Bhabha

Atomic Research Centre) BARC before submitting the application and test report received from

BARC is to be submitted along with the application form While the manufacturing and marketing cost

of water with some reasonable profit works out to be not more than half-a-rupee per litre without the

cost of container, the cost increases by another half-a-rupee per litre to meet the BIS standards.

In the larger interest of providing safe potable water at affordable cost to all the sections of people and

reduce the incidence of water-borne deaths and diseases in India, it is necessary for the government to revise

its stand of treating packaged drinking water as food. Wish you best luck in your mission to serve the poor.

1. You need to have a project report prepared and get the project approved from the State Govt. and

Registrar of companies and then forward the same to Bureau of Standards to get ISI registration.

2. Good manufacturers for RO shall be available in Tamilnadu, specifically Chennai. In Andhra, you may

contact parties in Hyderabad which are adept at manufacturing these systems. The Yellow pages of Chennai

or Hyderabad shall be a suitable guide.

3. The Bureau of standards specifies the list of tests and their duration when you go for application of the

same. There are specified laboratories approved to conduct the tests which are accepted by the authorities.

A list shall be obtained by the authorities and the Bureau.

4. Yes, the names have to be verified by the Registrar of companies since you are engaging in a commercial

activity. Should you be interested to use the water only for your own personal purposes, no such thing is

required. It is only when wishes to make commercial use of the water that all the above need to be done.

GOOGLE site holds the name for Indian manufacturers in Andhra who are registered by the ISI.

The first, most important thing is to find out a reliable source of water that is of good quality and where the

yield of water has been established beyond doubt.

a) Once this has been done, the capacity of the bottling plant has to be decided. It cannot be more than the

supply of water available.

b) The quality of water available for processing for bottling will decide what kind of treatment equipment is

needed to purify water to meet the bottled water standard BIS-10500.

c) Till a few years ago, just the cost of setting up a BIS approved laboratory (mandatory for any bottler) used

to be Rs.6.0lacs.

I would like to share my personal experience with setting up a bottling operation when I was in service. The

company decided to bottle water as a diversification. We had to close down the business after two to three

years due to the very heavy collectibles (money). The bottled water market is a savage one with intense

competition and no one can do business unless one gives credit. Once credit is given, it is extremely difficult

to collect.

I would respectfully submit that you should think carefully about setting up a bottling plant. If you are firm on

going ahead, I will try and get all the information you want.

Yes obviously, pouch trend is there only in Gujarat, In Maharashtra it is less, You can start from 50ml

to100ml. It will really work. I am concerned about the fact that without a brand for 1ltr bottle we cant

compete with the large, established players in the market.

The local manufacturers should concentrate only on pouches and on 20ltr jars where the earning is there.

scale industries certificate, then pest controllers certificate from concerned authority.

I am from Tanjore district, Tamilnadu. Even I face the same problem. All the formalities have been completed

and now BIS has stopped issuing of licence. And now they are asking me to obtain the NOC from CGWA.

Can any body help me to get that and are there any consultants who can help me to get the NOC asap?

Also now as per new Food Safety Standards, Food Safety Officer requires NOC from Pollution Control

Board. Does the packaged drinking water unit also come under the Pollution Control Board?
