Dear Friends: First and foremost, we want to say thank you to our friends and supporters, for investing in LAYSB in 2008. Volunteering your time and special talents and providing your financial support makes it possible for us to help youth learn to be productive, learn to connect with their families and the community and learn to navigate through life’s challenges. In 2008, our primary thrust was to find ways to help youth increase multiple supportive relationships with adults and peers. We did this by creating meaningful opportunities for involvement and membership,and by providing challenging and engaging activities and learning experiences within a safe, nurturing environment: Expansion of Coffee Talk, Hidden Heroes, Making Connections Mentoring Program, and youth volunteer opportunities are just a few of the ways we were able to increase supportive youth and community relationships. Also new in 2008, we began a challenging and engaging learning experience for teens who are abusing chemicals or at-risk for dependence. It’s called Teen Intervene and is based on a harm reduction model that allows teens to talk about their chemical use in an honest and non-confrontational way that doesn’t require abstinence as a primary goal in order to start the program. This program fills an important missing niche in the system between Chemical Prevention and Treatment. In 2009 we will continue to develop ways for youth to increase their supportive relationships with adults and peers. Already in process, LAYSB is collaborating with Forest Lake Community Education to provide programming at the Forest Lake Teen Center. We will also introduce a new series of Parenting Classes for parents of teenagers and by doing so will fill an unmet identified community need.

When a group of community leaders had the vision and drive to create this agency in 1976, they only dreamed of a place where kids and families could benefit from whatever kind of assistance they needed to become healthy, productive, contributing people. Today we serve over 2,000 youth, family members and volunteers each year. Today, the impact of our work is seen on a daily basis by the 86% of youth participants never re-contacting with police/courts, by the 77% of families in counseling that report a significant improvement of the problem, by the 67% of youth who would have been home alone, unsupervised instead of participating in our youth enrichment activities or by the 83% of parents who are better prepared to parent as a result of LAYSB services. All these positive outcomes and more are possible because we as a community are working together to improve the lives of the youth and families we serve.

Lakes Area Youth Service Bureau (LAYSB) provides support and guidance to

youth ages 10-18 and their families. Our mission is to

“Ensure the Success of Youth” by offering programs and

services that reflect our belief that youth will be successful

when relationships are strong, communities are

caring, families are involved and supportive , harmony is restored and youth have the skills and opportunities

for citizenships. Parent involvement is essential to all

services provided by LAYSB.

youth & Family Counseling provides immediate professional support to help families solve immediate issues, stabilize family situations, work though individual crisis, strengthen skill development and assist in building healthy relationships.· Crisis Services for youth and families· REACH Anger Management Group: for youth ages 13-15· Sliding Fee Scale

Community Justice Program works with all parties involved when a criminal offense occurs: offender, victim, parents, and the community. The offender is expected to take responsibility for his/her actions, to understand the effect of the offense on the victim, to make amends for the offense, and be accepted back into the community. In 2008, the LAYSB worked with 2,033 youth, family members and volunteers...

477 first-time and low-level youth offenders completed the Community Justice Program.

105 at-risk youth and their families were provided counseling and support.

124 community adults participated as volunteers.

Carrie Myers is the highly-respected owner of Pizazz!, a unique gift shop in Wyoming that sells everything from designer purses to trendy sunglasses. For Myers, her business is not only her interest pursued for pleasure, but also her livelihood.During the holiday season, Myers was left wondering how she could ever recover from a tragic burglary that stripped her of her money, her happiness and her hope. For a confused and frustrated Myers, closure seemed nonexistent and she was left wondering why she was targeted and who these offenders were.Months later, the offenders were apprehended. Three of the offenders were local youth and because they were considered low-level offenders, the youth were referred to LAYSB’s Community Justice Program. Through the program, a Peacemaking Circle was offered to Carrie Myers. The Circle gives victims an opportunity to confront the individuals who have caused them considerable harm. Myers agreed to participate and the Peacemaking Circle was held in July. During the Circle, Myers discussed the impact the burglary had on her personal life – leaving her financially disadvantaged one week before Christmas. As Myers shared her misfortunes caused as a result of the burglary, the offenders began showing some remorse and shame which was reflected by their nonverbal actions.Later in the circle process, after a lengthy discussion about the direct and indirect costs of their criminal actions, Myers and her supporter, who was also in attendance, listened to the offenders apologies. When the girls were finished, Myers’s supporter responded, “You did a good job letting us know your words,” signifying gratitude with the apologies and reassuring the offenders that their apologies have not gone unrecognized.

Myers thanked the girls for participating, and the girls took the initiative to shake hands with Myers and her supporter. The handshakes weren’t a simple sign symbolizing a goodbye, but an indication of a mutual understanding and a willingness to repair the harm with the victim.

Because Myers had the opportunity to engage in a Peacemaking Circle with the youth who burglarized her business, her frustration and confusion was reduced and thoughts of future holiday seasons were made brighter.Nathan Kruckeberg, facilitator of the Circle and Community Justice Case Manager for the Community Justice Program, believes that “Myers is not only the epitome of forgiveness, she is also a compassionate individual who genuinely cares for the people in our community. Myers is, what I consider to be, both a model citizen and business owner.”

Partners for the Future Campaign

“LAYSB provides an effective intervention for low-level juvenile offenders at a considerable cost saving to taxpayers. Each year up to two-thirds of the youth who come to the attention of justice officials in Washington County are diverted to community-based programs. Follow-up

studies indicate that the majority of these youth have no further involvement with the juvenile justice system. The availability of community-based interventions saves the more costly

resources of the juvenile court for higher risk youth. Diversion services, such as those provided by LAYSB, are the backbone of the juvenile correctional system in Washington County. “

LAYSB began a permanent fund at the St. Croix Valley Community Foundation (SCVCF) after being selected by the Foundation as a “Partners for the Future Campaign” match participant.Every dollar LAYSB raises in conjunction with Partners for the Future up to $30,000 through November 2009 will be matched dollar for dollar and invested in LAYSB’s fund at the Foundation. Over $19,000 in cash and pledges has been raised to date.

LAYSB’s permanent fund will help provide a stable and growing source of income dedicated to operations and new program initiatives. The fund is managed like an endowment, providing annual income while also preserving and growing principal. As a result, LAYSB benefits today and for generations to come.Gifts of cash or marketable securities are eligible for the matching contribution.
